The world's urban population is expected to increase by 60 per cent between 2014 and 2050, when 6.3 billion people are projected to live in urban settlements. This opening panel offers a definition of the emerging "Smart City" -- a vision for successfully accommodating the projected massive growth in urban populations and the attendant stress on transporation, logistics, natural resources, and critical government functions. Panelists will explore where we stand with key enabling technologies, innovative deployments to date, and how cities can begin developing their strategies for meeting this critical imperative of the 21st Century: enabling sustainable, green, efficient and humanity-centric metropolitan areas.

Michael Jansen, Chairman and Chief Executive Officer, Cityzenith An impassioned architect, urbanist, and entrepreneur, Michael has founded and led high-growth companies in the US and Asia for more than two decades. He studied architecture at Yale and Cambridge, earned a Fulbright Scholarship, and worked as an architect in India and China for several years leading the Asia practices of two major US-based international architecture firms. In 2004, he founded a major BIM services company in India backed by Sequoia Capital which grew to over 500 employees in just 4 years. In 2010, Michael assumed the helm at Cityzenith as CEO and embarked on his personal mission to transform life in cities around the globe. Michael has been featured on CNN, CNBC, and in several major business, government, and AEC publications worldwide. He has also received several awards for his work, including Building Design and Construction's "40 Under 40" award. In 2014, Michael was honored as a World Cities Summit Young Leader in Singapore for his life-long contribution to improving sustainability and the quality of life in cities. A husband and father of three, Michael speaks four languages and plays the guitar.

Scott Stallard, Vice President, Smart Integrated Infrastructure, Black & Veatch Mr. Stallard serves as Vice President in charge of the development and commercialization of Black & Veatch's Asset360TManalytics platform, which helps manage and optimize increasingly complex, distributed and diverse utility systems -- from production, transmission and distribution to end-use devices. Mr. Stallard also leads Asset Management Services within Black & Veatch Energy. In this role, he is responsible for management of the business and solutions associated with a wide range of operational issues including fuels, plant performance, operations and maintenance (O&M), and plant/portfolio optimization.

Russ Vanos, Vice President, Sales & Marketing, Global Software and Services, Itron Russ Vanos is Vice President for Sales and Marketing, Global Software and Services for Itron. Vanos is a utility industry and connected city visionary who played a major role in driving early smart grid technology adoption in North America. He is also integral to the Internet of Things and smart cities initiatives for the company. Russ is on the Boards of the Washington State University Energy Innovation Center and Envision Charlotte, is a member of Edison Electric Institute (EEI), sits on the Cisco Internet of Things Steering Committee, and is a founding member of the Smart Cities Council.

Gordon Feller, Director & Consultant, Cisco Systems HQ Gordon Feller is the Co-Founder of Meeting of the Minds, a global thought leadership network and knowledge-sharing platform focused on the future of sustainable cities, innovation and technology. Gordon serves as a consultant to Cisco focused on Internet of Things and Talent. Gordon has worked in the area of emerging technology for three decades, most recently consulting on projects which harness the power of data (whether in the cloud, pulled via mobile networks from IoT-enabled end-points, or other advanced technologies) for solving complex problems. From 2010-2016, Gordon was the Director of Urban Innovation at Cisco Systems headquarters in Silicon Valley where he

For 30 years, Gordon has advised on economic and technology issues with leaders of multinational companies, cities, NGOs, foundations, and national governments. His clients have included The World Bank, UN, German and Canadian national governments, The Rockefeller Foundation, IBM, Reuters, Metropolis, United Cities & Local Governments, among others.

Keynote Address: Gathering the Tribe -- Lessons in Technology Innovation from Peace Corps to PayPal 10.00 - 10.30 am

Kip Harkness, Deputy City Manager, City of San Jose Kip Harkness returned to San Jose City Hall in June of this year from PayPal where he served as Director of Technology Engagement for the past three years. In that role he led the company's global technology leadership program to strategically develop PayPal's next generation of international leaders. Prior to that he served 15 years in a range of roles at the City of San Jose and its Redevelopment Agency. For 10 years he led the city's Strong Neighborhoods Initiative that restructured how departments collaborated with residents and improved service delivery to meet pressing neighborhood priorities. Kip also served as a Peace Corps volunteer in Chad, and as an education consultant with the World Bank. He is a graduate of Florida State University with a bachelor's degree in anthropology and international affairs, and a master's in urban planning.

