Create a culture of high expectations for all students

Conduct a needs assessment of individual schools to effectively allocate resources to close the achievement gap

“I’m not here to defend the Common Core, but if not the Common Core—then what?”

--Bill Daggett (10/25/13)

RECOMMENDATIONS FOR ALL

Page 23: The Phelps Report

Middletown and Schenectady are coplaintifs in a federal lawsuit claiming race-discrimination based on formula for poverty aide. [Pittsburg ranking example]

The state’s first set of Annual Professional Performance Review (APPR) scores for teachers and principals rates 92% as effective or highly effective. Only 1% were rated as ineffective.

State Education Department is seeking permission at the federal level to reduce stress associated with testing by: allowing 8th graders taking the Algebra Regents exam to opt out of the 8th grade state math exam; allowing grade 3-8 ELLs to take language arts tests in their native languages; allowing students with severe disabilities to take tests based on their instructional level rather than their age.

The postponement of the federal Partnership for Assessment of Readiness for College and Careers (PARCC) initiative to convert all Regents exams to computer-based.

Commissioner King has visited nearly 40 school districts this fall. He is optimistic that reforms are working. He is interested in respectful dialogue.

Greece Central District Model

Received a 1.4 million dollar “Foundation to Work” renewable grant for a new model to align all stake-holders and “unpack cultural norms” for a strategic plan specifically customized to learner and building needs.

Studied high performing/high poverty districts and researched ‘turn around’ schools. Attended turn-around training workshops at Harvard.

Created a culture of respect for opinions.

Teacher-Leader grants and new job description. Gave voice to the teachers—gained collaborative ‘synergy.’

Dedicated a building as a “Reengagement Center” to help kids to get back on track.

RESOLUTIONS ON CONSENT Existing NYSSBA positions that have been resubmitted and

recommended for adoption by the Resolutions Committee will be considered first, on consent. Any delegate wishing to remove a resolution from the consent agenda (and thus have it debated by the delegates) may do so by simply requesting that action when the consent agenda is called. If a resolution is removed from the consent agenda, it will be considered under “Recommended Resolutions” and needs no second.

OTHER BUSINESSAt the end of the Annual Business Meeting, the President will

open the floor to Other Business. Other business may include a motion to suspend the rules for the purpose of considering a particular resolution submitted from the floor. This motion requires a second and a two-thirds majority vote of the delegates before the resolution may be considered.
