I am back on duty again and have found that we have a very busy month with reports and news, some delayed from last month due to snow. There is lots going on in the run up to Easter. We have events in East Walton (p 13), East Winch (p 16), Gayton (p 31 and 35) and Gayton Thorpe (p 37) as well as the pilgrims of Ely being welcomed and refreshed in Gayton (p 19). Please support where possible. Details of all services and other important dates are, as ever, on the centre pages of the magazine.

I would also like to direct you to our first article from Ashwicken C of E School (p7). We look forward to hearing more of their news in the future.

Easter - Hope & Joy

More people attend church services at Christmas than Easter. Traditional carol services and crib services draw crowds. But I invite you not to miss out on the Easter celebrations. Look to the centre pages of our magazine for details. There is something for everyone. We have a family service (with Jimmy and Timmy the donkeys) on Palm Sunday followed, later in the week, by two very moving services on Maundy Thursday and Good Friday. The culmination of our celebrations will be

stthe joyful and lively services on Easter Day - Sunday 31 March - Easter falls early this year!

You may have wondered why (unlike Christmas) the date varies. Well, Easter is a nd rdmoveable feast'. It may fall on any Sunday between 22 March and 23 April. The

date of Easter accords with the date of the Jewish festival of the Passover, which is based upon the old lunar calendar. By this method of calculation, the date of Easter is the Sunday nearest the first full moon following the spring equinox. So there you have it!

For many, Easter is simply a holiday period and a time for giving chocolate eggs and enjoying the beginning of spring (hopefully). But Easter is really about hope. And hope is something we are called to share. It is also about Joy as it is a time when we rejoice in the knowledge that death is overcome bringing forgiveness and salvation to the world.

This Easter, because of the downturn in the economy, many people are feeling vulnerable.Though (we keep being told) there may be some signs of a slow recovery, folk are still living with the constant fear of redundancy. This makes the message of Easter even more important. For, the celebration comes only after Jesus faced the tensions and trials of Holy Week. In the days following his entry into Jerusalem, Jesus was at his most vulnerable. Jesus could anticipate what was going to happen over the next few days. In his humanity he must have felt the fear and vulnerability that looking ahead can bring.

The Easter message resonates down the centuries and can bring a special meaning to all those who are feeling at their most vulnerable in these difficult times.

And then, the Alleluia's of Easter Sunday Morning are an explosion of joy at the triumph of the risen Christ and the power of God's love for us.

Easter is about both hope and joy - come, let's be hopeful and joyful together!

Christ is risenHe is risen indeed, Alleluia.

We would like to thank members of our local community for supporting our school including:

Leziate Lakeview Park who very kindly let our parents and children meet in their car park twice a week throughout the year to do their walk to school through the woods. Leziate have also provided an excellent venue for our Nativity play and Christmas Fair.

The Bacon family at Baco-Compak who have been very generous in sponsoring our team sports kit. Now we are really smartly dressed when we join in with local schools sports events.

Rev'd Jane Holmes has been most helpful in leading school assemblies and church celebrations, as well as putting on fun Messy Church activities.

Dog TrainingLeziate Village Hall

Dog Training Classes have started at Leziate Village Hall on Sundays from 10am to 12.30pm.

K9 Care & Training are running the Kennel Club Good Citizen Dog Scheme. Sharon Alton uses fun and positive methods so owners can relax and learn about their dogs. Sharon is a qualified instructor with the British Institute of Professional Dog Trainers and is a Licenciate member of Pet Dog Training Instructors. She is also working towards accreditation with the Kennel Club Accredited Instructor Scheme.

Sharon regularly does group walks after classes or at various locations which are included in membership fee, gives 1-2-1s for those who can't come to classes or whose dogs aren't able to cope in a class environment and is now taking booking for fun agility sessions. Trouble Free Walks Please

The recent mild spell and all the snowdrops and aconites suggest spring is on the way. The days are getting longer, perfect for walks in the countryside you would think.

