Issue/Need: Wrong Way Entries caused by unique intersection dynamic signing for reversible express lane open/close procedure and state.

If vehicle maintains wrong way course: Secondary detector picks up vehicle; THEA & Law Enforcement are notified including pictorial vehicle info; and collision avoidance alerts are sent to upstream CV’s
