X. Early Childhood Preschool Summer Nurses

As requested by the New Jersey Department of Education, Division of Early ChildhoodEducation (DECE), the Plainfield School District submitted a Three-year Preschool ProgramPlan for 2019-2022 school years.

The district approval letter contained a recommendation that student health data be collectedat registration or during the summer. In order to comply with the recommendation, the Officeof Early Childhood will data gathering on the following dates: July 6, 7, 8, 9,13,14,15,16, 20,21, 22, 23, 27, 28, 29, 30, and August 3, 4, 5, 6, 10, 11, 12, 13, 17,18,19, 20, 24, 25, 26,27, and 28. The maximum hours to be worked is 170 hours by each School Nurse. Funding isavailable in the approved 2020-2021 Early Childhood budget. RESOLVED, that the Plainfield Board of Education approves the termination of a staff memberwhose name is on file with the Acting Board Secretary, effective June 30, 2020.

Z17. Reduction In Force

WHEREAS, the Superintendent / Chief School Administrator (“CSA”), Dr. Diana Mitchell, hasreceived information from the State Department of Education indicating that the level offunding from the federal government/state aid to the Plainfield School District will besubstantially less than that received in the school year 2019 – 2020; and

WHEREAS, the Superintendent/CSA has determined that the Plainfield School District willhave to initiate a Reduction In Force (hereinafter “RIF”) in certain categories of employmentwithin the District, including teaching and non-teaching staff members, as a direct result of thereduction in state aid to the Plainfield School District from the federal government/state aid forthe school year 2020 - 2021; and

WHEREAS, the Superintendent/CSA has developed a RIF Plan and Assessment and hasdetermined that this Plan will best address the anticipated budget shortfall and financialrestraints for the District as a direct result of the reduction in federal aid from the federalgovernment/state aid for the school year 2020 - 2021; and

WHEREAS, the Plainfield Board of Education has reviewed the Superintendent’s RIF Plan and

Assessment and has determined that the Plan is fair and reasonable under the circumstancesin each job category set forth in the Plan based on the District’s anticipated budget shortfalland financial restraints as a direct result of the reduction in federal aid from the federalgovernment state aid for the school year 2020 - 2021; and

THEREFORE, BE IT RESOLVED, that the Plainfield Board of Education, in consultation withthe Superintendent/CSA, hereby adopts, approves and ratifies the RIF Plan as proposed anddeveloped by the Superintendent and CSA; and

BE IT FURTHER RESOLVED, that the Plainfield Board of Education hereby ratifies, adoptsand approves any and all action taken by the Superintendent and CSA in implementing the RIFPlan adopted herein prior to today’s date.

BE IT FURTHER RESOLVED that the Plainfield Board of Education shall review the RIF Planwith the understanding that the Superintendent/CSA will confer with the Plainfield EducationAssociation/Plainfield Association of School Administrators for additional cost savings to modifythe RIF Plan hereby approved by the Board.