Why, oh why do we always have to look at our feet rather than at the beautiful view as we jump over piles of dog poo? It is worth pointing out that children are particularly bad at keeping an eye out for such things, leading to messy cleaning up for the adults in charge. It really can spoil a good day out.

Please remember to clean up after your dog. Our Parish Councils have arranged for numerous dog bins to be located in

our villages. Please use them.

Leziate Parish CouncilthMeeting held 13 February.

The Chair, Cllr John Eayres, introduced our new Parish Councillor Alan Smith who had been co-opted onto the Council

Anglian Water had representatives present to discuss the proposed main sewerage works in Ashwicken. It was explained that a group of residents had requested, under section 102, for a public sewer. Percolation and other surveys had taken place in the surrounding area and Anglian Water has identified three duty areas, i.e areas that, after testing, show a need for a public sewer.

There will be pumping stations in Fen lane and Leizate Drove and the treatment works near Glosthorpe Manor. There will be an option for householders within the selected area to join to the public sewer.

Several parishioners were present from Fen Lane and Anglian Water agreed to convene a meeting for these residents as they had very specific queries.

It was reported that the Public Inquiry for ththe incinerator begins on 26 February

2013. The parish council are part of a group of some 7 Parish Councils who are having an expert present their case.

Norfolk County Council has written to the Parish Council regarding a scheme where they will pay 75% of projects that will improve highways. The Parish Council agreed that this should be explored further to fund flashing lights and a trod at the school. It was thought that local businesses could be encouraged to sponsor the remaining 25%.

It was agreed to ask that our

maintenance man remove all fly postings on the bus shelters and we would request that residents do not place posters on the walls of the bus shelters. If a notice is required to be displayed in the new noticeboards then the Clerk should be contacted.

Alan Smith, our new Parish Councillor, has taken on the role of Chief Homewatch Coordinator. He explained that he has contacted all coordinators and residents and is arranging a residents' meeting in the very near future.

A local walker is trying to arrange a litter pick at Bawsey lakes, and it was generally agreed this was a good idea.

Incinerator update

I first wrote to the Lynn News about my concerns over the prospect of a waste incinerator, 5 years ago, in February 2008.

Exactly 10 years ago, I was preparing to leave for Kuwait as an RAF Auxiliary to help bring democracy to Iraq. I was given the role of testing for the release of biological warfare agents. Fortunately, none were found, but I have an appreciation of how small amounts of highly toxic substances, released into the atmosphere, can risk many, many lives. I also gained an understanding of what countries are prepared to do to secure vital resources, especially crude oil.

The incinerator campaign has brought these three themes back into my life.

Society cannot continue to consume materials and create waste in such prodigious quantities without consequence. To burn precious resources and extract a token amount of energy, when alternative technologies to recycle them are available, is nothing short of criminal. Records show that King's Lynn suffers from poor air quality and poor respiratory health. It is foolish indeed to contemplate a waste incinerator just up-

wind of the town, whatever the efforts are to clean the emissions.

For West Norfolk, this debate was concluded 2 years ago, with one of, if not, the most decisive poll results in English electoral history. We must ensure that our voices are heard. With one big push from all of us, we can win this.

Henry Bellingham MP revealed that the Cory Wheelabrator bid cost £46 million more than its rival. Cllr Long added that the final selection was a last minute switch. For more see the latest issue of the campaign's newsletter “The Burner.”

The Borough Council has released an independent report confirming the viability of their alternative proposal, which could see 90% of our black bin waste recycled.

The Trustees of East Winch Village Hall cordially invite residents and

thparishioners on Sat 6 April from 11am to 2pm to view our newly installed/ refurbished kitchen.

Free refreshments and cakes will be served and we look forward to seeing everyone. We are very grateful to WREN for their grant award towards the cost of this project.

The shortfall of approx £2500 was met from the village hall contingency fund.

