The October Region One Meeting will be in on Saturday, October 12, 2013 at 10:00 A.M. in League City at the Johnny Arolfo Civic Center Ballroom, 400 W. Walker. We haven’t heard from your alumni yet.

Time is running out to be thinking about electing new officers and a board member for

2014. The election will be held at the November meeting and the installation will be at

the January meeting. The present officers have been the same ones over the previous

years and we need to give them relief and a chance to rest. Some have been pressed

into service time and again because no one new would step forward. For our faithful

attendees, please take this to your association and seriously consider someone from

your group serving on the board. Nomination form is in this newsletter. PLEASE!!

There is a reciprocal agreement with the National CPAA that they may publish articles from the FLASH in the national

newsletter. In order for news from a particular Region One Alumni Organization to be printed, there has to be at least one

member that is a member of the national organization.

Keep in your hearts and prayers all Region One’s members who are presently

fighting serious illnesses. We wish them a speedy recovery.

The October Region One Meeting will be in on Saturday, October 12, 2013 at 10:00

the north, take I-45 South to the League City exit 23, Hwy 518, and go left under the

freeway onto FM 518, continue on 518 to SH 3 and turn right. The next light is Walker St.

Make a right turn and the Civic Center is just past the City Hall on the right. From the

publication even if you aren’t able to attend the meeting and present it there. Submissions are due by

the 25th

. We would like to know what is going on in your alumni association, but if you don’t send it

in, we won’t know.

Galveston County Sheriff. The guest speaker at our September meeting was Kerry Spaulding from the U.S.

Department of Homeland Security. He gave a very interesting talk and answered numerous questions from our

members present. CSA Class #16 began September 6th with 48 attending.

Plans are underway for our Deputy Claus program in December. Our goal is to provide toys to children

ages 0-12 in 76 families. Blue Santa of the local Police Departments help families within the city limits, so we

reach out to those in the unincorporated areas of Galveston County.

In November we will be teaming up with Chili’s Restaurant in Galveston for a Pancake Breakfast

fundraiser. Please come out Saturday November 16th from 8:30 – 10:00 for all you can eat pancakes, eggs,

sausage and drinks. It’s a fundraiser for our scholarship fund.

We joined with the DSA to provide donuts, water and soft drinks for the deputies working the long shifts

of the Labor Day weekend in Galveston. The officers were very appreciative. Reported by Vicki Franzke

Please set aside the second Saturday of each month to come to the Region One meetings. It’s only once a month.

There’s networking, fellowship, good eats and finding out what is going on in Region One, the state, and what your

fellow alumni associations are doing.

August Meeting. The August Region One Meeting was in LaPorte on August 10

th. President Calvin Walker

called the meeting to order. Prayer was led by Wendell Gill. Pledges to the US flag and Texas flag were led by

Calvin Walker. Welcome was by La Porte President Richard Browder.

: Police Chief Kenieth Adcox spoke saying let’s share some questions and answer them together; Re: Who is

involved with a CPAAA? And why? Members gave their reasons for who would join a cpaaa. Chief Adcox gave

the percentages of who make up the volunteers. What attracts people to the association? Where do we find the

people and where can we find help for the association? Where, when, and how can a volunteer help out?

Award: Andrea Schmauss and Phil Niewald presented an award to La Porte CPAAA for holding a DWI/No

Refusal Program. The award was presented to the association’s President Richard Browder, Chief of Police

Kenieth Adcox, and Judge Denise Mitrano.

New Members present were: D. Nguyen with PACT; Wayland Fowler, Texas City; and Brenda Pritchard, La

Porte.

Convention Report: Broke the record on delegates attending the delegates meeting and also broke the record

for attendance. Attendance was around 300. Reported by Sandi Miller. Upcoming Conventions: 2014 San

Marcos and 2015 El Paso.

State Report: Next state board meeting will be Saturday, October 26th at 10:30 AM in Buffalo, Texas. The

meeting is at the Buffalo Housing and Administration Building. Go to the state website for the new board

members, region representatives, and sworn officers listings for the state board. In addition, check out the awards

site at the state website as well. www.tcpaaa.org. Sandi Miller nominated Billy Boehlke to be the region non-

sworn representative to the state board. Jeanne Canales seconded the motion and it passed unanimously. Gary

Tandy made a motion to nominate Officer Jeff Tippit of La Porte to be the sworn region representative to the state

board. Sandi Miller seconded the motion. The motion was passed unanimously.

Birthdays, Anniversaries, & Celebrations: Larry Tosto and wife, 36 yrs., Chris and Vicki Copley, 46 yrs.,

Larry Tosto’s wife’s birthday.

Scholarships: Makayla Hebert submitted an application for the scholarship fund. Dolores Gant made a motion

to accept her application and Richard Melvin seconded the motion. The motion was passed on the region level to

accept her application.

Galveston. Texas National Night Out Against Crime- Sgt Sims is the coordinator and many Alumni are

participating. This is the 30th year and GPD hopes for participation of 45-50 neighborhoods. CPAAA has the use

of a party bus and 20-25 Alumni will ride along and visit as many block parties as possible on Tues. October 1st.