Keynote Address: Digital Transformation to the First Smart State in the Country 10.30 – 11.00 am

Hardik Bhatt, Secretary Designate, Innovation & Technology, Illinois State CIO, Office of the Governor, Bruce Rauner As a cabinet member of Illinois Governor Bruce Rauner's administration, Hardik is the Secretary designate of Department of Innovation and Technology and the State CIO. Hardik leads 1,700 IT employees and over $1B of budget, including a P&L, for digital transformation of Illinois Government. Hardik was Senior Director with Cisco and led Global market development of Internet of Everything for public sector. He worked with Mayors, Governors and Prime Ministers around the globe to extract value by connecting public assets. Prior to that, Hardik was the CIO for the City of Chicago and Commissioner for Department of Innovation and Technology. Hardik built and led the Smart Chicago program, which is considered a national model. Prior to that, Hardik worked with Oracle Corporation in the US and Tata Consultancy Services (TCS) in India. Hardik is an investing member of Hyde Park Angels, an angel investment partnership. He is also on the board of a Uno Charter School Network. He also serves as an advisory board member for Illinois Treasurer's Technology and Innovation investment Fund. Hardik received an MBA from Northwestern University's Kellogg Graduate School of Management, a Bachelor's degree in Computer Science from India.

If technology is the answer, what's the question? The speed of technology change, when combined with a broad-ranging lack of urban preparedness and foresight have not yet provided solutions to the growing nexus of

interconnected urban problems -- housing availability; natural resource depletion and ecosystem stress; inadequate education and health care; racial and ethnic inequalities. The coming decade is the moment of opportunity, a time when we successfully harness technologies. But to get there we must first answer a few basic questions:

Which types of urban technologies are creating new economic opportunities? What role are citizens and their data play in data-rich, tech-driven "smart cities"? How are urban communities leverage emerging technologies in order to improve service delivery,

transparency, and civic engagement?

This session provides a deeper look at technology's role in the advancement and inter-linking of multiple city systems. Future urban infrastructure will be intelligent, connected, and aware. How best to navigate all of the fast-moving developments, especially when cities and companies are being joined in this effort by philanthropies, community-based NGOs, international organizations, and universities? This expert panel will discuss the key elements that are making it possible for cities (and not just city governments) to use their existing assets and leverage new tech to become smarter, greener, connected, and more successful.

Marianna Lubansk, Director, Investment Promotion & Clusters, Copenhagen Capacity Marianna Lubanski holds a Master of Science in Economy and Business Administration from Copenhagen Business School, Denmark. She has more than 25 years of experience primarily from the private sector. Her career has focused on business development and innovation, and she has been the initiator of numerous new businesses and organizations in Denmark, Europe and the US. After working in three start-ups and having her own company for six years, she was the director of Innovation Center Denmark, based in California from 2008-2010. In 2011 she joined Copenhagen Capacity, first as the Director of Copenhagen Cleantech Cluster and since August 2013 as the Director for the Investment Promotion & Clusters Department.

Adam Hecktman, Director, Technology & Civic Innovation Chicago, Microsoft You may recognize Adam. He's a regular on TV, you can hear him on the radio, he's penned numerous articles and is the co-founder of the Chicago City Data Users Group. But some of Adam's most important work is done behind the scenes in his role as Microsoft's Director of Technology and Civic Engagement for Chicago. Tech giants, universities and government leaders turn to Adam for guidance on all matters technology, and he happily obliges, helping Chicago overcome challenges and capitalizing on new, exciting opportunities. Prior to his current position, Adam was Director of the Microsoft Technology Center for 22 years. He holds a BS in Commerce and Business from the University of Illinois at Urbana-Champaign.

