The Telangana Pradesh Congress Committee (TPCC) humbly submits
the Manifesto of Indian National Congress (INC) for the General
Elections 2014 to the people of Telangana. We are proud to announce
the first manifesto of the party on the historic occasion of formation of
the new Telangana State encompassing long cherished hopes and
aspirations of Telangana people. The Telangana Pradesh Congress
Committee is committed to fulfil the aspirations of the people of
Telangana and devote itself to give the people of Telangana a better
tomorrow.
Telangana: A Dream Come True
A 60 year dream of the people of Telangana was realised on 20th
February 2014, when Telangana was formally created by the Parliament
of India. Smt. Sonia Gandhi lead INC and Dr. Manmohan Singh led
UPA government ensured that the aspirations of 4 crore people was
realised.
We kindly remind all of you that it was Smt. Soniaji who initiated the
process of the creation of the state in 1999 when she wrote to the then
Union Home Minister L K Advani to facilitate the formation of
Telangana. However, the BJP lead NDA government, under pressure
from Telugu Desam Party, refused to consider the demand for
Telangana. Mrs Sonia Gandhi took the demand of the people as her
mission and since then, has been striving relentlessly to ensure justice
to the people of Telangana. She through her capable leadership

navigated protracted deliberations and stonewalling in the past years to
fight for the people of Telangana and realize their dreams. We thank
her for her unflinching support and guiding us through difficult times.
Struggle for Telangana State: A brief time-line in History where
Indian National Congress Played a Crucial Role
1999: Congress demanded creation of Telangana state. Congress led 39
member group of Telangana MLAs gave an appeal to Mrs Sonia
Gandhi requesting her help to create a separate state. The issue
was debated by the Congress Working Committee and a sub-
committee under the chairmanship of Manmohan Singh was
formed. The Congress party wrote to the NDA government
demanding the formation of a separate state. The demand was
rejected by the then Union Home Minister L K Advani
Dec 9, 2009: Congress led UPA Government announced decision to
initiate the process for formation of Telangana state
Dec 10, 2009: All parties except the Indian National Congress took a
‘U’ Turn and went back on their decision of state division
Feb 3, 2010: In unavoidable conditions Centre had set-up a five-
member committee led by Justice Srikrishna to look into the
Telangana issue
Dec 2010: Srikrishna Committee submitted its report, suggesting six
options
July 30, 2013: UPA Coordination Panel and Congress Working
Committee resolved to create the state of Telangana
Oct 3, 2013: Union cabinet approved the proposal to divide Andhra
Pradesh. A Group of Ministers (GoM) was constituted to
prepare the roadmap for division after consultations with all
stakeholders
Dec 5, 2013: Union cabinet approved draft Andhra Pradesh
Reorganisation Bill, 2013 prepared on the basis of
recommendations by the GoM. The Bill was sent to President

Pranab Mukherjee with a request to make a reference to Andhra
Pradesh legislature to obtain its views under Article 3 of the
Constitution
Feb 13, 2014: Bill was introduced in Lok Sabha
Feb 20, 2014: Congress party ensured passage of Telangana bill
creating the new state of Telangana
Promises made and Promises fulfilled by Indian National
Congress led government in the State in past 10 years:
Free electricity provided to farmers.
One-time settlement of debt up to Rs 50,000 initiated.
Rs. 1 lakh compensation was given to the family of farmers who
committed suicide due to economic distress.
Initiated fee reimbursement scheme, “Post Matric Scholarship” to
support students from economically weaker backgrounds pursuing
professional courses like engineering, medicine, MBA, MCA, B Ed
etc.. In 2012-13, the Government allocated Rs. 5,000 Crore for the
scheme which covered more than 600,000 students in professional
colleges.
Launched Integrated Novel Development in Rural Areas and Model
Municipal Areas (INDIRAMMA), a housing scheme for the rural
population with the aim of making the state Hut-free. The
Indiramma programme has so far seen completion of 12.50 lakh
houses.
Hugely popular scheme, Rajiv Aarogyasri was launched to provide
quality health care to the poor. The scheme provides financial
support of up to Rs. 2 lakhs in a year to families living below poverty
line for the treatment of serious ailments requiring hospitalization
and surgery.

State Government has further subsidized the cost of gas cylinders
for 72 lakh families. Rs 216 crore spent annually on gas cylinder
subsidy.
Mahatma Gandhi National Rural Employment Act is being
implemented since 2006, in the State. The Scheme has so far
covered 93,74,212 households and provided Rs. 20,799 Crores, as
wages since inception of the Scheme.
Covering 7 million persons under social security pensions to the old,
widows and disabled persons and streamlining the delivery of
pensions at their doorsteps on 1st of every month follow saturation
approach.
About 5 million poor SHG women are covered under Self Help
Group women co-contributory pension Scheme, (Abhayahastham
program) which guarantees reasonable sum as monthly pension to
the SHG women participating in the scheme, after crossing the age
of 60 years, apart from providing death and disability insurance
cover.
Enacted the historic Andhra Pradesh Scheduled Castes Sub-Plan and
Tribal Sub-Plan (Planning, Allocation and Utilization of Financial
Resources) Act, 2012. It gives, for the first time in the country,
statutory status to the scheduled castes and scheduled tribe sub-
plans by ensuring allocation of funds to these sections in proportion
to their population.
Your Voice and our Pledge:
The demand for a separate state by the people of Telangana is
essentially a demand for self-determination and development through
political empowerment. The Congress Party now wants to work with
the people of Telangana to ensure that, these aspirations are met in a
time-bound and meaningful manner. Therefore, the Congress Party
Government in Telangana will adopt a three-pronged approach to
building the Telangana state:
Adopt a policy, which is sensitive to the needs of all sections of
the people of Telangana, with special focus on the needs of the