Above is the three logo sign on CPAAA President Linda Strevell’s office in Police Department Headquarters,

located in the Criminal Division. She has computer access and all the security cards to “get in” and, just as

important, to “get out.” Chief Porretto arranged this space for her. All files and other mementos of the group

(started in 1992), are safely stored there.

Chief Porretto spoke to us at the September membership meeting about increasing the use of the COP car,

especially during the hours on Friday night: he asks that we cruise The Strand from 10:00 p.m. to 2:00 a.m., and

eventually the Seawall during those hours. He updated us on latest events and staffing, answered questions, one

about “911” operation [What if it fails?]. Chief said that he knows of only one time that this happened for a very

short time. Also he reminded us that the dispatch area is shared with the Sheriff’s department.

Our GPD CPAAA Liaison, Sgt Sims, received his degree from Penn State last month and the Alumni

presented him with a framed picture of the most popular building on the campus and many congratulations for his

Galveston (Continued) At a GPD meeting this month for Supervisors [Captains, Lieutenants, Sergeants, etc.], Sgt Sims and

Linda Strevell explained what CPAAA does, especially our Community Outreach efforts.

Battle of the Badges in Galveston was held on September 7th.

Sherriff and Explorers. Our October speaker is Dr. Tom Linton of Texas A&M. Dr. Linton wrote a series of articles for the

Daily News about the CPA and CPAAA and police dept. and recently wrote another article prior to the

beginning of CPA class 34. He is going to give us his perspective on both the academy and the alumni

organization. He has a great sense of humor: everyone will enjoy the presentation. Submitted by Rita Cummings

Montgomery County Sheriff. First we would like to say "Thanks" to each of you that came to the

Conroe Region One meeting in September. We enjoyed being your host for the day. September 21st we

helped the Woodlands Area with their National Night Out in meeting neighbors. For the month of

September we have logged 163 hours. Coming October 19th

, we will be helping State Trooper Eric

Gray with his annual Texas Wheels of Justice Hero Bicycle Ride for the Foundation for Fallen Troopers

in Washington D.C. It will start at the County Fair Grounds. This ride is organized by Trooper Gray for

a very special reason. Each year he takes 3-4 people along with their bicycles to make this ride with him

to Washington D.C. Try then meet up with hundreds of other riders and make a 150 plus mile ride into

D.C. to the Fallen Trooper's Wall during National Officers Week. They have made this ride in pouring

rain, ice and some sunny days. Trooper Gray lost his partner in the line of duty and his name appears on

this wall. For him to go each year and see his name has a very special place in his

heart and his partner’s family. So far they have 600 plus riders registered for this year. The largest

group they have ever had. They come from all over the state to ride. October 25th we will be a part of

the annual West Fest at the Montgomery TX Cowboy Church. Last year they had over 1000 people.

This year they are hoping for a lot more to attend. Reported by Jeanette Graff

Houston. Blue Mass Honors Law Enforcement/Public Safety Personnel

Harris County Sheriff Adrian Garcia was among the attendees at the Law Enforcement Blue Mass

held on September 28th

, in downtown Houston at the Sacred Heart Co-Cathedral with his Eminence

Cardinal Daniel Dinardo officiating. The Blue Mass is sponsored by the Office of Correctional

Ministries of the Catholic Archdiocese of Galveston-Houston which is held to honor all Law

Enforcement / Public Safety personnel that work in the ten Counties of Southeast Texas that are within

the boundaries of the Galveston-Houston Archdiocese. On September 29, 1934, approximately 1,100

police and fire fighters dressed in blue uniforms marched into St. Patrick’s Catholic Church in

Washington D.C. for the celebration of the First Blue Mass. The Blue Mass is observed on or near the

Feast Day of St. Michael the Archangel, the patron saint of police officers, correction officers, guards,

public safety personnel and soldiers. Reported by Larry Stegent

Pearland CPA Class 37 is only 3 weeks away from graduating. The graduation ceremony will be held on Thursday October 24th at

7:00pm at the Natatorium.

I am proud to announce that the PCPAAA Handicap Enforcement program has reached a huge milestone. Since the program’s

inception, we have written over 7500 handicap parking ghouls and goblins citations which just surpassed the half a million dollar mark!

PCPAAA Strikes Again!!! Last month the PCPAAA supplemented the PD Budget of the Pearland Police Department. A trailer designated solely for firearms training. Due to an increase in Officer involved shootings in Pearland and the greater Houston area, the Pearland Police Department has been striving to be proactive by expanding our fire arms training program. Due to the expansion of our training program, there was an immediate need for a trailer to haul firearms equipment like the firearms targets, ammunition and weapons to and from the range, later this month, cabinets and shelving will be installed to complete this beautiful piece of equipment. Thank you PCPAAA for your continued support and generosity!

Now for an interesting factoid, Halloween started several thousand years ago with the Ancient Celts (a group of pre-Christian mystics who worshipped nature). They considered October 31st the end of the year, and they threw a big party which was known as Samhain. It was a celebration of the autumn harvest and the Celtic New Year. They believed spirits could come back and visit with living relatives.

NOTE: Remember that registered sex offenders will not be allowed to give away candy or decorate for Halloween.

Although these rules are in place for sex offenders, please do your homework by going to https://records.txdps.state.tx.us/SexOffender/PublicSite to make sure your children do not visit the homes of these bad people. Reported by Sandi Miller
