DATE ANDPLACE OF COMPETITIONThe Handball competition at the XXIII Central American and Caribbean Games Barranquilla 2018 will take place between July 20 and August 1, 2018 at the School Sagrado Corazón de Jesús

EVENTS AND MEDALS

The events announced for hte Handball competition at the XXIII Cen-tral American and Caribbean Games Barranquilla 2018 are:

COMPETITION FORMAT8 teams will participate per gender. There will be a preliminary, a semi-final and a final.

PRELIMINARY ROUND:

For the Preliminary round, teams will be divided into two (2) groups of four (4) teams each; each team will play against its group opponents.

SEMI-FINALS

The teams qualified in first and second place of each group will play as follows:

A. Semi-final 1: Group A first place vs. Group B second place.B. Semi-final 2: Group A second place vs. Group B first place.

In addition, qualification matches will be played between Group A third place vs. Group B fourth place, and Group A fourth place vs. Group B third place.

FINAL ROUND:

Winners of semi-final matches will play for the gold medal and losers will play for the bronze medal.

Similarly, winners of the qualification matches will play for the 5th and 6th places and losers for the 7th and 8th places.

MATCHES:

All matches will have two periods of 30 minutes with a 10 minute half-time. Qualification points will be calculated as follows:

A. Won match: 2 points.B. Tied match: 1 point.C. Lost match: 0 points.

QUALIFICATION ORDER:

If two or more teams have earned the same amount of points after having played their group matches, the qualification order will be de-cided as follows:

A. By points between the teams at issue.

B. Goal difference in the games played by the teams at issue.

C. Higher number of goals in favor in the games played by the teams at issue.

D. Should the tie continue, the decision will be made between the teams with the same amount of points, as follows:

1. Difference in scored goals in all matches2. Higher number of goals scored in all matches.

E. If qualification is still not possible, then a draw will decide the result. The official IHF representative present at the venue will hold this draw in the presence of all team representatives. If team representatives fail to be present, the IHF technical representative will choose other representatives.

Tie-breaker in the Semi-final and Final Rounds (Bronze and Gold)

1. Matches for the gold and bronze medals semi-finals and finals that end in a tie, will be defined in overtime after a five minute break. The overtime game will consist of two straight 5-minute periods with a switch in sides and a 1-minute break in between.

2. Should the game remain tied, an additional overtime period will be played after a 5-minute break. This overtime will also consist of two straight 5-minute periods with a switch in sides and a 1-minute break in between.

3. Should these overtimes not decide the game either, the winning team is decided by a penalty shootout.

4. If qualification games (3 A vs. 4 B) and (4 B vs. 3 A) and matches to decide 5th through 8th place are tied, the winning team will be decided by a penalty shootout directly.

PENALTIES

A. Each team must choose five players who will attempt the penalty throws that will be taken alternately by the teams. The responsible Team Official will provide the referee a list of the names and numbers of the players that will throw the penalties. The five players may throw in random order.

B. Goalkeeperes may be freely selected and changed according to the team’s criteria. Goalkeepers can also throw and regular players who throw penalties may be designated goalkeepers.

C. Referees will decide which goal will be used and will flip a coin to determine the starting team.

D. If the draw continues after the first round of penalties, five players (it may be the same 5 players or 1 to 5 players may be changed in a new list) will continue throwing penalties until a difference of one goal is reached after the same amount of throws. Teams will take turns to begin each penalty series until a one goal difference is reached. E. If the team throwing first fails to score a goal, the other team must score a goal to win.

F. If the team throwing first scores a goal and the other team fails, the first team wins.

G. If after the second full round of penalty throws the tie continues, the same system will continue being used until a decision is reached.

H. Players that have been disqualified, suspended or expelled, may not throw penalties.

I. Serious faults during the penalty rounds will lead to disqualificationin each and every case. If a player is disqualified or injured, a substi-tute may be appointed.

J. The only people allowed in midfield while penalties are being thrown are the player throwing the penalty, the opposing goalkeeper, and the referees.

TEAM WITHDRAWAL

If a team withdraws from or is disqualified once the competition has started, it will not be replaced by another team. Games played by said team prior to withdrawing from the competition will not be taken into consideration for qualification.

GAME ANNULLMENTOR SUSPENSION

A. If a game is cancelled or suspended, the competition management will decide on the proper action to be taken.

B. Competition management consists of one Technical Delegate who will be assisted by the IHF Technical Delegate and by the IHF Pan American member of the Organizing and Competition Committee.

C. In the event of a suspension or removal of a player or team during the event, the regulations regarding sanctions and fines shall be applied.

MAXIMUM NUMBER OF COMPETITORS

According to the cacso quota established for the handball Competition, there

will be a maximum of two-hundred forty (240) Athletes distributed in eight (8)

teams by gender and a maximum of fifteen (15) Players per team.

Each noc may enter a maximum of one (1) team per gender, Provided they

meet the qualification criteria established by the cccb For the xxiii central

american and caribbean games barranquilla 2018.

MINIMUM TEAM QUOTA

The competition format in place is for 8 teams in both The women’s and men’s

divisions. If the teams having earned The right to participate in the qualification

tournaments (central American games and caribbean cup) have not made

their entries, the Central american and caribbean handball confederation will

designate Substitute teams to fill the available slots.

If after this procedure the number of team entries is not met, the central

American and caribbean handball confederation will hold the women’s And

men’s tournaments with the minimum number of participants Established by

cacso.

ENTRIES

All countries through the corresponding noc, must send their sport entry

requests in the official forms that the organizing committee will send at the

latest at 24:00 hours (colombian time) on february 20, 2018.

