The University Transportation Center for Alabama (UTCA) was created by a resolution of

the Board of Trustees of The University of Alabama System (UA System) and began op-

eration on March 15, 1999. The Transportation Equity Act for the 21st Century (TEA-21),

Public Law 105-178, provided initial funding and established the UTCA as a ―university

transportation center‖ (UTC) under the US Department of Transportation’s Research and

Innovative Technology Administration (RITA). The UTCA now operates as a Title III

UTC under the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A

Legacy for Users (SAFETEA-LU). Federal funding from both Acts was available to the

UTCA in 2007, so this Annual Report covers activities sponsored by both sources. How-

ever, Exhibit A on page 26 provides Performance Indicators measured only against base-

line measures provided in the UTCA 2006 Strategic Plan for the Title III Center approved

February 15, 2007.

The UTCA conducts transportation education, research, and technology transfer activities

throughout the state and region. All faculty and staff members from The University of Ala-

bama (UA), The University of Alabama at Birmingham (UAB), and The University of Ala-

bama in Huntsville (UAH) are eligible to conduct projects in all of these service areas.

Mission

The UTCA mission contributes to the overall mission of the US Department of Transporta-

tion (USDOT). Specifically, the UTCA seeks

to advance technology and expertise in the multiple disciplines that comprise transpor-

tation through the mechanisms of education, research, and technology transfer while

serving as a university-based center of excellence (2006 UTCA Strategic Plan, p. 12).

Theme

The UTCA theme – Management and Safety of Transportation Systems – reflects the trans-

portation needs of Alabama and the expertise of The University of Alabama System fac-

ulty. In allocating UTCA funding, the Executive Committee and Board of Advisors give

priority to programs and projects that closely follow this theme. Last year the Executive

Committee narrowed and sharpened the focus of the UTCA research program to emphasize

the topic of congestion. Several management research projects now focus on maximizing

traffic management and minimizing congestion. Similarly, safety research projects may

now highlight infrastructure sustainability.

We are proud that the University Transportation Center for Alabama (UTCA) continued its record of service during the 2007

operational year. It was a time of change, as we shifted our emphasis toward topics with high potential: (1) we tightened our

focus to address two of the primary transportation challenges facing our state and nation – congestion and freight movements,

and (2) we expanded our horizon to partner with federal transportation agencies.

The majority of projects (70%) awarded in 2007 addressed the high priority issues of congestion and freight move-

ments. Several projects were extensions of successful prior UTCA efforts on these topics, and some of them combined

UTCA funding with other sources (ALDOT, FHWA, etc.) to conduct larger projects.

The UTCA and the Federal Transit Administration sponsored a national research workshop. Dr. Jan Brecht-Clark,

Associate Administrator for the Research and Innovative Technology Administration (RITA) summarized the intent of

the workshop in a presentation entitled ―How Can UTCs and Transit Providers Work Together?‖

This 2007 Annual Report provides details of these and other accomplishments. It also describes the manner in which the fac-

ulty of The University of Alabama System and Alabama transportation professionals have supported and embraced the UTCA.

Another UTCA change was personal; the time came for others to take the lead. The Center will be in good hands – Dr. Jay

Lindly, Professor of Civil, Construction, and Environmental Engineering at The University of Alabama, became the new Ex-

ecutive Director of the UTCA in January 2008. I am confident the UTCA will continue to grow under his leadership.

It has been rewarding to be part of the growth of the Center and to note the significant contributions it has made to Alabama

and our region. But my career pattern has been to shift to new challenges, and I will do so within my home department at The

University of Alabama. In closing, I would like to thank all of the individuals, particularly our Advisory Board members and

faculty researchers, who have worked to make the UTCA the mature, successful, service-oriented enterprise it is today. My

experiences in working with you have been exciting and rewarding, and I will always be happy to work with you and glad to

help you.

The UTCA headquarters is located in Shelby Hall at The Uni-

versity of Alabama campus in Tuscaloosa. Each campus (UA,

UAB, and UAH) has a branch office operating under the direc-

tion of an Associate Director. The Executive Director and

Associate Directors form the Executive Committee which pro-

vides guidance and direction for Center activities. Any faculty

member of The UA System is eligible to conduct UTCA edu-

cation, research, and technology transfer projects. Faculty

members engaged in UTCA projects work in their own offices

on their own campuses.