socially and economically backward sections of the society, such
SCs, STs OBC, Minorities and women.
Promote socially inclusive economic growth with a focus on
jobs, livelihoods, social justice and to secure to all people
universal access to rights, entitlements and services guaranteed to
them, through various policies, programs and legislations.
Make adequate investments in human resource development,
infrastructure development, irrigation and power sector
development and attract investment for expanding jobs and self-
employment opportunities for all, with special focus on the
youth. We will ensure special attention to backward areas of the
state.
The above will rest within a framework of governance reforms, which
will ensure transparency and accountability in delivery of government
services and participatory decision-making through decentralized
democracy.
CREATION OF A PROGRESSIVE and VIBRANT
TELANGANA: IDEA:
Telangana Pradesh Congress Committee (TPCC) of Indian National
Congress (INC) is hereby presenting its General Elections 2014
Manifesto which aims at ‘Inclusive Development, focusing on
Equity and Accountability’ (IDEA), wherein we resolve to make the
following promises to the people of Telangana to create a vibrant
Telangana:
1. We would like to recognize and remember the sacrifices made by
the people of Telangana in the 1969 struggle and also in the
movement for the separate state of Telangana in recent years.
Accordingly, a 5 acre Amaraaveerula Memorial Park will be
developed in Hyderabad town. Furthermore the families of the
Amaraveerulu will be duly honored for the sacrifices made by their
family members. Therefore it is decided to provide to the families of
Amaraveerulu, Pensions to dependent senior citizens,
widows/unmarried sisters, job to one family member, ex-gratia
payment to each family and a permanent house to each family. With
Rs.100 Crores Corpus fund Late Prof. Jaya Shankar Trust will be

formed to benefit the victims and families of martyrs of Telangana
Movement.
2. In recognition of sacrifices made by the employees in the struggle
for separate Telangana, the Congress party will pay the entire
salaries for the Strike period during “Sakala Janula Samme” and
treat that period of strike as working period for all practical
purposes. A special Telangana increment will be given to all the
employees with effect from the day of formation of Telangana
State. This also applies to APSRTC Employees. A special
Commission will be appointed to study grievances of employees and
redressal within bound.
3. The age limit for retirement for State Government Employees will
be as per Government of India norms, i.e., 60 years.
4. We will endeavor to give high quality education to the students of
the state from KG to PG, irrespective of their social and economic
status, by bringing in revolutionary reforms in the education sector.
Commercialization of education will be banned. Reservation in
admissions to SC, ST, OBC students will be extended to private
educational institutions also. Full-fee reimbursement to all poor
students will be ensured, wherever they are studying, whether in
government or select private educational institutions.
5. State government of Telangana will establish one Navodaya type
school in every Assembly constituency.
6. There will be one Polytechnic or ITI in every mandal
7. There will be one Residential school for SCs/STs in every mandal.
8. In order to enhance the nutrition standards of our school-going
children, we will provide to all school children one glass of milk and
egg daily in addition to mid-day meals.
9. All vacant teacher or lecturer posts will be filled within one year.
10. We will adopt a ‘Universal Health Care’ policy under the slogan
“Andariki Arogyam” ( i.e., Providing Health insurance cover for all)
by ensuring universal access to free and quality health care to all
families by strengthening public health institutions and by forging
partnership with private hospitals.
11. A medical college will be attached to every District Government
Hospital.

12. We will enact a ‘Right to Homestead’ legislation to provide every
poor homeless family in rural areas approximately 250 Square Yards
of land for housing and backyard garden to supplement family
income.
13. We will construct 5 lakh houses in rural and urban areas every year
for the weaker sections. We will ensure that every household has
access to clean drinking water and a functional sanitary latrine.
14. By introducing Loan-Waiver Scheme, the loan burden on the
women Self Help Groups will be reduced shall be reduced.
15. Agriculture, Horticulture, Animal Husbandry and Fisheries sectors
will receive our undivided attention and encouragement. State will
give an impetus to the Horticulture, Animal Husbandry and
fisheries sectors by investing in the R and D, infrastructure,
extension and marketing services.
16. State will bring out farmer friendly Integrated Seed Regulation Act
to protect farmers from unscrupulous traders.
17. Market intervention fund of Rs.1000 Crores will be constituted to
safeguard the economic interests of farmers. Commission on
Agricultural Costs & Prices (CACP) shall be constituted at state
level, to declare state supported MSP for all the important crops in
the state.
18. Every farmer, particularly the marginal and small farmers will be
provided universal access to credit at 0% interest rate. Every farmer
will be protected through crop insurance.
19. An autonomous Board will be established for each commercial crop
to promote innovation and development in technology, processing,
value addition and marketing.
20. “Godavari Valley Authority” shall be created for comprehensive
development of Telangana by utilizing the resources of River
Godavari.
21. Chevella-Pranahita project will be taken up as a National Project
and completed within five years. Godavari water utilization will be
taken up in stepladder manner so as to create maximum irrigation
potential and also navigation in the region. Jalayagnam projects,
which are already initiated, will be completed in a time-bound
manner.

22. Reconstruction & restoration of 35,974 village tanks to original
standards will be undertaken in the first five years.
23. All the district headquarters & industrial corridors will be connected
with 6 Lane All Weather Roads. MMTS Services will be provided to
all the District headquarters that are linked to Railway lines to
provide rapid mass transport. High Speed Railway Line will be
introduced between Karim Nagar and Hyderabad.
24. Power projects to tap all available sources will be taken up to make
Telangana a power surplus state.
25. New industrial corridors will be established as Special Economic
Zones with sector focused activities. Specific focus on
manufacturing, Fertilizer, Thermal & Hydel power generation etc.
will be given in Singareni industrial corridor covering 4 districts of
Adilabad, Karimnagar, Warrangal and Khammam. Export & Dry
port industrial corridor in Khammam & Nalgonda Districts will be
established. Agricultural & Horticultural corridor will be created in
Adilabad, Medak, Ranga Reddy, Mahaboob Nagar and Nizamabad
Districts. IT, Film & TV industry and Pharma Industry corridor will
be developed in Hyderabad, Ranga Reddy, medak & Mahaboob
Nagar Districts.
26. New industrial entrepreneurs will be encouraged with special tax
holiday and other concessions for at least next 10 years.
27. State Finance Corporation and State Industrial Infrastructure
Corporation will be strengthened to promote rapid industrialization
in the state.
28. There will be single window facilitation cell for all official clearances
to simplify procedure and reduce processing period. All applications
will be cleared within stipulated time period in a transparent
manner.
29. Due importance will be given to Micro, Small and Medium
industries.
30. We will consider “All Party Legislative Committee”
recommendations on Nizam Deccan Sugars Ltd and also revival of
Nizamabad Co-operative Sugar Factory Ltd.
31. Minorities Sub-plan will be introduced and there will be higher
budgetary allocations to the minorities welfare department.

