Universal Waste Program/Recyclable
Training
Texas Operations
DOW RESTRICTED - For internal use only Page 2
Purpose of this Training
To sustain Texas Operations (TxOps) standards of a Universal Waste (UW) and recyclable materialsDuring this training you will learn to:
Identify the types of Universal Waste located in TxOps
Briefly discuss the Universal Waste Area management requirements
Inform you of the disposal options for universal waste
Discuss other items that can be managed in your universal waste area
Discuss recyclable materials collected at TxOps

Universal WasteWhat is Universal Waste (UW) in TxOps?
• Batteries• Mercury Containing Equipment (MCE) • Lamps
Good for the environment and saves landfill space Helps plants to stay in compliance with UW Less Work. Longer Storage Time, and Less Restriction
compare to handling UW items as RCRA Hazardous Less inspections, less regulating requirements, and reduces
the amount of Satellite and < 90 day areas for the site “One Stop Shop” Drop-off Recycle Center for all UW
Benefits
Texas Operations

Operating Your Local Universal Waste Area
1. Must identify area on the site’s list of UW areas
2. Must be stored in a designated and inspected location with the proper signage and items
3. Must have a accumulation start date on the container when the first item is placed in the container
4. Must not exceed storage of more than 6 months from the initial start of accumulation
5. Must be in a container that is clean, compatible and suitable for the waste
UW Area-Basic Requirements
Texas Operations
DOW RESTRICTED - For internal use only
Batteries The following batteries fall under the rules:
nickel-cadmium lithium mercury
Exempt batteries: Lead Acid However, these can still be collected with UW
items
Page 5
Universal Waste- Batteries
Stored to prevent releases to environment May use open cardboard box, plastic pails, packs,
or pallets. Terminals must be taped Leaking battery must be placed in closed
container impervious to the acid

Mercury Devices and Mercury Containing Equipment (MCE)
1) Mercury thermostats - Unbroken
Examples are temperature control thermostats, barometers, temperature and pressure gauges, and fire alarms
2) Mercury containing devices or equipment - Unbroken
Examples are certain types of manometers, relays, fire alarms, thermometers, and switches
Universal Waste – MCE
Stored to prevent releases to environment May use open cardboard box, plastic pails, packs,
or pallets. Broken MCEs must be placed in closed container
impervious to the mercury– must be stored and treated as a hazardous waste

Universal Waste – LampsLamps
Common universal waste lamps include, but are not limited to: Fluorescent High intensity discharge Neon Mercury vapor High pressure sodium Metal halide
Stored to prevent releases to environment May use appropriately sized cardboard box, normally the box
new lamps come in is used to store used lamps. Containers must be kept closed
Labeling - Each lamp or container of lamps must have the proper Universal Waste label affixed to the box.

Lamps cont.
• PLEASE DO NOT INTENTIONALLY CRUSH LAMPS AS THIS IS REGULATED UNDER HAZARDOUS WASTE TREATMENT RULES, NOT UNIVERSAL WASTE RULES!!
• Broken or crushed lamps must be placed in a closed container, labeled, and handled as hazardous waste.

UW Area Additional Items -Recyclables
Electronic devices (E-waste) can also be stored in this area and requires a green label or created label that says USED ELECTRONICS.
Please note: The suggested storage for E-waste is inside of an area with a roof, four walls, and a floor.
Other recyclables can be stored in the area.

UW Disposal
Universal Waste/Recycle can be scheduled for pick up via Waste Scheduling Tool (WST)
If you collect any items that are accepted at the Recycle Center in your Universal Waste Area, you can schedule these items for pick up on a monthly basis by Env Ops.
Prior to the 6 month Accumulation Date, individuals can transport the UW in a company vehicle to the B-5107 TxOps Recycle Center.
Texas Operations
DOW RESTRICTED - For internal use only Page 17
The UW must be removed from your area prior to the 6 Month Accumulation Date
We recommend that you utilize the WST (Option 2) to schedule for all Universal Waste transport to the TX Ops Recycle Center B-5107.
Please refer to the Universal Waste Guidance for the Job Hazards, Safety Precautions, and Emergency Response (p. 18) – Web page reference TXO WM
Storage areas should be inspected annually and documented
