TURKEY
Chapter 1: Right to Education
All refugees and asylum seekers have the right to education and they can enroll in Turkish
schools after obtaining their foreign ID number from the Turkish authorities. We recommend
you to enroll your child in a school as soon as possible.
All children in Turkey have the right to education.
Public schools are free of charge.
Before you enroll your child in a school, you should first register with the local
Turkish authorities.
If you want to enroll your child in a school, directly go to the Provincial Directorate of
National Education.
Schools are not solely for learning; going to school is also beneficial for your child's
social and emotional development.
Besides schools, refugees and asylum seekers can also attend the training courses (including
Turkish language courses) provided by the Public Education Centers. These courses are
provided free of charge.

No matter how long you are planning to stay in Turkey, it is important for your children
to go to a school! Even if you hope to be resettled to a third country or return to your own
country, it is important for you and your family members to use your time in Turkey in a way
that help your children develop their skills for social and academic adjustment to the new
education system. The longer your children are out of school, the more difficult the future will
be for them.
Besides educational gains, attending school also helps your children recover from the effects
of displacement. A regular routine (attending a school or a language course every day) will
bring stability into the lives of your children and young people. Moreover, attending a school
will also help you and your family focus on future instead of focusing on the past and
situations that made you vulnerable in Turkey.
Chapter 2: About the Education Systems
This chapter provides information about the scope and structure of Turkish education system.
The explanations and referrals in this chapter will help you access more detailed information
on how you can enjoy your right to education in Turkey.
Structure of Turkish National Education System:
Turkish education system, which is governed by the National Education Basic Law No. 1739,
covers two types of education programs: formal education programs and non-formal
education programs. Pursuant to Turkish law, "basic education" is further divided into 3 levels
of 4 years each and 12 years in total. Including the children of foreign nationals, all children
within the jurisdiction of Republic of Turkey are entitled to access "basic education" services
provided by the public schools. All children registered as beneficiaries of temporary
protection have the right to enroll in the public schools for the purpose of basic education.
In Turkey, public schools are free of charge and implement standard curriculum of the
Ministry of National Education. These institutions are authorized to issue fully valid
certificates and diplomas for the children of foreign nationals. In order to enroll in a school,

you can visit the Provincial Directorates of National Education together with the ID number
indicated in your temporary protection ID document. The general structure of Turkish
National Education System is outlined below:
1. Formal Education
Formal education is the regular education of individuals in a certain age group and given in
schools in line with the program designed for this purpose and covers preschools, primary
schools, secondary schools, high schools and higher education institutions.

Preschool Education: Preschool education covers the voluntary education of children
between 3-5 years of age, who are under the age of compulsory primary education. Preschool
education can be given in independent kindergartens as well as nursery classes in primary
schools, and in private nurseries. The goals of preschool education are to ensure children's
physical, mental, and emotional development; to the help them acquire good habits; to prepare
them for the compulsory primary education program; to provide children with a common
education opportunity regardless of the family income or environment; to ensure that children
speak Turkish language correctly and fluently.
Primary Education Institutions: Turkish school system is compulsory for children aged 6 to
13 years. This period starts in September of the year when a child turns 6 and ends at the end
of the school year in the year when the child turns 14. The purpose of the primary education
is to ensure that every child acquires the basic knowledge, skills, behaviors, and habits to
become a good citizen, is raised in line with the national moral concepts and is prepared for
life and for the next education level parallel to his/her interests and skills. Primary education
institutions cover primary schools delivering compulsory and four-year education programs,
secondary schools offering a choice between four-year compulsory program and different
programs as well as religious vocational secondary schools.

Secondary education: Secondary education is compulsory for at least four years after
completing primary education and covers general, vocational and technical high schools that
provide formal or non-formal education. The purposes of secondary education are to give
students a minimum common culture and to prepare the students for higher education, for
profession, for life and for business in line with their interests and skills.
Higher education: Higher education covers all educational institutions providing at least two
years of education after secondary education. The purpose and objectives of higher education
are to raise the students in line with their interests and skills and in consideration of various
qualified labor needs of society, to ensure teaching in scientific areas at various levels, to
conduct studies and researches that will facilitate advancement of science and provide
solutions to the scientific, technical and cultural problems. Universities, faculties, institutes,
higher education schools, conservatories, vocational higher education schools, vocational
schools of higher education and application-research centers are considered higher education
institutions.

