There are about 5.3 million out-of-school children, youth in the Philippines aged 6-24 years old
About 2.1 Million OSCs & OSYs (ALS Targets)
About 19 Million population aged 25 yrs old and over who did not finish secondary

1987 Philippine Constitution states that it is one of the duties of the State “to protect and promote the right of all citizens to quality education for all and shall take appropriate steps to make such education accessible to all”

Republic Act 9155 (Governance of Basic Education Act of 2001) states that the goal of basic education system is to provide both children, youth and adult learners with the skills, knowledge, and values they need to become caring, self-reliant, productive, and patriotic citizens.

RA 9155 primarily aims to establish schools and learning centers as facilities where the out-of-school children, youth and adult learners are provided alternative learning programmes and receive accreditation for at least the equivalent of a high school education.

RA 9155 also defined several critical features of ALS. ALS is a parallel learning system to
provide a viable alternative to formal education
Learning Center is a physical space to house learning resources and facilities for out-of-school children, youth and adults for face-to-face and multi-media learning

Executive Order No. 356 of 2004 created the Bureau of Alternative Learning System (BALS). to provide a systematic and flexible
approach to reach all types of learners outside of the formal school system
to promote accreditation and certification through ALS
Target learners of ALS are marginalized or those not served and not reached by formal education regardless of age, gender, economic status, ethnicity, religion.

BALS implements two major programmes:
Basic Literacy Programme (BLP) – caters those who have no literacy and numeracy skills.
Accreditation and Equivalency (A&E) Programme – provides an alternative pathway for the semi-literate, neo-literate and the basically literate learners to complete the 12 years of basic education.

• Learning does not only take place within the four (4) walls of the classroom.
• Teachers and schools are not the only sources of learning.
• Learning is fun with the use of active learning strategies
• Learning is not compartmentalized into subjects but is integrative and wholistic.
• Learning is enhanced when the needs, interests and experiences of the learners
are considered.
• Learning acquired outside the school system is equivalent to learning acquired in
the schools (recognition of prior learning)
• Mother tongue is necessary to acquire basic literacy skills
• Lifeskills are learning competencies and functional literacy is the outcome of a
lifeskills-based education.
• Lifeskills is best delivered through the use of the 4As of learning (Activity,
Analysis, Abstraction and Application)