Bas Boorsma, Director, Internet of Everything, & City Digitization, North Europe, Cisco Bas Boorsma currently serves as the director Internet of Everything for the Northern European region at Cisco. In that capacity he leads a series of city engagements, leading the way on Internet of Things related innovations for, with and in cities. Bas also serves as a member of Cisco's global lighthouse team that manages a portfolio of smart city lighthouse engagements globally. Bas has coordinated and overseen the implementation of innovative projects and programs that address the ways we work, live, consume, play, learn and deliver within the context of larger communities. Typical innovations delivered or currently being worked on include Smart Light, Smart Water Defenses, Smart Work Centers, Smart Parking, City WiFi, Learning Hubs, high end broadband deployment as well as the architectures and service models that will help drive the Internet of Everything at large. Bas has helped various cities, regions and communities around the world to articulate and implement Smart Work strategies, resulting in Smart Work strategies in Korea, France and Amsterdam among others. Bas also serves as chairman of the Connected Village Foundation.

Session 3: Smart Building Advances - Strategies for Increasing Sustainability and Green Programs 1.30 - 2.45 pm

Building owners/operators and sole tenants face a conundrum - how to cut operating costs while going green, without lowering comfort and productivity. Furthermore, budgets are tight, staff isn't expanding, and employees are

more demanding. Finally, money isn't growing on trees to enable capital expenditures to rip and replace building systems. What's an owner to do? An answer can be found in novel software approaches that rely on a mixture of cutting edge predictive analytics and old fashioned facility expertise. Instead of replacing or adding equipment, companies can instead add intelligence to their existing in three steps: analyze data at hand, meaning the building physics itself, the BMS' actual capabilities, and chief external factors like the hour-to-hour weather; predict energy needs of the building for optimal performance; and then control and measure the BMS and impact on the building's energy use. The result of doing so can be profound. At an operating level, it means optimal energy efficiency, lowered operating costs, and increased tenant comfort. At a higher level, such a high level of control governed by analysis and software directly enhances a building's ability to respond to non-organic, external inputs, like a demand response signal. And finally, the three-step methodology is by nature transparent in that the model, prediction, forecasting, and control are all measured and tracked. Attendees of this session will hear from various constituents of the building value chain, from end-users, to energy companies, to building energy management technology experts as to how such a system can be implemented, how roadblocks to implementation can be overcome, and how such a system can impact an organization.

Amy Jewel, Senior City Advisor, City Energy Project-Chicago, Institute for Market Transformation (IMT) Amy is the Chicago City Advisor with the City Energy Project. She partners closely with the Chicago Office of the Mayor to develop new strategies and approaches to advance energy efficiency efforts. Current efforts include partnering on the Chicago Benchmarking & Transparency Ordinance, building operator trainings, and ongoing energy code compliance improvements. Prior to joining IMT in 2014, Amy worked as a private sector consultant and helped develop energy and climate policies for over two dozen local governments. In her consulting role, she also worked to advise public sector clients on overall energy, sustainability, and resiliency strategies, with a focus on buildings and infrastructure, and also led outreach and stakeholder engagement efforts with local communities. In other previous positions, Ms. Jewel has served as an environmental educator and worked as a fundraiser for a small nonprofit organization. She holds a B.A. in Psychology from Columbia University and a Master's of Environmental Science and Management from the Bren School at the University of California, Santa Barbara. Amy is LEED Accredited Professional for Operations and Maintenance.

Gary Graham, Director of Energy Management, Global Occupier Services, Cushman & Wakefield Gary Graham brings 30 years of experience helping clients assess, develop and implement energy and sustainability programs and realize savings. At C&W, he directs and supports the development and implementation of the energy management portion of the company's Global Occupier Services platform. Prior to joining C&W, Gary served as Midwest Region Marketing Manager for kW Engineering where he developed energy assessment and retro-commissioning projects with commercial, industrial and grocery clients and was the Vice President of Sales for SCIenergy, an energy efficiency technology company. Prior to joining SCIenergy, he spent 11 years with JLL as Senior Vice President in the Energy and Sustainability Services practice where he developed and built out the energy management practice. Accomplishments include leading JLL to 4 ENERGY STAR Partner of the Year awards and being recognized for the development and implementation of the Portfolio Energy and Environmental Reporting System (PEERS). Mr. Graham has also held sales, operations and management roles for Johnson Controls, Landis+Gyr Powers, as well as Southern California Edison, Edison Source, Northern States Power and PG&E Energy Services. He holds a BS in General Engineering from the University of Illinois, Urbana and is a Certified Energy Manager and a LEED Accredited Professional.

