Lead and promote civil monitoring exercises to the public administration and build with the citizenship cooperation proposals related to security, connivance, urban development and education in Bogotá.

Possible Obstacles

For Bogota council Lack of government commitment to adopting a participatory approach Election mandates may take pre-positions on issues Unwillingness on the part of city officials to let go, for example let others participate in budgeting decisions Lack of incentives and skills among project staff to encourage them to adopt a participatory approach Ideally this process need be as transparent and open as possible, as early as possible. In Bogota this is not necessarily an easy decision Columbia in general, and Bogota specifically have unique obstacles

Possible Obstacles

For Bogota Perils for civil society. Who is responsible for the outcome? Funding. Who will fund the efforts? Fragmentation in the political community undermines the legitimacy of the entire consensus-building exercise. Can the Chamber be seen in a leadership role? Inability to develop a reasonably clear consensus on what to do Their may be powerful interests that will attempt to undermine this process Design flaws. The absence of a clear strategy of how and why to engage citizens and civil society information to result in decisions can lead to participatory exercises turning into ineffective ‘talking shops’ Limits of the local context. Is the problem within scope of this tier of government? How do we find the capability to do such a massive transformation process.

For Bogota Citizens Citizen participation starting too late. Build it and they may not come. Is it good to create a partnership with the media?

Mistrust between government and local-level stakeholders that the conclusions will be adopted

Incentives, what are the most effective to encourage citizen participation

Principles of Successful Citizen Engagement

Although there is no single recipe for success in implementing a citizens’ participation approach, the following principles apply:

Citizens should be involved in the early stages and throughout the process The range of participants should include all the relevant constructive

parties, more than just the Council and the Chamber Common interests should be identified. Participatory processes should seek

to bridge differences The problems identified must be clearly defined There must be clearly defined and measurable success criteria External accountability and internal flexibility are exercised The process is institutionalized and repeated Sufficient financial and human resources must be available Citizens must believe it is worth their while to get involved
