Bill explains Marketable Record Title Act created to clear titles every 30 years - especially old titles - The unintended consequence was that it affected HOA’s - There is a simple fix/ After sending notice to all owners, the Board opens a “special meeting within a meeting”, votes to approve preservation of recorded use restrictions in accordance with the Marketable Record of Title Act. Bill asks, may I have a motion to open the special meeting and a second. Then Bill says I will read the statement of marketable title action, when I finish, may I have a motion to approve this action? Language TAMPA PALMS OWNERS ASSOCIATION, INC. (the "Association") has taken action and will be taking further action to ensure that the Declaration of Covenants and Restrictions of TAMPA PALMS OWNERS ASSOCIATION recorded on February 26, 1986 at OR Book 4753 Page 1345 et seq., of the Hillsborough County Public Records, as amended from time to time, including, but not limited to currently burdening the property of each and every member of the Association, retains its status as the source of marketable title with regard to the transfer of a member's residence. To this end, the Association shall cause the notice required by Chapter 712, Florida Statutes, to be recorded in the Public Records of Hillsborough County, Florida. Copies of this notice are available through the Association pursuant to the Association's governing documents regarding official records of the Association and the applicable Statute. Jo Ann outlines the make up of the organization noting that the owners are represented by village voting reps who in turn elect the board. There are two professional (licensed) staff members, Bonnie French who is the property manager and “me” who oversees operation of the TPOA, including the facilities here and at River Park and hires trains and manages the park staffs for both the TPOA parks and the CDD parks.

Now that the buildings are complete, the TPOA can turn its attention to the recreation facilities A new and safe playground Revitalized tennis courts… and maybe a new offering… pickle ball. The game of pickleball, a court game played on a smaller version of tennis courts, is gaining popularity and there have been numerous calls to the CDD & TPOA requesting facilities for play. Pickleball is traditionally played on a badminton-sized court. The “racquets” are paddles, made of composites, wood, polymers and even aluminum. The balls are hollow plastic balls with holes; the balls very light weight (.88 oz for outdoor balls and .8 oz for indoor balls). Finally the net is set slightly lower than tennis nets (36 inches on the ends, and 34 inches in the middle) The smaller courts, lower net and wiffle ball use allow the game to be accessible to people of all ages and abilities, while still allowing more competitive players to enjoy the sport.

Maggie The widening of BB Downs will be the most disruptive thing that has occurred since Tampa Palms was created. Though the rains have slowed the progress with the widening project in general, work continues and the project is still on target. It is 26% complete at this time. There are three drainage crews right now working south of Pond 300 (Area 2 pond) on the 60” storm drain RCP that will run north along BB Downs, from the Amberly area to the pond. Most work is complete FOR now on the Area 1 exit, though the area is being used for parking for the crews working on the entrance. - Due to the constriction along TP Blvd on the Area 1 exit side, TECO was forced to relocate their facilities to the Area 1 entrance. The relocations included the need to bury an underground vault just inside the knee-wall.

Bonnie There have been resident concerns regarding the use of fire arms on conservation lands along Amberly Drive in Area 1. Most of those concerns have centered on lands purchased by an owner in 2012, That owner has met with the TPOA and will be cooperating with all deed restriction items, including He will file modifications applications for all changes made to date and for any future changes. He will not fire a gun on the property and he will not permit others to do so. He will post no hunting signs along the perimeter of his property on Amberly. The fence was approved using conservation lands-only language for the Architectural manual that will encompass wood the fence and allow sit to remain in place.

Warren The proposed budget for FY 2015-2016 is presented tonight. On Sept 19, 2012 during the FY 2012-13 Budget Meeting the community approved both modernization projects and the financial model that supported these plans. The financial model - absent any nationwide inflationary surprises - projects assessments at $260 level for this year and the following two. The financial model will be reassessed and presented to the community during the January annual meeting.

Warren As mentioned above, the assessments are $260 for the coming fiscal year. The balance sheet remains strong. It is critical that the TPOA not only address the short-term requirements of the FY 2015-16 operations but also keep an eye on the forward moving economics. For that reason the reserve allocations are depicted (with no increase in assessments) through FY 2018-19 An important part of remaining a vibrant community that attracts new owners and young families is to remain rate/assessment competitive. The things of note include The apparent increase in revenue is a results of a decrease in allowance for bad debt The increase in reserve contribution is a result of diminished spending - in part due to the timing of the construction projects.

Bill The Tampa Palms governing documents call for the Board to approve the budget and that was properly done more than a month ago. It has been the practice of the Board to request the endorsement of the Voting Members each year. While the Board approves the budget, it should be noted that were 50% of the voting members to choose to do so, they could disapprove the budget.
The TPOA Representatives for each village are asked to report on any matter concerning their village or Tampa Palms in general.
