Chairman's Message
Recent developments in science and technology offer score of opportunities to developing
nations to overcome the gulf between prosperity and themselves. Nevertheless,
enlightened and educated youth is the prerequisite to tap these opportunities and only
nations with literate youth population would be able to benefit from these opportunities.
Tameer-e-Millat Foundation has always been focused on educating Pakistani youth and
bringing them best possible educational services without any discrimination. Our core
agenda is to educate the nation at all levels – from primary education to professional and
technical education – with special emphasis on uplifting the low socio-economic groups.
Building a nation requires focus on every child, man and woman regardless of their age,
class and socio-economic level and Tameer-e-Millat Foundation, standing true to its name,
is building a nation by ensuring provision of education in far flung and least developed
areas. With careful attention to character and personality building, our education system is
producing students with refined personality traits and sound character.
We, at TMF, are driven by our belief that this nation can do wonders with serious and
concerted efforts in the field of education. With this in our heads, we started with primary
education and are continuously marching forward to improve education standards and
develop resources for establishing educational institutions capable of delivering advance
training to students. We are all set to offer excellent education in our university for our
bright but deprived students.
I heartily thank all friends and supporters who share these ideals with TMF. And I believe
that our association would result in a 'Different Pakistan' that would become a source pride
for our generations and inspiration for backward nations of the world Inshallah.

Educational Scenario of PakistanChapter 1
While education is considered one of the basic human rights, its denial to individuals
affects not only those who are deprived but also the communities and nations
subsequently which fail to educate their youth. Nations who fail to prioritize fall prey
to corruption, lawlessness and even 'extinction' from the pages of history in the course
of events. Success of any nation is directly proportional to the degree it prioritizes the
education of its citizens.

Pakistan is faced with multiple challenges today
but nastiest of these is the negligence of which
our education has become a victim. Pakistan is
capable of overcoming the volley of challenges
provided focused efforts are made to educate the
burgeoning youth population that would form the
largest segment of national population in some
year's time.
The Challenges
Scanty literacy along with mounting dropout rate
paints the educational scenario of Pakistan since
its inception. The dropout rate reaches peak at
secondary level of schooling.
1. Total enrolment at primary stage is 17.228
million, gender wise, 9.692 million (56%)
are boys and 7.535 million (44%) are girls.
2. Total enrolment at middle stage is 5.362
million; boys' enrolment is 3.106 million
(58%), whereas girls' enrolment is 2.256
million (42%).
3. Enrolment at high stage is 2.426 million
which includes 1.428 million (59%) of
boys, whereas girls' enrolment is 0.997
million (41%).
4. At higher secondary schools/ inter
colleges level the enrollment is only
919,543 of which boys' enrolment forms
457,443 (50%), whereas girls' enrolment
is 462,100 (50%)
5. Enrolment at degree colleges' stage is
352,303, with 138,097 (39%) boys and
214,206 (61%) girls enrolled. [pp. 9-10]
The vital role played by females in grooming and
developing a society in the role of mothers is a
sacred and honorable task; educating women and
girls can bring positive change in our society. The
authorities can make a turning point for the
society by prioritizing female education, thus
boosting up the diffusion rate of knowledge into
the social values.
We at TMF are mindful of the role that education
plays in bringing peace and prosperity to the
nation and resultant growth. Blame for fall of
nations goes to ignorance only and no nation can
and ever survived without education.

Primary EducationChapter 2
According to economic survey of Pakistan 2008-09, only 2.10% of GDP is spent
on education. The net enrollment rate in primary school is 55% in 157,899
primary schools all over Pakistan with dropout ratio of 30 percent.

World Bank reports show that in 2008, out of 18.7 million population of age 5-9, 7.26
million children were out of schools and only 66% net enrollment was recorded at
primary level with one teacher available for 41 students. Only 60% students complete
their primary education. This is deplorable!
Tameer-e-Millat Foundation
The communities that can hardly make both ends meet can best be served
by Community Based Primary Schools that provide educational facilities
free of cost. Community Based Schools operate on the idea of one school
one teacher, with multigrade teaching. These Community Based schools
focus on maximizing community's participation, while targeting every child
within that community for education. The curriculum of these schools
ensures learning at high quality and engaging students with motivation. The
wide network of TMF community based schools has enabled them to
develop a system for providing uninterrupted quality education.
336 Community Primary Schools
In 2009, TMF is operating a network of 336 Community Primary
Schools throughout country. Of the total number of students
enrolled in these schools, 64% are girls. One teacher-one school
system with mulitgrade teaching constitutes the best mode of
spreading light of education at the grass roots level.