Higher Education Program Atlas
Higher Education Program Atlas (the CoHE ATLAS) contains 5 databases (CoHE
Undergraduate Program Atlas, CoHE Associate Degree Atlas, YGS-LYS1 Net Wizard,
Ranking Wizard and Graduate Success Atlas), which provide information based on real data
about the frequently asked questions by students and students' families at the stage of

2. Non-formal Education
Non-formal education covers all types of educational activities conducted in addition to the
formal education or outside the scope of formal education. The specific objectives of
Turkey's non-formal education program are to: teach reading and writing to adults who have
never attended any formal education program or dropped out of a formal education program
or who are currently enrolled in a formal education program; build on the knowledge base of
the last level they attended; to provide educational opportunities that facilitate their
adjustment to scientific, technological, economic, social and cultural developments; to offer
opportunities that will help them acquire professions in accordance with the employment
policy and in line with the trends in economy; to help professionals acquire necessary
knowledge and skills for their professions.
The MoNE's General Directorate of Life Long Learning provides educational opportunities
at the levels of secondary school, high school and vocational school via Open Education
Schools to individuals who have not completed their education for some reason and wish to
continue their education. Thanks to the home exam service, people with disabilities can also

Open Education Secondary School: It is an institution that provides an opportunity to
complete secondary education program by using distance learning method for citizens who
completed primary education but could not continue their education for some reason. Due to
its distance learning system, there are no specific sections and teachers assigned.

Open Education High School: Open education high schools provide educational
opportunities for students who cannot attend face-to-face formal education institutions for any
reason, who are over the age of formal education, and who wish to be transferred to Open
Education High School while attending high school. Open education high school uses a
credit-based and passing grade system. Due to its system, there are no specific sections and
teachers assigned.
Open Education Vocational High School: It provides services to students who cannot attend
face-to-face formal education institutions for any reason, who are over the age of formal
education, or who wish to be transferred to open education vocational high school while
attending vocational high school. Open education vocational high school uses a credit-based
and passing grade system. Must courses and electives are determined by the Board of
Education in line with the formal education and vocational courses are delivered face-to-face.
Open Education Faculties: Open education faculties under the universities are responsible
for conducting practical activities, associate programs, BA programs and all types of
certificate programs. Besides printed course materials and television broadcasts, Open
Education Faculty uses technologies like internet, computer-assisted education and video
conference in order to ensure students' adjustment to these technologies and create
technological interaction. Furthermore, academic supervising and application services
(education in person) are also provided if it is deemed appropriate in certain areas. You can
enroll in an open education program by two ways: with your YGS score (it must be equal to
or higher than 140) or within the scope of second university without examination.

Mother-Tongue Turkish Language Program Developed by the Open Education Faculty of
Anadolu University: It provides you an opportunity to learn Turkish language from a distance,

contemporary teaching technologies. Mother-Tongue Turkish Language Program: It is an
online learning environment designed with a simple interface that can be used by anyone and

Chapter 3: How to Register for a School?
Pursuant to Turkish laws, all children including non-Turkish citizens, foreigners, international
protection applicants, refugees and people under temporary protection have the right to access
basic education. You should complete your temporary protection registration as soon as
possible in order to access education services provided by the Republic of Turkey without any
restriction.
Temporary Protection Regulation (22 October 2014) contains provisions about wide range
education services to be delivered to people under temporary protection. These education
services include early childhood education, primary and secondary education (grades 1-12),
higher education and non-formal education programs.
The Ministry of National Education (MoNE) is responsible for ensuring and managing the
refugees' access to early childhood education (and Temporary Education Centers) and non-
formal education programs (including Turkish language courses and skill courses provided by
the Public Education Centers).
How can you enroll your child in a school?
Non-Syrian individuals should apply to the Provincial/District Directorate of National
Education in order to request their children's enrollment to a Turkish school.
Syrians under temporary protection can enroll their children in the public schools in Turkey
or Temporary Education Centers (TECs) that implement Syrian curriculum and use Arabic
as medium of instruction. Individuals who are registered with Turkish authorities, but have
not received their Temporary Protection Identity Cards can also enroll in the public schools as
guest students. When they receive Temporary Protection ID document, they can change their
status of guest students.

Enrollment in the Public Schools
Basic education in the public schools covers 3 education levels including primary school,
secondary school and high school education for a period of 12 years in total. Public schools
are free of charge and they deliver education programs in line with Turkish curriculum by
using Turkish as the medium of instruction. Temporary education centers are the schools
established by Syrian refugees and national/international organizations under the supervision
of Turkish government. These schools often use Arabic as medium of instruction. They also
employ teachers of Turkish language under the supervision of the Ministry of National
Education.
The documents required for admission are listed below:
Foreigner ID Card or Temporary Protection Identity Document
MERNIS (Central Civil Registration System) database registration document
(residence address details)
You can enroll your children in the public schools at your province of residence together with
your Temporary Protection ID Document and residence address document to be taken from
the mukhtar (head of neighborhood). School admission procedures are determined by the
Provincial Directorates of National Education and can vary among provinces. Admission
procedures are set by the District Education Commissions established within the Provincial
Directorate of National Education. For admission purposes, it is important for you to submit
the education documents showing your child's education level and issued by Syrian
authorities.
The Provincial/District Directorates of National Education are the decision-making authorities
on issues regarding:
the school and classes where the children shall be enrolled depending on their age
their educational background and abilities

