Tender Title: TENDER FOR THE SUPPLY AND DELIVERY OF COPPER CABLES FOR TELEKOM MALAYSIA BERHAD (“TM”)

1. This Tender defines the requirement of Telekom Malaysia Berhad (hereinafter refers to “TM”) for the

Supply and Delivery of Copper Cables (IB, FF, FS), Drop Wire, Jumper Wire and Tinned Copper Wire for the duration of three (3) years.

2. The scope of this tender are as follow:- a) Supply of copper telecommunication cable; b) One (1) year Warranty; c) Training.

3. Tenderer is required to fully comply with the clauses marked as “Critical (CRQ) Clause” in the

Technical Specifications failing which, the Tenderer shall be disqualified from the tender exercise and their tender submission shall be rejected. The list of CRQ clauses are as below:

Copper Composition The conductor shall be made of 99.9% purity copper. Verification of copper composition shall be determined in accordance with ASTM B152 / B152M - 09 standards. Tenderer shall submit in the tender submission certification for this standard validated by recognized standard bodies.

Twinning The pair twist distance shall not exceed 120mm to meet broadband service and to avoid loss of identity of a pair during splicing. Units Stranding The cable pairs shall comprise of sub-units with 5 or 10 pairs (except for 2 pairs cable). Each pair in sub-units shall have different twist length and shall be colored in accordance with IEC 60708 as per TM requirement. Each unit shall be formed into a compact bunched strand. Tenderer shall submit supporting document (i.e.: product brochure or cable’s technical specification or equivalent) upon tender submission. The unit shall be 25 pairs with a color scheme to comply with TM requirement in accordance with IEC 60708. Tenderer shall submit supporting document (i.e.: product brochure or cable’s technical specification or equivalent) upon tender submission.

Unit Binder An open helical lapping of polyethylene terephthalate or other approved tape or tapes of 50µm thickness and 3mm wide shall be colored in accordance with TM requirement and it shall be applied at each unit with lay length not exceeding 55mm. This requirement is applicable for cables with more than 10 pairs. Tenderer shall submit supporting document upon tender submission.

Environmental Stress Cracking 10 specimens shall be die cut in the transverse direction from cable sheath. These specimens shall be prepared and tested in accordance with ASTM D 1693, except the condition requirements is waived, the depth of the controlled imperfection shall be proportional to the sheath thickness and the stress cracking reagent shall be 10% solution (by volume) of "Igepal" CO-630. Number of failure from 10 samples tested shall not exceed 2. Tenderer to submit supporting document upon tender submission.

Identification Mark Pair number 1 shall be selected as unique pair with higher gauge than other pairs as TM requirement. This unique pair will be represented as an identification for Telekom Malaysia cable. Tenderer shall submit supporting document upon tender submission.

Mutual Capacitance The average mutual capacitance of all pairs shall not exceed 52 ± 2 nF/km in accordance with IEC 60708 clause 7.6 and method of measurement shall be in accordance with IEC 60189-1. Tenderer shall submit test result as supporting document upon tender submission.

Insulation Resistance The insulation resistance shall not be less than 10,000 MΩ for 1000 meters in accordance with IEC 60708 clause 7.6 and method of measurement shall be in accordance with IEC 60189-1. Tenderer shall submit test result as supporting document upon tender submission.

Attenuation Test The attenuation of the cable pair shall be measured at different frequencies and shall comply with the value as per TM requirement. Test result for attenuation test (data and graph) shall be submitted as evidence during tender submission.

Near End Crosstalk (NEXT) and Equal Level-Far End Crosstalk (EL-FEXT) The NEXT and EL-FEXT of the cable pair shall be measured at different frequencies with minimum length of 100m and up to 300m only. Method of measurement shall be in accordance with IEC 61156-1 and the measure shall comply with the value as per TM requirement. Test result for NEXT and EL-FEXT shall be submitted as evidence during tender submission.

Longitudinal Conversion Loss (LCL) The Longitudinal Conversion Loss (LCL) of the cable pair shall be measured at different frequencies. Method of measurement shall be in accordance with ITU-STD/T-REC-O.9-199903 and the measure shall comply with the value as per TM requirement. Test result for LCL shall be submitted as evidence during tender submission.

Water Penetration Test The cable core shall be filled continuously with compound to prevent the water penetration within cable and compliance shall be checked on samples of filled cable in accordance with IEC 60794-1-2, method F5B. Evidence (such as certificate, letter of conformance, etc.) from SIRIM or authorized body shall be provided during tender submission.

Compound Flow Test The cable shall pass the compound flow test in accordance with IEC 60794-1-2, method E14. The test temperature shall be at 70°C. Evidence (such as certificate, letter of conformance, etc.) from SIRIM or authorized body shall be provided during tender submission.

H3.1 The Tenderer shall supply earth wire consist of 7 wires strand together where each wire is made of standard tinned annealed copper generally manufactured in accordance with B.S. EN 60228:2005, except that the conductor shall be left bare (i.e. without any insulation). Tenderer shall submit supporting document upon tender submission.

H3.4 Each wire of the respective conductor shall have a nominal diameter of 1.04mm and after stranding, the 7/1.04 conductor shall have a diameter of 3.12mm. Tenderer shall submit supporting document upon tender submission.

4. The Tenderer shall deposit a sum of RINGGIT MALAYSIA Fifty Thousand Only (RM50,000.00) as a

Tender Deposit and to be submitted in the Tender Proposal during Tender Closing Date.

5. Tenderer, Sendirian Berhad or Berhad company with Paid-Up Capital of at least RM 2.5 million is invited to participate in this tender.

6. Tenderer as Trader shall provide Authorization Letter and Manufacturing License from Manufacturer(s). While tenderer as Manufacturer shall provide tenderer’s Manufacturing License.

7. Tenderer shall bid for all six (6) type of cable.

8. Tenderer and/or its principal certified with ISO 9001 shall provide valid ISO 9001 with scope on design and manufacture Copper Cable / Telecommunication Cable. Shortlisted tenderer shall provide consent for TM to conduct factory visit to verify the manufacturing process and Quality Management System (QMS).

9. Tenderer and/or its principal shall disclose copper cable raw material supply chain list / mapping. Change of principal / raw material supplier without reasonable reason after contract awarded will not be allowed.
