Gov. Edwards Continues to Work on SBA Duplication of Benefits Fix

Sent letter on April 3, 2018 requesting HUD provide a final interpretation of the language related to the federal Duplication of Benefits (DOB) penalty included in the Bipartisan Budget Act of 2018
Awaiting release of the new guidance from HUD Our take: Congress clearly intended to modify the current approach of
federal agencies, including HUD, of counting all approved SBA loan amounts as a duplication of benefits against homeowners impacted by disasters
Ongoing actions: The Congressional delegation has been working to include language to fix the SBA Duplication problem in an appropriation bill, so we’re watching the legislative process very carefully

Neighborhood Landlord Program
73 contingent commitment letters mailed totaling $34.7M for 320 units. Two units have been completed and are occupied, and ten units are currently
under construction. All other projects expected to break ground Mid-August.

Multifamily Restoration Loan Fund
Two Rehabilitation loans have closed ($2.3M) Three loans are pending a closing date ($3.3M), and all other projects are awaiting HUD release of funds.
All loans to be closed by end of August. All rehabilitation to be completed by end of March 2019.

Rental Programs
Program Participation Forms include 1,753 opted-in projects. According to the Participation Forms, of the 1,753 opted-in projects, 259 are
still unobligated or not yet approved by FEMA, totaling $36,736,063. The FEMA projection as of June 6, 2018 is still under the current allocation of
$105,000,000 at $100,752,191. Until those projects are approved and funds obligated we cannot know the final
numbers. Program is awaiting HUD Guidance on small project (under $121,800) support
documentation requirements.

Proposing increase from 50% to 100% reimbursement for all eligible homeowners
Will provide much-needed additional assistance to thousands of homeowners who are still recovering
This program change would result in an additional $110 million of reimbursement grant funds being available to more than 10,000 eligible homeowners
With the survey deadline nearing, the program has a more comprehensive understanding of the needs of flood-affected homeowners across the state
