TEKS Update• The State Board of Education (SBOE) has

authority for the Texas Essential Knowledge and Skills (TEKS).

• Typically, the SBOE reviews/revises one or more subject areas each year.

• Review and revision process takes between one to two years from start to finish.

• The SBOE is expected to approve a streamlining process for science and social studies.

Which TEKS are changing?Languages other than English (LOTE)• Revisions to the LOTE TEKS were adopted by

the SBOE in 2014.Career and Technical Education (CTE)• Revisions to the CTE TEKS were adopted by the

SBOE in 2015.The revised LOTE and CTE TEKS are scheduled to be implemented in the 2017-2018 school year.

TEKS Review Update• The SBOE is expected to finalize revisions to the

TEKS for English and Spanish language arts and reading TEKS this summer.

• The revised TEKS are expected to be implemented beginning in the 2018-2019 school year.


English and Spanish Language Arts and Reading TEKS Review• The English and Spanish language arts and

reading TEKS review committees will convene for their next face-to-face meeting in mid-February.

• At the February meeting, the committee will review informal feedback submitted to TEA, ensure vertical alignment, meet with the SBOE-appointed expert

reviewers, and finalize their recommendations for revisions

to the TEKS.


English and Spanish Language Arts and Reading TEKS Review

Overview of TEKS review draft recommendations—• integrate Figure 19 expectations into general

student expectations for each grade level and course

Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST)

• Teachers in grades K – 6 can sign up to apply or be nominated by administrators, teachers, parents, or students.

• In Texas, eligible teachers may earn 20 CPE hours for submitting a completed application.

Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST)


Presidential awardees receive a certificate signed by the President of the United States, a trip to Washington, D.C., to attend a series of recognition events and professional development opportunities, and a $10,000 award from the National Science Foundation. Awardees also join an active network of outstanding educators from throughout the nation.

National Youth Science Camp• Applications to attend the 2016 National Youth Science

Camp (NYSC) are now available at https://nysc.fluidreview.com.

• Two graduating high schoolers will be selected to represent Texas at the all-expense-paid honors program.

• NYSC will be held in West Virginia from June 15 to July 10, 2016.

• Applications are due by February 17, 2016.

House Bill 4 High-Quality Prekindergarten Grant Program

Updates on HB 4:

• TEA has revised the Texas Prekindergarten Guidelines

• Proposed rules for the High-Quality Prekindergarten Grant program are expected to publish Feb. 5, 2016

• Applications are expected to be available in late February and will be due early April 2016

• Funding is anticipated in July 2016 for implementation in the 2016-2107 school year


Prekindergarten GuidelinesIn fall 2015, TEA began the process to review the Texas Prekindergarten Guidelines. The review committee revisions include

• aligning the Prekindergarten Guidelines with kindergarten TEKS,

• replacing out-of-date references, • clarifying outcomes to reflect current research and

best practices in early childhood education, and• sequencing the outcomes to reflect a

developmentally appropriate continuum of instruction and learning.


Fitnessgram® 2015-2016


• A two-year statewide site license has been awarded to US Games for Fitnessgram® 2015.

• Districts choosing to use Fitnessgram® 2015 must opt-in with US Games at no cost to schools.

• Districts choosing to use the Physical Fitness Assessment Initiative (PFAI) application will need to have a TEASE account.

• Additional information will be provided soon in To the Administrator Addressed correspondence.

Innovative Courses• provide content outside the scope of the required

curriculum

• may meet certain endorsement area requirements

• may be offered for elective credit with the approval of the local board of trustees

• may not meet other state graduation requirements or dual credit requirements

CTE Certification Exam Reimbursement

Texas Education Code, §29.190, authorizes TEA to reimburse LEAs for student certification exams taken and passed for a license or certificate.

Process• LEAs submit a reimbursement request.• Requests will be reimbursed on a first-come,

first-served basis until the end of the fiscal year or the $500,000 allotment is expended.


CTE Certification Exam ReimbursementEligibility• Certifications listed on the Perkins Program

Effectiveness Report (PER) are eligible for reimbursement.

• Student must successfully complete a CTE program related to the certification.

• Student must take and pass the certification exam prior to July 31, 2016.

• One exam will be reimbursed per student, up to $350 per exam.

• STUDENTS who graduated based on an IGC decision

In summer 2016 (Submission 3) districts will begin reporting whether an IGC was established for a student at the student level.

Locally-Developed Courses• Under TEC §28.002(g-1), a district may offer a locally

developed course or other activity, including an apprenticeship or training hours needed to obtain an industry-recognized credential or certificate.

• The district must partner with a public or private institution of higher education (IHE) and local business, labor, and community leaders to develop and provide the course(s).

• These courses must be approved by the local board of trustees.

Locally-Developed Courses• Each school district must annually report to TEA the

names of the locally developed courses/activities in which the district's students have enrolled under TEC, §28.002(g-1).

Every Student Succeeds Act (ESSA)Students who are homeless• Expands “school of origin” definition to include the designated

receiving/feeder school at the next grade level.

• Requires updates to the McKinney-Vento State Plan including: o procedures for awarding partial credit for work completed at a previous

school attended o procedures for increased assistance from counselors regarding college

preparation and planning for students who are homeless.

• Strengthens and emphasizes the “identification” of homeless students requirements

84th Texas Legislature: McKinney-Vento Homeless Education

HB 1559 (TEC § 33.906) – Requires school campuses with a website to post information regarding local services and programs that assist homeless students.

HB 2398 (TEC § 29.0915 (a-3)) - A school district shall offer additional counseling and may not refer a student to truancy court if the truancy is a result of being homeless.

HB 679 (TGC § 2306.1101) – Mandates a statewide study on homeless youth (including migrant youth) and report to Legislature to determine number of homeless youth, needs, current programs, funding, etc.

SB 1494 (TEC § 25.007) –Identifies numerous actions to ease schools transitions for students experiencing foster care and homelessness.
