To my fellow Legionnaires and Legion Family members in California:

Through your help and the nearly 20 million living Amer-

ican veterans, our voice is being heard in Washington. Services at the

Department of Veterans Affairs are improving and there are signs that our demands for ac-countability are being heard.

I am deeply appreciative of the support individ-uals, posts, squadrons, Riders chapters and units in your department have been giving to our Na-tional Emergency Fund, which provides needed financial assistance to Legion family members impacted by natural disasters. The fundraising goal for this year is one million dollars, and I am hoping that with your help we can reach it by the close of our National Convention.

We have been able to tell our story and raise money for the NEF through a series of Aware-

ness Walks that we have conducted in commu-nities across the country. The American Legion is proud to walk for those who marched for us.

Most veterans do not get to see our testimony before Congress, our visits to the White House and our meetings with VA, but they are aware of their neighborhood American Legion post.

It is the posts that are sponsoring Scouting units, conducting blood drives, reconnecting with local troops, supporting homeless shelters and many other activities that improve the quality of life for others. The American Legion has a great story and it is up to all of us to tell it.

I thank you for your service as military veterans, as Legionnaires and as members of the Legion Family. Best wishes for a productive and enjoy-able department convention.

As a proud American, Central Valley farmer, and a member of the California Legislature, I recognize that the freedoms and opportunities we are afforded in this great country are the direct result of every person who has proudly served in our Armed Forces.

Representing the interests of veterans for nearly 100 years, the American Legion is the world’s largest Veter-an’s organization. I was proud and honored last year when the California American Legion headquarters decided to make their home in Sanger.

The California American Legion represents more than 80,000 members, many of whom travel from all corners of our great state to receive services from this outstand-ing organization. The Central Valley has a proud histo-ry of supporting those who have served in our Armed Forces and it seems only right that the state’s American Legion headquarters now calls the Central Valley and Sanger home.

These brave veterans – many of whom made the ultimate sacrifice to keep our nation free – have been an absolute priority of mine since I was elected to the California State Senate in 2013.

I’ve been proud to support several pieces of legislation that help veterans currently serving our country as well as those making the transition from military life into a civilian career.

Some of the legislation I have supported includes: • Assembly Bill 13 (Conway), requiring public colleges to

provide in-state tuition benefits to any veteran, wheth-er they are a resident of this state or not.

• Assembly Bill 935 (Frazier), allowing the DMV to place the designation “VETERAN” on the driver license of an individual who proudly served in our Armed Forces.

• Assembly Joint Resolution 7 (Mathis), requesting Con-gress to amend the G.I. Bill of Rights to make benefits available to veterans for use as startup capital for their first businesses.

• Assembly Bill 556 (Salas), protecting all veterans from discrimination in hiring practices and housing.

While many positive bills and resolutions have been passed to recognize those who served, there is still much work to be done to help our veterans. With the support and strong advocacy efforts of the American Legion, we will continue to do all we can to help those who served our country.

For example, we need to do much more to help the all-too-large group of homeless veterans that are on our streets. Any veteran who put their life on the line to keep this country free should not be relegated to a life of home-lessness. These men and women, many of whom suffer from mental health issues, have earned and deserve the help they desperately need to get off the streets.

I look forward to working with the American Legion on passing meaningful legislation in the months and years ahead, and I would like to extend my heartfelt gratitude to each and every veteran who proudly wore the uniform of the Armed Forces.

Welcome from the National Executive Committeeman

Hugh E. Crooks Jr.

On behalf of the National Com-mander, Dale Bar-nett, I bring you greetings to Fres-no, California, and a hearty welcome to your State Con-vention. He would like you to remem-ber his motto of; Duty, Honor, Coun-

try, as you embark upon your Convention. The 14th Dis-trict, American Legion Convention Corporation has been working tireless to ensure that most, if not all, of your needs have been anticipated, and they are here to assist you if you need help. I encourage each of you to enjoy all aspects of the Convention including joining the local Le-gionnaires at their Posts.

