* Statewide and New York City participation rates are estimated from federal disaggregated reporting samples, which are the source of the rates used by the U.S. Department of Health and Human Services to determine if a state has met participation goals. Because the sample size is insufficient to permit rate estimates for non-NYC districts, rates for those districts are derived directly from automated systems data. Thus, Rest of State and New York City numerators and denominators will not sum to the statewide total. Estimates are from second quarter FFY 2012 samples.

Because the sample size is insufficient to permit sanction estimates for non-NYC districts, data for those districts are derived directly from automated systems. Thus, Rest of State and New York City counts may not sum to the statewide total. This table uses a federal definition of sanction, and includes only persons who are deemed a work eligible individual and are sanctioned for non-compliance for work or substance abuse requirements. Estimates are second quarter FFY 2012 samples.
