mappedwiththegoalofidentifyingbothlocationandcapacityofeachofthesystems.

Thesystemswillbeanalyzedforbothpotentialmaximizationofrevenueutilizing

economiesofscaleandforenhancingdevelopmentopportunitieswithinthe

community.Coordinationofcapitalimprovementswillbeemphasizedsothat

efficienciesmay

be

obtained

from

needed

infrastructure

repair

projects.

withsignificantpublicoutreachtoattractinputfromabroadspectrumofthe

community.Collaborationwithoutsideorganizations(suchasBayAreaTransit

Authority,Grand

Vision

Initiative,

and

New

Designs

for

Growth)

will

also

be

akey

componentoftheplanningphase.Byaddressingalltransportationneeds,itwillbe

possibletointegratepedestrianandbicyclenetworkswithmasstransit,andensurethat

street,sidewalkandtraildevelopmentemergethatbalancemotorizedandnon

motorizedtransportationwithanemphasisonsafetyandefficiency.Draftcompletedby

December2011.

UrbanDesignPlan(CommissionerWarren)The

Urban

Design

Plan

will

address

the

arrangement,

appearance

and

functionality

of

developmentonpublicandprivatelandwithintheCity.Itwillcommunicateformand

designguidelinesthatfocusuponoverallsitedesign,buildingorientation,publicspaces,

andlandscaping.TheCommitteewillstartwithareviewoftheexistingurbandesign

standardswithinourzoningcodetodeterminewhatshouldincludedintheplan,refined

orexpandedandidentifyareasthatshouldbeadded.Thecommitteewillreview

materialscoveringurbandesignplanningtoidentifydesirableformats,organizational

structureandcontentwewouldliketoseeintheUrbanDesignPlan.Draftcompletedby

May2011.

ZoningPlan(CommissionerSerratelli)Thecommitteewilldevelopanapproach,toupdateandrevisetheZoningOrdinance,tobeconsistentwiththeTraverseCityMasterPlan.DraftcompletedbyDecember2011.

WaterfrontPlanThePlanningCommissionwillreviewproposedpublicprojectsforthewaterfrontfor

consistencywiththeMasterPlanintermsoflocation,extentandcharacter.The

PlanningCommission

will

rely

on

the

Traverse

City

Bayfront

2010

(campus

plan)

to

guide

decisions. Projectreviewisanticipatedinlatesummer2011.

GarlandStreetPlanningCommissionwillreviewstreetdesignforconsistencywiththeMasterPlanin

Spring2011.

FormalPlanningCommissionTrainingInhousetrainingofthelegalaspectsofplanningwillbeprovidedbytheCityAttorney

andtheCityPlanningDirector.Throughouttheyear,thePlanningCommissionwillbe

madeawareoftrainingprogramsavailableintheareaandviatheInternet.

Affordable/InfillHousingThePlanningCommissioncontinuallymonitortheworkHousingBuildingCommitteevia

monthlyreports.Thecommitteesfocusisonidentifyingzoningregulationsthatare

creatingbarriersforadditionalhousingespeciallyworkforcehousingwithinthecity.The

HousingCommitteewillidentifybarriersandopportunitiesforhousinganddraft

proposedordinanceamendmentsandwillcontributewiththedevelopmentofthe

CorridorPlans.

CorridorPlansThePlanningCommissionviarepresentationontheCorridorPlanCommitteewillassist

inthedevelopmentofcorridorplansfor8th

Street,14th

Street,GarfieldAvenueand

East/WestFrontStreet(outsideofdowntown).Thecorridorplanswillbeheavily

illustratedandprovidestrategiesforrevitalizingthesecorridorsforasattractiveplaces

todwellanddevelopbusiness.TheprojectwillstartinMarch2011andendMarch

2012. Implementationmonitoringwillbeginwhenthecorridorplansareadoptedby

the

City.

RenewableEnergyAstaffledcommitteewhosgoalistorecommendlanguagethatwouldeventually

resultinamendmentstotheTraverseCityZoningOrdinancetoaddresssolarandwind
