5.If requested, the tender documents will be mailed by registered post/ speed post to the domestic tenderers, forwhich extra expenditure per set will be Rs.100/- for domestic post. The tenderer is to add the applicable postagecost in the non-refundable fee mentioned in Para 3 above.

6.In the event of any of the above mentioned dates being declared as a holiday/ closed day for the purchaseorganization, the tenders will be sold/ received/ opened on the next working day at the appointed time.



7. SUBMISSION OF TENDER: The bid is to be submitted in two parts :-(i) Tenderers shall ensure that their tenders, duly sealed and signed, complete in all respects as per instructionscontained in the Tender Documents, are dropped in the tender box located at the address given below on or beforethe closing date and time indicated in the Para 1 above, failing which the tenders will be treated as late and rejected.

(ii) The bid is to be submitted in two part i.e. Techno-commercial bid & price bid in sealed envelopes duly superscribed with EMD, Tender document fee & mention our NIT reference No. with date and Due date on the top of thesealed envelope and be addressed to the General Manager, Security Paper Mill, Hoshangabad- 461005 (M.P.)

(iii)Quotation will be accepted by INDIA POST/COURIER SERVICE/DROP BOX only. Quotation sent by FAX/E-Mailwill not be considered.

(iv) EARNEST MONEY DEPOSIT : RS. 3,000/- (as per Section 1) Tender should be accomplished with Earnest money Deposit (Non-interest bearing) of Rs. 3,000/- in the forms

as given below.(a) Account Payee Demand Draft or(b) Fixed Deposit Receipt or (First beneficiary in FDR shall be Security Paper Mill, Hoshangabad and hand writtenFDR shall not be considered and liable to rejection)(c) Banker#s cheque.

The demand draft, fixed deposited receipt or banker#s cheque shall be drawn on any scheduled commercial bank inIndia, in favour of SECURITY PAPER MILL PAYABLE AT HOSHANGABAD. The earnest money shall be valid for aperiod of fourty five days beyond the validity period of the tender.

(8) In case of order material in your favour for Rs. 1,50,000/- or above, the supplier shall furnish the performancesecurity amount/ Security Deposit(S.D) (10% of the ordered value) within 21 days after issue of Purchase Order bySPM, Hoshangabad in favour of The Security Paper Mill payable at Hoshangabad. The performance security will bereturn back without any interest to successful tenderer after the completion of all contractual obligations.

(9) NO EXEMPTION WILL BE GIVEN FOR DEPOSITING OF SECURITY DEPOSIT (S.D.) TODIC/SSI/MSME/NSIC REGISTERED FIRM.

(10) EXEMPTION WILL BE GIVEN DEPOSITING OF ONLY TENDER FEE & EMD TO ANY DIC/SSI/MSME/NSICREGISTERED FIRM FOR TENDERED STORE.

(11). In case firm is submitting both MSME certificate and tender fee & EMD alongwith bid and during evaluationMSME certificate found invalid or tendered item is not covered in MSME store list, then firm shall be considered asNon-MSME firm for further evaluation and no benefits of MSME firm shall be given to the firm. Firm shall submit the declaration that "firm agree to be considered as Non-MSME firm and they shall not claimany benefit available to MSME firms in future in their letter head duly seal and signed. Non acceptance of abovecondition and non-submission of above declaration shall liable to rejection of bid"

Special Instruction: ---------------------------------(I) Micro and Small Enterprises firm are exempted from submitting Tender fees and Earnest Money deposit. Pleasesend the copy of valid registration certificate of Micro and Small Enterprises along with your bid / quotation otherwiseyour offer will not be considered for above exemption. Tendered item should be part of store list of MSME/DIC/NSICcertificate.

(II)Price quotation in tenders:



(a)In tender, participating Micro and Small Enterprises quoting price within price band of L1 + 15 per cent shall alsobe allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price isfrom someone other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed tosupply up to 25 per cent of total tendered value.

(b) In case of more than one such Micro and Small Enterprise, the supply shall be shared proportionately (totendered quantity).

(c) In case of tender item have non-split able or non-dividable, etc. MSE quoting price within price band L1+15%may be awarded for full/ complete supply/service of total tendered value to MSE.

(d) Minimum 3 per cent reservation for Women owned MSEs within 25 percent mentioned above (i.e. 3 percent outof 25 percent).

