George was a founding member of the Rolleston Youth Action Group (RYAG) while he was still at Rolleston Primary School and was instrumental in the council building the skate park in Rolleston which RYAG helped design.

In 2012 RYAG won an award as the best Community Youth Project in New Zealand and George accepted the award on behalf of RYAG at the Youth in Local Government Conference in Invercargill that year.

George was a founding member of the Selwyn Youth Council and has played an invaluable part of establishing the SYC as model for other youth councils nationwide.

Selwyn youth worker Chris Martin said since leaving school George has become increasingly busy with his work and this has resulted in him resigning from the Youth Council.

“In recognition of his past contribution and expected ongoing support of the work of the Youth Council and Youth Voice Canterbury, the Selwyn Youth

Council voted that George could resign but he could never leave,” Mr Martin said.

“Subsequently George has been awarded honorary membership of the Selwyn Youth Council, in effect life membership.”

Site works on the retail complex to be built on Weedons Ross Road has begun with James Lloyd Developments (JLD), which acquired control of the project from Robin and Jackie Butt earlier this year, hoping to have the complex opened by late August next year.

“There are some variables in that time frame,” JLD project manager Doug Allen said.

“While we have consents for stage one, which is the site works that are underway, we have just lodged the consents for stage two which is the building of the shops and any opening date will be determined by those consents being granted and in a timely manner.”

Mr Allen said they have already secured seven tenants for the complex with another four or five tenants being sought.

Other secured tenants include a chemist, a restaurant and bar, a real estate agent, a medical centre, an artisan bakery and an Indian restaurant.

Mr Allen wouldn’t comment on how much the development was costing to build other than to say it was “north of a couple of million dollars”.

He said to make the project viable they made some changes to the design including reducing the complex down from the proposed two-stories to a single storey.

The land was formerly part of the Butt’s horse training facilities with most of that land sold to the developers of the Gainsborough subdivision in West Melton.

JLD is a Christchurch based real estate developer owned by the Hickman family who helped set up New Zealand’s largest NZX-listed retirement village operator Ryman Healthcare.

A multi-disciplinary team of Lincoln University scientists, along with a colleague from AgResearch, have recently been awarded funding to conduct a sustainable grasslands research programme on the Qinghai-Tibetan Plateau.

The team, which includes animal and plant scientists, agribusiness experts and an agronomist, is led by Lincoln University soil scientist Dr Jim Moir, and is investigating how nutrients cycle on the farms of the high altitude plateau. Comparisons will be made between New Zealand and Tibetan high

Several Tibetan farming families were also interviewed to gain a better understanding of the complex farming systems there and experiments will start in early 2016.

Team members include Plant Scientist Dr Al Black, Animal Scientist Dr Racheal Bryant, Sharon Lucock from Agribusiness Management and Professor Keith Woodford of Agri-food Systems, all from Lincoln University, and Dr Phil Rolston, an Agronomist from AgResearch in Lincoln.

Fourteen locations in Selwyn have been identified as locations for 4G reception sites. These will be located at Arthur’s Pass, Aylesbury, Bankside, Burnham, Darfield, Dunsandel, Glentunnel, Hororata, Leeston, Lincoln, Springfield, Rolleston, Southbridge, Tai Tapu, Castle Hill and West Melton.

“Spark has made a considerable effort to understand the needs of our farmers and rural communities, and how important fast broadband is for Canterbury’s economy and for rural communities to access services,” Selwyn Mayor Kelvin Coe said.

Mayor Coe said access to better and faster broadband underpins all the other six work programmes.

“We need digital data and communications on farm to ensure the most efficient use of water. We also need it to manage nutrients, stock and the business of farming, including keeping our farm workers safe and getting emergency help to them quickly if there is an accident,” Mayor Coe said.

“This announcement will help improve access to education, health and emergency services in rural areas. It will help rural communities including newcomers and migrants stay connected to family and friends elsewhere, and connect them to services. It will also help local businesses provide better services to customers.”

Mayor Coe said Spark’s investment in 4G broadband services is great news for Canterbury.

“It’s a great example of how local government can work together and collaborate with the private sector to get better results for our communities.”

Selwyn Mayor Kelvin Coe is welcoming Spark’s decision to roll-out of fast 4G broadband services around the district.

The campaign targets home gardeners, lifestyle irrigators, small businesses, sports grounds and schools and gives advice to these groups and other community irrigation projects how to apply water efficiently.

