In 2010, FHWA implemented the Every Day Counts (EDC) initiative to shorten project delivery and expedite the deployment of proven technologies.
FHWA introduced the STIC concept to state DOTs and industry partners as a
process to facilitate the EDC initiatives.
March 22, 2016 - TxDOT and FHWA Texas Division signs the Texas STIC charter as the 51st STIC in the country.

Vision
Mission
Purpose: Provide a forum for transportation leadership to review and collaborate on specific research and test initiatives that best align to the transportation goals of the State of Texas. The STIC will discuss and respond to key issues and challenges that impact the transportation system. Mission: Facilitate the rapid implementation of innovative technology, tactics and techniques among transportation program delivery professionals at all levels of state government and throughout the private and non-profit sector to ensure smart, efficient investment in Texas highway and transportation infrastructure. Vision: Foster a collaborative culture for the rapid implementation of ready to deploy and beneficial innovations and technologies to efficiently deliver a safe and effective transportation system to the citizens of Texas.

§1444 Every Day Counts Initiative. (a) IN GENERAL It is in the national interest …
(1) to identify, accelerate, and deploy innovation aimed at shortening project delivery, enhancing the safety of the roadways of the US, and protecting the environment;
(2) to ensure that the planning, design, engineering, construction, and financing of transportation projects is done in an efficient and effective manner;
(3) to promote the rapid deployment of proven solutions that provide greater accountability for public investments and encourage greater private sector involvement; and
(4) to create a C U L T U R E O F I N N O V A T I O N within the highway community.
(b) EVERY DAY COUNTS INITIATIVE…to identify and deploy proven innovative practices and products that …
(1) accelerate innovation deployment;
(2) shorten the project delivery process;
(3) improve environmental sustainability;
(4) enhance roadway safety; and
(5) reduce congestion.
(c) INNOVATION DEPLOYMENT—
(1) IN GENERAL.—At least every 2 years, the Administrator shall work collaboratively . . . 21