Our entire American Legion Family is represented, and we are here for annual reports of our Officers, Commissions, and Committees; consider resolutions that are submitted; adopt a budget for 2016 to 2017; transact other business that might be brought up; and elect our new Department Leaders. In addition I encourage you to enjoy the comrade-ship of others, exchange new ideas, and reaffirm our ded-ication to the American Legion and its ideals. Even as we

pass the torch of leadership, remember if you are leaving an office you have a responsibility and a duty, to help, men-tor, and make suggestions to the individual that is coming into the new office, that is truly the mark of leadership.

It has been my great honor to represent our members for my final year at the national level. This Department has maintained a voice within the State of California, while I have served as the Vice Chair of the California Veterans Board (Cal-Vet) and continues to be your con-duit to the Governor, Legislature and California Depart-ment of Veterans Affairs (CDVA) for suggestions and comments. I have strived to be available to each and every member who needed my ear, and I wish to thank you for everything that was accomplished this past year, and applaud you on how you have followed the four pillars, the primary structures that this glorious organi-zation was founded upon.

Yoko and I are looking forward to seeing and greeting all members of our American Legion Family: Legionnaires, Auxiliary members, Sons of the American Legion, and the Legion Riders, but remember, that you should strive to accomplish all you can each day, as you are not prom-ised tomorrow. And do not forget, that the beginning of the preamble of this organization is “GOD AND COUN-TRY,” with God being first.

Honoring VeteransServing Veterans

Many thanks to the conven-tion committee for all their hard work in putting on this important event.

It has been an honor for me to serve as your Alternate Na-tional Executive Committee-man for the past two years. At the 2015 Fall NEC Meeting, a resolution was passed which calls on the Department of

Veterans’ Affairs (VA) to establish a women veterans aware-ness training program to educate VA employees about the changing roles of women in the military, and to work with the American Legion to ensure the current and future needs of female veterans are met. At the 2016 Spring NEC Meeting, we learned about the seriously reduced state of readiness of our military caused by sequestration, and the Legion’s efforts in Washington to resolve the situation. The organiza-tion continues its history of advocating for the Four Pillars on which we were founded and should inspire all veterans join us. Membership is critical!

As a candidate to be your Department Commander for the coming year, membership will be my number one priority. If elected, we will have a membership presentation from the National Headquarters Staff at our post-convention DEC, followed by a District membership revitalization that very week. We have arranged for extensive training to take place at the fall DEC in August for all District First Vice Command-ers so they will have the information they need to do their jobs as membership chairmen for their districts. We have also received assurances from National Headquarters that they will support us by conducting ongoing District mem-bership revitalizations throughout the coming year. I hope you will all get onboard and support our efforts to grow our membership.

The things we accomplish here this week will have long-term impact on our organization. Thank you all for taking your personal time to be a part of these efforts. Let’s have a pro-ductive and fun convention.

Greeting to the Legion Family! It is such an honor to be part of this glorious team. Throughout the year as I travel up and down the state, I have witnessed how much the Le-gion Family makes a difference to the Veterans/ Active Duty Military and their families. The sharing of resources, hours, dollars, and people, makes it so much easier to reach more and more. It is wonderful to receive smiles, handshakes, and hugs from the Veterans as we show them that we care. My year is coming to a close. We wish The Fresno conven-tion Corporation and District 14 another successful con-vention.

As Jr. Past Department Com-mander, I commend Com-mander Larry Van Kuran and his cadre of officers this year. With the move of our De-

partment offices to Sanger in July 2015, a whole new staff had to be hired. Our long time staff that had been in San Francisco chose not to relocate and they have been missed, as they had many years of training at those jobs, and knew how to run that office.

With Commander Larry at the helm, and Bill Siler remaining as Adjutant, and with John Bart as office manager, your new

office personnel is outstanding. They came in with no training of the Legion ways, and have been like so many of our Veter-ans, once they put boots on the ground, they jumped in and learned their jobs and sometimes in new and more effective/efficient ways to work for the good of the Legion. We can be very proud to say the American Legion Department of Cali-fornia has always been a great employer, just look at our track record, most of our staff retire before they leave us. We would like to thank them and wish them well. We can be very proud of our new home, and our great staff.