The UTCA has a strong Advisory

Board. Members include repre-

sentatives from public and private

transportation-related fields and

organizations. The Advisory

Board takes an active role in guid-

ing operations and establishing the

direction of growth for the Center,

particularly in the areas of re-

search and technology transfer. Its

members initiate the Annual Re-

search Plan, review proposals, and

evaluate the UTCA’s annual ac-

complishments and progress.

2nd

Annual Student Awards Luncheon Celebrated the Achievements of

Transportation Students Students from the three campuses of The University of Ala-

bama System are engaged in a variety of transportation-

related research activities. A UTCA project (#07301)

headed by Dr. Mike Anderson of The University of Ala-

bama in Huntsville helped identify deserving transportation

students and provided a forum in which they could present

their research. First, students were invited to present ab-

stracts of their research to a panel of representatives from each campus, and then winners were selected.

These students were invited to present their research at the 2nd Annual Student Awards Luncheon on November 27, 2007.

This award luncheon, held at The University of Alabama at Birmingham (UAB), was organized and hosted by the Insti-

tute of Transportation Engineers (ITE) Student Chapter at UAB. Three students — Lily Wang (UA), Ozge Cavusoglu

(UAB), and Heather Shar (UAH) —

presented technical papers to show-

case their research activities. Other

students shared their research during

poster sessions before and after the

luncheon. All presenters received

monetary awards allowing them to

attend the 87th Annual Meeting of

the Transportation Research Board

in Washington, DC in January 2008.

Transportation faculty members have instituted

a rotating two-year program of courses shared

between the three campuses. Each campus

teaches its required undergraduate classes, and

each semester there are one or two other trans-

portation courses offered via IITS. This en-

sures that each undergraduate can be exposed

to three or four transportation electives during

their junior and senior years and that graduate

students have a continuous choice of courses in

their specialty areas.

Each individual campus cannot offer such a

variety of courses. The IITS arrangement pro-

motes unity and spirit among transportation

students and also provides students access to

transportation expertise on the other two UA

System campuses.

Typically in an IITS course, students from all

three campuses meet jointly at least once a se-

mester. This meeting is usually in the form of

a field trip, a design session, or a professional

conference.

Graduate Students Attend TRB’s Annual Meeting

Funds from UTCA Project #06311 by Dr. Michael Anderson of

UAH enabled six students engaged in UTCA research to attend the

86thAnnual Meeting of the Transportation Research Board in Wash-

ington, DC, January 21-25, 2007. These students had presented pa-

pers at the 2006 Student Awards Luncheon and were awarded travel

funds to attend this prestigious, international transportation confer-

ence.

The theme of TRB’s 2007 Annual Meeting was Transportation In-

stitutions, Finance, and Workforce. At paper presentations and

poster sessions, students learned about some of the latest research on

these key transportation issues. Additionally, many students were

able to discuss research ideas and data with leading transportation

administrators, academics, and practitioners.

Secretary of Transportation Mary E. Peters delivered a keynote ad-

dress at the Chairman’s Luncheon on Wednesday, January 24th. For-

mer Secretary of Transportation Norman Y. Mineta was also on

hand to share his experiences and perspectives on national transpor-

tation concerns.

Students who attended the TRB Annual Meeting were required to write

summaries of the sessions they attended. They were specifically asked to

identify relationships between conference sessions and their current re-

search in transportation. As one student concluded,

My capstone project is on freight model validation, and my pro-

posed dissertation subject is creation of time of day factors for ru-

ral roadways. Freight forecasting and modeling are key to both of

these projects. Going to the TRB meeting allowed me to network

with professionals in the freight and logistics business, researchers

from other schools and research centers, and other graduate stu-

dents from across the country. I feel that the contacts I was able to

make during the meeting and the information that was presented

will help me do a better job of addressing all the relevant factors as

I finish my master’s degree and begin the doctoral process.

Students also found time to explore our nation’s capital. Michelle McGaha

(UA) writes

I stayed near DuPont Circle and became familiar with many of the

stores and restaurants in the area. I really liked a little bookstore/

cafe called Afterwords. While I was eating breakfast there one

morning, it began to snow. We ended up with a two-inch blanket

of snow on the ground! It was amazing how just a little bit of

snow made everything so much more beautiful. The view from

The Mall was gorgeous – the Capitol building, the Smithsonian,

and the Washington Monument were all covered with that light

blanket of snow.