They must indicate in the form the sports in which they will participate in the

Xxiii central american and caribbean games barranquilla 2018. (The forms will

be published in the official web site, baq2018.Com).

If recognized by the pan american confederation of said sport and cacso,

associate members may also be allowed to participate.

ENTRY BY NUMBER

The entry by number forms, which state the number of participants in each

individual and team event, shall be delivered to the organizing committee of

the xxiii central american and caribbean games barranquilla 2018 no later than

midnight (barranquilla, colombia time) on april 20, as established in cacso

regulations, chapter viii.

ENTRY BY NAME

An entry by name form is required for each eligible participant in the xxiii

central american and caribbean games barranquilla 2018.

Entry by name forms must be completed by each noc and returned to the

organizing committee no later than midnight (barranquilla, colombia time) on

june 20, 2018, as established in cacso regulations, chapter viii.

Each noc must submit their entry by number and entry by name on the official

forms provided by the organizing committee and which shall

Be mailed out 6 months prior to the games. For any doubts or clarification

purposes, the organizing committee has the following e-mail: inscripciones@

barranquilla2018.Org.Co

MINIMUM PARTICIPATION

For an event to be considered official, at least five (5) representations

Must participate from the same number of national olympic committees.

In the event that after the technical meeting takes place, One or more

representations, is unable to participate due to force (Verified by cacso), the

event will take place with a minimum of four (4) Representations from equal

number of national olympic committees.

GENERAL RULES

The competitions of the xxiii central american and caribbean Games

barranquilla 2018 will be held in accordance with cacso statutes And the

corresponding regulations of the international federation in force At the time

of the games.

Cases not foreseen in the abovementioned

REGULATIONS WILL BE RESOLVED AS FOLLOWS:

A) cases of a general nature will be resolved in accordance to casco Statutes

and the regulations of the central american and Caribbean games.

B) cases of a technical nature will be resolved following the procedures Of the

pan american confederation or continental entity.

UNIFORMS AND SPORTS EQUIPMENT

The central american and caribbean games regulations and the Corresponding

international federation regulations must be followed as Well as rule 51 of

the ioc, as per the rules established for nocs In the guidelines for the use of

manufacturers trademarks.

TRAINING FACILITIES

Access will be allowed only to accredited team members. No public Access

is allowed. Equipment shall meet the requirements of the Corresponding

international federation.

TECHNICAL MEETING

• The technical meeting for the women’s tournament will be held on july 19,

2018 at the central american and caribbean villa in barranquilla at a time still

to be determined.

The technical meeting for the men’s tournament will be held on july 26, 2018

at the

Central american and caribbean villa in barranquilla at a time still to be

determined.

• Up to two representatives from each noc may attend this technical meeting.

• The invitation to attend the technical meeting will be available for the team

heads at the sports information center at the central american and caribbean

villa upon their arrival.

• The technical delegate and the handball competition director of the

organizing committee will preside the meeting that will be in spanish with

translation into english.

DRAW

The last qualification tournament, “la copa del caribe” is scheduled for

november 2017. Once the final results of this tournament are available it

is proposed that the draw be held in barranquilla on a data and time to

determined.

TECHNICAL OFFICIALS

The technical officials will be appointed as follows:

1 Delegate from the pan american federation

1 Referee coordinator from the federation

1 Technical delegate from the confederation

14 Referees

8 Desk officials

PROTESTS AND APPEALS

A) protests will be resolved as per ihf regulations. Decisions and events may

protested during the matches and outside of them until a time after the game

has ended. At that moment five hundred ($500.00) U.S. Dollars must be paid.

The tournament manager will receive the money; if resolved favorably, the

money will be returned to the protesting team, otherwise, the money will go

to the games organization.

B) the disciplinary committee will hear the protest.

C) the reason for the protest must be submitted in writing before 9:00

(colombian time) the day following the disciplinary committee, in one of the

two languages of pathf.

D) protests regarding the following will not be considered:

1. The venue, date and time of a game.

2. Appontement of referees.

3. Decisions made by referees in accordance with the rules of the game.

E) the disciplinary committee will decide on the protest before 15:00 Hours on

the same day, as well as on the disqualification of Players or teams, and will

determine the extent of the fine or sanction.

F) the disciplinary committee’s decison may be appealed up to two times After

the decision has been notified, and by paying one thousand Five-hundred

($1500) u.S. Dollars the same day. The jury will verify the appeal And its

decision will be final.

SPORTING EQUIPMENT

The official ball of the international handball federation, molten brand for The

2017-2011, will be used.

QUALIFICATION TO LIMA 2019

The medalists of the women’s and men’s handball tournaments at The xxiii

central american and caribbean games barranquilla 2018, Will automatically

qualifty to the pan american games, lima 2019.

Teams in fourth and fifth place in the women’s and men´s Handball

tournament at the xxiii central american and caribbean Games barranquilla

2018, are entitled to participate in the Re-qualification tournaments prior

to the pan american games, Lima 2019, with the fourth place of the south

american games and the Loser of the north america series where the last slot

for the Pan american games, lima 2019 is awarded.

MEDAL CEREMONY

Medal ceremonies will take place in accordance with cacso general

regulations chapter xiii.

• First place: a diploma for the team and a gold medal and diploma for Each

of the athletes

• Second place: a diploma for the team and a silver medal and diploma For

each of the athletes

• Third place: a diploma for the team and a bronze medal and diploma for

Each of the athletes

DOPING CONTROL Doping control will be done according to the requirements of cacso Medical

commission, by the regulations of the international handball Federation and in

fulfillment of the standards and recommendations of The world anti-doping

agency, wada.

COMPETITION VENUE

The handball competition will take place at the gym of San Jose School In

Barranquilla.