Tehsil Pind Dadan Khan (District Jehlum)
PD Khan has been an area with a dismal less than 40% literacy rate in 1987. Envisioned to reach 100
percent literacy rate in the area, TMF established its first school in P.D. Khan in 1987. The journey starting
with 10 schools ultimately reached a total number of 91 marks in 1996, by the start of 2008, National
Education Foundation, Ministry of Education announced the limit of 50 schools per district, so
conforming to the mandatory requirement; TMF is currently managing 50 Non-Formal Basic Education
Program.
Mardan
Girls' education is one of major focus areas of TMF and empowering
girl children with education to make this marginalized segment of
society is a primary concern for us. In NWFP, we are running 81
primary schools with the support from Human Development
Foundation in remote villages of district Mardan. In such culturally
'strict' areas, fewer girls express their wish to get education, and
those who attend schools, fewer still reach grade 5. TMF has no
doubt played a significant role in spreading awareness. Currently,
more than 2000 students are enrolled in TMF schools' network.
Attock
Following the successful project of establishing Community
Based Schools by collaborating with Bhandhara Foundation and
Princess Gerarda-de-Orleans Borbon of Spain, 12 additional
schools were established in District Attock. The project was
aimed to fulfill educational needs of the remotest regions that
are deprived of quality schooling. The schools are catering to the
needs of nearly 300 students.

Rawalpindi and Islamabad Capital Territory
TMF, with assistance of the Ministry of Education, has been running
24 Community Primary Schools in nice small villages of Islamabad.
More than 700 students are getting education from these schools
with a comparable ratio of 36 percent boys and 64 percent girls.
In 2003, a project of 10 Community Primary Schools was initiated in
association with Bhandara Foundation and Princess Gerarda-de-
Orleans Borbon of Spain. These schools were established in suburban
Islamabad. The idea behind these schools was provision of greater
and equal opportunity for girls to get education and play their role in
society. Almost 300 students are getting education from these
schools.

Grooming Future Leadership -- Character Building
Learning at a school or any educational institution reflects in positive
behavioral change because of the quality of education. TMF values
quality of education highly. Our Model Schools intensify learning, focus
character building through involving students in serious discussions about
real-life problems, and boost their confidence in their ability to observe
their value system in life. The schools have developed an environment
that is conducive for learning a healthy lifestyle and preparing students to
true leadership to their communities.
We focus on youth education with specific concerns on:
Access Made Easy
To make the change sustainable and reforming the communities through education are major challenges
for TMF. Involvement of all stakeholders, families, schools and community partners is vital for sustaining
educational programs in a community. To meet this challenge, Schools Management Committees (SMC)
and Community Education Councils (CEC) are established to make the community part of school
governance and inculcate a sense of ownership among them.
It is ensured that members of SMC and CEC represent all stakeholders, including parents and educated
elders of community, so that leadership roles could be played in a constructive manner. Volunteers from
the community help TMF schools to serve their communities through identification of true community
needs.

Giving Ownership -- Sustainability through Community Participation
Training the Trainer -- Teachers' Training
Adding trained human resource into educational system is among
foremost priorities of TMF. Provision of on-job trainings have been
part of teachers' skills enhancement program since the inception of
any school in any region, but teacher's training has become a formal
part of TMF since 2007 after foundation of TM Institute of Teachers'
Development. TMITD is aimed at polishing the skills and developing
teaching capabilities in qualified teachers in a professional manner.
Lets be Accountable – Monitoring for better Management
The quality of education system is maintained through constant and
regular monitoring at every stage and level. TMF arranges regular
visits of monitoring professional to schools for observing the
administrative systems and suggesting improvements. In addition,
schools play their part by submitting quarterly financial and academic
reports to the head office.
Exploring 'Hidden Treasures' -- Talent Grooming
Program
Our school system seeks to encourage special
aptitude expressed by students and motivates
them by developing their talent. We sort our
students based on a sound knowledge base that
is created for deployment of students to their
suited fields of studies and career. Keeping a
balance, comfortable, creative environment and
maintaining control over the classroom is a
major challenge faced by teachers. TMF
educational system and philosophy always
appreciates participation by talented youth in co-
curricular and extra-curricular activities.