32. Persons with disabilities, single women/widowed women, will be
included in all economic and social development schemes.
All rights of persons with disabilities guaranteed by the Constitution
of India and the national legislations shall be protected and
promoted.
33. The Telangana State Government will take immediate steps to
distribute all the available lands including government, ceiling
surplus, Bhoodaan unutilized acquired lands to the poor. Funds will
be allotted to women Self Help Groups to purchase lands for
poorest women members in SHGs.
34. State Government will take immediate steps to:
a) Effectively implement Koneru Ranga Rao Committee
recommendations.
b) Extend the date for receiving application for regularization of
sada binaamis and issue patta. Further, government should
exempt the regularization fee for at least SCs/STs and
women. Government should also extend the cut-off date
from 2000 to 2010.
c) Carry out mutations in land records and issue patta to all who
have inherited land.
d) Settle all the Inaam Lands.
e) Settle forest revenue boundary disputes and issue patta under
revenue laws or title under the Forest Rights Acts to the poor
who are in cultivation of those lands.
f) Complete forest settlement process.
g) Issue titles to Tribals and other traditional forest dwellers
under Forest Rights Act. Rectify errors / mistakes /
Discrepancies in the titles. Issue titles to community forest
resources.
h) Issue patta to eligible people who are in cultivation of
government / Farrari Patta/ Ghatt Number/ Billa number
Patta lands.
35. The image of Hyderabad as a world-class city will be safeguarded.
The city’s infrastructure facilities will be upgraded with the objective

of hosting Olympic Games in the near future. Other cities in the
state will be developed into smart and safe cities with high quality
urban infrastructure.
36. The Telangana State will recruit 1 Lakh unemployed Youth in
various departments with in one year. All backlog vacancies existing
in various departments will be filled in 2 years.
37. The Government will assist one lakh unemployed youth to secure
jobs in each District in public or private sector or by promoting
self-employment, in the next five years.
38. Government will set up Rajiv Gandhi Rural Youth Centers in all the
Mandal headquarters with a library, and full-fledged IT centers with
computers, internet, printers, scanners etc., to enable students and
youth to prepare for competitive examinations, and access
information about education and employment opportunities across
the world. These Centers will also provide information about all
Government services and schemes.
39. Telangana Public Service Commission will take up recruitment
exercise annually in accordance with a fixed schedule as is being
done in case of Union Public Service Commission. As measure of
concern for the youth, who took active participation in the
Telangana movement, we will increase the maximum age eligible for
recruitment to 40 Years.
40. The current system of engaging staff on contract employment will
be replaced with regular employment, against sanctioned posts.
Further recruitment on contract basis shall be banned. The
Contractual Staff who are working with government will be given 5
years of age relaxation to appear for TPSC exams for consecutive 3
Years. All Contract employees who have put in not less than 8 years
of satisfactory and continuous service and if recruited after due
process and adhering to rule of reservation will be regularized as per
the seniority and roaster, if their services are needed in the
respective departments. This also applies to the contract employees
of IKP/ DRDA departments.
41. Government Employment Exchanges will be modernized and
equipped to secure access to employment in the public and private
sector for the unemployed. The Employment exchanges will also

function as counseling centers including providing handholding
support for skilled and unskilled labour seeking employment
abroad.
42. We will expand on the vision of decentralized democracy as
envisioned by late Rajiv Gandhi. It will be operationalized in letter
and spirit by transferring requisite funds, functions and
functionaries related to the subjects as envisaged in 73rd & 74th
Constitutional Amendments. We will ensure that every year the
State Government will make available untied funds to local bodies
from the planned allocation of the State.
43. We will ensure that consequent to the division of the state,
reservation for SC/STs will be revised as per the population of
SC/ST in Telangana state.
44. Legislation enacted by AP on the Scheduled Castes Sub Plan and
Tribal Sub plan will be effectively implemented.
45. Social Welfare Residential Schools/Gurukula institutions will be
expanded to ensure at least one residential school each for SC/ST
boys and girls in every Assembly constituency. State government
will evolve standards for the infrastructure facilities in SC and ST
hostels and improve facilities in all SC and ST hostels to meet the
standards in the next 2 years.
46. We will ensure that a portion of goods and services being procured
by government including civil contracts shall be reserved for SC/ST
entrepreneurs.
47. All ST Tandas will be given the status of a Gram Panchayat.
48. SC/ST entrepreneurs will be assisted to access Bank credit for self-
employment ventures, upto Rs. 1 Crore, without collateral security.
49. We will bring out a BC Sub-plan and earmark a portion of the Plan
budget to support the BC Action plan every year. Hostel facilities
for BCs will be improved and BC residential schools will be
expanded. BC Finance Corporation will be strengthened to support
income-generating activities of the BCs, particularly the artisans. All
the professional artisan groups from among the BCs will be assisted
to improve their livelihoods, and secure access to markets.
50. We will strengthen the State SC/ST/BC Commissions with
professional staff support to estimate gaps in development between
SC/ST/OBC vis-à-vis general population and also to estimate gaps

in development within various social groups among STs/STs/BCs
to suggest measures to bring equity among all the groups. The
Commissions will also be empowered to monitor the
implementation of the Scheduled Caste sub plan and Tribal sub
plan.
51. Graduate one-time grant of Rs. 10,000 in the form of a voucher to
cover skill development training to become employable in private or
public sector.
52. In all anti-poverty programmes targeting individual households,
50% beneficiaries shall be from SC /ST Communities.
53. SC, ST Students whose parents are not Income Tax assesses shall be
provided scholarships without any income limits.
54. College hostels will be established to accommodate SC, ST, BC and
Minority students pursuing college education, away from their
native place. Centers of excellence for 1000 poor students from SC,
ST, BC and Minority communities will be established in Hyderabad
town to enable students to prepare for competitive exams or access
educational and employment opportunities abroad.
55. There will be total ban on belt shops and stringent action will be
taken against those running belt-shops.
56. Telangana state will formulate policy documents and
implementation plans on the following development agenda, within
four months from the date of formation of the state:
a) Education.
b) Universal Health Care.
c) Land Reforms.
d) Development of backward areas.
e) Job creation for the youth.
f) Empowerment of women through SHGs and their
federations.
g) Social security for the unorganized workers.
57. The new State of Telangana will set up ‘State Advisory Council’ on
the lines of National Advisory Council (NAC) of UPA
Government, with intellectuals and experts in social sector to advise
the Government on social sector policies, programs and legislations.
58. 8-10 districts will be newly created by reoganizing the existing
districts.