(III) Special provisions for micro and small enterprises owned by SC or ST:Out of 25 per cent allowed for procurement from Micro and Small Enterprises, a sub-target of 25 per cent (i.e., 4 percent out of 25 per cent) shall be allowed for procurement from Micro and Small Enterprises owned by the ScheduledCaste or the Scheduled Tribe entrepreneurs. Provided that, in event of failure of such Micro and Small Enterprisesto participate in tender process or meet tender requirements and L1 price, 4 per cent sub-target for procurementearmarked for Micro and Small Enterprises owned by Scheduled Caste or Scheduled Tribe entrepreneurs shall bemet from other Micro and Small Enterprises.

(IV) Tender Fee and Earnest Money Deposit (EMD) is exempted for firms having NSIC/MSME/DIS/SSI registrationfor the tendered stores. A copy of valid NSIC/MSME/DIS/SSI is to be submitted alongwith bid.

(V) Relaxation of Norms for startups and Micro & Small Enterprises on prior experience and prior experience anprior turnover criteria. In exercise of Para 16 of Public Procurement Policy for Micro and Small Enterprises Order2012. Security Paper Mill, Hoshangabad has relaxed the condition of prior turnover and prior experience withrespect to Micro and Small Enterprises subject to meeting of quality and technical specifications.

SPMH will respond in writing tosuch request provided the same is receivedthantwenty one days (unless otherwise specified in theSIT) prior to the prescribed date of submission oftender. Copies of the query and clarifcation shallbe sent to all prospective bidders who havereceived the bidding document.

03 11.2 Tender Currency Supplier is requested to quote price within 2Decimal place.Quotation with price quote beyond2 decimal place is ignored.

04 19 Tender Validity The tenders shall remain valid for acceptance fora period of 120 days after the date of tenderopening. Any tender valid for a shorter period shallbe treated as un-responsive and rejected.

GST Returns Supplier Should file the GST returns for outwardsupplies in time. In case of any Input Credit Lossto SPM by way of their failure to files GST Returnsin time, SPM reserves the right to withhold thepayment of further supplies till production ofevidenceof filling of Returns.

10 SpecialCondition

TCS certificate Supplier should file the returns pertaining to TCS(Section 206C (1 H) for TCS collected, in time andprovide the TCS certificate to SPM. In case of anyCredit loss to SPM by way of their failure to filesReturns and provide TCS certificate in time, SPMreserves the right to recover the amountequivalent to TCS paid along with applicableinterest from the payment of further supplies.

07 16.2 Warrantee Clause Warranty Clause shall remain valid for 12 monthsafter the goods have been delivered to the finaldestination and accepted (after commissioning &testing) by SPM should be given in the form ofcertificate.

08 16.4 Warrantee Clause If claim arising out of this warranty, supplier shallrepair or replace the defective goods or partsthereof, free of cost, at the ultimate destination.The supplier shall take over the replacedparts/goods after providing their replacement and

09 16.6 Warrantee Clause If the supplier, having been notified, fails torectify/replace the defects within a reasonableperiod, SPM may proceed to take such remedialaction as deemed fit by SPM, at the risk andexpense of the supplier and without prejudice toother contractualrights and remedies, which SPMmay have against the supplier.

10 19.3 Option Clause The Chief General Manager Security Paper MillHoshangabad may reserve the right to increasethe ordered quantity by 25% at any time, till finaldelivery date of the contract, by giving reasonablenotice even though the quantity ordered initiallyhasbeen supplied in full before the last date ofDelivery Period.

11 21.2 Taxes and Duties Applicable ( Henceforth, every supplier has toindicate the break-up of Tax (GST Etc.) in priceschedule/bills. In case Tax is not applicable onsupplier, they must enclose relevant TaxExemption certificate. It is must for availing inputtax rebate.

13 24.1 Quantum of LD If the contractor fails to deliver the goods and/orservices or any installment thereof within theDelivery Period, SPM Hoshangabad shall, withoutprejudice to other rights and remedies available toSPM, Hoshangabad under the contract, deductfrom thecontractor price, as Liquidated damages,a sum equivalent to the rate of 0.5 Percent of thedelivered price of the delayed goods and/orservices along with applicable GST of 18% on theLD amount for each week of delay.........

