1- DESCRIPTION OF THE PROJECT a) Konya Center II LV-MV Electricity Distribution Rehabilitation Project Description of the Project (General Description of the Region where the Project to be implemented) Within the approved Master Project of the City of Konya, operating the Periphery Ring linking the Transformation Substations as a network with underground cables, and installation of the LV network with underground cables at the same route which has already completed its economic life. Note: The equipment to be used in the Project shall not contain any PCB. The aim and justification of the project The internal ring with 2x477 MCM conductor has 5 ea. Transformation Substations (TS) with a voltage of 31.5 / 15.8 kV, which were installed before the electricity services were transferred from the Municipality of Konya and the inside of this ring was installed as 15.8 kV and the outside was 31.5 kV; it has been projected in the Master Project later planned by TEDAS that the network with a voltage of 15.8 kV should be maintained. The route of the overhead line with 2x477 MCM conductor with concrete poles that was installed by the Municipality in the year 1975, buildings constructed under and the sides of the routes due to uncontrolled settlements without any protection foreseen within the Municipal development plans and thus the safety clearances required within the Regulation on Electrical Power Installations are ignored and violated. Failures in insulators and conductors on the overhead lines cause difficulties in supplying energy. Furthermore, it has been deemed that the common LV-MV Network that has been installed at the same route and is required to be renewed due to expiry of its life cycle will be transferred to the underground. In this way, it is aimed to install the overhead electricity distribution networks as underground cables in order to solve the problems within the networks with overhead lines, to supply uninterrupted and continuous energy with a regular voltage and a stable frequency, to provide harmony with the environment, to decrease technical and non-technical losses, to prevent loss of human lives and assets, to decrease the cost of operation, and to provide positive assets to the country’s economy. b) Nigde Center II LV-MV Electricity Distribution Rehabilitation Project Description of the Project The rehabilitation project which covers increasing of the network power and installation of primarily 22% section of the total network as underground cables, within the existing Central network of Nigde that satisfy the criteria in the Regulation on Electrical Power Installations and provisions specified in the Article 2.11 of our Technical Specifications of the Project within the duty area of the Operation Directorate of MEDAS Nigde. Note: The equipment to be used in the Project shall not contain any PCB. The aim and justification of the project

97 % of Nigde Central Electricity Distribution Network is composed of overhead lines. It is not technically possible to supply the new peak loads with the existing overhead lines (because of Current Carrying Capacity, LV voltage drop, etc.) as the old buildings with 2-3 floors were collapsed and new buildings with multiple floors were constructed. We cannot solve this peak load problem with utilizing the overhead lines. If we continue to construct these installations with overhead lines, the problem will be solved for a short time but the interruption periods, losses (Technical+ non-Technical losses) + illegal use, labor force, energy costs, loss of labor force regarding the operation of the network will increase. A section of Nigde Central Electricity Distribution Network has already completed its economic life cycle and the period of interruptions will increase in each year if it continues to operate; thus, our sales of energy will be negatively affected by this situation. The safety clearances of LV+MV Electricity Distribution Network cause serious problems. The safety clearances include mainly LV+MV safety clearances, horizontal safety clearances to buildings, horizontal and vertical safety clearances to roofs and housetops, safety clearances to trees. The authorities must cut some certain number of trees every year due to maintain safety clearances to the green areas within the city. To perform this procedure requires energy outages for some period and the amount of our energy that has not been sold increases. Furthermore, the cutting of trees which are the lungs of the city means limitations and disadvantages to the future of our citizens. Due to our energy problem with the overhead lines, lighting is insufficient at the places such as the entrances to the city and arterial roads. This situation causes traffic accidents that jeopardize lives and assets of our citizens. It is aimed to install our electricity distribution network as a network with underground cables to minimize the failures within Nigde Central Electricity Distribution Network, supply uninterrupted and continuous energy with a regular voltage and a stable frequency, provide harmony with the environment, decreasing the technical and non-technical losses, avoid loss of lives and assets, decrease the cost of operation and thus contributing to the country’s economy. c) Nevsehir Center II LV-MV Electricity Distribution Rehabilitation Project Description of the Project Installation of the 28% of the total network with underground cables within the scope of the rehabilitation work of the existing network installed in the Central Town of Nevsehir within the duty area of the Operation Directorate of MEDAS Nevsehir, and as a result of this, the construction of Distribution Substations and Transformer Substations which are required for underground cables within the scope of the Master Plan of Nevsehir. Note: The equipment to be used in the Project shall not contain any PCB. The aim and justification of the project It is the construction work which includes installation of the existing Medium Voltage (Common) and Low Voltage networks with the overhead lines installed at Medium Voltage Networks and Low Voltage Networks that meet certain requirements as a network with

