    1. WhatareTELPASreadingproficiencylevelstandards?TheTexasEnglishLanguageProficiencyAssessmentSystem(TELPAS)isdesignedtoassesstheprogressthatEnglishlanguagelearners(ELLs)makeinacquiringtheEnglishlanguage.TELPASmeasuresthisacquisitionofEnglishinalignmentwiththeTexasEnglishLanguageProficiencyStandards(ELPS)thatarepartoftheTexasEssentialKnowledgeandSkills(TEKS).TheELPSaresecondlanguageacquisitioncurriculumstandardsthatsupporttheabilityofELLstoacquireacademicEnglishwhileatthesametimeallowingthemtoengagemeaningfullyinregular,allEnglishacademicinstructionattheirgradelevel.TitleIII,PartAoftheElementaryandSecondaryEducationAct(ESEA)requiresstatestoconductannualstatewideEnglishlanguageproficiencyassessmentsforELLsingradesK12inthelinguisticdomainsoflistening,speaking,reading,andwriting.Studentsreceiveaproficiencyratingofbeginning,intermediate,advanced,oradvancedhighineachofthoselinguisticdomains.Proficiencyinthelinguisticdomainofreadingforgrades2through12ismeasuredbyastandardizedmultiplechoicereadingproficiencytestknownasTELPASreading.ProficiencyinEnglishreadingisdeterminedonthisassessmentbycomparingtheparticularscoreachievedbythestudentwiththatscorescorrespondingproficiencyleveldesignation.DescriptorsfortheTELPASproficiencylevelscanbefoundat:http://www.tea.state.tx.us/WorkArea/linkit.aspx?LinkIdentifier=id&ItemID=2147489015&libID=21474890142. Whatisstandardsreview?Whenasetofstandardshasbeenadoptedforanassessment,thestandardsmayapplysolongastheyarejudgedtobeappropriateforexpressingthestudentsproficiencylevelsontheassessment.Anassessmentprogrammayconsiderreviewingthestandardseitherwhenchangeoccursintheassessmentprogramortheassessedcurriculum,orasaperiodicchecktoevaluatethecontinuedappropriatenessofthestandards.3. WhyweretheTELPASreadingproficiencylevelstandardsreviewed?TELPASreadingisadministeredasanonlinemultiplechoiceassessmentforgrades212insixgrades/gradeclusters:2,3,45,67,89,and1012.TheoriginalTELPASreadingproficiencylevelstandardswereestablishedin2008whentheTexasAssessmentofKnowledgeandSkills(TAKS)wastheacademicassessmentinTexas.TheoriginalTELPASreadingstandardsweresetinsuchawayastoprovidesomedegreeofalignmentwithTAKS.ThemovefromTAKStotheStateofTexasAssessmentsofAcademicReadiness(STAAR)in20112012madeitnecessaryto

    reviewtheoriginalTELPASreadingproficiencylevelstandardssothatperformanceonTELPAScouldbeameaningfulindicatorofthelevelofEnglishlanguageproficiencyrequiredtobesuccessfulonSTAARreading.

    4. WilltheTELPASproficiencylevelstandardsintheotherlanguagedomains(writing,

    listening,andspeaking)bereviewed?Thewriting,listening,andspeakingTELPASdomainsareratedholisticallybyteachersusingtheperformanceleveldescriptors(PLDs)asscoringrubrics.BecausethePLDsstillprovideappropriatedescriptionsofthefourTELPASproficiencylevelsintheholisticallyrateddomains,areviewoftheproficiencylevelstandardsforthesethreeholisticallyratedlanguagedomainswasnotrequired.5. WhendothenewTELPASreadingproficiencylevelstandardsgointoeffect?ThenewTELPASreadingproficiencylevelstandardsgointoeffectbeginningwiththespring2014administration.6.     assessment.Attheconclusionofthestandardsreviewmeetings,thecommitteesrecommendedatotalofeighteencutscores,threecutscoresforeachofthesixTELPASreadingassessments.9.     thanrawscores?Aswithmanystandardizedassessments,TELPASreadingusesscalescorestocommunicateinformationaboutproficiencylevels.Ascalescoreisamoreexactwaytodeterminelanguageproficiencythanarawscorebecauseascalescoretakesintoconsiderationthedifficultylevelofeachindividualtestquestioninadditiontowhetherornotastudentanswersthequestioncorrectly.Thebasicscoreonanytestistherawscore,whichisthenumberofquestionsansweredcorrectlyregardlessofdifficultylevel.Ascalescoreisaconversionoftherawscoreontoascalethattakesintoaccountthedifficultylevelofthespecificsetofquestionsusedonatestinanygivenyear.Ascalescoresystemallowseverytesttohaveexactlythesamepassingstandard,orlevelofproficiencyrequired,eventhoughtherawscoreneededtopassthetestmayvaryslightlyfromyeartoyear.Whenbuildingnewtestseachyear,itisnotalwayspossibletoselectquestionsthathaveexactlythesamedifficultyasquestionsonpreviousversionsofthetest.Maintainingtheproficiencystandard(butnotnecessarilytherawscoreneededtoreacheachproficiencylevel)fromyeartoyearisimportanttoensurethatstudentsclassifiedintoaproficiencylevelinoneyearwillhavethesamerigoroustestingrequirementsasstudentsinthesameproficiencylevelinasubsequentyear,eventhoughthetestquestionsdifferfromoneyeartothenext.Itwouldnotbeinformativetocomparerawscoresorpercentofquestionsansweredcorrectlyacrosstestadministrations,schoolyears,orgradeclustersforTELPASreading.Whenlookingat

    proficiencylevelstandards,lowerrawscores(orpercentageofquestionscorrect)ononetestdoesnotnecessarilymeanthatthetestiseasierthananothertestwithahigherrawscore.Forexample,ononeadministrationofthegrade67TELPASreadingassessmenttheproficiencylevelstandardfortheadvancedlevelmightbeat60%ofthequestionscorrect;whileinasubsequentadministration,theproficiencystandardforthesamelevelmightbeat63%ofthequestionscorrect.Inbothcases,however,thelevelofEnglishlanguageproficiencyexpectedfromstudentstobeattheadvancedlevel(asindicatedbythescalescorecut)shouldbethesame.11. HowdothenewTELPASreadingproficiencylevelstandardscomparetotheoriginal

    standards?BecauseSTAARassessescontentandskillsatagreaterdepthandcognitivecomplexitythaninTAKS,thelevelofEnglishlanguageproficiencyrequiredtobesuccessfulonSTAARreadingishigherthanwhatwasneededforTAKSreading.Consequently,thenewTELPASreadingproficiencylevelstandardsarehigherincomparisontotheoriginalstandards.ThefollowingtablesummarizestheoldandnewproficiencylevelstandardsontheverticalTELPASreadingscalescoresystem.
