there is a widespread phenome-non in this the Twenty-First Cen-tury. It is called “Not in My

Backyard.” In its purest sense, home-owners do not want new schools, churches, synagogues, or shoppingcenters to be built adjoining theirhomes, “not in my backyard.” On astate level, Nevada residents, as justone example, do not want a nuclearwaste facility built in their state, “not inmy backyard.” On a national level, en-vironmentalists challenge the buildingof an oil pipeline that will travelthrough environmentally sensitiveareas of their region, “not in my back-yard.”

The homeowners who fight the newshopping center know that a shoppingcenter will likely be approved some-where. In most cases, they do not op-pose the building of a shopping center, just not in their “backyard.” Some-

where else is usually okay.

Did you ever go to a Planning Com-mission or a City Council meetingwhen a new building project is beingdiscussed? Two lines of people queueup: One line of people for the projectand one line against. Then thespeeches begin. It becomes clear aftera few minutes that the main differencebetween the two sides is the project’sproximity to the homes of thoseagainst. Often, those who oppose aproject live right next to the site of theproject. They are aroused to come andspeak out to protect their property val-ues, their quiet, or other immediate im-pacts of the proposed new project ontheir homes and their lives.

I recall the Los Angeles City PlanningCommission meeting some years agowhere the discussion pro and con ofthe proposed, now since built, Shul in

the Valley took place. The room wasas full as a Kol Nidre night at Shul. Two distinct but equally chargedgroups filled the meeting hall. Therewas a huge buzz in the room. Almostall who would speak, both those infavor and those opposed, shared theJewish faith. Those who were opposedwere not anti-Semites. They opposedthe building of the new building be-cause they were afraid. Their largestinvestment, their homes, might losevalue if a large Jewish center went upnext to their properties. They fearedthe noise, parking, traffic, and lightsthat might be generated by a large fa-cility right next to their homes. Theyfeared the potential of what a largesynagogue may bring. They wouldhave opposed a church, a non-sectarianschool, or any other higher usage ofthe property. Realtors had warnedthem. If they did not fight and defeat

sxcthe proposed building, they wouldlikely see a decrease in their propertyvalues. The neighbors of the prop-erty were worried. Many neighborscame to fight the project. They ral-lied to protect what they had.

Those who came to support theShul also lived primarily in thenearby areas of Encino. However, they tended to live a number ofblocks from the Shul site rather thanin the homes immediately adjoiningthe site. They spoke of the need forthe new building. They highlightedthat the new building would actuallyhave parking spaces that would re-duce the need for on-street parkingat most times. They knew that therewould be restrictions with the newbuilding as the new building wouldnot have weddings or similar after-hours large celebrations. The newShul would likely be a good neigh-bor without many of the problemsthat come with a synagogue with un-restricted use. Those who spoke infavor of the new shul discussed theneed for a larger building needed toaccommodate those in the nearbyarea that walk to shul on Shabbatand holidays. There were no prop-erties available on nearby, fully de-veloped Ventura Boulevard for anew shul. The street on which thenew building would be constructed, was after all a busy street with heavytraffic exiting the freeway and amajor shopping center just acrossthe street. The new Shul would notchange the nature of the area. Alargely Jewish area should be able tohave a nearby respectable and beau-tiful building in which to pray.Within a nearby radius of the pro-posed Shul building would be hun-dreds of families who can now walkto Shul on Shabbaos or Yom Tov.The new building would serve anidentified need.

That was the discussion. The ar-gument for an expanded Shul(be-fore, the Shul had only been aconverted home) eventually won,but only after many additional re-strictions for use of the new syna-gogue were added to the proposal.A beautiful building was erected.Few who now see this gorgeousbuilding would imagine that theproject had been met with such con-troversy. The building is surely aplus for the neighborhood.