59. The state government will bring out legislation on ‘Right to Public
Services and Grievance Reddressal’ to enhance the quality of
delivery of services to the people.
60. State government of Telangana is committed to provide clean and
corruption-free government. We will bring out a legislation
empowering the Lokayuktha to effectively deal with corruption in
government departments
61. By introducing Loan-Waiver Scheme, the loan burden on the
farmers shall be reduced.
62. Farmers will be given quality current of un-interrupted free power
during daytime.
63. In Private Schools, a private Educational Society will be allowed to
establish a single alone and will not be allowed to establish chain of
schools. They will be categorized into A, B, C, D categories similar
to Engineering colleges.
64. The Private Schools Staff will provided with residential
accommodation at affordable rates.
65. Educational loans at nominal interest or no interest at all will be
provided to meritorious students who pursue higher education/research
in top National & International institutions on the guarantee of the
individual without insisting on collateral security.
66. The top research scientific areas of present i.e., NANO technology,
ROBOT technology, Bio-Medical engineering, Pharmacy, Aerospace
technology will be given highest priority in technological universities and
special research centers will be established.
67. Small & Medium Enterprises that are functionally sick will be activated
by providing appropriate assistance and guidance.
68. We will bridge the energy deficit gap in 5-10 years with generation of
power through conventional and non-conventional sources.
69. Journalists without house will be provided with house-sites and
housing facilities.
70. We shall promote Urdu Language and Heritage as essential part of
Telangana Culture.

Towards fulfilling its key promises, the Congress Party of
Telangana State is committed to the Detailed Action plan, as given
below:
EDUCATION:
Education is the backbone of human development and realizing this,
the Indian National Congress has been unequivocal in its emphasis and
support for providing affordable and quality education. We strongly
feel that education is a ‘great equalizer’ and that an inclusive and
accessible education system is an essential foundation for an equitable
society. We also believe that it is the right of every student to have a
voice in decision-making that molds our education system. The Indian
National Congress will strive to continue provide quality education in
the State of Telangana.
Detailed Action Plan:
1. Physical infrastructure in all government educational institutions will
be improved along with provision of well-trained teaching faculty.
2. Special emphasis will be paid to ensure English language fluency for
all students by provision of specially trained English language
teachers in all Government schools. Moreover English medium
education will be introduced in all government schools in a phased
manner.
3. E-Educational platform will be introduced in all high Schools of
Telangana to impart education of global standards to enable the
students of Telangana to compete in the world. This system has
already been introduced in 4 High Schools in Janagaon Division of
Warangal District, for the first time after USA, Malaysia and
Singapore.
4. 20 school complexes with facilities for 2500 students from class 1st
to 12th class will be established with two in each District.
5. Two residential junior colleges per District, one Polytechnic college
or one ITI per Mandal, one Para-medical institute and one
residential college for women per Assembly Constituency in will be
set up in every district.
6. All school children will be provided one glass of milk and egg along
daily with mid-day meals and also a pair of shoes.

7. Vacant posts of lecturers in all the government colleges will be filled
within two years.
8. Two new universities will be established for Agriculture,
Horticulture and Veterinary education.
9. Reservations will be implemented in admissions in all educational
institutions including private educational institutions, and
scholarships will be given to all poor SC/ST/OBC students.
2. HEALTH and NUTRITION
The Indian National Congress has endeavored to provide quality
public health services to all citizens. It will work towards implementing
forward-looking schemes that will guarantee universal access to health
services in the State of Telangana. The Congress Government will
ensure easy access to health services, creation and up-gradation of
healthcare infrastructure and provision of quality care to pregnant and
lactating mothers.
Detailed Action Plan:
1. ‘Universal Health Care’ under the slogan “Andariki Arogyam”
(Health insurance for All) will be adopted to ensure universal access
to free health care to all families.
2. Strengthen public health System in terms of man power,
infrastructure and services to ensure universal health care for poor /
rural areas.
3. Each Government District Hospital will be upgraded into a Medical
College cum Super specialty hospital and one New Super Specialty
hospital will be set up in every District.
4. Nutritious hot cooked meal will be provided to all the children
attending Anganwadi centres.
5. Poor pregnant women will be served a free nutritious meal daily
during pregnancy and lactating period.
6. Regulatory framework to healthcare services to include private
hospitals to ensure quality healthcare for patients at reasonable
rates.
7. Improve maternal and Child care health services in District

8. Since Provision of total health care to the people of Telangana is a
continuous process, primary health care at rural level, Secondary health

care at the Taluq /District level and Specialty care at the Tertiary level is
a continuous progressive process, an integrated structure created for
comprehensive health care will be established. APVVP will be integrated
into the mainstream treatment machinery to provide uninterrupted
health care services by creating a new organizational functional structure.
3.DRINKING WATER, HOUSING AND SANITATION:
Provision of affordable and quality housing for all sections of the
society has been a priority for Indian National Congress. Moreover the
Party will strive to ensure access to safe and clean drinking water for
every household.
Detailed Action Plan
1. Access to clean drinking water, through piped water supply for all
rural and urban households in the next 10 years, with priority to
fluoride-affected areas.
2. A ‘Right to Homestead’ legislation to give right to decent shelter to
all the rural and urban homeless will be enacted.
3. In rural areas, every homeless family will be provided with 10 cents
of homestead land for construction of a house and to keep backyard
garden and poultry to supplement family income
4. In urban areas, every homeless family or those residing in slums,
resident for at least 5 years will be eligible for housing in
Government built low-cost dwelling.
4. DEVELOPMENT OF SCs/STs/OBCs/EBCs/Minorities
The principles of equity and inclusion have been weaved into the very
fabric of the Indian National Congress. It is because of the initiatives of
the Indian National Congress that the Scheduled Castes, Scheduled Tribes
and Other Backward Classes have seen an improvement in key socio-
economic indicators.
The Indian National Congress has enacted several laws for the weaker
sections including the Manual Scavengers and their Rehabilitation Act,
2013 to push for rehabilitation of these families. The Constitution (117
Amendment) Bill 2012 to provide reservation for Scheduled Castes and

