Supplementary Regulations ARTICLE 1 - ORGANISATION

1.1 The GT Fabrication Bunbury Targa Sprint will be a Multi-Club Stage 1 Rallysprint, run under the provisions of the FIA International Sporting Code including Appendices, the National Competition Rules of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the Rallysprint Standing Regulations, these Event Supplementary Regulations, any Further Regulations and any approved Bulletins.

This Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au

Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the Event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au.

The GT Fabrication Bunbury Targa Sprint will count towards the 2018 WA Targa Cup Series. Only vehicles eligible for the Targa West tarmac rally will receive points. For further information see WA Targa Cup Regulations on www.targawest.com.au or www.rallysprints.com.au

1.2 The Organiser and Promoter of the GT Fabrication Bunbury Targa Sprint will be Targa West Pty Ltd ABN number 93 094 853 133.

ARTICLE 3 - EVENT DESCRIPTION 3.1 The Event will be conducted at Halifax Light Industrial Area, Davenport (Bunbury).

3.2 Reconnaissance is permitted prior to the Event. Speed limit is 50km/h.

3.3 The Event will be run over one stage of approximately 4.00 km’s traversed 4 times in an Anti-Clockwise Direction, then after lunch, 4 times in a Clockwise Direction, giving a competitive distance of approximately 32km.

3.4 A map showing the route is attached at the back of these Regulations. Route Instructions will be provided by the Organisers at Documentation.

ARTICLE 4 - TIMING AND RESULTS

4.1 Timing will be to the tenth of a second.

4.2 Crews will depart start controls at no less than 20 second intervals. Such departures shall be single-vehicle starts.

4.3 Penalties (i) Hitting a Chicane or No-Cut Corner Bollard and gaining an advantage – 5 seconds(ii) Incorrect side of bollard and gaining an advantage – 30 seconds

4.4 Crews should be aware of the requirements of Article 2 of the Rallysprint Standing Regulation.

4.5 Provisional results will be available 15 minutes after the last car completes the Event.

4.6 The results will be determined by the Competitor who achieves the lowest aggregate elapsed time. The aggregate elapsed time shall be calculated by adding together the competitor’s results from all sections (inclusive of penalties). All stages count towards the Results.

ARTICLE 5 - VEHICLE ELIGIBILITY 5.1 All vehicles must conform to the requirements of the CAMS NCRs and the Rallysprint Standing Regulations.

Further to the RSR’s:

5.2 RSR Article 8.1 (i) the Event will be open to two wheel and four wheel drive vehicles.

5.3 RSR Article 8.1 (ii) the Classes will be: Targa Cup Category (i) 2wd up to 2000cc(ii) 2wd 2000cc and over(iii) 4wd up to 3500cc(iv) 4wd 3500cc and over(v) 2wd or 4wd gravel tyres

Open Rallysprint Category (vi) 2wd up to 2000cc(vii) 2wd 2000cc and over(viii) 4wd

5.4 RSR Article 8.2 (iv) mudflaps are not required.

ARTICLE 6 - CREW ELIGIBILITY 6.1 Crews must consist of two members. The Competitor and both Crew Members shall be required to hold a

current CAMS Clubman Rally Licence or Level 2 Speed (L2S or L2SE) or superior.

6.2 A Crew Member may only enter once as a Driver and must use the same vehicle and may compete with different Co-Drivers throughout the competition.

6.3 Should both Crew Members wish to drive, then this will be permitted under the same Crew eligibility rules and a separate Entry Form and Entry Fee will be required for each combination of Crew.

6.4 Crews who have entered Events (e.g. Targa West, WA Rally Championship, State Racing Championships) where CAMS approved helmet (refer Schedule D of the CAMS Manual), Driving Suits, Frontal Head Restraints, Gloves and Boots have been a requirement, MUST wear them. This applies to vehicles with CAMS Type 3 Safety Cage (refer to Article 4.1 in CAMS Manual of Motorsport Schedule J).

Other Crews must wear non-flammable apparel covering the body from ankles, to neck, to wrists with closed footwear and a CAMS approved helmet (refer Schedule D of the CAMS Manual). Driving Suits, Frontal Head Restraints, Gloves and Boots are strongly recommended.

ARTICLE 7 - ENTRY FORM, ENTRIES AND ENTRY FEE 7.1 The Online Entry Form is to be completed in full on www.targawest.com.au Any queries with the Entry Form

should be sent to the Event Secretary at [email protected]

CAMS Personal Accident Insurance cover is provided for CAMS competition licence holders.

7.2 The Entry Fee will be $250.00 inc. GST

7.3 The Entry Fee includes –

• CAMS Permit Fee• Event Door Stickers with competitor number

7.4 Payments will be accepted via direct deposit (preferred), or credit card (VISA & MASTERCARD ONLY). Details are on the Official Entry Form. Targa West Pty Ltd Bank: Commonwealth Bank of Australia BSB: 066160 Acct No: 10484606 A copy of the receipt for the transfer is to be emailed to the Event Secretary at [email protected]. Please remember to include your name (i.e. J Bloggs) and Bunbury Sprint as a reference so your payment can be identified. Cash can be paid directly into any CBA branch by close of entries using the account listed above. Note: Payments will NOT be accepted on the day.