We now have a national debategoing on regarding a proposed oilpipeline and other projects to in-crease the production and supply ofgas in the U.S. Most Americans ob-ject to higher gas prices. Rising gasprices cause families to change theirlifestyles, their very way of life.More workers take public trans-portation. People buy smaller, moregas efficient vehicles. They don’t usetheir cars for optional trips. But, de-spite the obvious need for greatergas and oil supply and lower gasprices, we see opposition to anyproject that might lead to increasedsupply and a lowering of prices. The debate takes the form of a na-tional “not in my backyard” debate. Those who live along the coastadamantly oppose coastal drilling foroil. Those who live nearby stronglyobject to the building of new oil re-fineries. Environmentalists raise aruckus at the proposed building ofa pipeline through nearby environ-mentally sensitive areas. There areobjections to every project thatwould result in a possible increase inthe supply of gas, oil, and naturalgas. Every project seems to be insomeone’s “backyard.” Someone’s“ox” seems “gored” by everyproposal.

In the rush to protect whatever in-

terest these opposition groups mayhave, the larger picture is blurred. Areenvironments actually protecting thelarger world environment? Whatabout possible destruction of coastalareas by oil spills? Environmentalistsblock U.S. companies from gettingpermits in the Gulf of Mexico. Sowhat happens? Chinese companies, instead of American companies buildoil rigs there. Is there in the end anyless risk to the environment when Chi-nese companies drill and not Americancompanies? We don’t drill offshore, but we purchase oil from the Brazilianswho do? Is there any less risk to theworld’s oceans and wildlife with Brazil-ian drilling rather than American?

The President vetoes an oil pipelinethrough the U.S. heartland. But the oilpipeline will surely be built. The envi-ronmentally sensitive areas of Ne-braska are being protected. But whatabout the environmentally sensitiveareas of British Columbia which willserve as the likely alternative site forthe pipeline?

Many don’t seem to worry about theimpact on possible global climatechange through Saudi drilling and oil

production. Wouldn’t there be less en-vironmental damage with U.S. drilling, given the environmental requirementsin American law, as contrasted to therelative lack of environmental require-ments in Saudi Arabia? Wouldn’t it besafer to the world’s oceans if U.S. com-panies drilled for oil with all of theprotections in place when drilling inU.S. waters as contrasted to Braziliansdrilling in their waters with no suchprotections? Is an all-Canadian oilpipeline really environmentally moreadvantageous than one through theU.S.?

Sometimes, I think there is a need tolook at the greater good, rather thanpossible immediate personal gain orloss. In the end, the shul was built.Home values probably went up for thenearby homes as they were in closeproximity of the beautiful shul and itsnumerous positive programs. Also, new families wishing to live near theshul competed to purchase homes inthe area, actually raising, not loweringproperty values.

The oil pipeline carrying Canadianoil will be built. Concerned environ-mentalists can block the pipeline in the

U.S., but not in Canada. So thepipeline will likely be constructed else-where with no benefit to U.S. jobs orto U.S. oil prices.

Working together would likely pro-duce better results than the constantfighting and opposition that goes on.Working together, a synagogue can bebuilt which best enhances a commu-nity. Working together, a shoppingcenter can be built which serves thecommunity while preserving theneighborhood. Working together, en-vironmentalists can help to design themost environmentally safe pipeline.

Instead of worrying about thesmaller picture, our own backyards, maybe we should be concerned aboutthe larger world picture. The bicker-ing and pursuit of selfish local needsjust does not work. We deserve better.Better is indeed possible.

There is a common denominator among three prominent vessels thatare conspicuously placed in the Mishkan. The Aron Kodesh thatcontains the Holy Luchos known as The Ten Commandments; theMizbeach HaZahav, the Golden Altar of Incense; and the shulchanall have one aspect in common. They each are adorned with a "zairzahav" a gold crown that surrounds each vessel. The Jews are firsttold to make an Ark. Why is the crown designated for the shulchan differentthan the crown that adorns both the ark and the altar? Why

does the shulchan need a crown to serve as border, a guard,a misgeres, more than the other vessels?

