economies in the 3orld" &esides, the policy of the government to3ards 8=I has

8or uite a long time, India had a restrictive policy in terms of foreign direct

ARUMENTS OR MNCS 9THE POSITI*E ROLE:
The !*Cs play an important role in the economic development of underdeveloped
countries"
1; ..!% S-.!%0 p
The first important contribution of !*Cs is its role in filling the resource gap
bet3een targeted or desired investment and domestically mobili+ed savings" 8or
eample, to achieve a 7A gro3th rate of national output if the reuired rate of
saving is 01A but if the savings that can be domestically mobilised is only 1$A
then there is a 4saving gap5 of 6A" If the country can fill this gap 3ith foreign
direct investments from the !*Cs, it 3ill be in a better position to achieve its
target rate of eco/ nomic gro3th"

The second contribution relates to filling the foreign echange or trade gap" ;n
inflo3 of foreign capital can reduce or even remove the deficit in the balance of
payments if the !*Cs can generate a net positive flo3 of eport earnings"
3; ..!% R/-/!'/ p
The third important role of !*Cs is filling the gap bet3een tar/ geted
governmental ta revenues and locally raised taes" &y taing !*C profits, L=C
governments are able to mobili+e pub/ lic financial resources for development

(d) !*Cs ependitures on research and development(BR=),
although limited is bound to benefit the host country"
;part from these there are indirect gains through the reali+a/ tion of eternal
economies"
ARUMENTS AAINST MNCS 9THE NEATI*E
ROLE:
There are several arguments against !*Cs 3hich are discuss belo3"
1" ;lthough !*Cs provide capital, they may lo3er domes/ tic savings and
investment rates by stifling competition through eclusive production
agreements 3ith the host governments" !*Cs often fail to reinvest much of
their prof/ its and also they may inhibit the epansion of indigenous firms"0" ;lthough the initial impact of !*C investment is to im/prove the
foreign echange position of the recipient nation, its long/run impact may
reduce foreign echange earnings on both current and capital accounts" The
current account may deteriorate as a result of substantial importation of in/

termediate and capital goods 3hile the capital account may 3orsen because
of the overseas repatriation of profits, in/ terest, royalties, etc"2" 9hile !*Cs do contribute to public revenue in the form of corporate taes,
their contribution is considerably less than it should be as a result of liberal
ta concessions, ecessive investment allo3ances, subsidies and tariff protection pro/ vided by the host government"
#" The management, entrepreneurial s'ills, technology, and overseas contacts
provided by the !*Cs may have little impact on developing local s'ills and
resources" In fact, the development of these local s'ills may be inhibited by
the !*Cs by stifling the gro3th of indigenous entrepreneur/ ship as a result
of the !*Cs dominance of local mar'ets"6" !*Cs5 impact on development is very uneven" In many situations !*Cs
activities reinforce dualistic economic structures and 3idens income
ineualities" They tend to promote the interests of some fe3 modern/sector
3or'ers only" They also divert resources a3ay from the production of
consumer goods by producing luurious goods demand/ ed by the local
elites"$" !*Cs typically produce inappropriate products and stimu/ late
inappropriate consumption patterns through adver/ tising and their
monopolistic mar'et po3er" Production is done 3ith capital/intensive
techniue 3hich is not useful for labour surplus economies" This 3ould
aggravate the un/ employment problem in the host country"7" The behaviour pattern of !*Cs reveals that they do not en/ gage in B R =
activities in underdeveloped countries" o3/ ever, these L=Cs have to bear
the bul' of their costs"-" !*Cs often use their economic po3er to influence govern/ ment policies in
directions unfavourable to development" The host government has to provide
them special economic and political concessions in the form of ecessive
protec/ tion, lo3er ta, subsidi+ed inputs, cheap provision of facto/ ry sites"
;s a result, the private profits of !*Cs may eceed social benefits"?" !ultinationals may damage the host countries by sup/ pressing domestic
entrepreneurship through their supe/ rior 'no3ledge, 3orld3ide contacts,
and advertising s'ills" They drive out local competitors and inhibit the
emergence of small/scale enterprises"

There are no3 #.,... T*Cs 3hose tentacles straddle the inter/ national economy
through some 0,6.,... overseas affiliates" They possess staggering resources as
3ould be clear from the fact that the sales of 0.. top corporations in 1?-0 3ere
euiva/ lent of 0#"0 per cent of the 3orld5s %=P and had risen to 0-"2 per cent of
the 3orld5s %=P in 1??-"
This sho3s that 0.. top !*Cs control over a uarter of the 3orld5s economic
activity" In fact, the combined sales of these 0.. !*Cs estimated at 7"1 trillion
in 1??- surpassed the combined economies of 1-0 countries" If 3e subtract the
%=P of the big nine economies ///the @nited States of ;merica, Dapan, %ermany,
8rance, Italy, the @nited Eingdom, &ra+il, Canada and China ///from the 3orld5s
%=P, the %=P of the remaining 1-0 countries of the 3orld stood at $"? trillion in
1??- 3hich 3as less than the sales of the 0.. top !*Cs"
;n idea of the giant si+e of these !*Cs can also be had from the revelation made
in a study conducted by the 9ashington based Institute of Policy Studies (IPS) that
of the 1.. largest econo/ mies in the 3orld, 61 are corporations only #? are
countries"
The above data sho3 the massive control eercised by the !*Cs on the 3orldeconomy" In fact, because of their huge capital re/ sources, latest technology and
3orld3ide good3ill, !*Cs are in position to sell 3hatever product they choose to
manufacture in different countries" The fact is that people in underdeveloped
countries are 4cra+y5 for the products of these corporations and prefer their
products to the products produced indigenously"
