Introdution

Objective

According to Census 2011, 33.3% of Indians live in urban areas. It has been estimated that 7.8% of urban households defecate in the open and 70% of the total wastewater generated is disposed without treatment.The status with respect to the urban poor is even worse with 51% of the non-notified slums living without latrines. The rapid urbanisation and the associated pressure on the existing sanitation infrastructure require innovative and affordable solutions for meeting the needs of growing population. However most of the ULBs have not been able to create, maintain and deliver basic sanitation infrastructures and services to achieve 100% sanitised status as mandated by NUSP. The key reasons for this shortfall are adopting centralised systems, which often are unsuitable for ever expanding urban sprawl and lack of integrated approach towards citywide sanitation planning. On the other hand, decentralised approaches have proved to be highly effective in addressing the sanitation needs of un-served settlements especially urban poor.

Recently, ministries, government agencies and urban local bodies have started emphasising the provision of sanitation facilities to public through decentralisation approach in order to minimise time and cost of services as well as to ensure 100 % coverage. However, the agencies designated and responsible for sanitation have not been able to create, maintain and deliver basic sanitation infrastructure and services especially for un-served population through alternative decentralised solutions. This could be attributed to reasons like ULBs lacking awareness, knowledge and skills about alternative decentralised solutions and inadequate access to professional expertise for inclusive sanitation planning incorporating decentralised solutions.

In 2012, along with Shimla Municipal Corporation (SMC), Bremen Overseas Research and Development Association (BORDA) and Consortium for DEWATS Dissemination (CDD) Society has initiated an European Union project titled �Strengthening and Empowering Urban Local Authorities in the Delivery of Decentralised Sanitation Services�. The project aims to contribute to integrate action at municipality level to reduce poverty, support inclusive and sustainable economic development by ensuring environmentally safe sanitation and improve the health situation of urban poor through the decentralised sanitation infrastructures.

The workshop will address the lack of access to basic sanitation services in hilly regions. It will also provide a platform to generate support from relevant departments and organisations to create an enabling environment for the decentralised sanitation services.

The main objective of the workshop is creating awareness on decentralised waste management solutions mainly focusing on hilly regions. Through these workshops, decision makers will understand the causes, consequences and ways to address the lack of access to basic sanitation services. The workshop is scheduled

thon 9 August 2014. The workshop will have technical presentations along with Q&A sessions

The presenters for conducting the technical sessions are subject experts in the field of decentralised sanitation, advocacy, policy initiatives aiming at sanitation improvement, individuals/organisations involved in project implementation etc.

Target GroupThe main target groups for the workshop are key decision makers at State/City level, ULB functionaries, and private sector/NGO engaged in sanitation service delivery, suppliers of waste treatment systems etc.

· Key stakeholders � decision makers, elected representatives, ULB functionaries and sanitation specialists are informed about decentralised, innovative sanitation solutions.

· Generate positive support from decision-makers and active participation of ULB representatives thereby creating an enabling environment for decisions relating to the use of decentralised sanitation solutions

· A platform for facilitating discussions and knowledge exchange between suppliers and demanders of waste treatment systems

Potential participants are from government and private organisations who are responsible for wastewater, septage management, municipal solid waste and sanitation projects; Engineers (Sanitary, environmental, etc..) Waste management practitioners Other professionals with a background in related sectors such as water resource management, Infrastructure etc from companies, organisations and authorities responsible for wastewater, septage and sanitation projects

Registration

The event is designed for a maximum of 150 participants. The registration form should be filled in all threspects and returned to the contact address given below by 5 August 2014. As seats are limited, participants

will be selected on first come first basis.

Participants must meet their own travel expenses to attend the workshop. Lunch and tea will be provided.
