NOTICE INVITING TENDER FOR HIRING OF CARS & BUSES FOR JAIPUR

Director,National School of Drama, invites tenders from reputed Jaipur.-based Travel agencies

for hiring of Cars (Swift, Ritz, Wagon R, Indigo, Desire, ETIOS, Honda City Lancer, SX4,

Qualis, Innova & Tavera etc. AC/Non –AC) & Buses (DELUX AC/Non AC- 2x2 seater,

Tempo Traveller) for day to day official requirements and for festival purposes in Jaipur.

1. Tender(Financial/Technical) in sealed cover addressed to The Registrar, National School of

Drama, Bahwalpur House, Bhagwandas Road, New Delhi – should be submitted on or before

22..01.2018 by 300 p.m. The bid should be accompanied with an EMD of Rs. 10,000/- (Ten

thousand only) in the form of Demand Draft in the name of Director, National School of Drama,

payable at New Delhi. The tenderer can submit the financial bid for Car or Bus or both.

2. Sealed Tender (Technical bid) will be opened in the office of National School of Drama,

Bahawalpur House, Bhagwandas Road, New Delhi-110001 in the presence of such bidders who

may like to be present on 22.01.2018 at 16:00 hrs.

3. Tender Documents downloaded from NSD’s website http://www.nsd.gov.in should be

accompanied with a demand draft Rs. 200/- (Rupee Two Hundred only) in favour of the Director,

National School Drama, New Delhi which is to be attached with tender at the time of submission.

2. Pre-qualifications for tenderers for technical evaluation

i) The tenders will be submitted only by the Travel Agencies who should be able to

provide the vehicles within half hour of placing the order.

ii) Only such transporters shall be considered who are agreed to provide their

services from NSD Auditorium to Hotel/Airport/Railway station for billing

purposes and not from Garage to Garage.

iii) The transporters should be able to provide 10 cars & 5 buses on demand.

iv) The transporters should have the valid GST Number if applicable and Income Tax

Number (PAN No.) in the name of the firm.

v) The transporter should have similar experience of providing vehicles at least 2

other government organizations. Copies are to be enclosed.

vi) The firm should have at least a turnover of not less than Rs. 15 lakhs per annum

during the last two financial years, i.e.,2015-16 and 2016-2017

vii) The tenderer will be required to provide the Vehicle/taxis to the place i.e

Auditorium/Hotel/Airport/Railway station etc. where NSD requires on prior

notice. The tenderer will also be required to provide taxis at short notice, i.e., even

at the notice of half an hour over telephone.

viii) The transporter shall appoint experience and skillful drivers and they shall have

valid driving license and they should be their employees. Obtaining the necessary

permission/approval of the concerned State police/appropriate authorities shall be

the responsibility of transporter.

ix) In case of breakdown of any vehicle, the transporter shall be able to provide

services of additional vehicle.

x) The transporter shall ensure that the vehicles provided are in good condition, road

worthy with proper/comfortable seats to withstand the stains of long journey.

xi) The Travel Agent/Taxi stand will obtain the required clearance from the

concerned authorities for plying the vehicles on the routes, as specified, as also

for parking of the vehicles at the respective, Railway Stations/Air Port/ and the

parking areas specified near in NSD Auditorium.

xii) The Travel Agent/Taxi Stand from where the vehicles will be hired for the

festival requirements will be responsible for any mis-happening while on journey

of the team in their vehicles.

xiii) The transporter shall not employ any person who has not completed eighteen

years of age. The transporter shall comply with all the statutory provisions as laid

down under various Labour Laws/Acts/Rules like Minimum Wages, Provident

Funds, ESI, Bonus, Gratuity, Contract Labour Act and other Labour

Laws/Acts/Rules in force from time to time at his own cost. In case of violation of

any such statutory provisions under Labour Laws or any other law applicable by

the Contractor, there will not be any liability on the NSD.

xiv) The vehicles should conform to the Pollution norms prescribed, if any, by the

competent authority of state Government.

xv) In case of breakdown of any vehicle, the transporter shall replace the breakdown

vehicle within one hour failing which the NSD has the right to hire vehicle from

any other sources and shall make the deductions at double the rate of hiring rate

from the bills of the transporter.

xvi) Operation and function of vehicles and Drivers shall be governed by Motor

Vehicles Act/Motor Vehicles Rules of state Government and these shall be the

responsibility of the transporter.

3.Cost of Tender and schedule of submission of tender documents

i) Cost of the Tender : Rs.200/-

ii) Time and last date of receipt of tender documents : 1500 hrs on .22.01,2018

iii) Time and date of opening of technical bid : 1600 hrs on .22.01,2018

iv) Procedure for submitting the bids : Two bid system

v) The offer in the prescribed format should be addressed to the Registrar, NSD giving

indication that it contains the tender under sealed cover. This is a two bid system. The

first cover in Annexure-I shall be super scribed “Tender for Technical Bid for hiring

transport in Jaipur “. The second cover in Annexure-II shall be super scribed

“Tender for Financial Bid for Car in Jaipur”. The third cover in Annexure-III shall

be super scribed “Tender for Financial bid for Bus in Jaipur”. The tenderer can

submit the financial bid for Car or Bus or both.

