Texas Higher Education Plan Closing the Gaps by 2015
• Adopted in 2000 - 4 main areas:• Participation - Enrollment
– 2015 Goal: 5.7% of population in higher ed 1,650,000 students enrolled fall 2015 (~630,000 more than in 2000)
• Success– Degrees, certificates, teacher certifications
• Excellence– Quality programs, highly ranked institutions
• Research– R&D obligations ($) and expenditures

Sources of Accountability Data• Institutions report to THECB: student, faculty, course,
room – level data• What is reported varies for 2-year & 4-year public &
independent institutions, health-related, career schools• www.txhighereddata.org – CBM Reporting Manuals –
have specs for what the institutions have to report• Student enrollment report: name, ID, gender,
race/ethnicity, dob, class level, SCH, major, etc.• Texas Success Initiative (Dev ed): student-level• Course inventory: course #, title, etc.• Class report: course #, type, enrollment, etc.