Its wider roll-out follows on from the successful SMART Irrigation programme aimed at farmers which encourages sustainably managed, accountable, responsible and trusted irrigation practices. SMART stands for sustainably managed, accountable, responsible and trusted.

Selwyn District Council’s water asset manager Murray England said they have already asked local residents connected to council water supplies to avoid lawn watering during the peak demand times and to avoid water wastage given that strong El Nino conditions are forecast to continue over summer.

“To date the voluntary measures have helped manage demand for water,” Mr England said.

“The council is carefully monitoring water usage currently and may need to introduce formal water restrictions over summer if demand for water increases.”

Mr Curtis said the east coast of the South Island has been classed in a drought for at least another three months.

“The recent warning by Government on the importance of planning and preparing for very dry El Nino conditions highlights the need to take water efficiency seriously. All of this background makes SMART Watering a very timely campaign," Mr Curtis said.

We have had the pleasure of working more closely with likeminded community care groups and organisations in Selwyn in particular Selwyn Central Community Care (based in Rolleston), Ellesmere Community Care Organisation (based in Leeston) and Two Rivers Community

In addition, the Selwyn District Council Community Development team has forged a partnership with these groups and we will all be working together to ensure local residents are more connected and better informed about the supports available to them.

Next year promises to be exciting

It is that time again when we are busy finishing the last of our Christmas shopping and attending end of year events.

As 2015 draws to a close, it is natural to reflect on what has happened during the year and look forward to what 2016 may bring.

For me, some of the highlights of the past year in Selwyn have been the opening of the new St John facility in Darfield, the completion of building projects at a number of our schools and the ongoing growth and success of our local businesses.

Next year there will be many more exciting milestones to celebrate in our region including the opening of West Rolleston Primary School and the construction of Rolleston College, ready for opening in 2017.

Some of the key areas that I have been focusing on during the year as Minister of Justice and Minister for Courts have included measures to

Merryhelp reduce our appalling rate of family violence and to improve the experience of victims in the justice system.

In the area of communications, the big project has been the ongoing roll-out of the Ultrafast Broadband network in urban areas and the Rural Broadband Initiative in smaller communities. This will continue to be a key priority next year.

I would like to wish all of the readers of The Record a very happy Christmas and New Year. I hope that you have an enjoyable and safe holiday period and the opportunity to spend time with loved ones and friends.

Season’s greetings everyone, and a special welcome to all the new arrivals to our district this year.

It’s been another year of extraordinary growth for Selwyn with all the challenges and opportunities that it brings.

On behalf of the councillors and myself, I would like to thank all those who have supported us and council staff in the many activities undertaken during the year.

A special appreciation and thanks to all the volunteers that work in and support our community. As I write this on a hot northwest day I’m particularly thinking of the volunteer fire brigades as we look to be going into a hot dry summer. Fires are caused by a number of reasons so take care with whatever you are doing, let’s not make

Volunteers all contribute so much to the wellbeing of our community and ensuring Selwyn is such a wonderful place to live, work and play.

Christmas is a time to share friendship and goodwill with our family and friends, and recognise the true treasures in our life as we care and share our values and ideals with others.

After a particularly busy year I hope we can all enjoy the Christmas break, take time to reflect and refresh as we remember family and friends, and consider the good things in life.

It’s been a privilege and a pleasure to work with you and for you this past year. Travel safely, Merry Christmas and a happy and prosperous New Year to you all.

Over the last year the Malvern Community Board has been involved in a number of events and projects.

We have held board meetings in the communities of Windwhistle, Greendale, Kirwee and Springfield as well as Darfield. We find that these meetings are both beneficial to the community and the board as we are able to hear issues from residents who attend the meeting in their area. This year the board had a display at the Malvern and Courtenay A&P Shows and we ran Anzac Poppy projects with the primary schools providing them with materials to make poppies. These were then laid at various Anzac services around the district.

A very successful Grants Recipients Evening was held where 10 recipients spoke on the benefits of the money they had received. The board has given out $6,500 this year so far.

Five members of our community received Community Services Awards. It is most rewarding to acknowledge the work that these people do in our community. We held a morning tea for all volunteers in our ward in

Thanking everyone for their support in 2015!

At this time of the year when we spend time with our families it is timely to consider how fortunate we are to live in a caring community, where so many residents are prepared to contribute for the good of the community.

The Selwyn Central Community Board meets monthly.

Our meetings are open to the public and everyone is welcome.

Looking back on 2015, our spreadsheet of projects indicates our year has been productive.

We ran an ANZAC poppy project for schools and community groups to make poppies out of recycled materials.