All these three envelopes after being sealed properly, shall be put into a separate big

envelope which should also be sealed before it is sent / submitted. The third sealed cover

shall be addressed to the Registrar, National School of Drama, Bahawalpur House,

Bhagwandas Road, New Delhi – 110001. This cover should be super scribed “Tender

for Hiring of Cars& Buses in Jaipur” to be opened on .22.01.2018 at 1600 hrs.

vi) TheTechnical Bid shall be opened in the first instance in the presence of the tenderers or

their representatives. Only one authorized representative per tenderer, will be permitted

to be present at the time of opening of tender.

vii) Earnest Money Deposit of Rs. 10000/- (Rupees Ten thousand only) shall be kept in the

envelope containing the technical bid. Those who do not qualify, the pre-qualification

conditions shall be summarily rejected and their financial bids shall not be opened.

However, NSD reserves the right to accept or reject any tender without assigning any

reason.

viii) In the Financial Bid, the prices and other information like discount etc. having a

bearing on the price shall be written both in words and figures. If there is any

discrepancy between the price / information quoted in words and figures, the

price/information quoted in words will be treated as final.

4. Earnest Money Deposit

i) Earnest Money Deposit (EMD) amount of Rs.10,000/- (Rupees Ten thousand only) shall

be submitted along with the offer. The EMD shall be in the form of a cross demand draft

drawn in favour of Director, NSD payable at Delhi. The tender NOT accompanied by the

EMD shall be summarily rejected.

ii) The EMD shall remain deposited with the NSD during the period of validity of the offer,

i.e., minimum period of 90 calendar days from the date of opening of tender.

iii) No interest shall be paid by NSD on the EMD for the above said period.

iv) The EMD deposited is liable to be forfeited if the tenderer withdraws or amends impairs

or derogates from the tender in any respect, within the period of validity of his offer.

v) EMD of all un-successful tenderers shall be returned within a reasonable time period

after a decision is taken on the tender enquiry.

5. Evaluation of Tender

i) The tender will be evaluated by a committee.

ii) The technical bids of the tenderers shall be opened in the presence of their representatives

on a specific date and time at the office of NSD.

iii) The NSD reserves the right to select the tenderer on the basis of best possible bids

received. The decision of the Tender Evaluation Committee arrived at as above shall be

final and representation of any kind shall not be entertained on the above. Any attempt

by any tenderer to bring pressure of any kind may disqualify the tenderer for the present

tender and the tenderer may be liable to be debarred from bidding for NSD tenders in

future for a period of three years.

iv) The tenderer shall submit a self-certificate certifying that the

Firm/Company/Organization has/have never been debarred/black listed/sought arbitration

by any Govt./PSU. If it is found out that the Self Certificates by the participating firm is

incorrect/wrong or bogus, the firm shall be blacklisted, its bids will be ignored and

EMD/Performance security will be forfeited.

6. Payment Terms The payment shall be made within 30 days of the submission of monthly bill after

statutory deductions like Tax Deduct at Source as applicable from time to time. The bill

should be raised by the transporter on the basis of billing from NSD Auditorium to

Hotel/Airport/Railway station as per approved rates plus GST if any. Toll Tax / Parking

Charges will be paid on submission of receipt.

7. Duration/Period of Contract

The tender will be valid for the period of one year ( January,.2018 to 31.12.2018).

However, the period may be extended for another one year depending upon the

performance of the transporter and requirement of NSD.

8. Termination of Contract

In case of any default by the Contractor and in any of the terms & conditions (whether

General or Special), NSD may without prejudice to any other right/remedy which shall

have accrued or shall accrue thereafter, terminate the contract, in whole or in part, by

giving 15 days notice in writing to the Contractor.

All instructions, notices and communications etc. under the contract given in writing and

if sent to the last known place of business, shall be deemed to be served on the date, even

in ordinary course of post, these would have been delivered to the contractor.

9. Dispute Resolution

i) If any dispute or difference of any kind whatsoever shall arise between the Parties in

connection with or arising out of this Contract or out of the breach, termination or

invalidity of the Contract hereof, the parties shall resolve them by resort to the following

in the order so mentioned.

ii) Parties shall attempt for a period of 30 days after receipt of notice by the other Party of

the existence of a Dispute to settle such Dispute in the first instance by mutual

discussions between the Parties

iii) If the dispute cannot be settled by mutual discussions within 30 days as provided herein,

the Dispute shall be referred to the sole arbitration of an arbitrator appointed by the

Director, NSD. The party having a grievance shall serve a written notice by registered

acknowledgement due post, on the other party intimating its intention of invoking the

arbitration clause and shall simultaneously serve a notice on in the similar mode on the

Director, NSD requesting him to appoint an arbitrator.

iv) The arbitration proceedings shall be held in accordance with the provisions or Arbitration

and Conciliation Act 1996, or any statutory modification or re-enactment thereof.

v) The arbitration proceedings shall be conducted in the English language. The venue of

Arbitration shall be New Delhi.

vi) Each party shall bear the costs of the sole arbitrator equally. The Sole Arbitrator shall

also decide as to which party shall bear the cost of the proceedings.

vii) The Arbitrator shall from time to time with the consent of the Parties extend the time to

make and publish the award.

