WhatareTELPASreadingproficiencylevelstandards?TheTexasEnglishLanguageProficiencyAssessmentSystem(TELPAS)isdesignedtoassesstheprogressthatEnglishlanguagelearners(ELLs)makeinacquiringtheEnglishlanguage.TELPASmeasuresthisacquisitionofEnglishinalignmentwiththeTexasEnglishLanguageProficiencyStandards(ELPS)thatarepartoftheTexasEssentialKnowledgeandSkills(TEKS).TheELPSaresecondlanguageacquisitioncurriculumstandardsthatsupporttheabilityofELLstoacquireacademicEnglishwhileatthesametimeallowingthemtoengagemeaningfullyinregular,allEnglishacademicinstructionattheirgradelevel.TitleIII,PartAoftheElementaryandSecondaryEducationAct(ESEA)requiresstatestoconductannualstatewideEnglishlanguageproficiencyassessmentsforELLsingradesK12inthelinguisticdomainsoflistening,speaking,reading,andwriting.Studentsreceiveaproficiencyratingofbeginning,intermediate,advanced,oradvancedhighineachofthoselinguisticdomains.Proficiencyinthelinguisticdomainofreadingforgrades2through12ismeasuredbyastandardizedmultiplechoicereadingproficiencytestknownasTELPASreading.ProficiencyinEnglishreadingisdeterminedonthisassessmentbycomparingtheparticularscoreachievedbythestudentwiththatscorescorrespondingproficiencyleveldesignation.DescriptorsfortheTELPASproficiencylevelscanbefoundat:http://www.tea.state.tx.us/WorkArea/linkit.aspx?LinkIdentifier=id&amp;ItemID=2147489015&amp;libID=21474890142. Whatisstandardsreview?Whenasetofstandardshasbeenadoptedforanassessment,thestandardsmayapplysolongastheyarejudgedtobeappropriateforexpressingthestudentsproficiencylevelsontheassessment.Anassessmentprogrammayconsiderreviewingthestandardseitherwhenchangeoccursintheassessmentprogramortheassessedcurriculum,orasaperiodicchecktoevaluatethecontinuedappropriatenessofthestandards.3. WhyaretheTELPASreadingproficiencylevelstandardspresentedasscalescoresrather</p><p>thanrawscores?Aswithmanystandardizedassessments,TELPASreadingusesscalescorestocommunicateinformationaboutproficiencylevels.Ascalescoreisamoreexactwaytodeterminelanguageproficiencythanarawscorebecauseascalescoretakesintoconsiderationthedifficultylevelofeachindividualtestquestioninadditiontowhetherornotastudentanswersthequestioncorrectly.Thebasicscoreonanytestistherawscore,whichisthenumberofquestionsansweredcorrectlyregardlessofdifficultylevel.Ascalescoreisaconversionoftherawscoreontoascalethattakesintoaccountthedifficultylevelofthespecificsetofquestionsusedonatestinanygivenyear.Ascalescoresystemallowseverytesttohaveexactlythesamepassingstandard,orlevelofproficiencyrequired,eventhoughtherawscoreneededtopassthetestmayvaryslightlyfromyeartoyear.Whenbuildingnewtestseachyear,itisnotalwayspossibletoselectquestionsthathaveexactlythesamedifficultyasquestionsonpreviousversionsofthetest.Maintainingtheproficiencystandard(butnotnecessarilytherawscoreneededtoreacheachproficiencylevel)fromyeartoyearisimportanttoensurethatstudentsclassifiedintoaproficiencylevelinoneyearwillhavethesamerigoroustestingrequirementsasstudentsinthesameproficiencylevelinasubsequentyear,eventhoughthetestquestionsdifferfromoneyeartothenext.Itwouldnotbeinformativetocomparerawscoresorpercentofquestionsansweredcorrectlyacrosstestadministrations,schoolyears,orgradeclustersforTELPASreading.Whenlookingat</p></li><li><p>November2013 TexasEducationAgency Page5of6 StudentAssessmentDivision </p><p>proficiencylevelstandards,lowerrawscores(orpercentageofquestionscorrect)ononetestdoesnotnecessarilymeanthatthetestiseasierthananothertestwithahigherrawscore.Forexample,ononeadministrationofthegrade67TELPASreadingassessmenttheproficiencylevelstandardfortheadvancedlevelmightbeat60%ofthequestionscorrect;whileinasubsequentadministration,theproficiencystandardforthesamelevelmightbeat63%ofthequestionscorrect.Inbothcases,however,thelevelofEnglishlanguageproficiencyexpectedfromstudentstobeattheadvancedlevel(asindicatedbythescalescorecut)shouldbethesame.11. WilltherebeaphaseinforthenewTELPASreadingproficiencylevelstandards?UnliketheSTAARassessments,whichhaveaphaseinplanforthenewperformancelevels,thereisnotaphaseinforthenewTELPASreadingproficiencylevelstandards.ForSTAAR,teachersrequiretimetoadjusttothenewcurriculumand/ormorerigorousstandards.However,forTELPAS,theELPSthatarebeingassessedhavenotchangedsoteachersdonotneedtoadjustthelanguagesupportsandtrainingtheyprovidetostudentsinorderforthemtobesuccessfulonthisassessment.</p></li></ul>
