  The shooting rampage last January 4, 2013 in Cavite, killing 8 (including children and a pregnant woman) and wounding 9 others, came as a surprise to me !earning that the re was ev en an accomplice to do reloading o" ammo while the gunman was #ring indiscriminately at innocent $ystanders and passers$y, also added to the shoc% &hile incidents o" peopl e running amok  are not necessar ily uncommon, assailants going to the e'tent o" craed shooting spree and cold mass murder are still considered a rarity, i" not unheard o" in our culture This is supposedly so giv en the still typi cal inoy*s pe ace+ loving, reveler*s psyche and the pro+li"e value system deeply instilled $y the ultr a+conservati ve Chur ch "or age s past -ut along with the e'tr eme e.e cts o" cli mate change (r eme m$e r Ondoy  and Pablo), it dawned upon me that scenarios o" purposeless %illings are also now to $e anticipated in our increasingly $ecoming violent society ++ a socio-  psychological climate change, so to spea% /s asset protection custodians o" our respective organiations, we try to provide response plans "or every possi$le critical scenario, $e it natural or man+made, and strive to master these through drills and simulation e'ercises T o this end, we conduct #re and earthua%e drills at least twice a year and occasionally, armed ro$$ery and $om$ threat e' er cises , among others owe ver, in all honesty, ver y "ew to none have a sol id contingency pla n in place, muc h mor e are conduc ting drills, towards dealing with an Active Shooter crisis scenario am also not even sure i" our en"orcement agenci es hav e al ready cr a" ted gui del ine s in managi ng such an inc ide nt con sideri ng tha t Hostage Crisis management and Use of Force Continuum guide line s, $oth "or law en"orcement and private security practice, are also still in the wor%s This should $e unde rstanda$le though as t he active shooter concept has only entered the le 'i con recentl y, in the wa% e o"  successive high+pro#le, high+casualty shooting incidents in the 5 o" latte r year s Colum$ine* s, 6ir ginia T ech*s and mor e re centl y, 5andy oo%*s grisly shooting o" pupils as young as 7 years old, are compelling tragedies which will go down as among the worst in the annals o" en"orcement history /nd while most that come to mind have occurred in educational settings, such incidents are not only con#ned in school envi ronments as they have al so happened in o8ce $uil di ngs, commerc ial esta$l ishments and open spaces &ho could "org et, "or instance, the 9ar % :night*s ci nema massacre in Colorado a "ew months $ac%; n "act, $ased on the compendium o" past incidents compil ed $y <=9, there had $een at le ast 324 act ive shooter cases worldwide, with sig ni#cant ma> ori ty ta%ing place in the 5  ?ultiple casualties have resulted in most cases, as with the scores dead in the recent school shootings, to as high as the 69 fataliti es in the <orway shooting in 2011
