Purpose of the presentation

The main purpose of this presentation is to:

•present the eligibility criteria for direct support;

•elaborate on the process of accessing support;

•explain the procurement procedure; and

•Outline reporting requirements during implementation.

Eligibility Criteria- Applicants

• Public institutions and institutions not exclusively governmental in nature, incl. academia, media and other non-state actors and CSOs, where:

• institutions must apply in partnership with gov depts; and• the gov dept is the lead institution.

• Eligible applicants must meet above criteria, whether from SA or Europe.

Eligibility Criteria- DialogueAreas of support- the TDCA and/or Strategic Partnership Joint Action Plan (JAP) for:

• STEs- (TA or researchers) to prepare papers;• Meetings, workshops & conferences;• Study tours; and• Capacity building.

Support funding small scale projects that are:

• less than 12 months; • ready for implementation; and • demonstrate they will lead to dialogue and cooperation.

Should have clearly identified objectives, results, defined timeframe and budget. 4

Ineligible projects Ineligible projects include those looking to fund:

•Individual sponsorship;•Scholarships for studies or training courses;•Improvement of infrastructure and facilities;•Projects covered by existing funding with the EC or EU Member States;•Salaries; and•The core responsibility of the organisations applying for funding.

Eligible costs and budget• Total programme budget €1,000,000 (approx. R15m)-

Individual projects access to max of €150,000 (approx. R2.2m)

• Only costs defined in guidelines may be covered- Support under the Facility covers all the costs of the intended project.

• The budget in a proposal viewed as cost estimate and ceiling for eligible costs.

• Projects must be costed in both ZAR and Euros excl VAT. 6

What are eligible costs?

Eligible costs are:

• STE fees (not salary costs);• per diems;• travel; and • other costs: Publications, studies, research, purchase of

data, translation services, facilitation services, evaluation studies, costs of conferences and seminars.

What are ineligible costs?Ineligible costs include:

•debts;•interest owed;•items already funded;•purchase of assets- land or buildings, etc;•currency exchange losses;•taxes, including VAT; and•salaries.

Process of accessing funds• The process for accessing funds starts with the call for projects-

info will be made available through the EUD, DIRCO and the PMU Office

• Call for projects has a deadline

• Project proposals have a set framework as per the Guidelines and Criteria- see Annex 1

• Successful projects- focused clear purpose and activities

• Avoid broad, open-ended projects 10

Process of accessing funds – Proposal format- Annex 1

Proposals will be no more than 6 pages and include:

•Summary of the project•Motivation – relevance to TDCA, SP JAP, NDP•Target group (who’s the applicant & the partner & broader beneficiaries?)•Project topic and purpose•Focal areas of the project proposal - (Legislation, good practice)•Support requested (TA, study tour, workshop)•Methodology (who does what and when?)•Indicative cost and duration (max. avail per project €150,000 (R2.2m) over 1 year)

Process of accessing funds-Roles

• The PMU - advisory role - purely administrative role

• Project proposals submitted to the PMU with cover letter from AO (DG) confirming policy alignment in respect of the remit of the applicant organisation and (where appropriate) their partner(s).

• Project will be presented to PSC by applicant

• PSC considers application using Annex III (Criteria for Evaluation and Selection)

• Once approved by the PSC, the PMU will support the successful applicant in finalising project dossier.

The PSC will consider:

• Criteria in the guidelines;• alignment to the objectives of TDCA & /or SP JAP & to SA’s

NDP• available budget and merits of competing proposals;• fairness in distribution of funds to all policy dialogue areas;

and• effective use of previous funding allocations (where

applicable).

Procurement procedure• Whether applicant wants to procure STE or conference and

workshops are to be organised, or study tour it will be contracted through framework contract database consider

• However, STEs or contracted companies that are identified will be managed by the applicant on technical issues, while the Delegation, supported by the PMU, will undertake the necessary contract management.

• Requires clear ToR- stating what, how, where, when and estimated cost.

• Once ToR is completed procurement will take 1-2 months 15