Scheduled Tribes in promotions in government services has been passed
by the Rajya Sabha. We will continue to fight the deep-seated prejudices,
traditional hierarchies and disparities faced by these sections, socially,
politically and economically.
The Congress-led UPA Government constituted the Sachar Committee
in 2005 to prepare a report on the social, economic and educational
status of the Muslim community in India. A separate Ministry of
Minority Affairs was constituted in 2006 to ensure focused
interventions to deal with issues relating to minorities and to facilitate
their development. The Prime Minister’s New 15 Point Programme for
the Welfare of Minorities was launched in June, 2006 to ensure
equitable allocation of resources for development of minorities by
earmarking 15% of target/outlays under important flagship
development programmes of Government. Districts with more than
20% Muslim population were identified for special attention under
different programmes. Empowerment of minorities through education
is an avowed objective of our Party.
The Indian National Congress will continue to work towards the
empowerment of the marginalized in the State of Telangana and promote
their interests through several initiatives, schemes and legislations. These
will help empower the SC/ST/OBCs EBCs/Minority communities.
Detailed Action Plan For SCs/STs:
1. For the welfare of SC/ST, reservation will be revised as per the
population of SC/ST in Telangana state and legislation enacted by
AP Government on the Scheduled Castes Sub Plan and Tribal Sub
plan will be effectively implemented.
2. Social welfare residential schools/Gurukula institutions will be
expanded to ensure at least one residential school each for SC/ST
boys and girls in every Assembly constituency. State government
will evolve standards for the infrastructure facilities in SC and ST
hostels and improve facilities in all SC and ST hostels to conform to
these standards in the next 2 years.
3. We will provide every poor SC/ST/OBC/Minority Graduate a one-
time grant of Rs. 10,000 in the form of a voucher to cover skill
development training to become employable in private or public
sector.

4. We will strengthen the State SC/ST/BC Commissions with
professional staff support to estimate gaps in development between
SC/ST/OBC vis-à-vis general population, and also to estimate gaps
in development within various social groups among SCs/STs/BCs
to suggest measures to bring equity among all the groups. The
Commissions will also be empowered to monitor the
implementation of the Scheduled Caste sub plan and Tribal sub
plan.
5. A portion of goods and services being procured by government
including civil contracts will be reserved for SC/ST entrepreneurs
on the lines of similar policy introduced by UPA Government for
Central government departments.
6. Guidelines to provide reservations in promotion for SC/ST
employees will be developed.
7. In all anti-poverty programmes targeting individual households,
50% beneficiaries shall be from SC /ST Communities.
8. SC, ST Students whose parents are not Income Tax assesses shall be
provided scholarships without any income limits.
9. All assigned lands given to SCs/STs will be secured and restored
back to SCs/STs if they are alienated.
Detailed Action Plan - For OBCs
1. A BC action plan covering all the relevant sectors critical to the
development of the BCs will be developed and special budgetary
allocations will be made for this purpose.
2. BC Finance Corporation and Caste Federations will be strengthened
to provide financial support to rural artisans and most backward
communities.
3. An integrated Jyotiba Phule knowledge center with Residential
accommodation, Study circle and well-equipped Library will be
established in Hyderabad to cater to the needs of 1000 students of
MBC & OBC community.
4. For Toddy-toppers, the GO Ms.No: 767 shall be reviewed.
5. To encourage power loom & handloom industries, the Mega Textile
Park sanctioned by UPA government shall be completed.
6. Steps will be taken to integrate the productive capabilities of artisans with
new technologies and global markets. By establishing handicrafts parks

artisan professional families will be provided a place to work and market
their products. Cooperative culture will be revived.
7. To empower women of OBC communities an exclusive women ITI will
be established to train in yarn dying, Operating spinning mills, Textile
designing & manufacturing, Apparel designing & manufacturing in
Sircilla & Pochampalli.
8. Rural Artisan professions will be shown as a work under MNREGS for
showing for a wage seeker.
Detailed Action Plan - For Minorities:
1. Minority sub-plan on population basis will be presented and a
Cabinet Sub-committee will be formed to ensure proper
implementation of the minority sub-plan.
2. Minority welfare departments will be funded properly and
monitored to ensure proper utilization.
3. Training and employment programs along with necessary financial
support to empower minority youth for self-reliance will be
provided in all the districts.
4. Residential schools and Junior Colleges for all religious minorities
will be increased in the Telangana state.
5. Distribution of agricultural land to landless poor minorities will be
taken up.
6. Hostel conforming to international standards will be provided for
boys & girls in Hyderabad along with coaching institutes to help
them prepare for TPSC, UPSC and all other competitive
examinations.
7. Housing colony and houses on saturation basis will be given to
homeless minorities in the state.
8. A special Housing Development Corporation for Minorities will be
constituted.
9. 4% Reservations for socially and educationally backward classes of
Muslims in educational institutions and public employment shall
continue. Telangana Government will implead in the Hon’ble
Supreme Court to uphold the 4% reservation.
10. Other classes of Muslims who are socially, economically and
educationally backward will be included in the BC-E category.