A Touching Tale – TMF through YearsThe story of success of TMF started from Khwera,
District Jhelum in 1987. In an area with dismally
low literacy rate, TMF established its very first
school, now TMF can truly claim to be the pioneer
and trendsetter as figures have risen up to 50
schools. In District Jehlum, six Model Schools are
equipping nearly 2000 students with that skills and
knowledge that would shape even their coming
generations.
TMF is operating three schools in Lilla Town,
Daryala Jalip while Khewra and Pin Dadan Khan
have one school each. Eastern Punjab districts of
Gujranwala and Faisalabad are being served by
three Model Schools. The schools are providing
equal opportunities to both male and female
students in poverty-stricken areas and catering to
the need of over 900 students.
The successful establishment of TMF's first school
at Khewra has been first milestone in this story
marked by unflinching faith and clearer vision.
Later in 1997-98, three Model Schools were
established in Rawalpindi District and Islamabad's
suburbs. Currently nearly 400 students are being
educated at these schools. One School in Lahore is
providing education to over 600 students.
Interestingly there schools are operating in
communities who might have been failed to get
their children educated had these schools not
been established.
The underprivileged areas of Western and
Southern Punjab are getting educational services
by our eight schools. The school in Wehali Zer
(Chakwal) was an initial step in promoting girls'
education in a backward area.
Recent experience and research studies show a
strong tendency for boys' increasing ratio who
prefer to leave school to support their families. On
female side, the unwillingness of parents
withdraws girls from schools. This observation is
aggravated at secondary level education. In order
to minimize and solve these issues, our schools are
providing free preparatory classes up to Higher
Secondary level. Our school network's progress
reached to establish one each school in districts of
Sialkot, Mianwali, Khushab, Multan and two
schools each in Toba Tek Singh and Khanewal.
Nearly 2000 students are enrolled in these
schools.
We have established schools in remote and hard-
to-reach Northern Areas to provide basic
education to the communities who don't even
have access to basic amenities of life. Least
bothered by most difficult communication
channels and extreme weather conditions, TMF
team set out to establish first schools in Skardu.
Reaching still further to the remote areas like
Gangche, Imphery and Tashnalot, TMF has
11w

successfully established 19 schools for
educational needs of scores of students there.
These schools were initiated as Community
Primary Schools and then upgraded to Model
Schools. One notable achievement of TMF is that
we are operating one higher secondary school at
Shinkiari, Mansehra (NWFP), where 635 students
are getting education.
Baluchistan, Pakistan's mineral-rich but poorest in
terms of literacy province is the latest to attract
TMF to make it a field of its activities. TMF has
been trying to address the educational needs of
this area. TM Model School is under development
in Nushki District. Although socio-economic
condition of the area has slackened the pace of
development but we have a vision of establishing
our modern educational complex in Baluchistan
where we have completed the building structure
and planning to start the classes this year with
kind assistance of Pakistan Petroleum Ltd.
In Sindh province, 16 Model Schools are operating
in Karachi, Khairpur and Shikarpur. Nearly 1000
students are enrolled in these schools. All these
schools are established in poorest of localities
with low literacy rates like Lawang Goth, Sohrab
Goth and Omer Goth.
12
Federally Administered Tribal Areas (FATA) includes
07 agencies bordering Afghanistan comprising
27,220 Sq Km. For the world it is merely a
battlefield now, but for TMF it is an area to fight
another kind of battle. TMF is ready with boots on
to combat ignorance and illiteracy in this area. The
Foundation has taken an initiative to provide
education by taking over a school at Village Dana
Raghzai, Tehsil Birmal of Wana, South Waziristan
Agency. Tameer-e-Millat Children Public School
building consists of seven rooms and five rooms are under constructions for high school education.
With over 300 children the school building and infrastructure facilities are not enough but TMF
plans to tap every possible opportunity for promoting education in this region.