Reb Dovid of Lelov, a student of the Seer of Lublin, once came to Zelin to visit his friend Rabbi Dovid ofZelin. Hearing that the rabbi of Lelov was visiting him,the Zeliner Rebbe beseeched his wife to bake somethingspecial. Alas, the poverty of the couple was dire, and thepoor Rebbitzin only had some flour and oil, which shemade into biscuits.

Upon his first bite, the Rebbe exclaimed in earnest,"These cakes are truly exceptional!"

Knowing the source, the Rebbitzen dismissed the com-pliments of the bland and meager cakes as an appreciationof the effort. Weeks later, the Rebbitzen of Lelov met theRebbitzen of Zelin. "You must tell me how you madethose biscuits that you served my husband. I have neverheard him get excited about food before, yet he did notstop praising the biscuits he ate in your home!"

The Zelin Rebbitzen answered meekly. "There was norecipe. When I heard that the Tzadik of Lelov was comingI realized that I had nothing to serve. Hashem knows thathad I the means I would have made him a feast. But, alas,I could not. So I asked him to bestow His great goodnessand the flavor of Gan Eden in the biscuits!" "Your prayerswere answered," said the Rebbitzen of Lelov. "He said thatthey had the taste of Gan Eden!"

The Torah tells us that the Ark, which represents theTorah, should have a crown. When one learns Torah, hecreates a crown that surrounds the Ark. The Altar, whichrepresents service of Hashem, has a crown, too. Thosewho serve Hashem properly merit a crown. It is the crownof avodah.

But when it comes to the table, when it comes to theworld of bread and butter, the mundane matters of life, the crown serves a different purpose. The crown ofmajesty turns a table into a Holy Shulchan! It guards it,surrounds it and ensconces it with an aura of spiritualitythat converts a simple, mundane meal into a holy feast. That crown is more than an adornment. The Torah calls ita misgeres, a guard, which turns our food from the ordi-nary into morsels flavored and seasoned by the Almighty.

Rabbi Shaul Kagan, of blessed memory, Rosh Kollel ofPittsburgh, disliked hearing Jews say, "I am going to aparty." "Yidden don't party!" he used to exclaim. "Theygather, they rejoice, and they celebrate in the boundariesof the crown of the Almighty. •

Numerous factors contributed to the salvation ofthe Jewish people from Haman’s decree, not leastamongst them Mordechai’s rousing of the Jews torepentance and Esther’s efforts on their behalf. Yetthe name of the festival—the one word chosen toexpress its essence—refers to a seemingly minor de-tail: the fact that Haman selected the date of his pro-posed annihilation of the Jews by casting lots (pur isPersian for “lot”). Obviously, the significance ofHaman’s lots lies at the very heart of what Purim isall about.

Why did Haman cast lots? Because he was attempt-ing to break what, to his mind, was a “vicious cycle”that had been plaguing him and his ilk since the ap-pearance of the Jewish nation a thousand years ear-lier. Many great and powerful men, from Pharaoh toNebuchadnezzar—not to mention Haman’s own an-cestors, the Amalekites—had tried to destroy thispeople. Granted, the Jews have a great and powerfulG‑d, but they also have this inane habit of angeringHim with their transgressions. All one needs to do,it would seem, is wait for such an opportune mo-ment. But always, at the very last minute, the Jews re-pent, and time and again their G‑d is reconciled with

them and saves them.

Haman knew that the Jews had sinned yet again byworshipping Nebuchadnezzar’s idol and partaking ofAchashverosh’s feast; but who knows how long theirestrangement from G‑d will last this time?

As long as our plans hinge upon the virtue or iniq-uity of Israel, reasoned Haman, we’ll just have a re-peat of the same old scenario. A more basic approachis called for. Can it be that G‑d really cares about onepeople more than another? Can it be that He is trulypleased by “good” deeds and angered by “bad” ones?Surely G‑d is beyond all that. There might be a levelof reality on which goodness is rewarded and evil ispunished, but on a higher plane, these things are ob-viously meaningless. On that level, a truly infinite G‑dhas no concern with what goes on in the materialworld, and the prime minister of the mightiest empireon earth can do what he chooses to a small, dispersedminority.

