Target Community & Educational Services, Inc. partners with McDaniel College to provide a Master’s Degree Program in Human Services Management in Special Education. Students enrolled in this program at McDaniel College work as live-in house managers in one of Target’s homes or in the apartment program. Graduates leave this program not only with academic knowledge, but with practical real-life experiences that prepare them to assume roles as leaders in human services organizations in our communities and around the country. Students are provided an annual graduate stipend, full health benefits, room and board, and 75% of their McDaniel tuition, paid by a scholarship held at McDaniel College. While this program proves invaluable to students, Target’s residential clients benefit tremendously from having motivated and highly-educated house managers who remain in their homes or in the apartment program during their two-year academic program. I hope everyone is having a great summer. It has been very busy here at Target Community & Educational Services, Inc. We welcomed eight new graduate students to participate in the Human Services Management graduate program at McDaniel College. Each of these graduate students will live in one of our residential homes or the apartment program for the next two years, providing support and care for our clients as they learn about management skills.
We welcomed four new members to Target’s Board of Directors: Ron Drager, Jr., an Associate with Silberstein Insurance Group; Bill Dugan, a Manager at Lehigh Cement Company; Michael Schiffer, a Partner at Venable, LLP, and Kendall Weishaar, a CPA at Hull Company Accountants, Inc. All four have been elected to serve a three-year term on the board. At the same time, we say farewell to two board members who have completed their terms: Gary Rever, CFO of CFG Community Bank and the Board Chair, Sharon Kroupa, a partner with Venable Law Firm. While their board service has come to an end, both of these individuals will continue to serve on Target committees. We appreciate their willingness to continue to serve. Gene Eyler left the board following his retirement from PNC Bank. Best wishes and appreciation go out to him for his years of service. Jim Breuer, Proprietor of Maggie’s Restaurant in Westminster, has been elected to serve as Board Chair.
At our summer board meeting, the board approved our new FY11 budget that went into effect July 1st. Our total budget for FY11 is about 5.8 million dollars, a 1% increase over FY10. Once again, our budget includes no cost of living increase from the State of Maryland or from the Carroll County government. It includes a 4% decrease in Montgomery County funding. Of course, we continue to deal with increases in costs, especially in health insurance for our employees. Our administrative costs are at 8.7%, down from 9.2% last year. Payroll for our 185 employees consumes about 78% of our budget.
Once again, our fundraising focus this fiscal year will be to raise several $25,000 named scholarships for our graduate student endowment at McDaniel College. Our goal is to fully fund the 22 graduate student scholarships we provide each year to our Community Living Managers (CLMs). We secured five of these last year and will be seeking about 10 more for future needs. If you are interested in supporting Target in this way, please give us a call.
Lastly, I hope to see you at our Bull Roast on October 2nd. It is our primary Montgomery County fundraiser and the only fall fundraiser. Please attend and support our agency.

Establish a Living Legacy
One way to establish an invaluable living legacy is to invest in the future of students who assist individuals with disabilities while achieving their academic education. This is made possible by creating a named scholarship endowment held at McDaniel College.
Establishing a named scholarship endowment provides support for future scholars in the McDaniel College and Target Community & Educational Services, Inc.’s Master’s Degree Program in Human Services Management in Special Education.
Your named scholarship endowment, named in recognition of your legacy or in tribute of someone you wish to honor, will not only assist to prepare these students for roles as future leaders in the human services field, but will help sustain a high quality of direct care services to individuals with disabilities that Target serves.
A $25,000 named scholarship endowment can be provided at one time or can be paid in $5,000 annual increments. For more information, please contact Sandy Sipes or Tom Zirpoli at 410-848-9090. Thank you for your consideration.
And the Survey Says...
Target Community & Educational Services, Inc. received our scores from the most recent “Ask Me! Survey,” a Consumer Quality of Life Survey that is administered in all community programs for individuals with disabilities for Maryland’s Developmental Disabilities Administration (DDA). Interviews are conducted with clients regarding their quality of life and their satisfaction with services. Target rated well above the 2009 Maryland average scores in several categories including Physical Well-being, Emotional Well-being, Inter-Personal Relations, Personal Development, Social Inclusion, Self-Determination, and Rights.
Also, in May 2010, Target received an extremely positive evaluation from the Maryland Office of Health Care Quality (OHCQ), an agency within the Department of Health and Mental Hygiene that measures quality of care. One of the auditors stated that she has been doing this type of work for 23 years, and considered Target “on top of the list,” as one of the best agencies she has seen. Other auditors’ comments recognized the agency’s overall progressiveness, knowledgeable staff, individualized services, and the happiness of our clients.
Target is committed to regular and rigorous evaluation of its programs. Outcomes for all services are measured through outside evaluations like those above and through annual surveys with clients, clients’ families, and clients’ employers. Surveys reviewed by Target’s Quality Assurance Committee include input from parents of clients, business leaders, educators, and community stakeholders.
We hope that you will visit our new website. It is more user-friendly with improved navigational tools that enhance the user’s capability to access informat ion regard ing Target ’s programs and services. The website more clearly portrays what we are about: helping people with disabilities live fulfilling, active, and rewarding lives as part of our community and assisting these individuals to live as independently as possible. Supporters can now make donations to Target online and stay up-to-date on news and fundraising events like our upcoming Bull Roast and the annual Spring Gala.