*Tameer-e-Millat City of Education
Tameer-e-Millat City of Education was envisioned to become center of
quality education in Pakistan. TMCE campus spans over 300 plus acres to
provide educational opportunities in all areas and disciplines of studies for
Pakistani children. The foundation of City of Education was laid in 1993 by
Maj. Muhammad Ikram when he was set to retire from his military career.
He decided to establish a school in Ratwal. He was motivated to educate the
children of working class in adjacent small villages. For this noble cause, he
appealed to one of local landlords who donated 16 kanals of land for school.
In 1996, the school was affiliated with TMF for enhancing managerial and
operating activities and changed school name as TM Model School, Ratwal.
With this, Major Ikram planted the seed of TM City of Education that is
thriving unhampered. In addition to educational and residential facilities, the
campus houses vast fruit gardens, dairy farm, fish farm and water dam,
which add to the beauty of the landscape. TM Central Library, School Health
Unit and TM Mosque & Islamic Centre serve for peripheral needs of TMCE.
The troublesome administration task of purchasing and ownership
transferring land was done by Late Muhammad Salah Mirza. His undeniable
services will always be remembered in history of the City of Education. TMCE
houses separate campuses for Girls and Boys, each with complete
educational facilities of Library, Mosque, technical & teacher training
institutes.

Despite scarcity of resources for laying down
foundations of a residential school at the City of
Education, TM School of Excellence for Boys was
established in April 2002 with hard work of Dr.
Muhammad Ata. The school started its academic
operations for provision of higher secondary level
education. Dr. Ata continued to support the
school in education, administration and in
provision of material resources. Dr. Nasser Ali
Kermani, who is a veteran physician besides his
credential as a seasoned educationist, took
charge as first principal of the school. With his
hard work and consistency, he led the school
through meager resources and tough weather.
The pioneer batch successfully passed and
qualified with distinctions. Currently over 140
students are getting educational facilities, half of
them benefitting from free education.
The donations of our valuable patrons from USA
in joining hands for building modern facilities for
the school are memorable. Mr. Qasim Bajwa and Ms. Nuzhat Nisar have generously donated for Biology
lab in name of their parents and Mr. Masood Akbar has contributed for Physics lab.

TM School of Excellence for Girls (TMSEG) is going to be a unique and complete residential educational facility for girls. TM School of Excellence for Girls
Pakistan, as a competitor in global market, is suffering from lack of access, increasing disparities from market standards and isolation from whole world. This problem could only be addressed by removing shortcomings and improvements at grassroots level. In the educational arena, weaknesses at primary level education ultimately have a negative impact on higher education. The need for operating on equal grounds for public as well as private sector has been realized in order to provide quality higher education. Since 2000, a boom in private universities has been observed, but still enrolment rate has been very low as the cost of education is high. We strongly feel that there is a need for establishing more higher education institutions.
TMF has clear understanding about the role played by higher education in society, so we have taken pro-active approach towards higher educational needs. With collaboration of Shifa Foundation, TMF's sister organization, project of establishing Shifa Tameer-e-Millat University (STMU) is underway. The approval of STMU from Higher Education Commission has taken place on February 15, 2006. Further processing for legislation of bill will be proceeded in the Parliament.
Shifa Foundation is already serving health needs of society by producing physicians and nursing professionals through Shifa College of Medicine (reorganized by PM&DC) and Shifa College of Nursing. The university will offer additional programs such as Masters, M. Phil and Doctorate in various fields.