We hope the improved kitchen facilities will encourage and attract new hirers/clubs to this important village amenity which has been a part of the village fabric for over sixty years.

RSPCA East Winch Wildlife Centre

As you know the RSPCA only exists because of public donations. So, as part of our fund raising effort, we now have a collection bank for recycled clothes/shoes and also a bottle bank.

We are still collecting towels, blankets, newspapers etc. for use for the animals and they should be placed as before in the yellow bins. All the bins will be by the visitor centre and we would be very grateful for any donations you make.

Our Open Day this year will be on thSunday, 7 July from 10am to 4pm.

We are currently experiencing yet another food scare which is being vigorously reported, as usual, by the tabloid press. I speak of course of the contamination of beef products by horse meat. This is a fraudulent act which,

ever since the price of beef escalated some time ago, was always likely to happen.

BSE ruined the beef industry, reducing the size of beef herds which, in turn of course, led to gradual shortages and price rises. Super markets, faced with price increases, insisted that their suppliers of processed beef products absorbed these prices themselves. This is a typical supermarket tactic. It is a small wonder that these producers have turned to fraudulently including horse meat in their beef products in an effort to maintain some level of profitability.

One way to escape the danger of eating horse meat (if there is one), is to buy your beef mince from your local butcher. It is as simple as that, just ignore the super markets and make your own lasagne.

At long last we are seeing a benefit from the terribly wet summer last year. The snow drops and aconites now flowering have never bloomed as well as they are this year. Ravaged by two or three dry summers their bulbs suffered and even decreased in numbers. Last years downpours replenished them wonderfully. Doubtless we shall witness the same when the daffodils flower in a few weeks time.

I have only just recovered from a really bad chest cold. This is something I have rarely experienced over the years. Being a non-smoker, coughing is an affliction I've not been used to and was prevalent at night. I arose one morning to clean my teeth only to find that I was minus my front tooth plate (lost in the violence of youth). Missing for over a day it was finally found by the cleaning lady in amongst the waste tissues next to the bed.

Concerts For 2013

We have three Concerts planned for St Nicholas Church in 2013.

thSunday 16 June at 3.30pm we have the Midsummer Singers.

stThen on Friday 21 June we have The West Norfolk Junior Youth Orchestra. This will be in the evening time to be confirmed.

thOctober 4 (date still to be confirmed) The Kings Lynn Male Voice Choir. This again will be an evening concert.

We are hoping to get another act to perform to break up the program.

Please remember these dates and come along and support the church.

English Heritage/National Lottery Grant

You will have no doubt read in the local newspapers that St Nicholas Church was successful in obtaining a two part grant to assist in repairs to the roof and drainage.

The first is £25,000 for exploration and preparation work, having surveys done and obtaining permissions, as St Nicholas is a grade one listed building.

The second is £80,000 to assist in helping to repair the roof where, over the years, the lead has started to leak. This is caused by the heat of the sun expanding the nail holes that secure the lead. The weight of the lead on the nails

gradually makes the holes bigger and water has penetrated in.

The PCC has to raise approximatelyanother £40,000. This will be done by cash we have in hand and applications to other grant bodies.

Work on the preparation will start shortly and the main work next year.

Churchyard Tidy Up

We are planning to get the churchyard tidied up for Easter on the weekend of 23/24 March.

There are still many Christmas wreaths in the churchyard. Please remove any wreaths that you wish to keep prior to this weekend.

The term got off to a rather snowy start. I would like to say a big thank you to the Staff that helped keep our school open! Beryl, our caretaker, worked extremely hard to keep the pathways clear and safe. The Teachers and Teaching Assistants that live in the village were able to 'hold the fort' whilst those from further away made the often very slow

journey in. As you can see from the photo the whole school had a great deal of fun

together, making snowmen, building an igloo, making snow angels and, encouraged by Mr Harmer, having snowball fights!

