Estonian Maritime Administration

The Estonian Maritime Administration is a governmental organisation under the Ministry of Economic Affairs and Communications.

Administration of navigational information. Our principal aim is to ensure safe navigation in Estonian territorial and inland waters by collecting reliable information and preparing navigational warnings and publish Notices to Mariners. Staff of two designated persons plus other relevant employees from VTS etc. We have close co-operation with the Border Guard, Centre of Marine Communication (State Info communication Foundation), Estonian Pilot Ltd and ports. We receive information from different sources. These can be Port Authorities, seafarers, pilots, VTS, GOFREP, Coordination Centre, other Estonian Maritime Administration sections and from units we co-operate with, mentioned hereinabove. Returned information will be examined over and then released to Tallinn Radio or/and Baltico and Stockholm Radio. Scheme on navigational information flow

Transmitting navigational information and warnings to seafarers and marine administrations. Estonian Maritime Administration is publishing every year 12 issues Notices to Mariners in Estonian and in English. In year 2008 we have so far 4 issues and 40 notices. In years 2006 we had 143, and year 2007, 135 enumerated notices. Circulation of Notices to Mariners is 164 copies which include 58 copies for internal use, 12 copies for marine administrations abroad and 82 copies to local retailers (Gotta, plc and Unimars Navigation, plc), Gotta, plc is also retailer in Finland. And 12 copies to different institutions e.g. Estonian Marine Academy, Pärnu Maritime Centre, Estonian Maritime Museum etc. VTS ( Vessel Traffic Services ) VTS Tallinn Traffic serves harbours located in Tallinn Bay, Muuga Bay and Kopli Bay. Database of navigational aids Database of navigational aids provides information in digital form and serves as the basis for navigational publications e.g. NtM-s, navigational charts, List of Lights, Pilot book. Database of navigational aids comprises navigational aids which comply with legal acts of Estonia. Those aids are provided with passports and are subjected to navigational information. Database of navigational aids is available to all seafarers via internet http://195.50.203.61:8010/SLAID1EN.HTM and comprises current situation on navigational aids in Estonian waters. There are about 1000 navigational aids in Estonia waters. 300 of them are fixed marks and 700 are floating aids. 250 fixed marks and 140 buoys are provided with light. All aids with lights are under aids to navigation monitoring system. Concept of navigational aids monitoring system by Estonian Maritime Administration means full automatic control over aids work condition (declared characteristics, technical appliance working ability and resources) from the distance (from Regional centre) and prompt failure announcement. Estonian Maritime Administration complies with RIKS (Tallinn Radio) proposal to co-ordinate field strength measurements for navtex service area. We are ready in every respect to back them.