Adult Literacy Centers
TMF Adult Literacy program is aimed at
adult females who are illiterate. TMF
initiated adult literacy centers in
association with Ministry of Education in
District Jehlum. Currently, 50 centers are
operating in District Jehlum for literacy
promotion. These centers complete two
cycles annually, enrolling 20-25 learners for
six-month periods. These literacy centers
have helped empower women in their
respective communities. Currently over
1200 females are getting education and
vocational training from our centers.
Vocational Training Centers
TMF envisions empowering women in their social lives through equipping them with education and
professional training. Presently eight Vocational Training Institutions are operating in the country, one
each in Multan and Khushab and three each in Jehlum and Lahore.
Computer Training Centers
To prepare our students for using latest technological advancements in their learning, our Model Schools are equipped with computer laboratories. However, we have established four dedicated Computer Training Institutes in order to promote information technology. Two training centers are operating in Skardu and Mianwali and two in Jehlum.
Teachers’ DevelopmentChapter 5
TM Institute of Teacher Education (TMITE), former TM Institute of Teacher Education &
Research was founded in 1994 at TMF Head Office by Professor Dr. Saeed Rashid, who had
vast experience in the field of education. He was former Principal of Army Public School
and Military College Jehlum. Teachers play central role in promoting quality education,
whether in school based educational settings or in open community based programs.

TMF understands that teachers at all level of education must be treated with respect and compensated for their invaluable services. We realize that teachers should have access and opportunity for training and ongoing professional development, which could be enhanced by open and distance learning. TMF believes that decisions affecting professional lives of teachers and teaching environments must be made with the active participation of teachers. Teachers should also accept their social and professional responsibilities and be accountable for their role in the lives of students and the communities they work with.
Pakistan has an imminent need to put creative, imaginative and clearly defined strategies in practice in order to identify, attract, train and bring best teachers into the system. These strategies should support and facilitate teachers in preparing students to fulfill the knowledge based and technology driven economy. Teachers also need to understand diversity among students and learners, thus customizing their teaching styles according to intellectual development of each student and motivating students to participate actively in classrooms.
In order to address the challenge of keeping teachers abreast of changing educational trends, TMF has reestablished TM Institute of Teachers' Development in 2007. Qazi Manzoor Hussain, a professional educationist with rich experience in education and teachers' training, has assumed the leading role in TMITD.
Quality Assurance through Monitoring and Evaluation Visits

School Health SystemChapter 6
Education and Health are the main indicators of development in any society. We
are TMF believe that like education, it is a basic right of every human being to live
healthy life, with proper healthcare facilities. A healthy student can attend school
more regularly, participate in curricular and extra curricular activities and
ultimately become a constructive and productive member of society.

TM School Health System was initiated in TM City of Education Campus in the beginning of 2008. The mission of TMSHS is to appraise, protect and promote the primary healthcare services to students, teachers and staff. Preventive and emergency healthcare services are provided to all students until high school level.
A School Health Nurse was appointed for providing healthcare services to students by performing nursing assessments, periodic health screenings, nutrition assessments, health counseling, referrals and follow-up of suspected or confirmed health problems, emergency treatments and promotion of preventive medicine.
Healthcare Services
TMSHS provides various services that are designed for timely treatment and appropriate provision of primary
healthcare that prevent and control the curable and communicable diseases. Some of these services include screening of newly enrolled students, regular medical checkups, referrals & follow-ups and first aid training. Additionally optimum sanitary conditions are ensured for healthy school
environment and lastly emergency care for illness or injury is also provided.
Referral Point
For provision of secondary level of treatment, TMSHS has developed two referral points:
1. Tehsil Headquarter Hospital, Fateh Jang, for acute emergencies
2. Shifa Foundation Hospital, Islamabad, where chronic cases and cases from Tehsil Headquarter Hospital Fateh Jang are taken care of.
Health Curriculum
To help students realize the importance of health and healthcare, a sequential curriculum is planned that addresses the social, mental, emotional and physical aspects of their health. The curriculum at Primary School level has been launched for pilot testing. The curriculum assists in maintaining and improving students' health by providing them with sophisticated health related knowledge, preventive healthcare information and encouraging them to avoid health related risk so that students observe healthy attitudes and practices. The curriculum encompasses topics like physical and emotional health, social and family health, nutrition, prevention and control of diseases. The teachers are trained to provide health education to primary level students.
Health Promotion for Staff
Opportunities to improve health status and adopt a healthy lifestyle are being provided to school staff through provision of health assessment, health education and fitness activities. Health literature is being provided that contains health tips, thus creating awareness and making the staff a role model for students to follow.