These poppies were used in school displays to commemorate our ANZACs and the other poppies were laid at services in the Selwyn Central area.

We had the biannual Volunteer Awards earlier in the year and it was a delightful evening acknowledging

December. This was well represented with people from a wide range of groups. It was interesting to note that a lot of these people were involved with more than one group.

This week leading up until Christmas we are having a Christmas Grotto in the Darfield Jail. Father Christmas will be present and there will be small gifts for the children.

The projects that the Community Board is involved with at the moment are the Glentunnel and Springfield cycleways. We also worked with council on the Darfield and Springfield toilets, and are currently working with them on toilets at Glentunnel, Whitecliffs, Lake Coleridge Intake and Lake Lyndon.

I would like to take this opportunity to thank volunteers on committees and the community at large for the support that we have had during this year and wish you all a very merry, prosperous and safe festive season.

OnSide will launch shortly after the new Health and Safety at Work Act comes into effect next April.

OnSide CEO and co-founder Ryan Higgs, formerly Purata’s Innovation Manager and a Fullbright Scholar with a PHD in Animal Science, said OnSide will fill a gap that exists for farmers looking for a practical tool to help them manage their health and safety requirements.

“There is no other online system like this for the rural community to manage their health and safety needs. Other apps and systems have been tweaked from different industries. The difference with OnSide is that it has been built by farmers for farmers.

“Our objective is to capture the key elements of a safety plan to help farmers from April 2016 when scrutiny around health and safety compliance is going to ramp up,” Mr Higgs said.

“People told us that they want something easy to use and they want a tool developed especially for agriculture. The three of us have worked in farming or have family members still farming and we understand the unique challenges managing health and safety on farms.

“Risks keep changing because of the weather and seasonal activities and there’s also the challenge of managing a large scale work-place which overlaps with where farmers live.”

OnSide CEO Ryan Higgs says OnSide will fill a gap that exists for farmers looking for a practical tool to help them manage their health and safety requirements.

He said ne of the things that also became obvious during research this year was that a focus solely on compliance wouldn’t deliver the best results.

“Farmers have told us they want to show leadership in health and safety and do the right thing, but the tools to do this have not actually been available. So it’s become a compliance and administrative burden for them.”

The study carried out at Lincoln University is showing dairy and conservation sites can co-exist, and its findings are contributing to an ongoing project restoring natural biodiversity into a dairy farming environment around Canterbury.

The study entitled ‘Persistence of biodiversity in a dryland remnant within an intensified dairy farm landscape’, looks at Bankside Scientific Reserve, a small (2.6 ha) remnant near Dunsandel which is surrounded by dairy paddocks.

The study found the reserve still has valuable communities of native species, despite being impacted by nitrate and phosphate encroachment, and habitat fragmentation.

One of the study’s authors, Professor of Ecology, Nick Dickinson said the study concluded that “it does not appear to be an intractable management issue for the interface between agricultural systems and conservation sites within a dairy landscape mosaic”.

“When pesticides are used on farms and in forests, the wind can carry droplets of the sprays far away from the targeted area, potentially causing severe damage to neighbouring crops and harming the environment,” Mr Roten said.

“Spray drift has wreaked havoc on wine grapes and kiwifruit in several New Zealand orchards recently, causing several hundred thousand dollars’ worth of damage.

“Agrichemicals can cause severe damage to natural ecosystems as well, especially when they land in surface waters, as most aquatic species are very sensitive to these chemicals.”

Mr Roten said other experts have also pointed out that spray drift exposes people and animals to harmful substances from pesticides.

In an effort to address the issue, Lincoln Agritech’s Chemical Application, Research and Training group (CART) has conducted a six-year Government-funded research programme to find out more about pesticide spray drift movements and how to mitigate them.

The project, funded by the Ministry of Business, Innovation and Employment (MBIE), involved a range of tasks, including measuring pesticide drift on typical New Zealand crops, as well as analysing the effectiveness of drift-reducing technologies and training people in how to use them.

“We were lucky to co-ordinate such a high-quality research team,” Dr Post said.

“We worked with scientists from SCION to model spray drift, with specialists from Plant Protection Chemistry in Rotorua to research how sprayed droplets land on leaves, and with scientists from the University of Otago to find out how pesticide vapour can drift from the applied area.”

The team worked in various primary industries such as forestry, horticulture and arable, dealing with crops including kiwifruit, grapes, apples, potato and shelterbelts.

Part of the research involved conducting complex experiments to measure pesticide drift on typical New Zealand crops under practical conditions.

