ABSTRACT

In line with the concept of lifelong education, the Technical and Vocational Education (TVE)

is one of the flows is recognized or known as a system whose role is to develop individuals

who have the technical skills as desired by the industry at present. Changing times and

technology development at this time demanded changes to the PTV to form generation system

capable of leadership. This paper discusses the transformation of Technical and Vocational

Education (TVE), in shaping future leaders. To achieve these goals, efforts and modifications

in the implementation of PTV to prepare highly capable individuals in the field of technical

skills and knowledge while in human form who has credibility as a leader.

1.0 Introduction

At present, technological, social and economic occurs very rapidly once. At the same time,

human beings have a desire to develop skills and knowledge available to them so that they

may in working order maximum in daily life, work and relationships in the community.

Therefore, education and training can also help individuals to improve their lives by providing

skills and knowledge to improve productivity in the work. Not deny that the investment in

education and training is an investment for the future to prepare well-rounded individuals.

Technical and vocational education (TVE) is an education system that provides

specialized training for technical skills and a few other skills. Vocational means the efforts of

an organization to produce students who have the knowledge, basic skills and prepare them to

become skilled workers in one day (Laugho & Lillis, 1988). When an employee is recognized

as a skilled, indirectly, this group will be responsible to develop and produce more new

skilled workers.

2.0 Discussion

2.1 Basic functions of Technical Education and Vocational (TVE)

Development idea for Technical and Vocational Education, (TVE) in Malaysia was started in

1890's. In 1897, a meeting was held on the procedure of establishment of trade schools to

train Malay people especially men to serve as mechanics and laborers who work to improve

the railway became the main transportation for the time being (Francis & Ee, 1975). At this

age, PTV is seen as a stream of education prepares individuals to master only technical skill

alone and not insist on the formation of a person's personality. In essence, individuals are

trained to improve the railway became the main transport, without having a fixed curriculum

and learning process as it stands at present.

2.2 Vocational and Technical Education Leadership

Implementation of the school curriculum is the main way to pass values in the students. To be

a leader, one must have strong values in their own personal. According to Kirkpatrick &

Locke, (1991), there are six characters or trait that distinguishes a leader with a non-leader of

direction, motivation, integrity, confidence, cognitive ability and job knowledge. So, to be

leaders, they should have six characteristics to help them to be successful and respected

leader.

At first the formation of Technical and Vocational Education (TVE), have a tendency

in technical skills and knowledge only. But at present, not only pressing PTV skills and

technical knowledge, but also in creating a human being with personality and to create future

leaders in various fields. Leadership is not only gave to certain people, but kepimpimpinan is

owned by everyone. Leadership qualities in a person that can be formed if a person wants to

be a leader.

On the whole it can be said that the instructional leadership put the process of building

the human capital of students as a priority compared with other school activities. Hence, all

the planned activities and programs must have an impact on the students. In conclusion, the

concept of 'students first' to be compatible and intimate with instructional leadership style.

There is no right answer as well dig a deep meaning that leadership. However, when we want

to achieve superior leadership (outstanding Leaders) this agenda requires an overall

improvement is not as focused on matters of curriculum and student learning. Produce one

superior school leadership, while superior school is an excellent school. The process of

creating this ideal leader actually was an effort to give meaning to the `excellence Now".

Transformational leadership provides a way to produce outstanding 'Leaders'. This

effort is in line with the Strategic Action Plan for the Education Department that boosted

instructional leadership to leadership transformation wave. Most of the state education

director must have made a transformation in educational leadership. In early 2005,

instructional leadership has been introduced to most of the principals and teachers of the

schools across the country, this effort was later extended to the leadership echelon consisting

of senior assistant teachers and finally to the heads of the committee.

2.3 Innovation in Vocational and Technical Education

Evans and Herr (1978), states that the Technical and Vocational Education (TVE), there are

three basic objectives of TVE system formation, to meet public expectations of employees,

increase the resources available options in educating students and serve as a medium of

motivation high to improve various forms of learning.

Theoretical knowledge alone is insufficient for individuals to be able to become

competent or proficient in hands-on skills. In general, the most practical in real working

environment is different from the theory learned. According to an interview held with the

Head of Department of Hospitality, Polytechnic Pasir Gudang (2009), industry demand for

skilled workers at present not only to students who master theory alone, but to the students

master the practical to the work. This will make the person will be seen as a leader when can

form skilled people in employment.

At present, there are numerous efforts to apply the subjects of leadership in institutions

offering PTV. This indicates that the flow is non-PTV adults only focus on one aspect of the

birth professionals but also wish to express our versatile professionals in all aspects such as

technical skills, information technology and also the emergence of a leader of the flow level.

For example, Universiti Teknologi Malaysia in Master in Education (Technical and

Vocational), offers subject Leadership in Technical and Vocational Education, MPK3073 to

students as one of the elective subjects faculty.

2.4 Leadership in Technical and Vocational Careers

PTV flow is a flow that is able to develop and produce skilled groups in the industry. Knut

Phillips (1994), in a book entitled "Learning to work, working to learned from" saying that

vocational training can provide a basis for young people to careers in the future. Vocational

training is a first level of training in a particular field of employment. This statement clearly

shows that individuals who are involved in vocational training is one who has a strong

knowledge base and pick up a specific job field.

3.0 Conclusion

In conclusion, TVE in the early implementation is more focused on the formation of skilled

workers in technical fields that focus on the skills of the hands (hands-on skills). However, the

passage of time and technological developments demand change for change needs to be done

in the PTV to form a generation that has a variety of skills, not only in technical skills and

knowledge, but in producing future leaders of integrity.
