WHAT ARE CC&RS?When The Dominion was developed, the developer filed with

the state a series of documents designed to uphold design and the integrity of our community and set forth the duties of The Dominion Homeowners Association (HOA) as well as the responsibilities of each of us, the owners. These documents are called the CC&R’s (Conditions, Covenants & Restrictions).

The CC&R’s establish the power and duties of the HOA and regulate both the physical characteristics of The Dominion development and certain restrictions applicable to the residents. Of all of the governing documents, the CC&R’s are often the least understood but inarguably the most important.

Each Dominion homeowner has signed a series of papers, one of which states the owner(s) read the CC&R’s and agree to abide by them. Each Dominion owner has a contractual agreement with the other owners in our HOA to comply with the CC&R’s. All homeowners should take time to read the CC&R’s. Often, owners first learn of non-compliance with the CC&R’s is through correspondence received by our HOA.

Often we focus on the “pain in the neck” aspect of our CC&R’s, but by doing so miss their purpose. The CC&R’s provide a structural framework to help residents of different backgrounds, ideals, and perceptions live together in harmony and by doing so, the community and our property values benefit.

If we had no architectural controls (as spelled out in the CC&R’s) or no ability to correct violations of the Rules & Regulations (also spelled out in the CC&R’s), there would be no harmony and ultimately our community and our property values would suffer. In other words, the CC&R’s are good business…they help ensure our property values are maintained and investments protected.

FROM THE DOMINION BOARD OF DIRECTORS,The Dominion Board of Directors established the Neighborhood

Outreach Committee(NOC) to communicate effectively with the residents and to help in becoming an active community.

The mission of the NOC is:(1) To be the primary body through which the concerns of the

Neighborhoods are communicated to the HOA Board of Directors and any committee

(2) Provide for enabling neighborhood-level social activities resulting in a more vibrant and healthy community and

(3) To coordinate the activities of the New Neighbor Welcome Program

The NOC has organized a quarterly “Meet & Greet” to welcome new residents to our community and to bring the community together as a whole.

The next Wine and Cheese “Meet & Greet” will be September 28th

from 6:30-8:30pm at the home of NOC chair Carla Ruiz. Please RSVP to [email protected].

ACH FEE WAIVED The Dominion Homeowners Association would like to encourage

you to utilize ACH Debit for your monthly HOA dues! It’s free to use just come by our office with a voided check and complete the form and we will debit your account on the 10th day of each month for you. In the event the 10th day falls on a weekend or holiday your account will be debited the following business day. For residents currently taking advantage of ACH there will no longer be a $2.00 fee the withdrawal of HOA assesments. Presently, ACH Debit is not available to Cottage Estates residents. Those residents will need to continue to mail their checks or leave them at the HOA office.

WEB DIRECTORYThe Homeowners Association is introducing the new Resident

Directory in a streamlined, up-to-date online format to be published with tight security on the Dominion Homeowners Association website.

The site will possibly inform you that you do not have permission to view the form. If that occurs, please just log in as usual, and after authentication you will be returned directly to the form. This is not an error, just a by-product of very tight security. All submissions will be reviewed and published in the new directory as requested.

SECURITY Security related reminders:

1.  The speed limit throughout the Dominion is 20mph unless otherwise posted.  Please inform your guests and vendors to help keep our streets safe.

2.  When entering a temporary guest in QuickPass, please remember to set the admit time if they are expected before 7am.  Otherwise our officers will not see your guest on the list until 7am.

3.  Only licensed drivers are authorized to drive motorized vehicles on Dominion streets, and this includes golf carts.  Unlicensed drivers will be ticketed.

4.  Please remind service personnel to use the north or south gates only.  We are still turning around many commercial vehicles.  This causes delays in processing guests through the main gate.

5.  Only one vehicle per gate cycle in the transponder lane, please.  Vehicles that follow too close or don’t wait for the gate to close may have the gate come down on the vehicle.  The stop signs are there to prevent tailgating and gate strikes.

LIFESTYLE The Cottage Lakes/Park

The man made ponds in the Cottage Estates is owned by the Cottage Estates Homeowners Association but can be enjoyed and used by all of The Dominion. For many years it was entirely maintained by the Cottage Estates until late 1990’s when The Dominion Homeowners Association agreed to contribute a monthly amount to help with the increasing cost of the upkeep and maintenance of this area. The HOA currently contributes $1,350 per month towards the maintenance of the Lakes.

Most agree this is the beauty spot in The Dominion and a significant amenity of our neighborhood. The “Friends Of The Lakes” have been established to see the lakes restored to their original beauty with more

planted areas of colorful flowers and plants. This is funded by voluntary contributions to be used only for beautification projects at the lakes. It is not part of the Dominion HOA or the Cottage Estates HOA.

Also, those of you who walk your dogs in the area please clean up after them. The Cottage Estates has had two trash receptacles and pet stations installed. In some places this is the law. In consideration of your neighbors please cooperate, walk your pets in the woods or undeveloped areas.