It has been planned to rehabilitate the electricity distribution networks with underground cables with the aim of solving the problems within the networks with the overhead lines, supplying uninterrupted and continuous energy with a regular voltage and a stable frequency, providing harmony with the environment, protecting of historical structure of the area (since Cappadocia is a tourism region), decreasing the technical and non-technical losses, avoiding loss of lives and assets of people, decreasing the cost of operation and thus contributing to the country’s economy. d) Nevsehir Kozakli II LV-MV Electricity Distribution Rehabilitation Project Description of the Project The installation of the 15% of the total network with underground cables within the scope of the rehabilitation work of the existing network installed in the Kozakli Town of Nevsehir within the duty area of the Operation Directorate of MEDAS Nevsehir, and as a result of this, the construction of Transformer Substations which are required for underground cables within the scope of the Kozakli LV-MV Electricity Project. Note: The equipment to be used in the Project shall not contain any PCB. The aim and justification of the project It is the construction work which includes installation of the existing Medium Voltage (Common) and Low Voltage networks with the overhead lines installed at Medium Voltage Networks and Low Voltage Networks that meet certain requirements as a network with underground cables, increasing the existing power of transformers, dismounting the existing network and constructing the required facilities that must provide compliance with the project. Note: The equipment to be used in the Project shall not contain any PCB.

Note: The equipment to be used in the Project shall not contain any PCB.

It has been planned to rehabilitate the electricity distribution networks with underground cables with the aim of solving the problems within the networks with the overhead lines, supplying uninterrupted and continuous energy with a regular voltage and a stable frequency, providing harmony with the environment, decreasing the technical and non-technical losses, avoiding loss of lives and assets of people, decreasing the cost of operation and thus contributing to the country’s economy. h) Nevsehir Gulsehir II LV-MV Electricity Distribution Rehabilitation Project Description of the Project The rehabilitation of the 15% of the total network with underground cables within the scope of the Gulsehir LV-MV Electricity Project of the existing network installed in the Gulsehir Town of Nevsehir within the duty area of the Operation Directorate of MEDAS Nevsehir. Note: The equipments that will be used in the Project shall not contain PCB. The aim and justification of the project It is the construction work which includes installation of the existing Medium Voltage (Common) and Low Voltage networks with the overhead lines installed at Medium Voltage Networks and Low Voltage Networks that meet certain requirements as a network with underground cables, increasing of the existing power of transformers, dismounting of the existing network and constructing the required facilities that must provide compliance with the project. It has been planned to rehabilitate the electricity distribution networks with underground cables with the aim of solving the problems within the networks with the overhead lines, supplying uninterrupted and continuous energy with a regular voltage and a stable frequency, providing harmony with the environment, decreasing the technical and non-technical losses, avoiding loss of lives and assets of people, decreasing the cost of operation and thus contributing to the country’s economy. The Benefits of the Project The above mentioned project is not a new one but it is acceleration and expansion of the projects that have been partially implemented due to limited amounts of allocated budgets. The following issues shall be maintained with the implementation of this project:

1- The needs of all customer groups shall be met as the energy interruptions will be significantly decreased;

2- The amounts of technical and non-technical losses shall be decreased;

3- The operation costs shall be decreased; 4- The sales shall increase as the energy that cannot be sold due to failures will be easily

sold; 5- The rate of failure that may cause material and personnel losses shall be decreased and

thus the indemnity costs that may be paid shall be reduced; 6- Visual pollution and the occupation of pavements shall be eliminated; 7- The life cycles of the equipment shall be increased due to the decrease in failures; 8- Penalty fees that must be paid in accordance with the Law for Electricity Market with

the Issue No. 4628 shall be corrected and improved.