Other students attending the 2007 TRB Annual Meeting were Walter

Anderson (UAB), Roy Berryman (UAH), Ian Hosch (UAB), Heather Shar

(UAH), and Stephanie Watson (UAB).

Dr. Virginia Sisiopiku (UAB) and Dr. Daniel Turner (UA) assisted Dr.

Anderson in coordinating this wonderful trip.

The Institute of Transportation Engineers (ITE) Student Chapter at The

University of Alabama in Birmingham (UAB) continues to grow under

the guidance of Dr. Virginia Sisiopiku. 2007-2008 officers are Ozge Ca-

vusoglu (President), Jugnu Chemmannur (Vice-President), Abhishek

Acharya (Secretary), and Suman R. Surabhi (Treasurer).

Over the past year the ITE Student Chapter organized and participated in a

number of events including field trips, conferences, guest speaker presen-

tations, and paper and poster sessions. For example, the chapter organized

and hosted the 2nd Annual Student Awards Luncheon highlighted on page

7 of this 2007 Annual Report.

Members of the ITE Student Chapter at UAB and Dr. Virginia Sisiopiku

attended the 2007 Spring Meeting of the Alabama Section of the Institute

of Transportation Engineers (ALSITE) on March 1st in Montgomery, AL.

Students attended several presentations on important transportation issues.

The ITE Student Chapter at UAB and their sponsor also attended the 2007

Fall Meeting of ALSITE on October 4th at Barber’s Vintage Motorsports

Museum. They attended a number of different sessions related to traffic

safety.

Student of the Year

The University Transportation Center for Alabama is proud to recognize

Ms. Stephanie Watson as its 2007 Student of the Year. Stephanie is a

graduate research assistant at The University of Alabama in Birmingham

where she is pursuing a doctoral degree in civil engineering focusing in

construction management and transportation.

She received her BS in civil engineering from Lawrence Technological

University in May 2005. In May 2007, Stephanie completed her MS in

civil engineering with certificates in construction management, transporta-

tion, and environmental engineering. Her master’s thesis resulted from

her work on a UTCA research project on critical transportation infrastruc-

ture protection.

Stephanie’s professional activities include active membership in ASCE,

SWE, ITE, and Chi Epsilon. The presentation of the Student of the Year

award occurred in Washington, DC during the Transportation Research

Board’s Annual Meeting. At the awards banquet Ms. Watson was able to

meet Mr. Norman Mineta, former Secretary of Transportation.

Middle School Students Enjoyed Summer GUTEP Program

2007 Summer Advanced Transportation Institute a Success

For the past eight years over 200 middle school students from the Hunts-

ville area have enjoyed the Gearing Up for Transportation Engineering

Professions (GUTEP) Summer Program. During this summer’s week-

long event, participants learned basic concepts of materials, structures,

safety, and other transportation engineering topics by engaging in hands-

on experiments. Civil engineering professors from The University of Ala-

bama in Huntsville and local professional engineers were instructors.

Field trips were an important component of the program. During these

outings, students saw real-world applications of the concepts they learned

in the classroom. Seeing this connection between theory and practice re-

inforced the importance of transportation engineers to our community.

For example, following a classroom session on public transportation, stu-

dents were asked to use the city’s public transit system to travel from The

UAH campus to the downtown Huntsville traffic operations center and the

railroad depot museum.

By providing fun learning experiences in an academic setting, program

planners hope to encourage females and other under-represented students

to consider a career in transportation engineering. This GUTEP program

was funded by UTCA Project #07305 and organized by Dr. Kate Leonard,

Dr. Michael Anderson, Dr. Lois Schwarz, and Dr. Houssam Toutanji, all

of whom are professors at The University of Alabama in Huntsville.

The University of Alabama’s 2007 Advanced Transportation Institute was

held in June for rising high school juniors and seniors from the Black Belt

region of the state. This Institute was funded by UTCA Project #07102 and

organized by Dr. Daniel Turner (UA). As in preceding years, the Alabama

Department of Transportation (ALDOT) co-sponsored this event and pro-

vided staff members, engaged speakers, and coordinated field trips.

