From then on, till the 9th century A.D., a dynasty of 43 successive kings ruled over the sovereign, united Tibet of three provinces. It emerged as one of the most powerful and prosperous nations in Central Asia. As Tibet established its own distinc- tive and independent language, script and grammar, it made an unrivaled progress and propagation in the fields of religion, culture, societal civilization etc. In the 9th century A.D., Tibet went into a period of disintegration when the central power declined and broke into a number of small principalities but it was not intruded or invaded upon by any foreign country. In 1260 A.D., Drogon Choegyal Phagpa revived the sovereign rule over the united three provinces of Ti- bet and for about 380 years, other successive pow- ers like the Phagdru, Rinpung and Tsangpa ruled over Tibet. In 1642 A.D., His Holiness The Fifth Dalai Lama founded the Gaden Phodrang form of government and for more than 300 years till the invasion of Ti- bet by the communist China, the lineage of the Da- lai Lamas held sway and the whole country was well administered due to which its environment, natural resources and the people were protected from any harm. Thus, Tibet maintained its steady position as a peaceful zone of buffer state between Asia’s two giants-India and China. In 1949, the Communists established their rule over Mainland China and as per their policy of expansion, they started invading Tibet from its eastern borders. In 1950, after the disastrous defeat of the Tibetan forces in the battle of Chamdo, the so called ‘17 Point Agreement for the Peaceful Liberation of Tibet’ had to be signed under Chinese duress. For the next eight years, the Tibetan government explored every means to arrive at a mutual settlement but the Chinese side violated the terms of the ‘Agreement’ when it built a number of main roads which enabled its armies to oc- cupy all the strategic areas of Tibet. They also started changing the traditional norms of Tibetan society forcibly. As a result, around the year 1956, revolts against the Chinese occupying forces started erupting in number of places in eastern Tibet which ultimately culminated in the National Uprising of 1959 in the capital city of Lhasa. Thus, His Holiness the 14th Dalai Lama and the legitimate Tibetan Government headed by him had to seek refuge in India. After the complete occupation of Tibet, the Chinese fortified the Indo- Tibetan border which is a continuing threat to the security of India. In Tibet, the government of China unleashed such an excessive oppression on the people that more than 1.2 million Tibetans perished as a result. This is a heart wrenching record of untold proportions in the history of Tibet. Further, unified Tibet was cut up or forcibly assimilated into the neighboring Chinese provinces. These divisions are the Tibet Autonomous Region (TAR), Tsongon (Qinghai) Province (six autonomous prefectures), Karze (Ganzi) Tibet Autonomous Pre- fecture (eighteen counties), Ngaba (Aba) Tibetan Autonomous Prefecture (thirteen counties) and Muli Tibetan Autonomous County. Also, Kanlho (Gannan) Tibetan Autonomous Prefecture (seven counties) and Pari (Tianzhu).Tibetan Autonomous County have been incorporated into the Chinese province of Gansu whereas Dechen (Deqin) Tibetan Autonomous Pre- fecture (three counties) has been merged into Yun- nan province. During the last 60 years of occupation, the govern- ment of China formulated numerous political initia- tives in Tibet in order to completely annihilate the very identity of Tibet as a nation and its people in the form of its religion, culture, language and customs. The so-called ‘Democratic Reforms, Quelling Rebel- lion, Cultural Revolution, Fight Against Ethnic Re- gionalism, Fight Against Dalai Splitism, Patriotic Re- education, Safeguarding Stability and Harmony, Fight Against Splitists’ etc were in fact a mean to propagate military imperialism, Cultural genocide and colonial- ism to implement their policies which specifically aim to humiliate, look down upon, degrade and discrimi- nate against the Tibetans as a race. As a consequence, in Tibet, the Tibetan people have initiated a series of peaceful resistance against the oppressive policies. Especially, after the wide-spread uprisings in the whole of Tibet in 2008, virtual mar- tial-law like measures have been perpetrated under which Tibetans are being subjected to severe tor- tures and random imprisonments. In spite of these, the spirit and bravery of the Tibetan people remains intact and resorts only to peaceful actions to demon- strate their resentment. However, the government of China remains completely oblivious to the aspirations of the Tibetan people and on the contrary, blame His Holiness for instigating the above activities in attempt to split ‘the Motherland’ i.e. China. Due to such false insinuations, mistaken policies and severe persecu- tions, the peoples’ resentment has intensified. Thus, with the main slogans calling for the ‘Return of H.H. the Dalai Lama to Tibet’, ‘Freedom and Independence for Tibet’ and ‘Preservation of Tibetan Religion, Cul- ture and Language’, Tibetans have initiated the on- going series of self-immolations as a mark of protest against the Chinese government. This form of protest started in 2009 in Tibet with the self-immolation of Tapey, a monk in Kriti monastery From then till the time of going to the press, 152 Tibetans have immolated themselves in Tibet. Out of which 130 people have become Martyrs. As such, the situation in Tibet is becoming more and more ur- gent. As of now in Tibet, those who perform the last rites of the deceased, organize prayers or even visit the surviving family members of these matyrs are considered to out-laws and are being arrested and imprisoned. Even in the exiled Tibetan community around the world, the flames of self-sacrificing protest have caught on and total 10 self-immolations have been witnessed so far. Under such tragic circumstances, we appeal to the administrations, parliamentarians,organisations and individuals of the free world to : 1) denounce the brutal and inhuman policies of Chinese government towards Tibetans in Tibet. 2) Call upon China to immediately end the human rights violation and other repressive policies in Tibet. 3) Call for an International fact-finding delegation to investigate and report on the real causes behind the self-immolations. 4) Urge the Chinese Government to resume dia- logue with the special envoy of His Holiness the Dalai Lama for early resolution of Tibetan issue, 5) Raise the issue of Tibet in the international fo- rums and help intensify diplomatic and international pressure on the Chinese government.