2- MEASURES PLAN

This section of the report includes the “Measures Plan” that establishes the steps required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. The vehicles transporting materials shall be covered. In particular, the work sites shall be watered under warm, dry and windy weather conditions.

The noise levels of the excavation and work machines shall not exceed the levels indicated in the Regulation on the Evaluation and Management of Ambient Noise; Impulse noise may not exceed 70 dBA Construction activities shall be performed between 07.00 and 19.00 hours. In cases where it is compulsory to carry on with the construction activities at nights, the local people to be affected from the noise shall be informed thereof minimum one week beforehand.

Whether each vehicle used for construction works has measured its exhaust emission levels in accordance with the criteria set by the Ministry of Environment and Forestry as well as their “Motorized Vehicle Exhaust Emission Measurement License” shall be checked and supervised.

Operating frequency is 50 Hz, magnetic flux density is 6.4 G (0,64 mT) and electrical field intensity is 10 kV/m.

In conclusion, through the specification of the measures required to minimize the

above mentioned environmental aspects of the project, it is estimated that the activities to be carried out within the framework of the proposed project will not have significant impacts on the environment.

5- INSTITUTIONAL ARRANGEMENTS

The “Measures Plan” which sets out the measures required to minimize the potential negative impacts of the activities to be performed during the project planning / design, construction and operation stages is given in Article II; and the “Monitoring Plan” that has been developed to check the implementation conditions of the principles and procedures set out in the “Measures Plan” is given in Article III. These plans also specify the agencies and authorities responsible for taking the necessary steps.

During the construction stage, TEDAŞ (companies) shall supervise the performance of contractors in complying with the provisions of the Environmental Management Plan. To this effect, the contractors shall be required provide reports every three months, and on-site reviews shall be conducted when necessary.

These progress reports to be received from the contractor shall be reviewed by the Distribution Company/Operation Directorate and the findings of the reports shall be compared with the own observations of the administration. As a result of the review, this Distribution Company/Operation Directorate shall communicate its recommendations to the Distribution Company, which will take action to put in place the necessary measures in line with these recommendations.

In case of any report submitted to the World Bank regarding the project pursuant to

the agreements, such reports shall mention the Environmental Management Plan as well.

6- MEETINGS WITH THE PUBLIC THAT WILL BE AFFECTED BY THE PROJECT 6.a- WORKS PERFORMED IN THE CITY OF KONYA - Public Announcement It was publicly announced on the date of 29 March 2006 on Kon-TV Regional Television Channel and Konya FM Regional Radio Channel during News broadcasted hourly that an information meeting would be organized at the Training Hall of Medas General Directorate on the date of 30 March 2006 at 14:00 regarding the issue that the Medium Voltage Ring Electricity Network which has eventually become a part of the development area within the duty area of Medas General Directorate would be changed into a network with underground cables within the scope of the loan credit to be received from the World Bank. Written notices regarding this public announcement are given in the appendix. - Date and Place of the Meeting Training Hall of Medas General Directorate, Date: 30 March 2006 Time: 14:00. - Those That Were Invited to the Meeting: Elected Executive Heads of the Relevant Neighborhoods, Public Organizations and Institutions, Media Authorities, Citizens. Addresses, telephone numbers and fax numbers of the elected executive heads of the relevant neighborhood were shown in list within the appendix. - Those That Attended the Meeting Representatives of Public Organizations and Institutions, Elected Executive Heads of the Relevant Neighborhoods, Representatives of Printed and Visual Media, Staff of the Electricity Authority. The participants are shown within the attached list. - Presentation delivered at the Meeting During the information meeting held at the Training Hall of Medas General Directorate to inform the public to the participants, Neset DEMIRBAG, the Vice Manager of the General Director and Huseyin ALDEM, Installation Director, informed the participants of the works regarding the installation of the underground cables within the scope of the foreign loan credits. The following information was shortly delivered during the explanations made by the mentioned authorities: Electricity services in the City Center of Konya were supplied by 2x477 MCM Conductors Internal Ring with 5 ea. Transformation Substations (TS) with a voltage of 34.5 / 15.8 kV before the operation of the relevant services was transferred from the Municipality of Konya to our authority; the inside of this ring was installed as 15.8 kV and the outside was 31.5 kV; it has been projected in the Master Project later planned by TEDAS that the network with a voltage of 15.8 kV should be maintained. The route of the concrete pole ring line with 2x477 MCM conductor installed by the Municipality in 1975 year has not been maintained and protected within the development plans by the relevant Municipality and thus settlements were densely expanded to the under and both sides of this network; in these settlements the safety clearances required by the