One final note; the swans are an added beauty but not pets. Please use caution around them. A homeowner feeds them special food daily but they enjoy bread from visitors. Please do not feed them bread with mold as that is poisonous for them.

ANIMAL ISSUESSecurity has received a report from our neighbors at TMI regarding

two wild dogs near the south side of the Dominion.  One is reddish in color and weighs about 60lbs, the other is white and brown, maybe a Pit-Bull, and weighs about 40lbs.  These dogs appear to roam together,

NEIGHBORHOOD OUTREACH President Obama visits The Dominion

President Barack Obama visited The Dominion on Tuesday, July 17, 2012 for a private fundraiser at the home of attorney, Mikal Watts. Speaking in a private indoor basketball court with soaring ceilings, the president acknowledged dignitaries in the audience before his prepared statement. About 75 people attended the event.

Dominion Security Chief, Joseph DiStefano, and his security guards prepared and strategized for over two weeks for the security of the President. Chief coordinated with local and Washington Secret Service and SAPD to discuss local conditions relevant to the security of the event.

“It was a great experience and pleasure to work with Secret Service and SAPD. We worked together toward what turned out to be a flawless and smooth event,” said Chief. The Dominion Security Officers exceeded the expectations of everyone involved.

Stands in Contrast to U.S. Task Force Recommendations

PSA testing may be under fire by the U.S. Preventive Services Task Force, but a paper published today in the Journal of Urology by a local researcher shows that prostate cancer deaths have declined sharply since it came into regular use.

The “PSA era” — the era in which PSA testing for prostate cancer became routine for about half of the men in the U.S. — began in 1990. Since then, the rate of men dying from prostate cancer has dropped by 44 percent. What’s more, the study found that the enormous disparity in death rates for African American and Caucasian men with advanced disease has shrunk to the point of insignificance.

Ian M. Thompson Jr., M.D., director of the Cancer Therapy & Research Center at The University of Texas Health Science Center at San Antonio, worked with Catherine M. Tangen, Ph.D., of the Fred Hutchison Cancer Research Center in Seattle to analyze the data from three large studies starting in the mid-1980s, and they concluded that PSA testing has a proven positive role in assessing prostate cancer risk.

“While not all of these welcome improvements can be attributed strictly to PSA testing, without a doubt it has played a role in extending many lives,” Dr. Thompson said.

Prostate cancer is the most common cancer in men, and the PSA (prostate-specific antigen) test is commonly used to look for the markers of prostate cancer.

The PSA test has come under fire for being overused to diagnose prostate cancer without taking other factors into account. The U.S. Preventive Services Task Force recommended in May that doctors stop doing routine PSA tests on men of any age.

The task force members looked at data from three different studies suggesting that a focus on PSA screening and treatment in recent years has had marginal benefits at great cost.

But the new analysis stands in contrast to their conclusions.Dr. Thompson and Dr. Tangen looked at data from three clinical

trials done through SWOG, a multi-institutional group that conducts nationwide cancer clinical trials. The studies evaluated patient survival after androgen deprivation treatment (ADT) for prostate cancer.

Median survival in the first trial, which enrolled patients from 1985 to 1986, was 30 months, and median survival in the second, which enrolled patients from 1989 to 1994, was 33 months.  In contrast, median survival in the third trial, which enrolled patients from 1995 to 2009, was 49 months. 

“What this really means is that PSA testing has an entire range of effects,” Dr. Thompson said. “As shown in an enormous European study of screening, simply screening men with PSA will save some lives.  It also means that even if you find the disease when it’s

advanced — even then — you get a big benefit by finding it earlier.  In so many ways, so many lives are saved.”

For African-American men in the first trial, median survival was 27 months, while in the last trial analyzed, their survival rate had increased to 48 months.

“We hypothesize that this improvement is based on greater awareness of prostate cancer among African-American men, and more willingness to see a doctor about it,” Dr. Thompson said. However, African-American men have a two- to three-fold greater incidence of newly diagnosed metastatic prostate cancer compared to white men, and that contributes to a similarly increased mortality rate. “More work is needed to eliminate disparities in prostate cancer,” Dr. Thompson said.

Dr. Thompson has been critical of overreliance on the PSA test, which can lead to unnecessary treatment in healthy men. But he argues that it is an important diagnostic tool, and he and his colleagues designed the Prostate Cancer Risk Calculator, available on the UT Health Science Center website, so that doctors and patients can more easily incorporate PSA counts with other information that would affect a man’s risk.

Nominations Sought for Library Champions

The San Antonio Public Library Board of Trustees has announced that it is seeking nominations for the 2012 Library Champion Awards. These awards recognize individuals (not employed by the Library), businesses and community organizations for their substantial involvement with the Library system, or who have contributed time, talent or resources that resulted in the enhancement of library service in San Antonio. The deadline for nominations is September 17, and award recipients will be honored at a ceremony at the Central Library on October 24.

Anyone may submit a nomination. Information and the nomination form are available at http://guides.mysapl.org/librarychamps2012 or by calling (210) 207-2595.