11. Masjid Imams and Mouzzams without source of income will be
given honorarium through WAKF.
12. WAKF board properties will be protected and Central Wakf Act,
2013 will be implemented.
13. Implementation of Rajendra Sachar committee recommendations
will be taken up seriously.
14. Based on percentage of Urdu speaking population, sufficient
schools and teachers will be provided and special DSC for Urdu
medium teachers will be conducted. Similar steps will be taken in
case of Urdu medium Colleges also.
15. At least one Christian minority hostel in each district will be
established for Inter Students.
16. Hostel conforming to international standards will be provided for
boys & girls in Hyderabad.
Detailed Action Plan - For Tribals
1. Reservations on the basis of population will be provided.
2. A Tribal University for research and preservation of Tribal Culture
will be established.
3. Girijan Bhavans will be established in each district headquarter.
Detailed Action Plan - For EBC’s
1. Certain percentage of admissions in Centers of Excellence will be
allocated to EBCs.
2. Subsidy and other facilities to EBCs in housing projects on par with
BCs will be provided.
3. Scholarships will be given to OBCs and economically backward
castes on the lines of National Rajiv Gandhi fellowships for SC/ST
students for higher education.
5. DEVELOPMENT of WOMEN
The Indian National Congress is a party that has gone beyond rhetoric
and hyperbole relied on by most parties, when it comes to the
empowerment of women and the welfare of children. Several strides
have been made to improve their status since independence under
Congress governments. Smt. Indira Gandhi emerged as an icon for
women’s empowerment, not only for women in India, but, for women
across the world. It was the vision of our late Prime Minister Shri Rajiv

Gandhi, that greater political representation of women at every level
would lead to more women oriented development and also allow for
sensitization towards women’s issues. It was under his leadership that
the 73rd and 74th Amendments to the Constitution, which gave one-
third reservation for women in local self-government institutions, were
conceptualized.
The Indian National Congress, acknowledging that our sisters and
mothers have suffered certain historical disadvantages, is ever mindful
of a pressing need to take far-reaching measures to correct these
injustices.
The Indian National Congress will implement several progressive laws
and policies in the State of Telangana to ensure empowerment and
equality of opportunities for women.
Detailed Action Plan
1. We will ensure that every SHG woman will be assisted to access
bank credit of Rs 1 lakh at 0% interest rate, in the next three years
to invest on income generating activities.
2. An exclusive ITI for women will be established to train in yarn
dying, operating spinning mills, textile designing and manufacturing,
apparel designing and manufacturing in Sircilla & Pochampalli.
3. Women in Government jobs will be provided special training and
support to ensure that they are able to advance to higher levels.
4. A review of all jobs will be undertaken to determine the feasibility
of providing flexible working hours for women since most women
also have to manage their homes.
5. Government will open good quality and well-equipped childcare
centers for working - women in each Block.
6. YOUTH EMPOWERMENT
The Indian National Congress believes our youth is our biggest asset.
In the 1980s, Rajiv Gandhi gave the youth of India the ‘Right to Vote’
by reducing the voting age to 18 years. When the Lok Sabha passed
this Bill, he said it was “an expression of our full faith in the youth of
the Country”. He also brought about the Information Technology
revolution in order to facilitate the growing aspirations of the youth of
this nation. In the past decade we have actively encouraged young

leadership and political opportunities for all and have remained
committed to creating an enabling and rewarding environment to build
the capacity of our youth to take on leadership roles.
Detailed Action Plan
1. The Government will assist one lakh unemployed youth to secure
jobs in public or private sector or by promoting self-employment in
every district in the next five years.
2. Government will set up Rajiv Gandhi Rural Youth Centers in all the
Mandal headquarters with a library, and full-fledged IT centers with
computers, internet, printers, scanners etc to enable students and
youth to prepare for competitive examinations, and access
information about education and employment opportunities across
the world. These Centers will also provide information about all
Government services and schemes.
3. Subsidy will be provided to all poor students to help purchase
laptops.
4. To encourage sports, village sports clubs will be established with
two acres of land to provide sport and recreational activities. A
physical education teacher will be made in-charge of the village
sports club to provide training and guidance to students.
7. EMPLOYMENT
Job creation is a top priority of the Indian National Congress. It is
committed to creating well paying, dignified employment and
entrepreneurship opportunities to productively engage our youth and
other working population.
Detailed Action Plan
1. All Contract employees who have put in not less than 8 years of
satisfactory and continuous service and if recruited after due process
and adhering to rule of reservation will be regularized as per the
seniority and roaster, if their services are needed in the respective
departments.
2. For Government employees, the upper age limit for all Government
recruitments will be increased to 40 years for General candidates
along with relevant age relaxation for BC/SC/ST students.

3. Government employment exchanges will be modernised and
equipped to secure access to employment in the public and private
sector for the unemployed.
4. All Government teacher/lecturer vacancies will be filled within two
years.
5. Employment creation in IT/service/food/agro industries will be
given priority.
6. For the welfare and rights of migrant laborers, a separate
organization will be set up and strict implementation of
Immigration Laws will be ensured.
7. Pension facility may be provided to laborers and persons working in
newspapers in private sector.
8. A special drive to identify and fill backlog vacancies reserved for
SC/ST/OBC will be undertaken
8. AGRICULTURE AND ANIMAL HUSBANDRY
It has been the privilege of the Indian National Congress to provide
the political leadership that heralded significant achievements in the
agriculture sector. The Green Revolution was initiated by Pundit
Jawaharlal Nehru and consolidated by Smt Indira Gandhi. The Green
Revolution transformed India from an economy that was a heavy
importer of food grains to a self-sufficient nation that provided food
security to its population and progressive opportunities for its farmers.
The Indian National Congress has stressed on achieving rapid growth,
which involves faster growth in agriculture, especially in rain-fed areas
where most of the poor live. We have focused on making farming a
profitable occupation. Programmes for agricultural diversification, agri-
processing and rural industrialization have been pursued systematically.
Dairying, aquaculture, fisheries, horticulture and sericulture have also
received a boost.
The Indian National Congress in the State of Telangana will continue to
provide an impetus to agricultural growth productivity and incomes. We
will also stay focused on providing all possible support for farmers, in
particular women and small and marginal farmers.