The Institute curriculum featured presentations by ALDOT professionals

and university faculty. Activities and presentations were designed to pre-

pare the students for university life and transportation careers. The high-

light of the week was a series of competitions in concrete cylinder prepara-

tion, computer bridge design, pin and straw bridge design, and egg drops.

Presentations during the week focused on the following topics:

Research Project Selection

The UTCA continues to encourage all faculty members

in The UA System to compete for project funding. The

Advisory Board and Executive Committee create an

Annual Research Plan to define research topics of

highest importance. Peer experts review proposals and

recommend projects for funding.

A large number of faculty members have participated

in this process, as illustrated in TABLE 4-1 and TA-

BLE 4-2. The degree of participation has exceeded the

initial goals of the Executive Committee and has pro-

duced a large network of interdisciplinary transporta-

tion experts.

The UTCA funded 10 projects from 2007 UTC monies. An additional five projects were funded by external agencies.

These projects are briefly described in the following pages. Externally-funded projects are identified by a ―4‖ as the

third digit.

Project #07102 - Advanced Transportation Institute 2007, Dr. Daniel Turner, Principal Investigator, UA.

The sixth version of the Advanced Transportation Institute was conducted in 2007 to encourage high school students to

pursue careers in the field of transportation engineering. The University Transportation Center for Alabama partnered

with the Alabama Department of Transportation (ALDOT) to teach a one-week institute at ALDOT’s central office

headquarters in Montgomery, AL. A feature article on the 2007 Summer Advanced Transportation Institute may be

found on page 11 of this 2007 Annual Report.

Project #07110 - Alabama Freight Congestion, Dr. Jay Lindly, Principal

Investigator, UA.

This project is developing a strategy to identify, anticipate, and mitigate

freight bottlenecks on Alabama’s interstate system. The investigators will

produce a GIS-based map of the Alabama interstate system, showing pro-

jected volumes, current capacities, and individual entrances/exits. Then,

the research team will analyze and model the freight bottlenecks in Ala-

bama, supply specific recommendations to mitigate them, and devise a

methodology for conducting additional studies to mitigate freight bottle-

necks on Alabama’s interstates.

Project #07112 - Characterization of Arterial Traffic Congestion, Dr. Steven Jones, Principal Investigator, UA.

Dr. Jones is conducting a long-term monitoring of an oversaturated arterial

for the purposes of characterizing recurring versus non-recurring conges-

tion. Specifically, the project is collecting and analyzing field measure-

ments of operational parameters such as gap acceptance, start-up lost time,

queue spillback, lane distribution, lane changing, merging, control adher-

ence, etc. The proposed data collection and analysis should also provide

insight into travel time uncertainty (predictability) along an oversaturated

arterial.

Project #07114 - Synthesis of Safety Implications for Oversize/

Overweight Commercial Vehicles, Dr. Daniel Turner, Principal Investiga-

tor, UA.

This project is preparing a synthesis of safety data of crashes involving

oversize and overweight (OS/OW) commercial vehicles. The purpose is to

allow safety to play a stronger role in enforcement activities and to provide

data to assist state DOTs in evaluating requests for permits for OS/OW ve-

hicles. This project is conducting implementation research associated with

a 2006 scanning tour of Commercial Motor Vehicle Size and Weight En-

forcement programs in several European countries.

Project #07204 - Managed Lanes: Current Status and Future Opportu-

nities, Dr. Virginia Sisiopiku, Principal Investigator, UAB.

The objective of this project is to develop a better understanding

of managed lanes and their potential to address congestion issues in urban

settings. Specifically, the project is identifying and addressing key issues

related to planning, implementation, and operation of managed lanes by

utilizing traffic analysis tools (micro simulation, dynamic traffic assign-

ment, etc.) to predict the impact of managed lanes strategies on traffic op-

erations in the Birmingham area.

Project #07211 - Traffic Responsive Signals and Weather-Related Con-

gestion, Mr. Andrew Sullivan, Principal Investigator, UAB.

The objective of this project is to evaluate the effectiveness of using traffic

responsive/closed-loop signal systems to address weather-related conges-

tion, specifically congestion caused by rain. Issues being examined include

determination of the effectiveness of traffic responsive/closed-loop signal

systems to address weather-related congestion; determination of environ-

ments and operating regimes under which closed-loop signal systems are

most effective at reducing weather-related congestion; development of esti-

mates of potential congestion reduction resulting from use of weather-

responsive signal systems to determine whether benefits justify implemen-

tation; and determination of whether traffic responsive systems could im-

plement weather timing plans without human intervention.