SUBMISSION OF TENDER: The bid is to be submitted in two parts are as follows:

xi) Firm has to submit manufacturer authorization form as per following:

(a) If the bidder firm is manufacturer then firm has to submit the valid registration certificate.

(b) If the bidder firm is not the manufacturer then firm has to submit the valid manufacturers authorization certificateof the item supplied as per the standard form duly filled by OEM as per annexure XIV of this tender document.

xii).Exemption from Tender Fee & EMD: - Exempted for firms having NSIC/MSME/DIC/SSI registration for thetendered stores are only exempted for tender fee & EMD. Enclosed copy of valid NSIC/MSME/DIC/SSI registrationalong with bid.

xiii) No Deviation Certificate: Bidder should confirm in their quotation, "We acceptance of all terms and condition withtechnical specification of tender document without any deviation".

2. EVALUATION CRITERIA FOR L1 BIDDER:

The techno-commercial bids are to be opened in the first instance, at the prescribed time and date. These bids shallbe scrutinized and evaluated by the competent committee/authority with reference to the parameters prescribed inthe eligibility criteria. Thereafter, in the second stage the price bid of only techno-commercial bidders (as decided inthe first stage) shall be opened at a later date and time for further scrutiny and further evaluation. Intimationregarding opening of financial bids shall be given to acceptable tenderers to enable them to attend the financial bidopening, if they so desire.

The method of evaluation of L1 bidder for awarding the Contract shall be on consolidated grand total offered by thebidder and will be decided by taking into consideration the total offered price of item-wise as per Section # XI (Priceschedule) of this tender document.

5.00 GENERAL TECHNICAL REQUIREMENTMaterial used for construction of a joint/termination shall perfectly match with the di-electric, chemical and physicalcharacteristics of the associated cable. The material and design concepts shall incorporate a high degree ofoperating compatibility between the cable and joints.

The Straight through joint kit or termination shall be complete with all accessories, jointing material, insulating stresscontrol and sealing material, lugs, nuts, bolts etc. as well as an instruction booklet explaining the method of using thekit. In case of heat shrinkable type kit, the joint shall include a heat shrinkable dual wall tubing which shall beinsulating from inside and semi conductive from outside. The Connector/ferrule used shall be range taking, Moistureentry into conductor shall be protected by providing special mastic tape. The termination kit offered shall provide fortotal environmental sealing of the cable crutch and at the lug end.

Indoor Termination: jointing kit should be designed to withstand high humidity and surface contamination underelectrical stress caused due to condensation and dust in indoor conditions.Outdoor Terminations: The LT/HT Terminations should be designed to withstand exposure to extreme climaticvariations & surface contamination, UV rays from sunlight and electrical stress caused due to heavy pollution & dustin external conditions.Heat Shrinkable Straight through joints for 11KV and33KV Cable.The heat shrinkable straight through joints shall have following function abilities .a) For encapsulation, environmental sealing set of heat shrink outer insulating tubes with hot melt adhesive coatingare required to be provided.b) To Reduce stress over conductor, heat shrinkable stress control tube to be provided. The stress control tube hasto be in electrical contact with the outer insulation screen of the cable. Impedance of the tube shall be constant up toan operating temperature and shall be within the range 1x108 ohm-cmto 8x108 ohm-cm and with Relative permittivity shall be minimum 15.Voids filling and stress relief over crimpedconnector and cut point of the insulation screen to be provided with void filling and moisture sealing high permittivityyellow mastic and lubricant. The nested ends of the heat shrinkable tubing shall be provided with environmentalsealing red mastic.Continuity of copper metallic screen of cable to be provided by Tinned copper mesh with 50% overlap. Mechnical



protection of joint to be provided by rollable Metallic Strip Canister of suitable size and length for 3 core and bytinned copper mesh for 1 core cable.c) For joining of main conductor cores suitable size of ferrules/mechanical connectors with range taking featureshould be provided.The cross-sectional area(CSA)of the ferrule/mechanical connector shall not be less than CSA ofthe conductor of the cable. Length of the ferrule/connector shall be sufficient to allow adequate number ofcrimps/shear head type bolts, to limit temperature rise at the joint. For providing insulation over the conductor areamaximum three layers of heat shrinkable insulating tube are to be provided. The thickness of the heat shrinkabletube after installation should not be less than 1.2 times the insulation thickness of the cable. For outer semiconductor screening of the joint suitable heat shrinkable dual wall tubes which are co-extruded are to be providedd)Earth Continuity between armour to be provided by tinned copper braid of adequate cross section. This is requiredfor proper earthing of the joint. Also,to support armour wire support ring is to be provided. The material of supportring to be steel (G.I.)for 3 core Cable and Aluminium for 1 core cable- Worm drive clip(jubilee/hose clips) for tightly securing the earthing braid is required to be provided in suitable size& quantity.e)For cleaning of cores, removing burrs on ferrules & rough insulation. sufficient quantity of cleaning solvent &aluminium oxide cloth is required to be provided.

