PORT NOLLOTH DESALINATION PLANT: 1,5Ml
Tender Notice and Invitation to Tender
Project Nr. 31164/2017/Tender 1/ Desalination Plant and Civil Works Richtersveld Municipality invites tenders for Tender No. WWW/NC061/01/17 that will include the following phases of the project:
1) Desalination Plant: A proposal for the installation of a 1,5Ml Seawater Desalination Plant at Port Nolloth, including the abstraction point from beach wells, pre-treatment, reverse-osmosis treatment, disinfection, handling of effluent and discharge of brine to the sea.
2) Civil Works: The works entail the site preparation, construction of raw water earth built ponds with HDPE lining, a building with a concrete roof to host the plant and other facilities, a 1.5 Mega litre concrete reservoir and the installation of pipelines.
3) Co-Funding for the Project: A proposal by the tenderer to provide 20% co-funding for the project and to enter into an agreement with the municipality for the build, operate and transfer of the facility.
It is estimated that tenderers should have a CIDB contractor grading designation of 6CE, 5PE or higher. Interested tenderers must provide their details to the Consulting Engineers for the arrangement of a tender document. Documents will be made available at the Site Clarification meeting. Richtersveld Municipality in Port Nolloth on Thursday 16th
February 2017 starting a 10h00.
Sealed tenders and drawings appropriately marked with the contract number and name of the project must be
deposited in the tender box on Friday 3rd
March 2017 at Richtersveld Municipality, Main Road, Port Nolloth, where the tenders will be opened in public. Facsimile, e-mail and late tenders will not be accepted. Tenders may only be submitted on the tender documentation that has been issued. Requirements for sealing, addressing, delivery, opening and assessment of tenders will be stated in the Tender Data. No tender offer will be considered from the following tenderers:
a) Persons who were convicted of fraud or corruption during the past five years. b) Who wilfully neglected, reneged on or failed to comply with a goverment contract during the past
five years. c) Tenderer who cannot submit a Tax Clearance Certificate. d) Tenderer who cannot submit a original/certified valid B-BBEE certificate or exemption certificate
(EMEs) from an accredited SANAS agent. e) Tenderer who is not registered or accredited as a supplier or a contractor.
Bids will be evaluated in accordance with the applicable Preferential Point Scoring System as set out in the Councils Supply Chain Management Policy. The following forms, MBD 1, MBD 4, MBD 6.1, MBD 7.1, MBD 7.2, MBD 8, MBD 9, SCM 1 and SCM 2 must be completed and submitted with the bid.