Project #07212 - Bridge Weigh-in-Motion System Testing and Evalua-

tion, Dr. Wilbur Hitchcock, Principal Investigator, UAB.

The project team is evaluating the potential use of Bridge Weigh-in-Motion

(B-WIM) systems in Alabama. During the eighteen-month project the

team will work in close collaboration with ALDOT representatives, world-

wide technology experts, the AASHTO/FHWA/TRB WIM task force

members, equipment vendors, trucking industry representatives, and other

identified stakeholders. The B-WIM technology will be fully evaluated

(limitations, requirements, and benefits), a field demonstration of a com-

mercially-available B-WIM system will be performed, and an international

B-WIM technology symposium will be conducted.

Project #07301 - Student Funding to Attend TRB’s Annual Meeting, Dr.

Michael Anderson, Principal Investigator, UAH.

Faculty representatives from each campus of The University of Alabama

System selected students to present their research at a student awards

luncheon held on The UAB campus. These students received travel money

to attend the Annual Meeting of the Transportation Research Board in

Washington, DC. A feature article highlighting the student awards lunch-

eon may be found on page 7 of this 2007 Annual Report.

Project #07304 - Modeling Truck Traffic Volume Growth Congestion,

Dr. William Killingsworth, UAH.

National projections indicate freight shipments will double in the next ten

years. This project is investigating the impact that increase will have on

the Alabama road system. This project will identify congestion choke-

points within Alabama and generate a list of high priority capacity im-

provements needed to ensure the continued mobility of the state highway

infrastructure system.

Project #07305 - Summer Transportation Engineering Institute, Phase

VIII, Dr. Kathleen Leonard, Principal Investigator, UAH.

This project is a continuation of a summer program designed to encourage

diversity in transportation-related educational programs. Participants were

8th graders with preference given to female and minority students. A fea-

ture article on the GUTEP Summer Program may be found on page 11 of

this 2007 Annual Report.

Project #07401 - Development of Multimedia Resource and Short

Courses for LRFD Design, Dr. Houssam Toutanji, Principal Investigator,

UAH.

It is clear that LRFD is the bridge design procedure for the future, and the

Alabama Department of Transportation (ALDOT) is transitioning its engi-

neer designers to this new method. This project is developing instructional

materials and design examples to assist in that process.

Project #07403 - Intercity Bus Service Study, Dr. Jay Lindly, Principal

Investigator, UA.

This study will provide ALDOT with an evaluation of intercity bus

operations in the state. ALDOT can then make recommendations to the

governor regarding funding for these rural, urban, and intercity bus transit

programs. If it is determined that the intercity bus service requires support,

then the research will outline a program of how rural transit funds can be

diverted to improve intercity bus service in Alabama.

Project #07406 - Alabama Bridge Management System Plus, Phase 2, Dr.

Daniel Turner, Principal Investigator, UA.

This project is producing the design for an extension to the existing Ala-

bama Bridge Management Information System Plus (ABIMS+). Informa-

tion from Dr. Turner’s project will extend the usefulness of ABIMS+ to

allow bridge maintenance analysts to examine alternative future bridge re-

placement decisions by assessing the potential impact of varying annual

maintenance budgets and annual maintenance costs.

Project #07407 - Pilot Study: School Bus Seat Belts, Dr. Daniel Turner,

Principal Investigator, UA.

This project is conducting a pilot study to assess the impact of installation

of lap/shoulder seat belts on a limited number of Alabama school buses.

The Alabama State Department of Education is purchasing 12 school buses

equipped with various types of three-point seat belts. The buses will also

be equipped with four ceiling-mounted video cameras to gather data on

level of restraint use, effect on student behavior, extra time devoted to

buckling up at each stop, and other activities that affect safety, time in tran-

sit, and cost effectiveness. The four parts of the research will be: (1)

analysis of national practice – what other organizations and states have

found, including a meta-analysis of prior safety studies, (2) alterations

needed in the Alabama bus fleet, (3) analysis of Alabama school bus crash

data, and (4) a cost-benefit analysis.

Project #07408 - Development of a Dynamic Traffic Assignment Model to

Evaluate Lane Reversal Plans for I-65, Dr. Virginia Sisiopiku, Principal

Investigator, UAB.