5.02 Heat Shrinkable Termination for MV Cables(a) The cable termination(Indoor&Outdoor)shall be of class-I type which consist of following pointi) stress control layerii) Resistance against UV light environmental protection.iii) moisture seal-for environmental sealing against ingress ofmoisture & aggressive gases(b) for crutch portion sealing of cables trifurcating Heat shrinkable break out is required.(c) To protect the cable breakout mono plast tape/non-adhesive pvc tape is required to be applied over.earthing arrangement(worm drive clip installed over copper braid and armour) for suitable length of the terminationpart.(d) for proper sealing of Lugs at end of the termination suitable size & length of Heat Shrinkable tube is to beprovided. No tape is to be provided for sealing purpose. For earthing tinned copper braid of adequate crosssection is to be provided of the joint Also, to support armour wire GI support ring is to be provided. Worm driveclip(jubilee clips) for tightly securing the earthing braid is required to be provided in suitable size & quantity.(e) Suitable size of heat stress control tubes is to be provided to reduce stress at cut back of scree.Void filling yellowmastic is to be provided at semi-conducting screen. Heat shrinkable anti tracking tubes are to be provided to coverbare XLPE insulation and to provide UV resistance & environmental sealing.(f) for cleaning of cores, removing burrs on ferrules & rough insulation, sufficient quantity of cleaning solvent &aluminium oxide cloth is required to be provided. adhesive tapes to be provided in sufficient length for marking oncables.g) Sufficient quantity of heat shrinkable rain sheds are to be provided to increase the creepage distance and toprevent water collection over termination end portion.

5.00 GENERAL TECHNICAL REQUIREMENTMaterial used for construction of a joint/termination shall perfectly match with the di-electric, chemical and physicalcharacteristics of the associated cable. The material and design concepts shall incorporate a high degree ofoperating compatibility between the cable and joints.The Straight through joint kit or termination shall be complete with all accessories, jointing material, insulating stresscontrol and sealing material, lugs, nuts, bolts etc. as well as an instruction booklet explaining the method of using thekit. In case of heat shrinkable type kit, the joint shall include a heat shrinkable dual wall tubing which shall beinsulating from inside and semi conductive from outside.

Detailed sectional views of the assemblies shall be submittedalongwith the offer. The straight through joints should be absolutely impervious to the entry of water. Themanufacturer shall use the proven technologies and design to ensure a construction which will prevent entry ofwater or any other liquid inside the straight through joint and cable.The cable termination kit shall be suitable for terminating the cable on indoor or outdoor installation as perrequirement. The type of cable will be armoured PVC / XLPE insulated H.T/L.T. Cable.

Indoor Termination: jointing kit should be designed to withstandhigh humidity and surface contamination under electrical stresscaused due to condensation and dust in indoor conditions.Outdoor Terminations: The LT/HT Terminations should be designedto withstand exposure to extreme climatic variations & surfacecontamination, UV rays from sunlight and electrical stress caused due to heavy pollution & dust in externalconditions.Heat Shrinkable Straight through joints for 11KV and33KV Cable.The heat shrinkable straight through joints shall have followingfunction abilities .a) For encapsulation, environmental sealing set of heat shrink outer insulating tubes with hot melt adhesive coatingare required to be provided.b) To Reduce stress over conductor, heat shrinkable stress control tube to be provided. The stress control tube hasto be in electrical contact with the outer insulation screen of the cable. Impedance of the tube shall be constant up toan operating temperature and shall be within the range 1x108ohm-cm to 8x108 ohm-cm and with Relative permittivity shall be minimum 15.Voids filling and stress relief overcrimped connector and cut point of the insulation screen to be provided with void filling and moisture sealing highpermittivity yellow mastic and lubricant.
