T H E INSTITUTE OF CHEMISTRY.
THE Institute of Chemistry was founded in October, 1877, and incorporated by Royal Charter in June, 1885, to promote the better education of persons desirous of becoming pro- fessional, consulting and technological chemists, public analysts, and chemical advisers ; to examine Candidates, and to grant certificates of competency ; and to elevate professional chemistry by setting up a high standard of scientific and prac- tical proficiency, and by insisting on the observance of strict rules in regard to professional conduct.

BUILDINGS FUND.
The Council of the Institute of Chemistry are of opinion that the Institute should now be provided with more suitable and permanent headquarters. The approaching expiry-at Michaelmas, 1g14-of the lease of the present premises, 30, Bloomsbury Square, provides a suitable opportunity to accom- plish this end. Thereis no possibility of effecting a renewal of the lease, as the site is included in an improvements scheme of the London County Council, viz. :-the widening of South- ampton Row.
These premises, moreover, are becoming inadequate for the increasing activities of the Institute. At the present time, it is found necessary to obtain the use of laboratories in other insti- tutions for examinations in certain branches of work, and the increasing number of candidates will soon make this more and rnoie difficult. At the examinations held in June and July of this year, no fewer than seventy candidates presented them- selves, including entries from the principal centres of Great Britain and Ireland, as well as from India, South Africa, Canada, and the F a r East.
To carry on the work of the Institute, the Council require new buildings, which should include more commodious Meet- ing Rooms, Library, Laboratories, Examination Rooms, than it a t present possesses, and increased office accommodation.

The Council estimate that a ground area of about 4,000 square feet will be necessary, and they are anxious to negotiate for a site which they have in view, and regard as very suitable for the purpose. This site can be acquired on a gg years’ lease, without premium, and with only a peppercorn rent for one year, during which building operations may be substantially advanced.
T h e Council propose to begin the preparation of the plans in 1912. It is estimated that the building and fittings, with. out unnecessary extravagance or ostentation, will cost about €15,000, and an appeal has been made to Fellows and Associates of the Institute which has already resulted in the receipt of contributions and promises amounting to over €8,000. T h e Council desire to express their deep sense of gratitude to those who have enabled them to report this sub- stantial progress.
The total membership of the Institute is about 1,360 Fellows and Associates. The stringency of the requirements for membership and the high standard of the qualifying examinations necessarily retard rapid increase of Inembership.
T h e Council are much gratified to record that in the preliminary list of contributors are included the names of some of the great City Companies, as well as of firms and individuals not directly connected with the Institute. With more than half of the required sum already assured, it is hoped that the present appeal will result in bringing a response which will complete the necessary amount.

The Institute, for thirty-four years, has been entirely self- supporting. Its income, being derived from subscriptions of members and fees of candidates, is barely sufficient under most economical management for its current needs ; moreover, as the membership has increased, the sphere of usefulness and the expenditure of the Jnstitute have been constantly extended. As an instance of this, it may be mentioned that the Council have recently decided to provide courses of lectures on special branches of chemical work and on professional subjects, to be delivered by acknowledged authorities for the benefit of younger members and advanced students. Lectures of this nature are not included in the curriculum of any other institution, and the need for them is widely recognised.
Though, as its title indicates, its main sphere of operations is Great Britain and Ireland, the Institute of Chemistry is actually an imperial organisation, and its influence and work have been extended to India and the over-sea British Dominions, where examinations are held for local candidates who have complied with the requirements.
As the representative body of the important modern pro. fession-of analytical , consulting and technological chemistry -which is in evereincreasing demand in industry and in public affairs, the Institute deserves the widest support, and it is therefore reasonable that the list of contributors to the Buildings Fund should be extended to the general public, The Institute, in common with other Chartered Societies, exists not only for the benefit of its members, but to fulfil functions in the service of the public laid to its charge under a Royal Charter, It provides, accordingly, a register of properly trained and proved chemists for the community,
The Institute has also done valuable service to applied and industrial chemistry by raising and maintaining the standard of training for technological and other professional chemists.

Under the careful guidance of successive Councils, the examinations have been raised to a high standard of practical efficiency, which, in turn, has exercised wide influence on the progress of this branch of scientific education.
The qualifications ‘‘ F.I.C.” and “ A.I.C.” are fully recognised by Government and Municipal Authorities, by whom the assistance of the Institute is frequently sought for the supply of reliable chemists. .
In these circumstances, the Council look to the generosity of all who are interested in Chemical Science and who sym. pathise with scientific endeavour, to assist them in this under. taking; and they would appeal especially to those who employ chemists and realise the importance of the science of chemistry to the progress of industry.
Contributions may be forwarded to the President at 30, Bloomsbury Square, London, W.C., or may be sent direct to the Account of the Institute of Chemistry (Buildings Fund) with the London County and Westminster Bank, 214, High Holborn, London, W.C.
A form is enclosed for contribution by single donation or by annual subscriptions for a term of five years,