Regulations on Electrical Power Installations were completely ignored and violated. Repairing and maintenance activities to prevent any failures of insulators and conductors on the existing network have been performed under very difficult conditions. After the electricity services have been transferred to TEK, the route which was fully and densely occupied with new buildings was not possible to be cleared. In such a situation, there is not solution except for installation of a ring network with underground cables that supply the 5 ea. Transformation Substations (TS) with a voltage of 34.5 / 15.8 kV. The underground network lines between TS II Transformation Substations and Karakayis TS were installed with the financial allocations in 1997 year. Fetih, Ahmet Ozcan, Yenisehir and Demiryollari Streets that were recently constructed have been determined to be most suitable and the shortest route for the installation of the underground cables for the remaining part of the above mentioned ring and the permission licenses for the relevant work were also issued by the municipalities. In accordance with the Master Project financed by allocations issued to our Company for some years, we have performed the installation of underground network lines for the MV Lines with a voltage of 15.8 kV which was previously installed within the ring network at the city center as well as the installation of approximately 15% of the total LV network at places where the settlement and development activities were completed. Our Company has defined and determined the priority of the works regarding the installation of underground network lines since the previously installed network lines cause harms to the lives and assets of people and safety clearances required by the Regulations on Electrical Power Installations are not maintained and obeyed. While performing the above mentioned works, it has been also agreed and decided that the common LV-MV Network, which has already completed its economic life cycle and has insufficient capacity, will be installed as a network with underground cables. In this way, it is aimed to install electricity distribution networks as a network with underground cables to solve the problems experienced with the networks with the overhead lines, supply uninterrupted and continuous energy with a regular voltage and a stable frequency, provide harmony with the environment, decreasing the technical and non-technical losses, avoid loss of lives and assets, decrease the cost of operation and thus contributing to the country’s economy. The issuance of the allocations with sufficient amounts is required to perform renewal and expansion investments which will supply the demanded energy levels and reduce the existing levels of losses. Considering the problems regarding the provincial development activities, it would be convenient if the investments that have been planned must be implemented as a network with underground cables. At the end of the information meeting the participants asked some questions and the answers given to these questions are given below: - Questions and Answers