1. Farmers will be given 9 hours of quality power supply during day-time at
free of cost.
2. For small and marginal farmers, agricultural schemes and bank loans
at 0% interest from banks & cooperative societies will be put in
place.
3. Cooperative societies will help farmers procure seeds, urea, loan
facility and sell their products profitably in the market.
4. Insurance cover will be expanded to cover all crops.
5. Market intervention fund of Rs.1000 Crores will be constituted to
safeguard the economic interests of farmers.
6. CACP- Commission on Agricultural Costs & Prices at State Level
will be constituted to declare state-supported MSP for all important
crops in the state.
7. Farmer friendly Integrated Seed Regulation Act will be developed to
protect farmers from unscrupulous traders.
8. An impetus will be given to animal husbandry sector by investing
on fodder development, breed development, and marketing along
with providing a marketing platform for fishing, dairy and poultry
sector.
9. Cold storage units, latest technology, better transportation facilities
and modern storage godowns will be established in all districts.
The Government will encourage production of quality seeds at the
local level. To ensure better rate for farmers, their produce will be
purchased by the government as per declared MSP.
10. The Government will provide compensation and loans to farmers
who have incurred loss due to hailstorms, hurricanes and heavy
winds. A Commission to assess losses will be set up.
11. Under G.O. 421, help and compensation will be made available to
the families of farmers who have committed suicide.
12. All the farmers will be provided with Health cards.
9. LAND REFORMS
The Indian National Congress commits itself to ensuring access to land
to all, especially the poor in Telangana. It will develop and implement
schemes and policies to confer land rights in a free and fair manner.

The interests of the tribals, Koya, Gondu, Konda Reddy etc.,will be
given priority.
Detailed Action Plan
1. A new land reform policy for updating land records, redefining
ceiling limits, preventing purchase of agricultural land by individuals
not dependent on agriculture, reforming assignment policy to
confer land, effective implementation of prohibition of alienation of
assigned lands and protection of tribal lands, will be formulated.
2. Action plan for effective implementation of Koneru Ranga Rao
Committee recommendations will be announced and all
recommendations will be implemented in one year.
3. The land assigned for specific purpose, if it is not utilized for the
mentioned / allotted purpose shall be reviewed.
4. Lands under bhoodaan & WAKF will be safe guarded and shall be
reviewed.
5. All assigned lands given to SCs, STs will be reviewed.
10. IRRIGATION DEVELOPMENT
The Indian National Congress will continue to provide an impetus to
agricultural growth, productivity and incomes. It will provide all
possible irrigation support to farmers to improve their agricultural
output.
Detailed Action Plan
1. Resources of river Godavari will be utilized by setting up the
Godavari Valley Authority for comprehensive development of
Telangana. It will be taken up in stepladder manner so as to create
maximum irrigation potential and also navigation in the region.
2. Initiated yet unfinished projects under Jalayagnam will be pushed
for completion and Chevella-Pranahita project will be taken up as a
National Project and completed within five years.
3. Reconstruction and restoration of 35,974 village tanks to original
standards will be undertaken in the first five years.
4. Micro irrigation will be encouraged by providing training, financial
and technical inputs to farmers

growth in the State of Telangana by creating SEZs and focusing on
manufacturing, fertilizers, thermal and hydel power generation, etc.

medium industries. Appropriate Authorities will be strengthened to
ensure proper implementation.
Detailed Action Plan – Small, Medium And Heavy Industries
1. Industrial Corridors will be set up to establish new industries.
2. Heavy industries, small and medium enterprises will be linked with
Singareni.
3. Electricity production will be enhanced to ensure uninterrupted
power supply.
4. A strategy to support industries suffering losses will be developed
and ancillaries will be set up to protect government-owned
industries.
5. There will be consistency, continuation and clarity in the policies
that are going to be formulated.
Detailed Action Plan – Transport
1. All district headquarters and industrial hubs will be connected with
6 Lane All Weather Roads.
2. Karim Nagar District will be linked to Hyderabad through high
speed train services.
3. Rapid transport and connectivity will be ensured. MMTS Services
will be provided to all District headquarters that are linked to
Railway lines. Black top roads will be constructed to connect
villages with nearby towns and Metro Rail.
4. Railway services will be increased by doubling the railway line in the
routes of Nizamabad, Vikarabad and Nalgonda.
5. Janata Roads : All villages shall be connected with Black top roads which
shall include internal C.C. roads and Drains in the villages.
6. The recommendations of the “Study Committee on APSRTC merger in
Government” will be studied and implemented.

1. Solar P.V. electricity generation units will be established to ensure a
minimum of 8-9 hours of uninterrupted electricity to the SEZs in
Sircilla and Pocham Palli.
2. To promote growth of farmers, free power for nine hours during
daytime and subsidized solar energy-based pumps for bore wells will
be provided to all the farmers.
3. Shankar Palli and Nedunur Power plants will be completed on
priority basis.
4. 30 MWh solar units in every Mandal of Telangana will be
established in PPP mode.
Detailed Action Plan – Singareni Industrial Corridor:
Singareni hospitals in Kothagudem & Godavarikhani will be
converted into Super Specialty Hospitals.
New coalmines will be identified in Telangana and Power Plants will
be constructed at Pitheads to provide employment to the local youth
and also to meet immediate power demand.
Dependent Employment Policy (voluntary retirement of the worker
in favour of his son’s employment) will be restored.
We shall implement “Own Your House” scheme for Singareni
workers who are not staying in Singareni quarters.
5 Rupees per ton of coal extracted will be levied and will be spent on
development of local area(CSR).
All the unskilled/semi skilled, contract jobs in Singareni will be given
to locals only.
12. URBAN DEVELOPMENT – SMART CITIES, SAFE
CITITES AND BRAND HYDERABAD:
The Indian National Congress affirms its commitment to creating
inclusive cities, revamping urban governance, increasing low-income
housing and making large investments in infrastructure. It is committed
to adopting a pro-active approach to address the challenges of
urbanization.

