intended to focus on the truthing of the household and employment numbers assigned to each TAZ in the
Philomath, Adair and the County Areas. A separate meeting has been scheduled to review the TAZs in the
Corvallis Area.
Attached are maps and tables for your review prior to this workshop. Table size maps will be brough to
the workshop for the continuation of the work and the collective input into the truthing process.

Area MPO Travel Demand
Model
Ali Bonakdar introduced the topic, explaining that the model developed in
2004-06 will be updated with 2010 base data and new projections through
2040. In addition, a regional model will be developed covering Corvallis
MPO, Albany MPO and Lebanon, called the CALM Model.
Sam Ayash, Martin Mann and Joe Li presented information regarding the two
related models. Sam Ayash explained that the CAMPO Model data will be
plugged into the CALM Model and will not require any additional work on
CAMPO’s part. Martin Mann further outlined the CAMPO Model
specifications and Joe Li outlined the CALM Model specifications.
Martin explained that the reasons for updating the CAMPO model included
the availability of new 2010 Census data, the Corvallis-Philomath Corridor
study and the opportunity to integrate with the CALM Model. The primary
data sources for the CAMPO Model area ES202 data from the Employment
Dept. and 2010 Census data. Additional information will be added, including

work on the updating of the

household demographics, vehicle ownership and household income. The
Model is still based on the traditional 4-Step, Trip Generation, Trip
Distribution, Modal Split and Trip Assignment. For continuity, the data will
be put into the JEMNR model used in the previous CAMPO Model. This is a
‘one-size-fits-all’ model based on household surveys. TAZs will be used to
organize the data, along with 7 districts formed along artificial boundaries
such as roadways.
Auto lane miles & center lane miles (e.g. modes allowed, speed, volume,
capacity, etc.); and external stations (e.g. ADT, % thru traffic, % trips
generated in CAMPO area or going thru) all are the factors that are entered in
the model. Corvallis Model also has a transit component. Transit routes (e.g.
fare, network, headways, walk links, dwell time, etc) and proximity to transit
routes will be entered in the model. Land use information will also be added
to the model, including park acres, shopping center acres, special trip
generators, parking costs and school attendance.
Martin discussed the large number of OSU students living in group quarters
and explained that they are accounted for differently in the model. Group
quarters and student travel goes into a ‘college module’. As part of the
update, TPAU will try to better account for the travel patterns of students in
group quarters. TAC members agreed that the new model needs to better
reflect trip patterns of OSU students.
Martin reviewed draft data produced by the old model after 2010 Census data
was added. TAC members pointed out areas where the projections appeared
to be inaccurate and required TAC review. Ali suggested that the TAC review
the 2010, 2020 and 2030 networks that has been produced in the past and
modify it with the new data.
The TAC agreed that several additional meetings should be held to review the
data and ‘ground truth’ the assumptions and inputs to the model. These
meetings should include planning staff from each jurisdiction. In addition to
the demographic changes, data needs identified include:
Any land use changes since 2004-2006 not reflected in the draft maps
Turn restrictions

Speed changes
Additional or removal of travel lanes
Park and rides
Shopping center changes not reflected in draft maps
More accurate information regarding trips to/from schools, including
magnet and private schools
Joe Li presented information about the CALM Model. He explained that it
covers parts of Benton, Linn and Marion counties, including the Corvallis
Area MPO, the Albany Area MPO, the cities of Jefferson and Lebanon and
parts of Linn County between the two MPOs. It covers 345 square miles,
1,129 lane miles, 156,000 residents, 62,000 households and 63,000
employees. The model will use data from LEHD and will not require any
additional work from the CAMPO TAC (http://lehd.ces.census.gov/).
The CALM Model is needed due to the strong land use, transportation and
economic interactions between the jurisdictions. For example, the current
CAMPO Model identifies 75,000 external trips but provides no explanation
for origination or purpose. The CALM Model will help to clarify these types
of external and through trips.

CAMPO Travel Model Working Maps
1/25/2013 TAC Meeting
Enclosed are draft maps illustrating data provided by ODOT’s Transportation Planning Analysis Unit, who
are updating the CAMPO Travel Demand Model. The maps illustrate changes in employment and
number of households in the CAMPO Area since 2000, with additional data illustrating construction of
new housing units and the location of group quarters.
Data shown in the maps was collected by TPAU from the US Census Bureau (2010 Census and ACS data)
and the US Department of Labor (ES202 data). TPAU has already made significant efforts to ‘ground
truth’ the data but requests local assistance to ensure that it is as accurate as possible. The maps
illustrate only some of the data available; data is limited by space and legibility at this scale. The first map
has some additional information to help try to clarify some of the labeling.
Larger tabletop maps will be provided at the work session for editing and discussion.
TPAU has requested that the TAC review this data for accuracy and completeness. Specific things to
keep in mind when reviewing the data are:
Are the major employers in the right location?
Do their employment numbers look relatively accurate (shown following the employer name)?
Is the change is employment between 2000 and 2010 accurate (shown at the TAZ level)?
Are the Special Generators up to date? Do we need to add any?
Can we ‘redistribute’ any employers which show up at one address point but are physically
located in different TAZs (e.g. OSU departments)?
Are the new housing units accurately shown?
Does the placement of group quarters (and their population base) look accurate?
Additional things to keep in mind, which may not be illustrated on the maps include:
Changes to turn lanes, speed limits or travel lanes
Changes to bus routes
Official park and rides which may significantly impact local traffic patterns