So Haman cast lots, hoping to “connect” to thatlevel of reality that transcends the laws of good and

evil—to that level of reality on which, he believed, everything is up for grabs, as free of any moral rulesas a throw of dice.

What Haman failed to realize was that the peopleof Israel are G‑d’s chosen people—that even on thelevel of divine “choice,” which transcends all logicalcriteria, G‑d desires them and protects them. It is truethat G‑d, in essence, is beyond it all; but this very G‑dchose—for no other reason than that such was Hisdesire—to take the people of Israel as His own.

The Jew always knows this in the deepest part ofhis soul, even if his external behavior may, at times, run awry of this realization. This, ultimately, is thereason why we always return to G‑d, and why G‑dalways forgives us in the end.

This, ultimately, is the very essence of the miracleof Purim, and the very essence of the miracle called“the people of Israel.”

I find Purim to be avery noisy festival. During theMegillah reading, when the name of Haman ismentioned, children (and adults) make a tremen-dous racket with their graggers and other noisemaking instruments. I find this very distracting.Wouldn't a quiet celebrationbe more respectful?

Answer:

Noise is a symbol of tension and conflict. Con-sider this example: If you light a fire with flam-mable material like dry wood or paper, it willburn quietly and calmly. But if you light a candle with wet wicks there willbe a loud crackling sound. The wetness of the wick is incompatible withthe flame and the struggle between them produces noise.

The human being is a combination of body and soul. The soul is thecandle and the body the wick. The body operates, behaves, accomplishes, gives and receives. The soul guides, instills values and provides motivationand inspiration. The body is tangible and physical. The soul is spiritualand like a flame strives to go upwards.

There are times in our lives when we have clarity of vision that createscompatibility between body and soul. The purpose of the partnership isunderstood, the direction is clear and the soul burns brightly and calmlywith a body that shows no resistance. Both body and soul strive for a lifeof morality and healthy values.

But there are times of tension. These are the times of confusion whenthe lines between good and evil are blurred, temptation is hard to over-come and an eroded value system invades our minds. It is then that thestruggle between body and soul becomes intense and challenging. Thesoul strives for morality and inspiration, trying to create an awareness ofa higher purpose. The body resists by pursuing pleasure, laziness andemptiness. These are times of inner tension and symbolic noise.

But it is specifically in these times of spiritual challenge that one canachieve true happiness. Real joy comes from personal growth which can

only result from overcoming challenge. A challenge-freeexistence creates complacency and lacks depth. Butwhen we turn challenge into an opportunity for growthwe become stronger human beings with greater meaningand sense of accomplishment and happiness.

Historically the story of Purim took place in a time oftension and confusion. The name "Esther" means con-cealment. G-d was hidden and Divine consciousness wasabsent. Haman successfully drafted legislation to anni-hilate the Jewish people and morale was at an all timelow. But it was specifically then that they discovered anew sense of strength. The Jews responded by reener-gizing themselves, reconnecting with their soul and senseof motivation. G-d responded in kind and the miracu-lous salvation took place resulting in true celebration.

The festival of Purim has a unique message. Even intimes of turmoil, tension and spiritual noise, we can lightthe candle of the soul, discover true meaning and pur-pose and achieve happiness.