As we finish this year, and start the next, I want to thank all the District Commanders and Area Vice Commanders for their service. It is a labor of love, and sometimes hair pulling. Please continue to serve your Districts and continue to grow the Le-gion. Share your expertise and guidance and mentorship to our new members. Thanks to our Son’s, Riders, and Auxiliary for their continued family support. Have a Great convention.

This is my tenth year as the Department Adju-tant. I want to thank all those who have worked with me through my years in The American Legion and those who mentored me when I started 37 years ago.

When I started 37 years ago I told the members who signed me up that I would help at the post but don’t ask me to do

anything else. Who was kidding who? LOL!

So after being a Post Commander in 1981, District Com-mander in 1987, 5th Area Vice Commander in 1992, and now Department Adjutant since 2006. I guess I haven’t done much but I did try.

One of the members who told me that I would do great things in The American Legion was Wally Martinez, P-508, D-18. So, I have always told Wally that everything I have done is all his fault.

I want to thank our dedicated staff in Sanger for the great job they have done and at the same time trying to learn ev-erything that they have to do and to do it in a timely fashion. Thank you John Bart, Cheryl Ing, Theresa Granados, Allie Mosby, Veronica Quintanilla, and Rolando Bernal for all your dedication and hard work.

I hope I get a chance to say hello and/or visit with all of you from time to time.

I will be going back to District 29, Area 5 and Donna after September this year.

On behalf of the Veterans Affairs & Rehabilitation Staff may I welcome you to the 98th Ameri-can Legion Depart-ment Convention at the gateway of the majestic Sierra Nevada Mountains in the City of Fres-no, California. This

will be my seventh Convention as your Veterans Affairs & Rehabilitation Department Service Officer, and I want to thank you for this past year as I traveled up and down this very large state. The warmth and hospitality I have been shown, shows your dedication to continue the spirit of Pres-ident Lincoln’s call “to care for him who shall have borne the battle and for his widow, and for his orphan.” This is vital today, as we sanctify ourselves by our devotion to mu-tual helpfulness. The passion in which you as Legionnaires, Auxiliary, Sons of the American Legion, and The American Legion Rider members show is quite evident as it relates to the work of the VA & R Division. In a dangerous world war continues to take our young men and women to fight at the Alter of freedom. Even though war continues throughout the world our Nation continues military force reductions. Many of our military service members will become veter-ans who will be relying more and more on the Department for Veterans Affairs for their healthcare, education, income, and end of life benefits.

Our hope is the VA & R information you will learn will be use-ful in carrying out our call by President Lincoln in helping to meet the needs of those who are serving, have served our country, and their dependents, when seeking the Legion’s help. Please find time to sit in on, what has become our annual Veteran’s Affairs & Rehabilitation Seminar, and learn where we can work together to meet the needs of those who seek help in the world of veteran’s affairs. This year is more important than ever to attend as the VA transitions into the modern paperless computer technology of the 21st Century. The vast changes that are occurring will need to be taught, explained and studied to any and all who seek veteran’s assistance. We are scheduled to have our VA & R Seminar on Saturday, June 25 at 1:00 p.m. Check the daily schedule for the meeting room location at the Convention. On Friday, June 24 we will have as our guest the Oakland VA Regional Office Director Julianna M. Boor, as well as Fresno VA Medical Center Director Stephen R. Bauman. Saturday, June 25 at 9:20 a.m. the California Department of Veterans Affairs Secretary Vito Imbasciani, MD. will speak from the Convention Floor. These presentations should not be missed as they will highlight from the Federal to the State level in both VA Benefits and Healthcare the state of services available to our veterans, which include our mem-bers and auxiliaries. I’ll be in attendance all weekend and will be available to answer any questions you may seek clar-ification in VA Affairs.
