The economic strategy is based upon a positive and optimistic level of growth. The strategy explains where the growth is expected to take place, and what the Local Plan is doing to support this, alongside the Council's Economic Development and Regeneration Strategy. 1.2 One of the core principles of the National Planning Policy Framework (NPPF) is to proactively drive and support sustainable economic development to deliver the homes, business and industrial units, infrastructure and thriving local places that the country needs. It states that planning authorities should set out a clear economic vision and strategy for their areas which positively and proactively encourage sustainable growth, identify strategic sites to meet anticipated needs over the plan period, support existing business sectors and plan for new and emerging sectors. Policies should be flexible to accommodate needs not anticipated and to allow rapid responses to changes in the economy. It also states that clusters or networks of knowledgedriven, creative hightechnology industries should be planned for, priority areas for economic regeneration and infrastructure provision, and environmental enhancement should be identified, and flexible working practices such as the integration of residential and commercial uses within the same unit should be facilitated. 1.3 It further states that plans should avoid the long term protection of sites allocated for employment use where there is no reasonable prospect of the site being used for that purpose. 1.4 The NPPF states that plans should recognise town centres as the heart of their communities and support their vitality and viability, promote competitive town centres that provide customer choice and a diverse retail offer, retain and enhance existing markets and introduce new ones, and allocate a range of suitable sites to meet the scale and type of retail, leisure, commercial, office, tourism, cultural, community and residential development needed. 1.5 The NPPF also states that Local Plans should support the sustainable growth and expansion of all types of business and enterprise in the rural areas, promote the development and diversification of agricultural and other land based rural businesses, support sustainable rural tourism and leisure developments that benefits businesses in the rural area and promote the retention and development of local services and community facilities. The Plan’s evidence base should assess the needs of the food production industry and any barriers to investment that planning can resolve. 1.6 Thanet is unique in that it has a diverse economy which is currently strong in the education and health sectors and traditionally has seen above average representation of retail and public administration. Cuts in public sector spending and increased pressure on personal wealth could have an impact on this. However, evidence shows that the tourism and green economy sectors are currently doing well and are expected to increase in the district. 1.7 Thanet also benefits from an airport and port. There is uncertainty regarding the future of the airport, however, both offer potential to deliver job growth.

    EmploymentGrowth

    1.1ThePlan'seconomicstrategysetsouthowtheThanet'seconomyshouldgrow,developandcreatenewjobsandprosperityovertheplanperiod.Theeconomicstrategyisbaseduponapositiveandoptimisticlevelofgrowth.Thestrategyexplainswherethegrowthisexpectedtotakeplace,andwhattheLocalPlanisdoingtosupportthis,alongsidetheCouncil'sEconomicDevelopmentandRegenerationStrategy.

    1.2OneofthecoreprinciplesoftheNationalPlanningPolicyFramework(NPPF)istoproactivelydriveandsupportsustainableeconomicdevelopmenttodeliverthehomes,businessandindustrialunits,infrastructureandthrivinglocalplacesthatthecountryneeds.Itstatesthatplanningauthoritiesshouldsetoutacleareconomicvisionandstrategyfortheirareaswhichpositivelyandproactivelyencouragesustainablegrowth,identifystrategicsitestomeetanticipatedneedsovertheplanperiod,supportexistingbusinesssectorsandplanfornewandemergingsectors.Policiesshouldbeflexibletoaccommodateneedsnotanticipatedandtoallowrapidresponsestochangesintheeconomy.Italsostatesthatclustersornetworksofknowledgedriven,creativehightechnologyindustriesshouldbeplannedfor,priorityareasforeconomicregenerationandinfrastructureprovision,andenvironmentalenhancementshouldbeidentified,andflexibleworkingpracticessuchastheintegrationofresidentialandcommercialuseswithinthesameunitshouldbefacilitated.

    1.3Itfurtherstatesthatplansshouldavoidthelongtermprotectionofsitesallocatedforemploymentusewherethereisnoreasonableprospectofthesitebeingusedforthatpurpose.

    1.4TheNPPFstatesthatplansshouldrecognisetowncentresastheheartoftheircommunitiesandsupporttheirvitalityandviability,promotecompetitivetowncentresthatprovidecustomerchoiceandadiverseretailoffer,retainandenhanceexistingmarketsandintroducenewones,andallocatearangeofsuitablesitestomeetthescaleandtypeofretail,leisure,commercial,office,tourism,cultural,communityandresidentialdevelopmentneeded.

    1.5TheNPPFalsostatesthatLocalPlansshouldsupportthesustainablegrowthandexpansionofalltypesofbusinessandenterpriseintheruralareas,promotethedevelopmentanddiversificationofagriculturalandotherlandbasedruralbusinesses,supportsustainableruraltourismandleisuredevelopmentsthatbenefitsbusinessesintheruralareaandpromotetheretentionanddevelopmentoflocalservicesandcommunityfacilities.ThePlansevidencebaseshouldassesstheneedsofthefoodproductionindustryandanybarrierstoinvestmentthatplanningcanresolve.