So get the gragger out, make lots of noise and kindlethe soul no matter what happens. •

Among the complicated fiduciary matters that thisweek's portion discusses, the Torah deals with seeminglysimple and mundane issues as well. The Torah talks aboutdonkeys. Heavily laden donkeys that belong to yourenemy. The Torah tells us, "if you see the donkey of someoneyou hate and you refrain from assisting him, you shall repeatedlyhelp him" (Exodus 23:5). Obviously the interjected phrase"and you refrain from assisting him" begs clarification. After all, if you mustn't refrain fromhelping him, why mention it in the firstplace? Rashi explains that the wordsare to be read rhetorically, "Would yourefrain from helping him? How can you let apersonal grudge take precedence over the pooranimal's pain? Surely you shall continuouslyhelp him." The Talmud (Bava Metzia 32)takes the words at face value and ex-plains that there are actually certain sit-uations where one must actually refrainfrom helping unload donkeys. I wouldalso like to offer the verse at face value.

As a youngster, I heard the following story about thegreat mussar luminary, Rabbi Yisrael Salanter. RabbiSalanter was traveling by train from Salant to Vilna andwas sitting in a smoking car holding a lit cigar. A youngman accosted him by yelling about the putrid odor of thesmoke. Other passengers were appalled. After all, theywere in the smoking car. Despite that, Rabbi Salanter ex-tinguished the cigar and opened the train's window to dis-sipate the fumes. It was only a few seconds before the

slammed the window down, while screaming at the elderlysage for opening it. Rabbi Salanter apologized profuselyto the man young enough to be his child, and buried him-self in a Jewish book of law.

Upon arriving in Vilna, the young man was horrified tosee throngs of people gathered to receive one of Europe'smost prominent Rabbis. The man immediately ran to the

home where Rabbi Salanter was stay-ing. He began to beg forgiveness."Don't worry," explained Reb Yisrael,"a trip can make one edgy. I bear noill will. Tell me," continued the mussarmaster, "why did you come to Vilna?"

The young man explained that hewas looking to become an ordainedshochet and an approbation from aVilna rabbi would be universally ac-cepted. Rabbi Salanter smiled. "Myown son-in-law, Reb Elya Lazer, canordain you. He is a Rav in Vilna. Rest

up and tomorrow you can take the test.

The next day, it was apparent that the man needed morethan rest, for he failed miserably. However, that did notdeter Rabbi Salanter. He encouraged the man to try again. For the next several weeks, Rabbi Yisrael arranged for tu-tors and prepared the young man well enough to pass RebElya Lazer's make-up exam along with the tests of a hostof other well-known Vilna rabbis. He even arranged forthe man to get a job.

Before leaving Vilna, the man appeared before Reb Yis-rael with tears in his eyes. "Tell me, Rebbe," he cried. "Iwas able to understand that you could forgive me for my

It takes a lot to build a Sanctuary in the desert. And ittakes perhaps, even more to adorn the Kohanim(priests) who serve, in beautiful vestments that bothsymbolize deep spirituality while depicting splendor andglory. You need more than golden threads and fine tap-estry. You need more than the ability to weave and de-sign ornate garments. You need devotion, and you needheart. Not ordinary heart. Not the heart that pennantwinners have or athletic coaches callfor. You need a special type of heart. You need a heart filled with wisdom -- Divine wisdom. That is why Hashemcommands Moshe to gather "all thewise-hearted people whom I have in-vested with a spirit of wisdom" tomake the priestly garments (Exodus28:1).

But the Torah is unclear. Were theseselect people Divinely ordained with aspirit of wisdom for this particularmission, or were intrinsic "wise-hearted" people imbued with an extra "spirit of wis-dom"?

If the former is correct, then what did Hashem add?And if all their wisdom was divinely-gifted, then whydidn't Hashem simply ask Moshe to "gather all the peo-ple in whom I have invested a spirit of wisdom"?

Rav Sholom Shwadron, the Magid of Jerusalem, ofblessed memory, once told a story about the famed

Dubno Magid, Rabbi Yaakov Kranz.

The Dubno Magid once spoke in a town and a fewmaskilim (members of the enlightenment movement)attended. After the talk one of the cynics, who was to-tally unaffected by the warm and inspiring message, ap-proached the famed Magid. "The sages tell us," beganthe skeptic, "'that words from the heart, penetrate theheart.' Rabbi," he snickered, "I assume that you spoke

from your heart. Your words, how-ever, have had no impact on me what-soever! How can that be? Why didn'tyour words penetrate my heart?"

