TERMS OF REFERENCES (TOR) FOR CONSULTANT (Mechanical

Engineer) UNDER "WATER SUPPLY & ENVIRONMENTAL

SANITATION PROJECT IN MONGLA POURASHAVA (PHASE -2)."

01. Back Ground : The Mongla Pourashava is situated beside the river Pasur was

established in 1975, which was previously known as Chalna Port Pourashava and

later upgraded to B type Pourashava is 18.70 Sq. km. and consists of 3 (three)

wards with different land use characteristics and development potentials. The

Mongla River divides the Pourashava in two parts. The Township area located on

the eastern bank and port, EPZ, Govt. institutions, numerous commercial &

industrial units are on the south east bank of Mongla River.

As the land use patterns and geographical condition on the two banks are different

such as, the southeast bank side consists of mainly high land and its utilization and

future development potential are more advantageous than the other part of the

Pourashava. On the other hand, the township area consists of low to medium land

and numerous men made high land. Future Expansion of the Township has some

limitation due to its low land characteristics, which is subjected to flooding from

Mongla River.

The water crisis is a critical issue for governments and societies worldwide.

People’s lives are closely linked to their access to water and its multiple uses and

functions. But poor people faces this crisis on a daily basis. The sustainable

management of water is critical to efforts to eliminate poverty. For that, aim of

GOB is to improve the standard of Public Health & ensure improved environment

through facilitating access to basic level of services in water supply. Millennium

development goal (MDG) also has given emphasis to increase the water service for

the population who has no access to safe drinking water.

For supplying of adequate safe waters a project was taken namely “ Water Supply

& Environmental Sanitation Project in Mongla Pourashava `` based on a Master

Plan Prepared for Mongla water supply for both port area and township. The Master

Plan suggested doing the work in two phases. 1st phase of the project was

completed at 30.06.2010. In the 1st phase, one overhead tank, one treatment plant

and 25 km of pipe line was completed. 68% of excavation work of the impounding

reservoir was completed and rest 32% of excavation work could not be completed

due to soil condition and presence of rotten trees roots in huge amount.

Under such situation this project has been prepared to complete the incomplete

works of 1st phase and few other works as proposed in the Master Plan for Mongla

water supply for both port area and township proposed.

Now the project needs the service of a consultant (Mechanical Engineer, Tentative)

for planning , design and implementation of piped water system, electrical/

mechanical installation and any other works assigned by the Project Director.

02. Objectives : Main objectives of the Project are -

To provide safe drinking water to the people of the area.

To implement surface water source ( impounding reservoir).

To construct OHT & WTP .

To implement pipe water system based on prepared design

To install mechanical / electrical equipment for best output.

Others.

03. Name of working perimeter : Mongla Port Pourashava area.

04. Targeted Physical Work :

Establishment of all Electrical & Mechanical works.

Transmission of pipe line of 12.75 km.

Connection & other Electrical installation.

Others.

05. Institutional arrangement :

The project will be implemented by existing DPHE setup. Superintending

Engineer, DPHE, Khulna circle will in charge as Project Director of this

project. The consultant will work under the Guidance of the Project Director.

He will work in collaboration with DPHE officials in the field level.

Executive Engineer, DPHE Mongla division, Mongla will be responsible for

project activities in their respective jurisdiction.

A Project Steering Committee (PSC) of 11 members led by he Secretary of

LGD and members from DPHE, Planning Commission, IMED, DOE and

BUET will co-ordinate and guide the project implementation in the national

level.

A project Implementation Committee (PIC) of 11 members headed by

Additional Chief Engineer(works), DPHE and Members from DPHE, LGD,

Planning Commission, IMED will responsible for overall monitoring of the

project activities.

A local Project Advisory Committee (LPAC) of 6 members headed by Mayor

of the Pourashava and members from Pourashava and DPHE will select sites

for works, based on the criteria of the project office, provide necessary

assistance for smooth implementation of the project and also review the

progress, constraints and probable solutions of the constraints.

06. Scope of work (Consultant) :

Design electro – mechanical equipments, chemical feed system for relevant

assignment to consultant.

Planning, design and implementation of piped water system electrical/

Mechanical installation and any other works assigned by the Project

Director.

Full time supervision all Electro-Mechanical works in the Project area.

07. Duration of consultancy :

Duration of service of consultant (Mechanical Engineer) will be 18 months (MM)

from the date of commencing after signing contract or upto completion of the

project which ever earlier.

09. Legal Support & Timing :

The consultant would be expected to commence as soon as possible but no later

than one (01) week after signing of contract and would report to the client Project

Director who will be responsible for co-ordination and supervising the consultant.

The client will provide legal support to the consultant as set forth in the invitation

letter or proposals for technical assistance. The client with also make available to

the consultant all information and document relevant to their tasks.

10. Office space & others :

The consultant will work full time for the Project under the direct supervision of

the Project Director.

DPHE will provide office space in it’s suitable position according to available in

that case, no office will be paid.

The vehicles for movement of consultant should be managed by the consultant

own. No charge or additional allowance will be provided for communication or

movement.

11. Evaluation Criteria for selection of consultant

The consultant will be selected under the fulfilling of the terms of condition based

on Public Procurement Rules 2008’ issued by GOB & DPP.

12. Authority to sign contract :

The Contract will be signed between Project Director of DPHE & the person(

Consultant) on the non judicial stamp Tk. 300/-

13. Liaison with DPHE.

The Project director / Executive Engineer of DPHE will provide liaison with the

consultant & DPHE Field level Engineers will have to be consulted at all stage

of the works.
