1. Project Background and Rationale:

In the Tap Sakae rural district, a substantial part of the land is used for coconut plantations. Some ofthe coconuts and the coconut residues are processed locally. The several coconut parts are referredto as outer shell, fiber, inner shell, coconut water, and coconut meat.

Most coconuts have the outer shell and the fiber removed, before further processing. The fiber isprocessed separately in a hammering mill and the output is a high quality fiber, baled and exportedmostly for furniture cushion and a very short fiber and dust that are disposed in most cases.

The local coconut process consists in:• coconuts cracked open,• water collected and sold,•

meat removed and used, either for coconut cream or coconut oil after drying,• Pressed cake from the coconut oil production is used as animal fodder,• Coconut shells being processed in a very inefficient way for local charcoal production (Produced

charcoal is used to make charcoal briquettes).

The coconuts that are not processed locally are sold at low price and transported to the central part ofThailand for further processing. Coconut cultivation is often considered as a non-profitable activity.

The project objective consists in assessing a more efficient usage of the coconut residues locally:

• By setting up a carbon activation facility, using coconut shells as raw material, and producing

activated carbon. Additionally, the residual short fibers and powder resulting from the preparationof the coconut shells to be used in the activation process, which are usually disposed and/orburned, could also be used to produce thermal (steam), as well as electrical energy to be usedexclusively in the activated carbon process, reducing this way the production costs of theactivated carbon, and then of the water filter products.

• By adding a local production of low cost water filters, using the activated carbon produced, thelocal employment and the financial turnover would be significantly increased. With an increasedlocal demand for coconut shells, we would expect local industries using coconut meat andcoconut water to also increase their production since residues would add value to the supplychain.

2. Objectives:

Within the frame of improving living standards through the development of the water sector, theproposed PDA aims to (i) determine the pre-feasibility of an activated carbon manufacturing factory toproduce activated carbon in powder form for industrial water pollution control and in granular form forlow cost water filters from coconut and palm oil shells; and, (ii) define a public private partnershipbusiness model based on cooperatives for the project implementation.

3. Scope and location of Work / Description of Activities:

The pilot demonstration project is located in Tap Sakae District, Prachuab Khiri Khan Province (seemap - South of Thailand). This region is one of the major coconuts producers in Thailand and one ofthe poorest. The Local Authorities of Tap Sakae have been discussing with the project concept withthe consultant to increase the socio-economic development in the Province, through an integratedcluster development of local industries, such as a Activated Carbon Processing Factory andProduction of low cost water filters for the domestic and international markets.

4. Implementation Schedule, Institutional Management Arrangements, and ProponentQualifications:

All activities are planned to start in October 2007 for 6 months. The Consultant has initiated some

preliminary research and basic market analysis, which show a promising outlook for the pilotdemonstration project.

Community participation through local workshops, seminars and stakeholder meetings is considereda key success factor and as such, an entire part of the pre-feasibility study. Therefore, the proposedactivities systematically include the organization of workshops and meetings with the localcommunities, cooperatives of coconut growers, coconut product processing companies, producers ofcoconut residues and the local public administration.

The Centre for Energy Environment Resources Development (CEERD) is part of the Foundation forInternational Human Resource Development (FIHRD), based in Bangkok. As a non-profit



organization, CEERD has been conducting Training and Research activities in the field of energy-environment for the last 15 years, mostly in South East Asia countries. CEERD / FIHRD's mission isto support Sustainable Development based on environmentally sound use of world resources. In otherwords, environment issues cannot be dissociated from development concerns and need to link with allresources drawn from the entire biosphere, such as forest and agriculture, water, land, air …

In order to implement the present pilot demonstration activity, CEERD / FIHRD, has the experienceand experts resources available. In addition, CEERD has a long tradition of managing projects forinternational organisation, including ADB. 8. Stakeholders Participation:

The direct beneficiaries will be the village’s communities as co-owners of the plant, the employeesand the farmers organized into a cooperative to distribute the benefits resulting from the value addedof the raw material and finished products.

This project will involve several stakeholders such as:• Coconut and Palm Oil farmers• Coconut processing companies (producers of coconut residues)• Local public administration• Suppliers and investors

9. Scope for Replication / Use in Other DMCs:

All the coastal areas of Thailand and Southeast Asia are producing coconuts with little or no valueadded. Local communities in Southeast Asia with a high density of coconut plantation can havesubstantial value added for their products. In addition, the production of activated carbon can usealternative raw material, such as palm oil shells.

The production facility to be studied under the proposed PDA is planned in the Tap Sakae District,Prachuab Khiri Khan Province (South of Bangkok) and, after proven sustainable, as separate projectsin Thailand and other South East Asian countries (Vietnam, Cambodia, Indonesia and Philippines).

The Centre for Energy Environment Resources Development (CEERD), is a Thai Limited Company with an

international orientation. CEERD conducts Training and Research on energy-environment economics, planning,modeling, policy, markets, and technology in the framework of international cooperation projects to strengthen the capacity

of national governments in Asia and the Pacific in energy-environment planning and policy formulation. It providesInformation and Knowledge on current issues and developments in energy-environment affecting Asia and the Pacific and

other regions in the framework of consultancy projects sponsored by international and national agencies and the private