If you have no document regarding your child's educational background or your child will be
enrolled in a school for the first time, the District Education Commission will conduct an
assessment based on verbal and written examination and make necessary referrals and
placements based on this assessment. After the necessary evaluation, the Provincial
Directorate of National Education shall inform you about which school you can enroll your
child. After this notification, you can visit this school with your child and enroll your child
with your temporary protection card number starting with 99. Your child does not need to
know Turkish before the enrollment. Even if the children cannot speak Turkish, they cannot
be deprived from school access.

Enrollment to the Temporary Education Centers
Syrian beneficiaries under temporary protection can also enroll their children in the
Temporary Education Centers (TECs) which implement Syrian curriculum and use Arabic
as the medium of instruction. Admission procedures for the Temporary Education Centers can
be less standardized than the procedures used for admission in Turkish schools. You can
apply to the Provincial Directorate of National Education to explore which procedures are
applied in your city of residence.
University education

Syrian young people can apply to Turkish universities as long as they meet the universities'
academic requirements and language criteria. The Council of Ministers announced that public
universities (not private universities) shall not charge any tuition fee for Syrian students in the
academic year of 2017-2018. However, students need to cover their living expenses including
the costs of local transportation and books.
Syrian high school graduates, who wish to apply Turkish universities, need to fulfill the
following criteria:
Foreigner ID number issued by the Directorate General of Migration Management
(number that starts with 99)
A proof showing that they completed 12th grade
The results of Examination for Foreign Students (YÖS) conducted by the
university for students wishing to study at this university
A proof demonstrating the applicant's proficiency in the language of university's
medium of instruction.
Students who started their university education in Syria but could not complete their
education may ask from the universities to accept the credits (courses) they have taken before.
Each university shall make its own decision whether to accept the credits taken in Syria and
such decisions may also vary among the different departments of the same university.

For Chapter 4: How to Register for a Course?
This chapter provides general information about language courses and vocational training
courses you can enroll besides the formal education programs. You can have more detailed
information about the contents of the courses and admission processes with the explanations
and referrals in this chapter.
Turkish language courses:
Speaking Turkish is one of the most important skills that you need to have in order to live in
Turkey. By learning Turkish, you can establish social relationships with people in your
neighborhood, you can handle your daily work more easily and you can contact the doctors or
police during the emergencies to get support. You can benefit from your rights and available
services more effectively by learning Turkish. Furthermore, speaking Turkish is also
important for you to find a job in Turkey.
Your children also need to learn Turkish so that they can understand their school courses,
make new friends and adjust to the country. Even if you are planning to resettle to a third
country or return to your own country, learning a new language can provide beneficial skills
for your child's future.
For this reason, you are recommended to enroll in Turkish language courses to communicate
with people around you, benefit from the health care and education services and find a job in
Turkey.
Courses Provided by the Public Education Centers
Public Education Centers provide Turkish language courses free of charge. Children, young
people and adults, who wish to learn Turkish can apply to the Public Education Centers
located in your city or district. Public Education Centers certify the courses delivered within
the scope of the program. You do not need to pay any fee to enroll in the programs provided
by the Public Education Centers. You will need the Temporary Protection Identity Document
to enroll in the Public Education Centers.

TÖMER language courses:
If you want to learn Turkish and continue your education at Turkish universities, you can also
enroll in the programs of TÖMER (Turkish and Foreign Languages Research and Application
Center of Ankara University), which provides certificates endorsed by the MoNE. For
university education, you need to complete TÖMER language program successfully at least
by the level of C1. Within the scope of the program, there are six different levels including
A1, A2, B1, B2, C1 and C2. TÖMER’s program is not free of charge, but it is the most valid

Vocational Training Courses:
Syrian adults under temporary protection, who wish to develop their occupational skills, can
benefit from the vocational training services provided by the education centers. Syrian adults

protection identity documents and attend Turkish language courses, skill development
courses, hobby courses and vocational courses free of charge. Training course programs are
determined by the Public Education Centers.
Turkish Employment Agency (İŞKUR) also offers various vocational training courses.
Syrians under temporary protection can also attend the vocational training courses provided
by İŞKUR. You can get more detailed information about available courses by visiting İŞKUR

Chapter 5: Available Supplementary & Vocational Classes
This chapter provides practical information about the vocational training courses that you can
apply in addition to the formal education programs. With the explanations and referrals in
this chapter, you can learn where to apply for enrolling in the vocational training courses and
get more detailed information about these courses.
Skill courses and vocational training
Syrians can enroll in the vocational schools under the Ministry of National Education.
Procedures and requirements for admission are the same with other schools.
Skill courses are provided by the Public Education Centers free of charge and the certificates
are issued by the Ministry of National Education. In order to enroll in these courses, you need
to have a valid foreigner ID number.
In some provinces, certain Public Education Centers offer special programs for skill
development and vocational training courses. You can apply to the Public Education Center
or the Provincial Directorate of National Education in your city of residence to receive more
information about these programs.
Temporary Education Centers:
Temporary Education Centers are established as decided and defined by the Circular on
Education and Training Services for Foreigners issued by the General Directorate for Basic
Education of the Ministry of National Education.