7.5 Entries open 0800 hrs on publication of these Regulations.

7.6 Entries close 2000 hrs on Monday 19 June 2018

7.7 The number of entries will be limited to 120 accepted in order of receipt.

7.8 Competitors under the age of 18 years must have the written consent of a parent or guardian to enter and participate. The minimum age for Drivers and Co-Drivers is 14 years.

7.9 Competitors are reminded of the penalties under the NCRs for false statements.

7.10 It is the Competitor's responsibility to ensure their entry and payment is received by the Organisers before the close of entries.

7.11 The Start Order will be in numerical order, split into two groups Odd and Even Numbers, with the Odd Numbers completing their 4 runs of each direction followed by the Even Numbers.

7.12 Entries may be refused in accordance with NCR 83 of the current CAMS Manual.

ARTICLE 8 - DRIVERS BRIEFING

A compulsory Drivers Briefing will be held at 2.00pm, 3.00pm and 4.00pm at South West Institute of Technology, Automotive Centre. All Competitors must attend one of the Briefings. The Rally Safety Video will be playing from 2.00pm to 4.30pm. Any Competitor not in attendance must report to the Clerk of the Course before competing and may be referred to the Stewards of the Meeting. Competitors will be required to have read and understood these Regulations and any Further Regulations or Advice and seek an Official if any further advice is required.

ARTICLE 9 - SCRUTINY & DOCUMENTATION

9.1 Vehicles and Crews must be presented for Scrutiny and Documentation at the

South Regional TAFE Automotive Centre Somerville Drive Bunbury Saturday 23 June between 1.30pm and 4.30pm

9.2 All appropriate CAMS Licences and current Car Club Memberships must be produced

9.3 Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to Scrutiny so that the camera and its mounting can be inspected. Note: Cameras are NOT to be mounted to a helmet.

9.4 Compulsory equipment which will be checked at scrutiny includes: (i) Roll over protection, if installed, specified in Schedule J of the NCRs.(ii) Full harness seat belts if installed, that complies with Schedule I of the NCRs.(ii) Fuel shall be in accordance with Schedule G of the CAMS Manual(iv) A fire extinguisher complying with NCR Schedule H Part 4(i), i.e. AS1841.5 2kg.(v) Helmets and apparel complying with NCR Schedule D(vi) Reflective safety triangles.(vii) Vehicles must be adequately muffled to comply with noise restrictions of 95dB (A).

ARTICLE 10 - OVERTAKING

Unless a Competitor has slowed too significantly below racing speed, the following competitor must not overtake under any circumstances. In the circumstance where a following competitor catches the ahead competitor and both are at race speeds, the following competitor must not overtake under any circumstances and must remain a safe distance (no less than 25 metres) behind the ahead competitor. The following competitor must request a re-run at the STOP control. The Clerk of the Course shall, at his sole discretion, either grant a re-run or issue an adjusted (derived) stage time.

ARTICLE 11 - SHANNONS SHOW’N’SHINE

All vehicles are required to be on display in Victoria Street, Bunbury between Clifton Street and Wellington Street from 5.30pm to 8.30pm. Access is via Clifton Street from 5.30pm. Drivers and Co-Drivers are not required to attend. Pre Show Assembly will be behind the Graham Bicknell Memorial Music Shell from 5.00pm and cars will convoy into Victoria Street.

ARTICLE 12 - VEHICLE SIGNAGE

Competitors are required to carry the Event number and sponsor door plate on the front door of both sides of the car. The sponsor door plate and number are not to be modified. If the car is being used by more than one driver, the number not being used must be clearly crossed out.

ARTICLE 13 – AWARDS 11.1 Event Trophies will be awarded to Crews as follows:

(i) 1st Outright(ii) 2nd Outright(iii) 3rd Outright

Targa Cup Vehicles (iv) 1st in each Class

Open Rallysprint Category (v) 1st in each Class

ARTICLE 14 – MAKE SMOKING HISTORY TARGA CUP POINTS 12.1 Points will be Awarded as per the Make Smoking History Targa Cup Matrix

12.2 All eligible competitors will automatically be included in Series Results

12.3 Where there is more than one co-driver in the same vehicle, points will ONLY be allocated to the 1st nominated Co-Driver. Co-Driver changes must be made in writing to the Event Secretary at least 24 hours prior to the Event to be eligible for points. Only the 1st nominated co-driver will be shown on the Entry List.

12.3 Where a Co-Driver competes in more than vehicle, they will only score points in the highest placed for Outright and Class.

ARTICLE 14 – PROTESTS Protests, if any, must be lodged in accordance with Part XII of the NCR.

ARTICLE 15 – ALCOHOL, DRUGS AND OTHER SUBSTANCES

a) Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by anotherASN) may be tested for the presence of drugs (or other banned substances) and subject to apenalty/ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS IllicitDrugs in Sport (Safety Testing) Policy as published on the CAMS website.

b) Consumption of alcohol in the service park or any section of the competition venue/course under thecontrol of the Officials is forbidden until all competition is concluded each day.

c) Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by anotherASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) inaccordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing.

ARTICLE 16 - POSTPONEMENT, ABANDONMENT OR CANCELLATION

An Event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59.

(i) if there are less than 35 entries; or(ii) by reason of “Force Majeure”.

ARTICLE 17 – INSURANCE Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $10,000 of any claim to rectify such property damage.
