Assessment Appeals board (AAB)

There is an opening on the Santa Barbara County Assessment Appeals Board

Some Background on the Assessment Appeals Board (AAB) The AAB is one of the few local Boards that is actually required by the State Constitution. In many smaller counties the Board of Supervisors acts as the AAB. In larger counties Supervisors appoint people to sit on the AAB on their behalf. Santa Barbara County has two AABs - each with five mem-bers. So there is a pool of 10 members of the AAB of which only three sit for any given hearing. Hearings are typically scheduled on the third Thursday of each month. Most hearings do not last past noon, although sometimes they go the full day. Ninety five percent of all cases filed are resolved in discussion with the Assessor and never go to hearing. Cases that don't go to hearing are either with-drawn by the applicant or the Assessor agrees to stipulate to a lower value based upon new informa-tion. Some cases are designated as "complex" and can last many days. Examples of complex cases are Exxon, Biltmore & Bacara.

Having a position on the AAB carries a good deal of responsibility and can be intellectually challeng-ing and also rewarding for the member. The seat does hold a certain amount of prestige and of course looks good on a resume.

The main qualities for a good member of the AAB are the ability to understand complex taxation laws, apply good reasoning and have the desire to be fair and equitable in all decisions. Additional back-ground in finance, accounting or law are also a benefit. A background in real estate appraisal always provides a good foundation for the AAB. I have found that some of the most solid decisions are made by panels that have one member of the panel with an appraisal background.

Appointed members of the AAB do not need to reside within a Supervisory district - they can live any-where in the County.

The term typically lasts for three years.

The pay is $250 per day for a regular hearing and $300 per day for a complex hearing.

There is currently a vacancy on the AAB members in the Third Supervisory District under Supervisor Brooks Firestone.

Christian Sonne to Head Newly Created Self Storage Practice

OREA REGULATIONS “Special Announcement” As the result of our regular meetings with Acting OREA Director, Anthony Majewski, licensed appraisers in California will see substantial reductions in licensing fees for new applications and renewals effective September 7, 2006. For example, if you are renewing your AG or AR license, your 2-year renewal fee formerly cost $610, and it will now be $435. This is a reduction of $175.00, or $87.50 per year (or 29%). AL and AT renewals will re-ceive reductions of $150, or $75.00 per year (the AL and AT licenses cost less than the AG and AR li-censes). T he required introductory courses are offered through the Southern California chapter of the

Appraisal Institute (SCCAI). The Basic Education Series offered by the SCCAI includes 1) Appraisal Principles, 2) Appraisal Procedures, 3) Residential Market Analysis & Highest and Best Use and 4) 15 Hour USPAP. By taking and passing this course series satisfies the California State OREA’s Trainee License education topic and hours requirements. The tuition, is $1,150 for Appraisal Institute members – Non-members pay $1,500, a discount of nearly 25% to members. OREA Regulation Changes Go Into Effect September 7, 2006

The Office of Real Estate Appraisers announces regulation changes that go into effect September 7, 2006. The changes include but are not limited to the following:

• Temporary reduction in issuance fees to $150.00 for Trainee and Residential License and $200.00 for Certified li-censes effective through June 30, 2010, unless extended.

• The issuance fee reduction applies to Application for Issuance of License (REA 3008) received on or after September 7, 2006, and for license renewals effective September 7, 2006, or later. If you have already submitted your renewal application, OREA will refund the fee difference.

OREA Regulation Changes Go Into Effect September 7, 2006

Other regulation changes include: • License renewal grace period is extended from one year to two years. • Applicants shall not be allowed more than 5 attempts to pass the examination

during the 12 month period until the admit letter is valid. • Trainee education must be completed within the five-year period immediately

preceding the application date. • Residential License experience requirements must be obtained over a period of not

less than 12 months. • 50% of appraisal work experience requirements may be obtained through case

studies and practicum courses that are approved by the AQB Course Approval Program.

• 50% of continuing education or basic education requirements (but not both) may be obtained by instructing approved basic education and continuing education courses.

• Supervising appraisers must be licensed at the certified level and be in good standing with the Office of Real Estate Appraisers and may not supervise more than three appraisers at one time.

AQB Minimum Real Property Appraiser Qualifying Criteria (Effective January 1, 2008)

The real property appraiser criteria effective January 1, 2008 are summarized in the following table.

Individuals gaining experience at the AT level must be supervised by a certified licensed level appraiser under the new criteria. No supervisor can supervise more than three trainees. In lieu of the Associate Degree, an applicant can com-plete 21 college semester credits in courses covering specific subject matters: English Composition; Principles of Economics (Micro or Macro); Finance, Algebra, Geometry or higher mathe-matics; Statistics, Introduction to Computers; and Business or Real Estate Law. In lieu of the Bachelors Degree, an applicant can complete 30 college semester credits in courses covering spe-cific subject matters: English Composition; Micro Economics; Macro Economics; Finance, Algebra, Geometry or higher mathematics; Statistics, Introduction to Computers; and Busi-ness or Real Estate Law; and two elective courses in account-ing, geography, as-economics, business management, or real estate.
