TARGETED FUNDING Parenting Education Home Visitation Program

Children’s Services Council of St. Lucie County (CSCSLC) is issuing this Targeted Funding Opportunity (TFO) to identify qualified Providers who are capable of implementing a Parenting Education Home Visitation Program for the provision of services identified in the Scope of Work section of this TFO. Funding available for this priority is up to $200,000 for the period of October 1, 2018 through September 30, 2019. No program will be funded for 100% of expenses. Applying agencies will need to demonstrate buy in to the program. Program funding is on a monthly reimbursement basis. Additionally, funded programs will be required to submit quarterly outcome and demographic reports as detailed in the program contract. The mission of the Children’s Services Council of St. Lucie County is to improve the quality of life for all children in St. Lucie County. In order to achieve its mission, Children’s Services Council will advocate for children by developing resources and planning, coordinating and funding services for children in a fiscally responsible manner with family, community, government and service providers.

Scope of Work

Parenting Education Home Visitation programs provide educational skill building activities and information to enhance parent-child relationships and to build family resiliency and capability for functioning under stress by addressing risk factors such as poor parental supervision and high family conflict. These programs also serve to prevent child abuse and neglect for families at risk of involvement or further involvement with the Department of Children and Families. The proposed program must be evidence-based showing proven efficacy. Registries that cite these programs include: Blueprints; California Evidence-Based Clearinghouse for Child Welfare; National Registry of Effective Prevention Programs; Promising Practices Network; and What Works, Wisconsin.

Target Population • Provide the projected number of families to be served. • Provide detail geographic area of St. Lucie County to be served, the ages of children and