10.Performance Security .

i) The Earnest Money of Rs. 10000/- will be retained as performance security which will be

refunded within a reasonable time after completion of contract period.

11.Penalty:

In case of breach of any conditions of the contract and for all type of losses caused including

excess cost due to hiring of Vehicle from the market in the event of transporter failing to provide

requisitioned vehicle or not providing vehicle in time, The Director, National School of Drama

shall make deductions at double the rate of Hiring rate on prorata basis from the bills preferred

by the transporter or that may become due to the contractor under this or any other contract from

the security deposit or may be demanded from him to be paid within seven days to the credit of

the National School of Drama.

from Interested & experienced printers/suppliers for arrangement of Flex printing material for

organizing Theatre Olympic, 2018 in Jaipur to be held from 18th March to 01st April, 2018 and

other activities in two bid systems, technical & financial bids.

1. Tender (Financial/Technical) in sealed cover addressed to The Registrar, National

submitted on or before 22.01.2018 by 3:00 p.m. The bid should be accompanied with an

1. The bidder should be a well established Professional Agency/Company/Firm in same

industry and have minimum of 2 years experience of handling such

events/conferences/award functions of Govt./Semi./PSU/Autonomous bodies of Govt. of

India .

2. The bidder should have full-fledged office set up and adequate manpower with state-of –art

infrastructure and resources to support timely service for activities within the scope of

work, should enclose necessary documents as a proof of their office set up.

3. The bidder should have PAN NO. / GST No.

4. Firms should not be black listed in the past by any Government Department, an

undertaking to this effect may be enclosed.

5. The firm should have at least a turnover of not less than Rs. 15 lakhs per annum during the

last two financial years, i.e.,2015-16 and 2016-2017

6. All necessary documents/information as per information sheet for technical bid (Annexure-

A) should be attached with Applications.

3.Terms & Conditions

1. In case the bidder withdraws the offer during the pendency of the offer or afterwards, the

earnest money submitted by the bidder will be forfeited.

2. Any enquiry/query raised after the quotation is submitted will not be entertained.

3. The successful bidder shall be required to comply with all the instructions of the venue

management and restore the area to its original form after the event.

4. The L1 will be decided based on the unit value of each item added together. In case, the

bidder has not quoted for some items, the highest of price quoted by the other bidder will

be taken into account for arriving at L1. However, at the time of placement of order, the

L1 so arrived has to match the lowest price. It is, therefore, advised to quote for all the

items so that there is no ambiguity in your quote because of the above condition.

However, any ambiguity left even after that, the decision of the concerned Purchase

Committee for arriving at L1 will be final. In case of any doubt, the probable bidders can

approach NSD before submitting its quote. No change will be allowed after

submitting/opening of quote.

5. Rates quoted shall include installation charges/ other charges. GST if any will be paid

extra.

6. Please note that the UNIT mentioned in the tender shall only be quoted. The purchase

committee reserves the right to reject the bid for that item in case the bidder quotes the

other unit than indicated in the tender.

7. Conditional tender will be rejected.

8. Number of items/ quantity may vary. Any items quoted in the list may or not be

purchased.

9. If the items not supplied as per the quoted tender specs, would be replaced by the venders

at their own cost.

10. The tariff will be applicable from January,.2018 to 31.12.2018 (one year) and no hike in

tariff will be allowed during the year.

4. Prequalification for tenderers for financial bid evaluation

(i) Financial bid should be submitted in format (Annexure-B).

tenderers or their representatives who wish to be present

(vii) The financial bid of those bidders will be opened who qualify the technical bid.

6. Earnest Money Deposit

(i) Earnest Money Deposit (EMD) amount of Rs.10,000/- (Rupees Ten thousand only) shall

be submitted along with the offer. The EMD shall be in the form of a cross demand

draft drawn in favour of Director, NSD payable at New Delhi. The tender not

accompanied by the EMD shall be summarily rejected.

(ii) The EMD of successful bidder shall be retained during the period of validity of the

Offer as performance security.

(iii) No interest shall be paid by NSD on the EMD for the above said period.

(iv) The EMD deposited is liable to be forfeited, if the tenderer withdraws or amends impairs

or derogates from the tender in any respect, within the period of validity of his offer.

(vi) EMD of all un-successful tenderers shall be returned within a reasonable time period