18 of our children also braved the extremely cold weather just recently to take part in the Houghton Hall Cross Country event. There were some fine performances across the age groups and Miss O'Riordan also ran the Senior 6.5km course in a very respectable 33.3minutes! WOW!

Some of our children went on to represent Gayton at an inter schools event. Poppy Beales won the bronze

medal in the Under 9's race and qualified for the County Cross Country final in March. Well done Poppy.

Our after school and lunchtime clubs continue to thrive. We offer everything from lego, dinosaur, publishing or movie club to archery, cross country and a variety of Sport's clubs. A few of our children are currently learning to play the Cello and after Easter we hope to offer Violin lessons at school. One of our younger classes will be entering the Norfolk Music festival in March with our specialist music teacher, Jessica Berners.

Our new outdoor area has started to take shape. The children will be working

with an artist to paint a 'Pirate Sea' for our new pirate ship and an enchanted forest for the area under our

canopy. We hope to have our new outdoor area completed by Easter. Look out for a special celebration to mark it's 'official' opening!

Welcome the Pilgrims from Ely

On Maundy Thursday, th28 March, a group of

about 30 Christians will walk through Gayton

carrying a cross. They will have walked from Ely and will arrive in Wasingham on Good Friday. They will be tired, hungry, and with sore feet.

The group is expected in Gayton at about 3.30pm, and will stop for tea at Bridge House. Please join the party to make them feel welcome and, if you can't come but see them passing, give them a friendly wave.

Contributions to the tea are also welcome - a cake, scones, sandwiches or sausage rolls. It's astonishing how much gets eaten!

Our 2013 programme is now well under way and, in spite of yet more snow flurries, 18 brave members enjoyed an excellent evening at our monthly meeting in February, where we were delighted to welcome Saira Karim who had come along to demonstrate Indian cookery.

We quickly dealt with some essential business items: arrangements were made for 8 members to go to “Calendar Girls”at The Arts Centre, and for 14 to attend the Nar Valley Group Meeting at Swaffham, when the speaker will be telling us about “The Life and Times of a Freelance Auctioneer”.

Then we all moved into the kitchen and, after smelling each of the spices she would use, we watched Saira

get to work and produce a traditional Indian curry from scratch, explaining at each stage exactly what she was doing. The next hour flew past, with lots to watch and smell, lots of questions, lots of laughter, and lots of tasting at various stages.

Finally, we all enjoyed the really delicious result, a wonderful chicken masala curry, with dhal and rice.

Tea and coffee followed, there were Indian saris and bangles to try on, the

raffle was drawn, the competition was judged, and Saira was thanked by Sandra Brock for giving us all such a lovely evening.

tempted to do wrong things - something we especially think about now during Lent (the weeks before Easter).

Gayton PC January NewsstMeeting held 21 January

Precept 2013/14The Council held a full discussion on its precept requirement in the coming financial year. It was noted that the Council has not increased its precept for the last four years and is forecasting a deficit in 2013/14 if the same level of precept (£15,500) is maintained. In addition, the Council was made aware that the Government has recently changed the way in which the tax bases are calculated (who pays Council tax). This has meant that fewer people are contributing towards the Parish Council's precepts in Parishes which, in turn, means that those people who do contribute, have to pay slightly more. This would be the case even if the Council did not increase its precept. The Council agreed to investigate the actual increase to Band D tax payers if it were 1) to accept a lower precept of £13770 and receive a grant from the Borough to make the total received up to £15,500 or 2) to request a precept of £15,500 and collect the grant in addition to this. A decision on the actual precept requirement will be made at the February meeting.

Drainage and sewerage problemsThe Council heard from the Clerk, Mr Beales and local resident, Don Bristo of an ongoing problem with Foul Water drains. The problem was brought to the Council's attention in July last year and only recently have Anglian Water taken specific action to deal with the problem long term. The Council agreed to send a letter to Anglian Water urging them to expedite the remedial measures they have planned. For information, it was noted that anyone suffering such problems can contact Water on a free phone number which is 08457 145 145.