The team worked to improve mathematical models on drift and measured the vapour drift of 200 different pesticides.

Dr Post said the research has advanced the team’s knowledge about pesticide drift in New Zealand conditions and helped to improve AGDISP (‘Agricultural Dispersal’), the internationally-recognised software for

assessing drift risks in the agriculture and forestry sectors.

“AGDISP is used by many pesticide regulators around the world,” he said.

“The software helps to evaluate the potential drift in a large number of different spraying situations

The team also analysed the effectiveness of the latest Drift Reduction Technologies (DRT), which refer to small changes or additions to pesticide sprayers.

“We found that these technologies could reduce drift by 33 to 59 percent,” Dr Post said.

“Results like these encouraged

us to start training people in the spraying business to use drift reduction approaches.”

Dr Post said new technologies are also needed, both to support the work of spraying professionals and to equip public authorities with tools that can help them to monitor drift.

“Drift of agrichemicals can’t be avoided completely, whether in conventional or in organic farming.

“Nevertheless, we think it is possible to use our sensors to direct and improve sprayers’ performance when the operator knows how much drift is happening and where it is going.”

A Proptec Atomiser attached to the tractor uses hydraulic fans to promote uniform droplet sizes and greater air assistance, potentially reducing spray drift.

checking for traffic and giving way if required to do so. Giving other drivers an early indication of your intention to turn, change lane or pull over is essential and can help to avoid a crash. Buckle Up

No one wants to be involved in a crash. Wearing a safety belt reduces the risk of serious injury by 40% and it takes only a split second to buckle up.

It is the driver’s responsibility to make sure that all passengers under 15 years are restrained either in a seat belt or an approved child seat suitable to their size and weight. This is the last check needed before turning the key and starting the journey.

Newton runs a few sheep on his small

property in Selwyn Street to help

feed himself, but a recent dog attack

saw one sheep killed and two others

seriously mauled.

“It appears these two dogs made

their attack at about 4.15am as my

neighbour on hearing a disturbance

entered my property and disturbed the

dogs during the attack causing the dogs

to take off.

“These dogs are killers as in

my experience the attack was by

throat strangulation normally used

by undomesticated, uncontrolled

mongrel animals or animals in natural

wild conditions.

“My concern is these types

of dogs could well be capable of

attacking children.”

He said as a superannuitant his

sheep were his annual supply of meat

and also helped to keep the grass down

for fire protection.

“The two surviving sheep were so

stressed they are now unsuitable for

human consumption which means a

loss of around $500 and I will have to

replace the animals.”

Mr Newton said the Selwyn District

the attack and he was impressed with

their response.

“There have been around 30

sheep killed by dog attacks in the

which have resulted in a loss to the

sheep’s owners of about $3000 and

in many cases the sheep have been

family pets.”

Council’s Senior Animal Control

Officer Steve Clarke said they were

alerted to the attack by Police.

“After the attack a witness was

interviewed and black and white CCTV

camera footage was also reviewed.

“Two dogs were involved in the

attack and they appear to be either

a Mastiff or Staffy cross breed. The

dogs looked very similar and could

well be related so staff also checked

records to identify where there were

registered dogs in the area of similar

breeds and spoke to a number of dog

owners, however, this did not identify the

dogs involved.”

Mr Clarke said they also sent letter

to properties in the Coalgate township

asking for information to help identify

the dogs.

“This also advised dog owners to

check they were responsible for their

dog's activities and that owners need to

ensure they know where their dogs are.

A garden is a place to relax and unwind. If yours sometimes feels more like a chore, here are some tips so you can make your garden less time consuming.

summer with little or no water watering. Take care to choose those that will not outgrow their space in your time frame.

Patience pays. Beware of plants that grow so quickly that they need constant trimming or replacing after a short time. Plant lots of slow growing evergreens that only need trimming once every few years, if at all.

Raise the height of garden beds, especially vege beds. This not only makes for easier maintenance, but also improves drainage.

Invest in quality tools and maintain them well. Many garden centres offer a tool sharpening service.

Grow flowering annuals in pots instead of garden beds. A few big pots are easier to care for than lots of little ones.

Invest in hard surfaces. A well-designed and constructed patio or deck takes a lot less work than an expanse of lawn.

Install a watering system, ideally with

a timer. It will help save water, as well as time.

Keep it simple. When designing a garden, avoid complicated wiggly edges. Straight lines and bold sweeping curves are easier to maintain. Small areas of lawn that are tricky to access may be less work if mass planted in easy-care groundcovers.