Sumit Ray, PE, CEM, LEED, MS, MBA, Executive Director, Energy Management and Strategic Initiatives, Facilities Services, The University of Chicago Sumit Ray is the executive director for energy management and strategic initiatives with Facilities Services at the University of Chicago. Sumit oversees the development and implementation of the University's energy program, as well as its facilities sustainability efforts. In that role, Sumit oversees operations at the two central utility plants, the campus-wide building automation system, project commissioning, and offers engineering support and energy management services to campus clients. In addition, he also develops and implements strategies to procure natural gas and electricity for the University.

John D. Villani, P.E., CCP, CEM, LEED AP, Vice President, Grumman/Butkus Associates

For the past 16 years, John Villani has been an engineering consultant providing design, energy, commissioning, and retro-commissioning services. John previously worked with Johnson Controls, implementing multimillion-dollar energy conservation performance contracts and controls projects. Before this, he was a staff member of Columbia University's facilities operations and building operations departments. He currently leads commissioning and retro-commissioning activities for Grumman/Butkus Associates, an energy efficiency consulting and sustainable design engineering firm headquartered in Evanston, IL. John's background of Owner, Contractor, and Consultant influences his perspective as a commissioning engineer. His expertise has also been enhanced by the experience of working in several of the country's major cities, including New York, Chicago, and Detroit.

Dr. Alfred Tat-Kei Ho, Professor, School of Public Affairs & Administration, University of Kansas Alfred Tat-Kei Ho is a Professor of Public Administration at the University of Kansas School of Public Affairs and Administration in Lawrence, Kansas. His research focuses primarily on budgeting and financial management, performance management, and e-government. He has published more than 50 journal articles, book chapters, and research reports in these areas, and his publications have appeared in American Review of Public Administration, Government Information Quarterly, Journal of Public Administration Research and Theory, and Public Administration Review, among others.Many of Ho's publications were the results of engaged research, in which he worked closely with local government officials, community leaders, and foundation officers to address specific policy questions and managerial needs of local communities. Former community partners include the Iowa League of Cities; the Iowa Association of Counties; the city of Indianapolis, Indiana; the city of Tulsa, Oklahoma; the city of Kansas City, Missouri; the Johnson County Library Foundation in Kansas; the William T Kemper Foundation in Kansas City, Missouri; the Alfred P Sloan Foundation; the National Science Foundation; and the Asian Development Bank.

Ho is also an active member in the professional community of public administration. He has been an editorial board member for a few journals, including American Review of Public Administration, Journal of Public Administration Research and Theory, Public Administration Review, and Public Performance and Management Review. He is also an elected representative of the National Council of the American Society for Public Administration (ASPA), and he is one of the co-chairs of the "Government Efficiency, Effectiveness, and Governance" study group at the International Institute of Administrative Sciences in Brussels, Belgium.Ho received his Master of Public Administration (MPA) and his PhD from Indiana University (Bloomington campus). Mr. Jeff Brumfield, Program Director is responsible for all program management activities executed from Cubic's Chicago office for Ventra, the account-based open payment system for the Chicago Transit Authority (CTA) -- the second largest transit agency in the United States. Mr. Brumfield was the Design and Build Program Manager for the Ventra System launched in 2014 and prior to Ventra was the Program Manager for all CTA projects and customer service requests since 2003, managing the day-to-day customer interface with the CTA, Metra, and Pace Suburban Bus. He came to Chicago by way of San Francisco where he managed the development and deployment of a new bus fare collection system for the SFMTA. He was instrumental in the design, development, test, and installation of a modernized system to allow SFMTA to now have a complete view of SFMTA revenue and ridership. Mr. Brumfield has held several engineering management positions during his career with Cubic, supporting projects in Vancouver, Los Angeles, WMATA, Baltimore, Puerto Rico, San Diego, and New York City where he served as the Program Manager and System Engineer for the New York City Transit (NYCT) Surface (Bus) System . He was responsible for the development of all new bus system equipment designed specifically to the NYCT's stringent requirements which has been in service for over 20 years.