    1.6Thanetisuniqueinthatithasadiverseeconomywhichiscurrentlystrongintheeducationandhealthsectorsandtraditionallyhasseenaboveaveragerepresentationofretailandpublicadministration.Cutsinpublicsectorspendingandincreasedpressureonpersonalwealthcouldhaveanimpactonthis.However,evidenceshowsthatthetourismandgreeneconomysectorsarecurrentlydoingwellandareexpectedtoincreaseinthedistrict.

    1.7Thanetalsobenefitsfromanairportandport.Thereisuncertaintyregardingthefutureoftheairport,however,bothofferpotentialtodeliverjobgrowth.

    1.8Thanetsmanufacturingbasehasalwaysbeenlimitedandmainlycharacterisedbysmallscalebusiness.TherehasalwaysbeenadiverseeconomyinThanetwithtourismhistoricallyatitsheart.TourismandleisurecontinuestobeanimportantcomponentofThanetseconomyandretailhasbeenparticularlystrongoutperformingallotherKentdistricts.

    1.9Thanetsbusinessparkshavebeenslowtodevelopandthereisasignificantamountoflandavailablewhichinitselfisanopportunity.Evidencesuggeststhatonly30%offuturejobswillbeintraditionaloffice,industrialandwarehouse(ClassB)typeusesthatareoftenlocatedonbusinessparksand,therefore,aflexibleapproachtoThanetsemploymentlandisrequired.

    1.10ThanethasbeenatouristdestinationformanyyearsandwhilethepopularityofseasidetourismmayhavedeclineditisstillimportantintermsofThanetseconomy.Totalemploymentacrosstourismrelatedindustriesin2011was4,089employeesalthougharoundhalfofthesewereparttime.Tourismaccountsfor9%ofThanetsemployment.AgoodvisitoreconomycanalsoprovidebenefitsforThanetresidentsintermsofleisurefacilities,attractivepublicrealmandqualityoflifewhichinturnattractbusinesstothearea.

    1.11ThanetsstrengthinthevisitoreconomystemsfromtheattractivesandybeachesincloseproximitytoLondon,theestablishedsuccessfultouristdestinationofBroadstairs,thedevelopmentoftheTurnerContemporaryGalleryandthestrongcharacterofThanetasatraditionaltouristdestination.Thanetalsocontainsawealthofheritageassetswhichareattractivetovisitorswitharound2,000listedbuildings.

    1.12Tourismalongwiththegreeneconomyareperformingwellandwithcertaindevelopmentsinthesesectors,coupledwithimprovedtransportandcommunicationsinfrastructure,itisexpectedthatthesesectorswillgrowovertheplanperiodandprovideasignificantnumberofjobs.

    1.13Thegreensectorincludesagriculture,fishingandconstructionactivities,butitisthegrowthinthelowcarbongoodsandservicesandrenewableenergyandtheirspinoffmanufacturingandservicebusinessesthatarelikelytodeliverjobgrowthovertheplanperiod.Thanethasalreadyseenaboveaveragedevelopmentofwindfarms,solarfarms,anaerobicdigestersandotherrenewablesourcesofenergyproductionparticularlylocatedaroundtheformerRichboroughPowerStationsite.Theforecastedgrowthseesthegreensectoraccountingfor12%oftheThanetseconomybytheendoftheplanperiod.

    1.14RamsgatePortisaninfrastructureassetandisimportantforthegreeneconomysectorandasawharfforthemovementofminerals.TheCouncilsupportsthegrowthofportrelatedusesandwouldwishtoseethereintroductionofarollon/rolloffpassengerferryservice.

    1.15Thanethas7ruralsettlementswithapopulationofaround6,000residentswhichmakeupjust4%ofthepopulation.TheemploymentlandreviewconcludesthatThanethasquitealowrepresentationofruralemploymententerpriseswhencomparedtotherestofthesoutheastwithlessthan10%ofVATregisteredpremisesbeinglocatedintheruralareas.NonethelesstheCouncilwishestosupportruraleconomicdevelopmentofanappropriatescale.

    1.16Theoveralltargetistodeliveraminimumof5,000jobsacrossthedistrictduringtheplanperiodto2031basedonaprojectionassuminghighgrowthinthetourismandgreensectors.Theaimofthestrategyistoreduceunemploymentto3%.Inordertodothisitisnecessarytounderstandwhatsectorshavethemostpotentialtodeliver.

    1.17FuturejobgrowthinThanetisexpectedtoremainstrongintowncentreandtourismuses,aswellasinpublicadministrationandeducation.Thanetisapopularretirementareaandthisbringswithitbenefitstotheeconomyparticularlyintermsofthehealthandcaringprofessionswhichareexpectedtogrow.GiventhatThanethasadiverseeconomyaflexibleeconomicstrategyisneededinordertoaccommodateallemploymentgeneratinguses.