TECs are established both inside and outside the temporary accommodation centers upon the
approval of governorates in the districts/provinces affected by the mass influx, under the

supervision of the directorates of national education. Thanks to the education coordinators,
skilled instructors, teachers (Turkish language teachers, classroom teachers and foreign
language teachers) assigned to the TECs and voluntary foreigners, you can learn Turkish in
these centers, receive vocational skill courses via non-formal educational institutions and
attend social and cultural courses.
In order to enroll in the TECs you need to have some type of residence permit and "foreigner
identification document" issued by the temporary education centers or other institutions under
the Ministry of National Education. If you are a Syrian national and have a temporary
protection ID, you will be exempted from the residence document requirement and you can be
enrolled in the program with the temporary protection ID number in your card.

Courses Provided by the Public Education Centers
Public Education Centers provide Turkish language courses free of charge. Children, young
people and adults who wish to learn Turkish can apply to the Public Education Centers
located in their city or district. Public Education Centers certify the courses delivered within
the scope of the program. You do not need to pay any fee to enroll in the programs provided
by the Public Education Centers. You will need the Temporary Protection Identity Document
to enroll in the programs delivered by the Public Education Centers.

Courses Provided by the Vocational Training Centers:
Vocational Training Centers are the educational centers that aim to provide basic vocational
training courses to the out-of-school young people between the ages of 14-18 and place them

in jobs. Vocational Training Centers provide Apprenticeship Training Program to Syrians
under protection as well. Apprenticeship Training is a vocational learning program, which
conforms 100% with the current employment conditions and is in line with the person's needs
and regional requirements.
In order to enroll in the Vocational Training Centers as apprentice:
You need your temporary protection ID number starting with 99
If you can provide documents about your educational background, you need to be
successful in the Literacy Level 1 Placement Test or you need to be enrolled in a
Turkish language course at the level of A1.
If you cannot certify your educational status, you need to be enrolled in a Turkish
language course at the Level of A2.
For admission, you need to submit the necessary documents to the Vocational Training Center
in your city of residence. Required documents can vary among the provinces. You can visit
the Vocational Training Center in your city to find out about required documents for
admission.
The Metropolitan Municipality of Ankara and the United Nations Refugees High
Commissioner for Refugees jointly planned to establish an "International Vocational
Training Center" in order to support the refugees' sources of income and increase their
employability. In 2019, the International Vocational Training Center will deliver vocational
training courses to approximately 1000 beneficiaries. These vocational courses will include
courses regarding textiles, cooking, bakery, CNC (turning machine), Java and Photoshop for
computer programs. Training courses will start as of January of 2019 and the participants will
receive certificates at the end of the 3-month course program.

Mahir Eller (Skillful Hands) Project
This project is being conducted jointly by the Union of Chambers and Commodity Exchanges
of Turkey (TOBB) and Economic Policy Research Foundation of Turkey (TEPAV) in order
to "increase the employability of asylum seekers by means of vocational guidance, career
practices and certification". The project, which is financed by the EU, aims to ensure social
cohesion of approximately 5 million refugees and migrants living in Turkey by increasing
their employability. The project primarily focuses on provinces heavily populated by Syrians
under temporary protection including Adana, Bursa, and Gaziantep, Hatay, İstanbul, İzmir,
Kayseri, Kilis, Konya, Mardin, Mersin and Şanlıurfa. It is expected that 30 thousand people
in 12 provinces will benefit from the project and 3 thousand people will be employed as a
result of the training courses provided within the scope of the project.

development needs in addition to the current learning and employment opportunities. This
portal brings various data together taken from different service providers. You can visit the
portal to find out more information about all learning opportunities from basic education to

higher education and from non-formal education to distance learning. In this portal, you can
also find the education and employment opportunities provided by the ISKUR and other
public and private institutions, in addition to the course programs provided by the Public
Education Centers under the General Directorate of Life Long Learning of the Ministry of
National Education. By visiting the career guidance page of the portal, you can access the
useful information for planning your career and choosing your profession and you can also
conduct a self-assessment by using several scales, questionnaires and worksheets provided in
the portal.