Fun in the Sun! By Katie Bankard
Tom Zirpoli presented the Donald Rabush Award to employees recognized for milestone years of service at the Spring Gala. Amy Murphey, pictured, was honored for 20 years of dedicated service.
Jodi Bonner, Jenel Casey, and Amy Ensor were awarded for fifteen years of devoted service. Jessie Gurkoff, Joan Inman, Waveney McDonald, Gina Mears, and Debbie McGlaughlin were recognized for ten years of committed service.
Recipients awarded for five years of service included Carla Bryant, Floretta Dodson-Haynes, Sylvia Gannett, Rachel Hundertmark, Jerri Lykes, Lynn Stieber, Melanie Weaver, and June Williams.
“It is only through the strong dedication and commitment of Target’s employees that we are able to provide the highest quality of services to our clients with disabilities that we are honored and privileged to serve,” stated Zirpoli.
Recently, residents in the apartment program traveled to Myrtle Beach, SC. After settling into our ocean front condo, we enjoyed mini golf, a Le Grande Cirque show, dinner at the Dixie Stampede, a morning of Dolphin Watching, and the Legends in Concert where we even met Elvis!
This year, several residents made the state Special Olympic games in Towson! Terrell will travel to Greece next year to participate in the Special Olympics sailing competition!
We’ve enjoyed Nationals baseball games, a trip to the National Zoo, and relaxing poolside. Cookouts, pot-
lucks, and picnics are enjoyed by all. On Friday nights, you can catch us at the Rio for their summer concerts, dancing, and singing along to some classic favorites.

2nd Annual Field Day By Gina Ferrara
Target Vocational Program’s 2nd Annual Field Day was an opportunity for clients and staff to have a fun-filled day of sports and games. Each client received a tie dye t-shirt and a medal for participation in the activities. Activities included a softball toss, the sponge and bucket race, a Frisbee toss, and a standing long jump. The event was a good opportunity for clients to learn about the benefits of good sportsmanship and the skills needed for working together as a team. Target is working in partnership with the University of Maryland Extension Office in a program to help clients learn about nutrition and fitness.

Spring Gala 2010 ~ An Evening of Celebration!
Words can not adequately express our sincere, deepest gratitude to everyone who joined together to promote Target Community & Educational Services, Inc.’s mission and services through their strong, caring support of our prominent annual fundraiser, the Spring Gala. Thank you for fostering our mission — enhancing the lives of children and adults with disabilities through quality, community-based residential, educational, vocational, recreational, and family-support services. It is only through the dedicated commitment and caring support of individuals and businesses that we are able to continue to provide the high level of quality services vital to assisting persons with disabilities to be active participants in our community and to live as independently as possible. All proceeds from this event go directly to advance Target’s services that make a crucial impact on the lives of the individuals that we are honored and privileged to serve. Thank you for helping us in our work to provide a safe, normalized and high-quality of life for our clients, now numbering over 270. We hope for your continued support. Please mark your calendars to join us at our next Spring Gala, scheduled on the first Saturday in March 2011.
The 2010 Laurence J. Adams Community Service Award was presented to James A. Miller, P.D., President & CEO and Co-Owner of Anchor Pharmacy & Medical Supplies in recognition of the significant contributions he has made to Target and to the greater community. Jim has served on Target’s Board of Directors for over three years, serves on the Executive Committee, and remains a strong supporter of fundraising events. Jim is well known as a dedicated community volunteer and generous supporter. Jim focuses his volunteer and charitable efforts on mental health services and giving back to those who need it most. He channels significant support to organizations that represent individuals in critical need, helping these individuals who can not afford medical care to obtain the prescriptions and medical supplies that are essential to their health.

quality, community-based residential, Educational, vocational, recreational, and family support services.