    1.18InThanetstowncentresthereisopportunitytocapitaliseonheritageassetsandculturalandcreativeindustries,creatinghubsofinnovationandentrepreneurship.ThisisincreasinglythetrendinMargate,particularlytheOldTown.

    1.19TheCouncilsEconomicDevelopmentandRegenerationStrategyidentifiestourismasakeysectortosupportandenhance.AkeyelementofthisisthereestablishmentofDreamlandasanamusementpark.TheEconomicDevelopmentandRegenerationStrategyalsoidentifiesthepotentialtodevelopthegreensectorandcapturemoreeconomicbenefitsfromthewindfarmssurroundingThanetandspinoffbusinessesasopportunities.Growthinthesesectorsformsthebasisofthedistrictseconomicstrategytoplanforanddeliveratleastanadditional5000jobs.

    1.20Indeliveringhighgrowthintourism,themainchallengeistoincreasevisitorspendinThanet,whichcanbeachievedbyencouragingtheovernightvisitoranddevelopingmoreofayearroundoffer.

    1.21TheCouncilhasadoptedaDestinationManagementPlan(DMP)whichfocusesonindividualprojectsbringingtogetheravarietyofstakeholderstoimprovebeachmanagement,facilitatecoastalregenerationanddevelopasharedstorytoimprovemarketingforvisitors.

    1.2230%ofoveralljobgrowthisstilllikelytobefromthedevelopmentinBuseclassesfoundonbusinessparks.Thanetisstronginsmallermanufacturingfirmswhichrequiresmallerindustrialunits.Itis,therefore,importantwithinthestrategytoprotectthem.Arangeofemploymentsitesisneededtocaterforalltypesofemploymentgeneratingdevelopmentandanelementofflexibilityisneeded.

    1.23ImprovingeducationandskillsinThanetisanimportantpartofgrowingtheeconomyand,therefore,thePlanseekstosupporttheprovisionofthesefacilities.

    1.24Thanetsemploymentofferandrelativelyperipherallocationcombinedwithimprovingtransportandcommunicationsinfrastructuremeansthatacertainlevelofcommutingisexpected.CurrentlythemajorityofworkingagepeoplethatliveinThanetworkinThanetwithasignificantnumbercommutingtotheneighbouringdistrictsofDoverandCanterbury,aswellasfurtherafield.Improvedraillinkagesinthefuturecouldfurtherimpactonthis.Thisisnotnecessarilyaharmfultrendasitbringswealthtotheareaandbetteraccesstojobswhichincreaseslocalconsumerspend,furtherstrengtheningtheretailandleisureprofessions.ItisenvisagedparticularlythattheDiscoveryParkEnterpriseZoneestablishedinSandwichfollowingtheclosureofthePfizerpharmaceuticalplant,willimpactuponoutcommutinglevels,butitscloseproximitytoThanetisbeneficialintermsofretentionofwealthintheareaaswellaspotentialrelocationoffirmstoThanetsnearbyemploymentsites.TheproximityoftheEnterpriseZonetoThanetispositiveforemploymentandThanetseconomicstrategytakesaccountofthisinordertocomplementDiscoveryParkandbenefitfromit.

    1.25Jobgrowthinthedistrictwillbesupported,promotedanddeliveredby

    allocationandretentionofemploymentlandandpremisesthatarefitforpurposeacrossthedistrict

    flexibilityofusesonemploymentland

    allocationofvibranttowncentresabletoaccommodateawiderangeofcompatibleuses

    beingflexiblewithregardtoholidayaccommodationreflectingandsupportedbytheCouncilsDestinationManagementPlan

    providingsuitableandsufficientemploymentlandtosupportgrowthinthegreeneconomy

    continuingsupportforeducationandskillsfacilitiesand

    supportingthegrowthofportrelatedusesatRamsgatePort.

    1.26ItisnotpossibletopredictorplanspecificallyfortheneedsofallsignificantjobcreatingdevelopmentproposalsthatmayariseoverthelifetimeofthePlanandonly30%oremploymentgrowthisexpectedtobeinthenonBuseclassesthataretraditionallylocatedonbusinessparks.TheCouncilwishestoplanpositivelyforallkindsofemploymentgeneratingdevelopmentandsuchproposalswhereneedscannotbemetwithinexistingorplannedprovisionswillneedtobeconsideredinthecontextofrelevantenvironmentalandcountrysidepoliciesandtheaspirationsofthestrategicpriorities.Accountwillalsobetakenofprospectivebenefitsarisingfromadditionalandbetterpaidlocalemployment.

    ThefollowingpolicysetsouttheEconomicStrategyforthisPlan.