This project will allow ALDOT to evaluate the current lane reversal plan

for I-65 under a variety of evacuation scenarios and assess the impacts of

modifications to this plan. The model will include all major evacuation

routes from the Mobile and Alabama Gulf Coast region north to Selma and

Montgomery and will estimate evacuation times, traffic volumes, and travel

speeds on these routes.

UTCA and the Federal Transit Administration Sponsored National Research Workshop

The UTCA and the Federal Transit Administration (FTA)

sponsored a one-day research workshop on May 14, 2007 at

the Sheraton Hotel in Birmingham, AL. The workshop was

one of several similar opportunities sponsored by the FTA

in such cities as Reno, Toronto, and Denver. At each loca-

tion representatives from academia, the FTA, and transit

systems met to produce practical research agendas on two

transit topics chosen for that

workshop. The Birmingham

workshop offered a unique

opportunity to define critical

research needs in two impor-

tant transit areas – (1) United

We Ride (UWR) Human Ser-

vice Transportation and Mo-

bility Management and (2)

Disaster, Response, Recovery,

and Security.

The workshop began with

opening remarks by Ms.

Sherry Little, Deputy Administrator of the Federal Transit

Administration. Then, participants heard presentations from

FTA officials, transit providers, and university transporta-

tion center researchers. These presentations highlighted the

problems, needs, and available resources in the two critical

research areas. Dr. Jan Brecht-Clark, Associate Administra-

tor for the Research and Innovative Technology Administra-

tion (RITA) summarized the intent of the workshop in a

presentation entitled ―How Can UTCs and Transit Providers

Work Together?‖

In the afternoon, focus discussion groups met and brain-

stormed practical research agendas for FTA consideration.

At the end of the day, the UTCA gave FTA officials elec-

tronic files of potential research needs that had been ranked

in priority order.

Approximately 50 attendees from seven southeastern states

as well as Illinois, Louisiana, Mon-

tana, and North Dakota shared their

expertise.

This workshop was coordinated by

Dr. Jay Lindly of The University of

Alabama and Ms. Lisa Colbert of the

FTA and was sponsored by a grant

from the FTA’s Office of Research,

Demonstration, and Innovation.

Projects Funded by Other Agencies

It is important for UTCA’s fiscal stability that funding comes from multiple

agencies and not just the UTC program. Toward that end, the UTCA has con-

ducted research and technology transfer projects for a broad base of stake-

holders. This is a normal function for a University Transportation Center. Such

projects are necessary for Center growth, expansion of expertise, and especially

for continuity of faculty projects. These projects are reflected in TABLE 6-1.

Status of UTCA Projects

TABLES 6-2 through 6-4 indicate the status of all research projects conducted

4 do not represent SAFETEA-LU funds. In the 2008 Annual Report, separate

sets of tables will be provided to report the status of TEA-21 and SAFETEA-LU

projects.

Sources of Revenue for New

Projects in 2007

As shown in TABLE 7-1, the UTCA received

most of its revenue for new projects funded in

2007 from RITA’s University Transportation Cen-

ters Program. The Alabama Department of Trans-

portation (ALDOT) and the University Matching

Program were also important sources of revenue.

As a result of recent Congressional reauthorization

of transportation programs, in the future UTCs will

no longer be required to provide University Match-

ing Funds. However, ALDOT State Planning and

Research (SPR) funds will continue to be instru-

mental in supplementing UTC support.

Other revenue sources rose from 7% in 2006 to

19% in 2007. This increase is due largely to Pro-

ject #07407 - Pilot Study: School Bus Seat Belts conducted by Dr. Daniel Turner of The University

of Alabama and

Expenditures for New

Projects in 2007 TABLE 7-1 also shows that traffic management

was the largest category of expenditures for new

projects funded in 2007. Bridge projects and ad-

ministrative and operations costs represented 21%

and 20%, respectively. Given that the UTCA is a

tri-campus organization with administrative offices

on each campus, this figure (20%) seems reason-

able under the circumstances.

The UTCA emphasis on management and safety is

reflected in the statistic that together they account

for 54% of all expenditures. This figure is up from

31% in 2006.

Even though no projects focusing exclusively on

technology transfer were funded in 2007, UTCA

faculty were active in a number of technology

transfer activities. (See Section 5 of this Annual

Report for specific examples.)
