EU and Space

• Treaty of Lisbon (Article 189 TFEU) gives EU shared competence in the fields of space • to promote scientific and technical progress and

industrial competitiveness and the implementation of its policies

• shall draw up a European space policy• by joint initiatives, support RTD, coordinate efforts in

exploration and exploitation

SSF topics - highlighhts

• Continuation of space science data topic, but addition of new topic of « Earth analogue » research

• Critical Technologies topic is back after being absent for 1 call, with strengthened budget of €20m

• Focus on space debris issues, including support for an active debris removal demonstration project

Page 11: Tanja Zegers Space Research and Development DG Enterprise and Industry European Commission

Space science and exploration

• Exploiting data obtained in space – with EU missions or instruments (in particular that available at ESAC)

• Open to many areas (space physics, astrobiology, planetary science, astronomy, astrophysics, health, etc.)

• Adding value to data by combining space mission data with non-space data

• New data handling tools – e.g. visualisation

• Earth analogue R&D – technology test, system approaches and strategies for search for life, human performance in space

• Enhancing/broadening research partnerships•

“Critical Technologies for European non-dependence ”

• “Non-dependence”: possibility for Europe to have free, unrestricted access to any required space technology.

• Joint EC-ESA-EDA task force on Critical Technologies has defined a revised list of urgent actions. Proposals should address topics from this list of 17 items.

Space technologies

Projects should aim to go beyond current state of art, development activities up to space qualification favoured

Reducing vulnerability of space infrastructure

• Space weather threats:• accurate modeling and impact assessment on

affected systems, particularly GNSS• Modelling collision interactions of micro-

particles with satellites• Development of mitigation means

• Debris collision threats:• Performing an in-orbit removal of debris,

demonstrating concepts and technologies for active debris removal, scalable for future use

Objective for Space in Horizon 2020

Prepare for the increasing role of space in the future and reap the

benefits of space now

Page 20: Tanja Zegers Space Research and Development DG Enterprise and Industry European Commission

Four specific objectives

• Enhance competitiveness, non-dependence, and innovation of EU space sector (= industry and research community)

• Enable advances in space technologies

• Increase exploitation of space data

• Enable participation in international space partnerships

+ relevant space applications under Societal Challenges• Transport, Climate, Security

Instruments

Horizon 2020 has a flexible range of instruments that can be used from basic research to close to market demonstration.

Basis:

- Open, competitive call for all EU27 (no geo-return)

- Co funding Grants: 100% Research, 70% Close-to-Market

- Trans-national European (>3) consortia

- Open to international participation (i.e. beyond EU)

New in H2020:

- prizes, loans, pre-commercial procurement

Page 23: Tanja Zegers Space Research and Development DG Enterprise and Industry European Commission

• Part bottom-up, through annual calls in broadly defined topics

• Part agenda-driven through multi-annual programmes of linked projects: Strategic Research Agenda

• Widen participation from industry, SMEs, academia, technology institutes, agencies + non-ESA EU countries

=> CONSULTATION WORKSHOPS December 2012– February 2013

Horizon 2020 implementation

Conclusion

• Space under Horizon 2020 will be more comprehensive than under FP7• No longer includes GMES development • RTD and innovation (close to market activities)• Support to research and analysis of space data and

(scientific) preparation for future missions

• Ongoing activities• Development of Strategic Research Agenda H2020• European Parliament and Council co-decision process • Opportunities in final call FP7