Playing Field Car ParkThe Council considered three quotations for re grading the car park without tarmac, however, they were all slightly different, so a specific request will be put together to ensure that all of the contractors are quoting for the same work. The Council also considered a request from the School to rent three spaces on the car park for the teachers to park. This would negate the need to use up the School's green space for a proposed car park. The Council agreed in principle to this idea and will explore it further.

Gayton EvergreensthOn 16 January the Evergreens held

their first meeting of the New Year. It was good to see everyone after the holidays, all in fine fettle and looking forward to the year ahead.

After playing Bingo refreshments were served and the Football Tote was played. The afternoon was very sociable with lots of chatter and good humour. The raffle was drawn bringing the meeting to a close.

I am unable to report on our February meeting as at the time of writing, it hasn't happened yet!

th20 March: the Evergreens will be enjoying a lunch, however they will decide where at the February meeting.

th17 April will be the first outing of the year, departing Gayton at 9am for Boston and Baytree Nurseries. The cost will be £8 for members and £11 for non members. Please phone Derek Clark on 636377 if you would like to go.

Gayton Parish Council NewsthMeeting held 11 February 2013

Tree ManagementThe Council noted that it does not have a specific policy in place to manage the trees that it is responsible for (bordering the playing field). The Clerk provided a template policy which the Council agreed to formally adopt, following a few alterations, at the March meeting. In addition, it was agreed to organise an inspection of the trees bordering the playing field by a qualified inspector.

Dog FoulingIt was noted that there seems to be a lot of incidences of dog fouling on the footpath beside Howard's Butchers to Well Hall Lane. It was noted that there is no dog waste bin near the Butchers but that there is one at the other end of the pathway. The Clerk reported that the cost of a new bin would be £213.69 + VAT plus £1.16 per week for collection from the bin. The Chairman noted that the sign which had been put up to indicate where the dog bin was had temporarily been removed as the post it was attached to had fallen down. It was agreed to put the sign up again to see if this improved the situation before the

Council considers purchasing a new bin given its tight budget.

Playing field Car ParkThe Council considered a request from the School for it to be designated approximately 6 car parking spaces in the playing field car park for the teachers to park which will negate the need to install a large car park on the School's site. The School has offered to make a contribution towards the annual maintenance. In principle, the Council is in agreement with this but further work on the formal arrangement is required. The Council also considered three quotations for repairs to and resurfacing to the car park and agreed that the cost was too high and decided to look at different options.

Parish Council Precept

When the Parish Council (PC) reviewed its precept requirements for the coming financial year, it was made aware of significant changes that Central Government have made to the tax base - the number of people living in an area who meet the criteria to pay Council tax. The changes mean that fewer people now have to pay Council tax. The impact on Gayton is that, even though the PC has resolved to keep its precept requirement at the same level, fewer people in the Parish will now contribute to the PC's precept so each will have to pay slightly more.

The change in the tax base also affects the Borough Council. It has been given a sum of money from Central Government as compensation for the losses it will suffer due to the changes. Gayton PC has been told that it will receive £1730 compensation from the Borough to ease the rise in contribution to the precept for Gayton's parishioners.

One suggestion was that the PC requests a precept of £13,770 and use the grant to make up its requirement of £15,500 (the same level of precept it has had for the last four years). If the PC were to accept this suggestion, it would mean an annual increase of £1.45 to Band D tax payers which equates to an increase in contribution of 4.79%.

However, there are three important issues that the PC had to consider:

1. The PC was already budgeting for a deficit of £413.38 in income versus expenditure when it agreed not to increase its precept and leave it at £15,500.

2. There is no guarantee that the Borough will provide a grant in the financial year 2014/15.

3. Central Government has announced that there will be no cap on precepts

in the coming financial year (2013/14) but this may come into force in the year 2014/15, although there is no evidence to suggest this at present.

