INTRODUCTION:

Muslim Hands (MH) is an international relief and development NGO, established in the UK in 1993

with the objective of providing relief from poverty, sickness and the provision of education

worldwide. Muslim Hands works both directly and with partners in over 50 countries including

Pakistan & AJK, carrying out emergency relief, short and long-term development projects in safe

water, medical care, educational and vocational training.

Muslim Hands International is a signatory of the Code of Conduct of International Red Cross and Red

Crescent Movements. Organization is also member of the BOND (British Overseas NGOs in Disaster

Relief) and ISO-9001 certified. Muslim Hands International Pakistan is registered under Voluntary

Social Welfare Agencies (Registration and Control) Ordinance 1961.

Muslim Hands Karachi office is implementing a project “Installation of Water Filtration Plants at

Chur Jamali District Sujjawal, Kakapir District Karachi and Shah Bander Thatta Sindh.

MUSLIM HANDS is inviting bids from construction Company/Firm/Contractor/Vendor on single

stage one envelops system for 3 RO WATAER FILTRTION PLANTS( Bore Hole, Installation of RO

water Filtration Plants, Collection Points and Visibility Branding).

Note: This document is not a contract or an offer of contract, but is a formal request for

quotation of required services. Bidders must read, sign/stamp on each page of this

document for compliance of terms and conditions given below.

For more details, please refer to the BOQs below 2. Construction work

Construction work must be started within 1 week time from signing of the contract

agreement and issuance of work order from the competent Authority and must be completed

according to the tentative schedule of MUSLIM HANDS.

3. Bidders must submit the following documents to Organization with their bids.

3.1. Call Deposit 2% of the quoted amount.

3.2. Declaration for acceptance of tender conditions on stamp Paper

3.3. Power of attorney for the person other than actual owner of the company/ownership proof.

3.4. Proof of Similar services in the past (detail Profile) 3.5. Two references 3.6. Last 06 months Bank Statement on the name of company 3.7. Proof of registration with FBR (NTN) and/or tax exemption certificate

3.8. Affidavit/declaration on the stamp paper (Original copy attested by notary public) that:

a) The firm is not blacklisted by any institution/organization under the law b) The firm is not declared bankrupt by any institution/organization.

c) The firm is not associated by any means to any banned organization inside or

outside the country.

d) The firm is not involved in the money laundering nor associated with any

terrorist group/organization in or outside the country.

e) The firm is not having any transactional/ financial relationships with any

organization outside the country to whom monetary funds are being transferred or

whatsoever.

4. Construction Time:

4 Months for the whole Installation and construction.

5. Validity of the offer

Quotations must be valid for at least 3 month period effective from the date of

tender opening. Validity period can be extended on the mutual consent of both parties.

6. Security Deposit

All interested contractors will have to submit a call deposit @ 2 percent of the total

quoted cost in the name of MUSLIM HANDS. Quotation submitted without call deposit or

less than above percentage will not be processed / considered for solicitation while

Cash/ cheque or Bank draft is not acceptable. For financial bid beyond 15% below on

the estimated cost, additional call deposit equal to 5% can be asked from selected

contractor’s prior signing of contract.

Call deposit of those who could not shortlisted for whatever reasons shall be

released within two week time from the date of bid opening. Call deposit of selected

contractor will be released upon request from contractor dully recommended by

Technical department and approved by competent authorities on the expiry of contract

and successful completion of services.

7. Taxes

Quotations must be inclusive of all applicable taxes present and imposed during

the contract implementation. The firm claims to be tax exempted must provide

authentic tax exemption certificate. Taxes should be inclusive in quoted prices need not

to mention separately. Quotation mentioning taxes separately will not be considered.

8. Payment modalities

Payment will be made on 25% Advance mobilization then 50% and final 100% on

completion schemes or work done OR as agreed on contract stage. All applicable taxes

will be deducted on the time of payment. Payment will be made through cross cheque on

the name of selected firm. Contractor must have to submit the following documents for

payment processing.

Claim on company letter Head/Detail Invoice

Quality and Work done report signed by MUSLIM HANDS Technical Team Engineer.

9. Penalties

1. If, in any case, the shortlisted bidder not willing to sign contract for whatever

reasons, the company will be penalized by forfeiting the 50% amount of the call

deposit money.

2. In case after signing of the contract, the contractor is not willing to start work on

schemes, on the quoted prices and all terms and conditions of tender documents, the

contract will be terminated and 100% of call deposit including any additional

security will be forfeited.

3. If the Contractor provided low quality items/material/work, or services the

Contractor will be bound to replace the materials and reconstruct the damages on

his own cost within a week time otherwise his contract will be cancelled, and 100%

of call deposit including any additional security will be forfeited.

4. In the event of delay in start of work caused other than by force majeure, the client

(MUSLIM HANDS) is entitled to make use of penalty of 5/1000 (Five per thousand)

per day of the total value of the agreed amount on the basis of work order issued

from the office of the competent authority. The penalty will be deducted from

either call deposit or invoice.

10. Submission of Offer

Offers must be posted to the following address in sealed envelopes (bind with Glue,

signed and stamped) through GPO/Courier/by hand and must reach the MUSLIM

HANDS Karachi Office before the Close of Business on Monday Dec 07, 2020 (4:30 PM).

11. Tender Opening

Tender Opening shall be held in MUSLIM HANDS Karachi Office.

Please note:

1. Award of contract will be made within a 5 Days soon after closing of tender.

2. No allowance for the preparation of tender documents is permissible and no

TA/DA will be paid for participation in bid opening, visiting sites, or any other

visit in this regard.

3. Quantities are subject to alteration. MUSLIM HANDS reserves the right to

award contract of all schemes to one bidder or divide Schemes among

different bidders. 4. Part of tender or tender as a whole can be cancelled without assigning any

reasons.

5. MUSLIM HANDS reserves the right to regret/reject any offer without

transmitting any reasons. 6. Bidders must quote rates on the format attached herewith.

7. Only short listed bidders will be contacted for interview.

8. All original documents submitted for tender processing shall be retained by

MUSLIM HANDS for future record and the tendered have no right to have their

tenders returned to them.

9. Tender received in open envelop or later than the deadline mentioned above

shall be rejected for evaluation.

10. Incomplete, conditional bid or bid with unattested

cutting/overwriting/disfiguring will not be accepted.
