Subject: Policy for New Keep Right Signing and Pavement Marking for 1. Multi-lane Highways and 2. Passing/Climbing Lanes on Two Lane Highways.

Purpose:

This technical circular supersedes B.C. Ministry of Transportation & Infrastructure Technical Circular T-08/05 and presents new Keep Right signs and additional pavement markings for passing/climbing lanes.

Background:

Drivers are required to keep to the right lanes unless passing or preparing to turn left. Drivers who do not follow this rule reduce highway safety and efficiency as well as cause frustration to other drivers. Keep Right signing and pavement marking has been updated to encourage drivers to keep to the right lane.

Policy:

Multilane Highways (80 km/h or greater)

• The 1-082-5 "Keep Right- Let Others Pass" sign replaces the discontinued 1-080 "Be Courteous, Keep Right Except to Pass" sign.

• For rural multi-lane highways, the 1-082-5 sign is installed on the right shoulder at 10 to 20 km intervals or as specified by the Regional Traffic Engineer (RTE). • The 1-082-5 sign is typically not installed on urban multi-lane highways where there are frequent at-grade accesses or heavy congestion.

Passing/Climbing Lanes on Two Lane Highways

• 1-082-4 "Keep Right - Let Others Pass" sign is positioned on the right shoulder at the start of the taper that creates the added passing lane.

• The R-007-2 "Keep Right Except to Pass" sign is located on the right shoulder approximately 200 m beyond the end of the taper where a full passing lane has been developed. Additional confirmatory R-007-2 signs should be installed approximately every 2 km thereafter. An R-007-2 sign should not be erected if it would be closer than 1 km to the end of the passing or climbing lane.

• R-007-1 "Slower Traffic Keep Right" signs are discontinued.

• In areas where wind or snow loading is a concern, the 1-082-1 sign may be substituted with a smaller 1-082-2Tc version in order to create a smaller overall sign assembly.

• The 1-082-3 "Next Passing Lane" sign may be used where the

distance to the next passing lane is S 20 km, placed on the right shoulder approximately 200 m beyond the end of the passing lane (as measured from the end of the merge taper).

• A continuity line should be added (to the taper that creates the added passing lane) to immediately direct slower traffic to the right lane.

• Merge arrows may be added to the end of a climbing/passing lane where traffic volumes, length of the passing/climbing lane, highway geometrics, and/or local geography impact a driver's awareness of where the climbing/passing lane ends.

Implementation:

Figure 7.37 (attached) from the Manual of Standard Traffic Signs & Pavement Markings on typical pavement markings for passing/climbing lanes has been revised to reflect the new signing for passing/climbing lanes as well as incorporate updates introduced in T-08/05.

This technical circular applies to all new construction. Implementation of changes to existing infrastructure should be included in District programs.