If the PC agreed to lower its precept requirement and use the grant to make up its income to £15,500 in the coming financial year, it could be left in the position that its precept is at £13,770 in the year 2014/15, with no grant provided from the Government and that the tax base may decrease again. The Council's costs will only increase, if only from inflation, meaning that it may not have enough income and reserves to meet its costs in this situation.

thTherefore, at its meeting on 11 February, Gayton PC resolved to request a precept of £15,500 and accept the grant as a form of extra income in addition to this. It was agreed that the Council must consider what could happen to the Council's income in the future and safeguard its precept at the current level. On this basis, a Band D tax payer will have to pay an extra £5.47 towards the precept in the year which equates to an increase of 18.03%.

In Church one Sunday the vicar was disappointed to find that his congregation consisted of just one farmer. Wondering whether he should hold the service, he decided to ask the man’s opinion. “If I take a bucket of food to my hens” said the farmer thoughtfully, “and only one turns up, I don’t sent it away hungry. Moved by this simple analogy, the minister climbed into his pulpit and delivered a vigorous and lengthy sermon. “When only one hen turns up”, the farmer replied testily, “I don’t give it the whole bucket.”

Mercifully, we have been less plagued with them recently - two so far in 2013, and both cleared by the Clean Up Team. Perhaps Councillor Beales could reiterate our continued thanks. Most fly tipping is done under cover of darkness, but if you do see someone dumping out of a car boot or back of a truck, do please take the number and ring the Police non emergency number, 0845 4564567. Thank you.

The other curse is litter. The disposal of waste with no thought for other people, the environment we all live in, pride or responsibility. It is all around us.

Kevin Nash and team do a wonderful job keeping the Village out of deep litter. The Parish Council have agreed to hold another clean up round the Village on

I went to collect some tree shelters on Sunday, and ended up spending an extra hour or two picking up others' litter, scattered in a little wood near the village. Some of the joys of farming and landownership! There is a regularly used fly tip site in the corner of the wood, but this has recently been kindly cleared by the Clean Up Team at KL&WNBC.

Fly tipping, in my book, is the deliberate illegal dumping of one or more items, usually in the countryside. We had over 50 fly tips on Gayton one year.

thorchard. 26 February 2012 was when, within about an hour and a half, we had planted all 20 trees. That was a really good day and I am looking forward to

some more blossom this year. Apples may yet be some time away, but you never know.

HighwaysNot a great deal of movement on the agreed works. As the water subsides it reveals even bigger holes which are going to require repair. Alistair (Beales) has had a further meeting with Andy Wallace of the Highways department to discuss the repairs. They are on the list, but as to when they will be completed we do not as yet have a schedule. I will follow this up and hopefully get some sort of timescale.

The next parish meeting is on Monday th 11 March at 7.30 pm. All welcome.

Macmillan Palliative Daycare Presentation

thGayton Social Club, 20 January 2013.

The Megan's Challengers presented Sister Teresa Brown with a cheque for the fantastic amount of £15,700.00 to The Palliative Daycare Garden at the Queen Elizabeth Hospital's new Macmillan Cancer Care and Treatment Centre.

This total is a combination of the monies raised from the Yorkshire Three Peaks Challenge, the Summer Event at Gayton Social Club and also some of the Sledding Challenge donations.

The funds will be used to create a new garden hopefully by the end of March for use by the palliative daycare patients. This may also extend to the rest of the landscaping work around the new Macmillan Centre.

Teresa said the new garden would include benches, a patio, and arange of pots and plants,including buddleia to attractbutterflies.

“We want the garden to reflect the kind of person Megan was and the kind of things she liked doing, and there will be a plaque dedicated to her on one of the benches.“

“It's very important for our patients to have somewhere in nice weather to sit, chill out and have a bit of me-time. There's a lot going on here so for them it's conducive to their care to have a nice restful area where they can go to sit and get some fresh air. “Megan's Challenge have raised a lot of money for us, and we're extremely grateful, so we want to make it as nice as we can.”