Rabbi Kranz smiled. In his usualfashion, he began with a parable. "Asimpleton once went by the work-place of a blacksmith, who was hold-ing a large bellows. After a fewsqueezes, the flames of the smith'sfire danced with a rage. The man, whoalways found it difficult to start a fire

in his own fireplace, marveled at the contraption. Heimmediately went and purchased the amazing invention.Entering his home, he smugly announced, "I just dis-covered how to make a raging fire with the simplesqueeze of a lever!"

He set a few logs in the cold fireplace and began topush the two ends of the bellows together. Nothinghappened. The logs lay cold and lifeless. Embarrassed, the man returned to the blacksmith and explained hispredicament. "I want a refund!" he shouted. This blowerdoesn't work!"PARSHAS TETZAVEH

"You yokel," laughed the experienced blacksmith. "Youwere blowing on cold logs! You must start a small fireon your own! If you don't start with a spark, a fire willnever erupt!"

The Magid turned toward the maskil and sadly shookhis head sadly. "If there is no spark, the largest bellowswill not make a fire."

In telling Moshe whom to choose for the sacred taskof designing the Mishkan, the Torah tells us how G-dinvests. He wants people that were imbued with a ruachchachmah - a sprirt of wisdom. But he prefaces thestatement by telling us how one receives spiritualwisdom. The gift of spiritual wisdom does not go to just

anyone. Hashem looks for those who have wisdom ofheart. Those who understand what it means to be kind, compassionate, and loyal. Those who have the devotionto His will and the desire for more enlightenment getHis ordination. The people who were imbued withHashem's Divine spirit previously had a spark. And fromthat spark grew a force - a Divine force - that propelledwise hearts into a Divine spirit of wisdom.

Hashem tells us that we must begin the process on ourown. If we supply the heart, He will supply the powerto have deep, spiritual, even holy insight. He will supplythe force. We must make sure, however, that we put theheart before the force. •

JEWISH HUMORIt’s funny because we say so!

Are you Jewish? Rivkah, an elderly ladytravelling to London bytrain, is sitting next to avery distinguishedyoung man readingthe Financial Times.

“Excuse me,” she says,“can I ask you some-thing personal? Areyou Jewish?”

“No, I’m not,” repliesthe man.

A few minutes later,Rivkah asks him,“Please, are you sureyou’re not Jewish?”

The man replies, “No,I’ve told you I’m not,”and continues to readhis paper.

A few minutes later,“Excuse me, are youabsolutely sure you’renot Jewish?”

At that, the man getsquite frustrated andreplies, “All right, yes, ifyou must know. I amJewish. Now will youleave me alone?”

Rivkah looks at himand says, “Funny, youdon’t look Jewish.”

What is Livescan Fingerprinting?Livescan is an inkless fingerprinting process where

fingerprints are electronically transmitted to the Department of Justice for background screening. Ink fingerprinting is still required in many states. However, as a result of legislation passed in 1997, the California Department of Justice (CA-DOJ)

has developed the automated background check process, which requires Livescan fingerprints for criminal history

background checks that may be required as a condition ofemployment. Livescan technology replaces the ink processof recording fingerprint images. The CA-DOJ may also for-

ward Livescan fingerprints to the FBI if required.

Who Needs Livescan?Livescan may be required as a condition of employment

for: Teachers, Care Givers, Contractors, Security Guards,Nurses, Doctors, Surgeons, Real Estate Licensees,

Appraisers, Notaries, DMV Licensed Professionals, Foster Parents, Stock Brokers, Volunteers, and anyone

applying for a professional licensing, certification, or permit. Persons applying for foreign adoptions

or VISA/Immigration clearances may also needLivescan processing.