Seth Robinson, Director, Technology Analysis, CompTIA Seth Robinson is the Director of Technology Analysis for CompTIA, a nonprofit trade association for the technology industry. Mr. Robinson focuses on the technology trends that are shaping the technology industry and allow business to evolve into digital organizations. Patty Durand joined the Smart Grid Consumer Collaborative (SGCC) in January 2011 as its first President & CEO. In this role, she is responsible for advancing a consumer-friendly, consumer-safe smart grid through research and education. Under her leadership SGCC has grown 85 percent in five years to over 120 members and has produced many pieces of foundational consumer focused research. Before joining SGCC, Durand worked for the Georgia Institute of Technology where she assisted in smart grid research projects. While there she helped to submit $10 million in three grant proposals to the U.S. Department of Energy and ARPA-E. Prior to her time at Georgia Tech, Durand served as the Executive Director for the Georgia Chapter of the Sierra Club where she focused on energy policy, climate change, citizen advocacy. Durand was previously named one of Smart Grid Today's "Smart Grid Pioneers," and a "Fierce 15" Women in Energy by FierceEnergy for her dedication to driving consumer awareness and understanding of the smart grid.

Cities around the world are facing challenges related to socio-economic pressures, increased population, and the deployment of technology such as advanced infrastructure, platforms, and applications to provide efficient urban services. New solutions are needed in order to manage the naturally occurring resources that will be impacted by this trend, as well as operate new and regenerated urban spaces. For these reasons governments are pushing the agenda of sustainable living through mindful use of energy and water resources - areas where utilities are major stakeholders. Sam Edelstein, Chief Data Officer, City of Syracuse As the City of Syracuse's first Chief Data Officer, Sam Edelstein is responsible for analyzing the city's data to help make recommendations for doing more efficient and effective work. This process includes building data architecture so much of the historical data that is currently kept on paper can be digitized, and then analyzed effectively. The data is analyzed and visualized using a variety of tools, including R, Python, Tableau, and Excel. Following analysis, Sam has presented findings to the mayor, commissioners and other senior members of city government. The Department of Innovation is funded by a grant from Bloomberg Philanthropies. Prior to his work with the City of Syracuse, Sam was responsible for data analysis, communications, and marketing for the Office of Alumni Relations at Syracuse University. This included building processes for collecting and combining data, analyzing, and then making recommendations about effective ways to reach alumni and predicting registration and turnout at events. Sam is pursuing a Masters Degree in Information Management with a focus in Data Science from the School of Information Studies at Syracuse University.

Eric Roche, Chief Data Officer and Performance Management Analyst, City of Kansas City, MO Eric Roche began working with the City of Kansas City, MO as a Cookingham-Noll Management Fellow in 2013. In his current role, he serves as Chief Data Officer with the Office of Performance Management. Eric's role focuses on using data to uncover relationships, communicate ideas, and improve performance. Eric also oversees the city's open data suite. Open data initiatives include OpenData KC, KCSTAT Performance Management Dashboards, and Open Budget. Eric received his undergraduate degree from Colorado State University and earned his MPA from the University of Kansas.

Donna has over 20 years' experience in the telecoms industry working in engineering, sales and business development roles in both operator and vendor organizations, including AT&T, D-Link and Ikanos.

Accelerate Indy was created as part of the Global Cities Initiative, a joint project of the Brookings Institution and JPMorgan Chase, that assists metro regions in developing regional strategies to boost global trade and evolve economic development policies and practices. This policy panel, made up of experts from the Mayor's Office, Indiana University--Purdue University Indianapolis (IUPUI), the business community, and economic development community, will discuss the market drivers, planning approaches and challenges, financing models, and implementation strategies required to create, support, and drive the Accelerate Indy initiative forward.

Angela Smith Jones, Deputy Mayor for Economic Development, City of Indianapolis

In January 2016, Angela Smith Jones was sworn in as Indianapolis Mayor Joe Hogsett's first Deputy Mayor for Economic Development. Under her purview, Smith Jones oversees Develop Indy, the city's economic development organization, and Employ Indy, the city's workforce improvement board. Leading these organizations, Smith Jones directs the strategies of business retention and expansion, attraction of new companies, job growth, and the development of a strong workforce pipeline for the city of Indianapolis. Maureen Donohue Krauss, Chief Economic Development Officer, Indy Chamber

Maureen Donohue Krauss serves as the first Chief Economic Development Officer at the Indy Chamber, where she oversees Accelerate Indy, a regional economic development plan announced by the Indy Chamber in September of 2016. Building on her distinguished career in economic development, Krauss provides leadership on programs and initiatives encouraging innovation and helping enhance business growth and acceleration.