Question # 1: I am elected executive head of the Dede Korkut Neighborhood. Will the High Voltage Poles located at my neighborhood be changed into underground cables as well? (asked by Ali ARMUTLU – the elected executive head of Dede Korkut Neighborhood) Answer # 1: There are both Medium Voltage and High Voltage lines installed in your neighborhood. The Medium Voltage Lines are under the liability of MEDAS and the High Voltage Lines are under the liability of TEIAS. The Medium Voltage Lines installed in your neighborhood will be transformed into underground cables within the mentioned project. The locations of poles for High Voltage Lines have been expropriated by the government and the common area rights have been purchased by TEIAS. However, there is no work now regarding the installation of underground cables to the expropriated lines. (answered by Huseyin ALDEM - Installation Director) Question # 2: Will the underground cables be laid under the route of the existing poles? (asked by the elected executive head of Muradiye Neighborhood) Answer # 2: If the route of the Energy Transmission Lines is convenient for performing the excavation works, the underground network lines will be laid at the same route. If the route is not suitable, then the excavation works will be performed at suitable streets and roads. (answered by Neset DEMIRBAG - the Vice General Director) Question # 3: What sort of measures have you taken against the issues such as dust, noise, emptying of debris that may be caused during the excavation works? (asked by Izzet KARADUMAN – the elected executive head of Fatih Neighborhood) Answer # 3: The working area will be watered especially during summer when the weather is dry and windy and the lorries carrying the debris will be covered with canvas to eliminate any dust. There will be planned measurement activities for determining the level of noise to prevent any the risk of noise to the public health during the excavation works. The debris due to the excavation works will be transferred and emptied at places that will be shown by the Municipality. (answered by Neset DEMIRBAG - the Vice General Director) Question # 4: Will you cooperate with other investment agencies for a shared work? What sort of measure have you taken to prevent any harm to other currently installed infrastructure facilities? (asked by Mehmet HASCELIK – Selcuklu Telecom) Answer # 4: We plan and determine our annual schedules of works in accordance with our investment program and we deliver these schedules to the relevant municipalities and other investment agencies to receive permission of the excavation activities one year in advance. In this way we attempt to cause less trouble to our citizens by making arrangements with other authorities so that all works may be performed at the same time if they may have also any investments in the same areas. We also direct the work schedules of the municipality regarding coating asphalt and construction of pavement borders in accordance with the above-specified procedures. On the other hand, we are continuously in touch with Koski, Telecom and Gaznet Companies to avoid any harm to their existing infrastructure facilities. We obtain route plans of such infrastructures and if available, digital maps as well to evaluate our plans and if we always change to the route of our excavation works as much as possible. 6.b- WORKS PERFORMED IN THE CITY OF NIGDE - Public Announcement It was publicly announced on the date of 28 March 2006 on Nigde TV channel during News broadcasted at the hours 18:30, 21:30 and 24:00 that the project works regarding the changing of the overhead lines of Nigde (Center) Electrical Installation to underground cables within the duty area of MEDAS Operation Directorate installed at places nearby Ethem Onbasi Street, Selcuklu Street (Eski Mezbaha Street), Akmedrese, Pazaryeri and Kale Yani, Pasakapi Street, Istasyon Street, Suleyman Fethi Street, Vali Yokusu have been completed and the works would be performed within the scope of the loan credit to be received from the World Bank and that an information meeting was organized at the Training Hall of Medas Operation Directorate on the date of 29 March 2006 at 10:00. A section of Electricity Facilities at the Nigde City Center will be renewed with this credit allocated to our Provincial Directorate. Expansion of the network of 7.5 MVA equal to 2.5% of the load of 300 MVA which is our total installed power will be performed with this project within the existing Nigde (Center) Electricity Distribution Network under the duty area of our Provincial Directorate. The 10% section of the currently installed MV Overhead Network Lines with a length of 25 km and the 15% section of the LV Overhead Network Lines with a length of 70 km will be installed as networks with underground cables. Due to the requirements specified in the Technical Specifications of the Project and the Law of Electricity Market and Secondary Regulations, it is aimed with this project to install the Electrical Distribution Networks with underground cables to solve the problems with the networks with the Overhead lines, supply continuous energy with a regular voltage, prevent

energy outages, provide uninterrupted energy, maintain the harmony with the environment, decrease technical and non-technical losses, avoid accidents due to which the mean amount of YTL 180,207 is annually paid to indemnify losses of lives and assets, reduce the costs of operation by decreasing the annual durations of energy outages, and thus contributing to the country’s economy at the areas where city development and infrastructure activities have been completed and areas where there are risks of danger to human lives and public assets due to lack of appropriate safety clearances and areas where the previously installed networks have completed their economic life cycle within the existing networks at the Nigde Center which is under the duty area of our Provincial Directorate Regulations on Electrical Power Installations and the provisions specified within Article 2.11 of the Technical Specifications of the Project. The duration for the performance of the construction of this project is 4 years and it has been planned that the relevant works will be commenced in 2006 and completed in 2009. It has been planned that the amount of investment cost for this project to be implemented at Nigde Center will be YTL 6.432.000. The following criteria have been taken into consideration while defining and determining this project:

1. Transformer areas where construction of buildings with multiple floors and power density have increased;

2. Areas where the safety clearances are not satisfactory; 3. Areas where city developments and infrastructures have already been completed; 4. Areas with priority of construction; 5. The visual pollution caused by the facilities with the overhead lines; 6. The higher density of population; 7. Preventing the cutting of trees that are the lungs of the city; 8. Protecting the historical and touristic structures; 9. Areas where there is no problem of expropriation in accordance with the Law of

Public Expropriation. The above criteria caused these projects to be primarily implemented.

The following neighborhoods will be affected by the works regarding the construction of Facilities with the Underground cables to be implemented with the credit loan received from the World Bank: Some parts of the overhead lines will be installed in underground cables previous installed at Asagi Kayabasi, Yukari Kayabasi, Selcuk, Saruhan, Eski Saray, Esenbey, Kale, Balhasan, Sirali, Sahin Ali, Cayir, Yenice, Sehitler, Sah Suleyman, Sungurbey, Burhan Efendibey which are the neighborhoods dependent to the Nigde Center Area. The following benefits will be provided upon the completion of the mentioned projects:

1. There will be increase in the industrial production as the energy outages will be decreased;

2. The customer satisfaction in every area will be maintained as the energy outages will be decreased;

3. They will provide decrease in the rate of technical and non-technical losses; 4. They will provide decrease in the costs of operation;

7. The visual pollution and the occupation of pavements will be eliminated; 8. The cutting of trees that are the lungs of the city will be eliminated; 9. The equipment life cycle will be increased as the number of failure events will be

decreased; 10. The materials and equipment removed from any facility will be utilized again; 11. The costs of operation and maintenance will be decreased. 12. The additional sales will be increased due to the power increase to be provided; 13. It has been expected to gain the annual amount of YTL 477.622,5 due to decrease in

the technical and non-technical losses. At the end of the information meeting, a session in which the participants asked questions and received answers from the authorities was held.

However, if there is a need for the areas excluded from the project, such works will be evaluated by our Provincial Directorate by means of supplying the required funds from equity capitals. Furthermore, the destroyed and deteriorated roads and pavements will be restored and repaired to their original states by the relevant Contractor Company again under the follow up and audit performed by MEDAS Provincial Directorate. Answer # 4: The Transmission Line referred in this question is the High Voltage Line. The expropriation and shared area rights have already been purchased by TEIAS. There is no danger with the settlement at such areas proving that the specified safety clearances are maintained in accordance with the Regulations on Electrical Power Installations. Furthermore, construction license permits are issued by the municipalities and they ask and are informed of the safety clearances to the lines from TEIAS or our authority. It has been also stated that people eventually would be happy due to the relevant project and works to be performed. The above-mentioned meetings were held in a positive atmosphere and the general questions on the projects asked by the participants were answered. These questions and answers are given below:

- Questions and Answers Question # 1: Will citizens and shops be negatively affected during the excavation works? (asked by Hasan UNVER– Mayor of Nevsehir Municipality) Answer # 1: All measures will be taken during the relevant works and the excavation areas will be closed in a short time so that citizens and shop owners will not be negatively affected by such works. Furthermore, a shared work in cooperation with all the relevant authorities will be performed to maintain a secure flow of traffic. Question # 2: Will the High Voltage Line that passes through the center of the settlement areas and might cause some risks of danger be removed and shops are negatively affected during the excavation works? (asked by Huseyin ALTINISIK – the elected executive head of Neighborhood) Answer # 2: Within the LV-HV Rehabilitation Project of Nevsehir Center, the existing line will be removed and then installed as a network with underground cables alongside Cevre Yolu (Highway) area so that the people residing there will not be negatively affected any more.