“Brand Hyderabad” image will be protected and promoted and
city will be developed as a world-class city. It will ensure that
infrastructural facilities will be developed with an objective to
host the Olympic Games in the near future. The brand image of
Hyderabad as Cultural, Administrative and Industrial will be
safeguarded.
Detailed Action Plan – Safe Cities, Safe Cities
1. World-class infrastructure facilities such as good pavements,
adequate green cover in the city, satellite townships, modern public
transport, all weather roads, drainage, 24 hours supply of potable
water, recycling of used water etc. will be provided to all citizens.
2. We will ensure that, water entering Musi River will be treated and
affluent / pollution free water will flow through the River. Musi
surroundings will be protected and made into pleasant walk-ways /
bicycle ways.
3. Develop second and third tier cities of Telangana so that, urban
development is dispersed.
4. We will institute wide-ranging police reforms to insulate the police
from political pressures, ensure fair and neutral application of law
and accountability of the police. Special measures will also be
undertaken to sensitize the police to gender crimes.
13. TOURISM and CULTURE and SPIRITUAL WELBEING:
The Indian National Congress will take steps to promote the culture
and tourism of Telangana. It will propagate temple tourism around
pilgrimage centers like Vemulawada, Yadagirigutta, Basar, Kaleswaram
etc., as means of spiritual enlightenment. Areas such as Bhongir &
Ramagiri will be promoted for fort-rock climbing, Amarabad and
Eturunagaram forest for tiger sanctuaries and forest trekking. In
addition, health tourism will be encouraged by providing 5-Star
facilities in corporate hospitals to attract international patients.

1. To safeguard the culture of the state, Bathukamma festival will be
declared as State festival in recognition of contribution of women
towards formation of Telangana. Sammakka-Saralamma jaathara
will be declared as a state festival as a recognition of Tribal ethos.
2. Archaka Welfare Fund will be created with a corpus fund of 25
crores, to take care of welfare of the Archakas.
3. Rs. 5000/- per temple will be provided under Doopa, Deepa and
Naivedyam Scheme.
4. Already existing Dharmika Parishad will be strengthened &

5. To bolster tourism, historical constructions and areas will be
recognized as heritage sites, film production will be encouraged and
a film institute will be set up. Subsidy will be given to pilgrims who
visit Manasa Sarovar and Amaranath.
6. To safeguard and protect the language and culture of Telangana,
Telugu University and Academy. An Institute of song & drama of
Telangana will be set up to learn and transmit the cultural ethos of
Telangana on the river banks of Godavari.
14. GOVERNANCE REFORMS
The Indian National Congress will give the highest priority to ensuring
accessibility and transparency in governance systems in the State of
Telangana. The motto of government will be “Minimum Government
– Maximum Governance”.
It will ensure that the recommendations of the second Administrative
Reforms Commission are implemented in letter and spirit and
monitored at every step.
Detailed Action Plan
1. The new State of Telangana will set up a ‘State Advisory Council’ on
the lines of National Advisory Council (NAC) of UPA
Government, with intellectuals and experts in social sector to advise
the Government on social sector policies, programs and legislations.
2. A special task force will be constituted to ensure time-bound
implementation of Section 4 of the RTI Act which mandates
proactive disclosure of information held by public authorities.

3. All monitoring and vigilance committees set up under various Acts
will be reviewed to ensure non-partisan membership and regular
functioning.
4. Districts in Telangana will be re-organised and 8-10 districts will be

15. EMPOWERMENT of PANCHAYATI RAJ INSTITUTIONS
and URBAN LOCAL BODIES
The Indian National Congress will continue to work progressively to
strengthen institutions of local self-government such as PRI bodies and
Urban local bodies, as envisioned in the 73rd and 74th constitutional
amendment.

1. We will identify the functions, finances and functionaries to be
transferred to the PRIs and urban local bodies and adopt strategy
for their transfer systematically.
2. The District Planning committees will be empowered to prepare
plans through decentralized and participatory process.
3. Untied funds will be made available to the Gram Panchayats to take
up programs.
INFORMATION TECHNOLOGY :
The Congress party realizing the prominence of Information Technology in
the modern timeshas always given lot of importance in promoting it.
Continuing the same focus we will create an ambience for IT industry to
flourish in vibrant telangana:
1. Creation of World Class infrastructure to attract International
investors.
2. Accelerated completion of Metro Rail and MMTS Phase-II for transit
of IT employees.
3. Quality power supply to the IT industries.
4. E-clearances within time frame.

NRIs WELFARE:
Realising and valuing the contribution made by Telangana NRIs, we are
committed to the welfare of NRIs of Telangana.
The Detailed action plan:
1. Creation of Welfare Fund for NRIs welfare with special emphasis on Gulf
NRIs and to setup a thrift and credit fund to support the migrants during
need.
2. Financial assistance at no interest or lowest possible interest rate to
rehabilitate returned migrants.
3. Insurance coverage for Gulf immigrant labour and ex-gratia to the surviving
family members for the labour who die intestate in Gulf.
FILM INDUSTRY & TV PRODUCTION:
1. Present slab system on ticketing will be reviewed and reforms to promote
film industry & e-ticketing will be encouraged.
2. Mini theatres with 100 seats will be encouraged in Rural areas.
3. Local Production Units and Artists will be encouraged by providing
incentives.
4. Hyderabad Film Institute shall be established to promote Telangana artists.
5. We will treat piracy as a serious offence and take will take all necessary steps
to prevent piracy.

development of Telangana by promoting inclusive development
through peaceful and democratic means.
We appeal the people of Telangana to support the INC so that we can
fulfill the promises made in the Election Manifesto

For the Indian National Congress, a Manifesto is more than a
catalogue of promises and pledges to be forgotten after elections are
over.
It is an agenda for governance to be followed diligently and
meticulously.
It is an agenda for good governance on which progress must be
reported to the people of the state, regularly, in a transparent manner.
The 2014 Assembly elections will offer stark choices.
On the one side is the Indian National Congress with its long track
record of achievements and accomplishments, with its vision and
values bequeathed to it by a most remarkable generation of Indians led
by Mahatma Gandhi.
On the other side is ideology domination over weaker sections, hate,
bigotry and prejudice, an ideology that negates the very idea of India
that has been cherished by us for centuries.
On the one side is the Indian National Congress, which celebrates and
rejoices in the multitude of diversities of India.
A vote for the Indian National Congress is a vote for fulfilling the
aspirations of the people of Telangana state, for ensuring that women
lead a life of dignity.
Economic growth, social harmony, empowerment of weaker sections
and strengthening of democratic institutions has to all go hand-in-
hand.
It is only the Indian National Congress that will, by its very character,
ensure that social justice in the new state of Telangana.
